part in the early morning battalion formation when ncis investigators carried out a sweep. 16 marines arrested, another eight plucked from the group for questioning, all part of a large-scale, ongoing criminal investigation. >> basically, it's a shock to the system. >> reporter: the junior enlisted marines were arrested for their alleged involvement in various illegal activities, including human smuggling and drug-related offenses. in a statement, the marine corps says it's committed to justice and the rule of law and will continue to fully cooperate. >> these crimes look like organized crimes crimes, but these were not organized people. they were relatively low ranking and were not in leadership positions. as a result, they took their opportunity when they saw it to make some extra money. >> reporter: officials confirm the arrests came on the heels of another human smuggling investigation. earlier this month, two marines were arrested and charged with transportation of certain aliens

for financial gains. investigators say those marines agreed to transport three mexican citizens over the border for $8,000. >> these marines have been alleged to have done certain crimes, so if they are, in fact, found guilty of those crimes, then they'll be held appropriately accountable for that. >> reporter: the marine corps says the latest group of marines arrested did not take part in the southwest border support mission earlier this year. they remain in custody and could be tried in the military justice system. >> miguel, this isn't the only troubling headline coming out of the military, right? >> reporter: craig, it's not. a u.s. navy s.e.a.l. platoon team is being sent home because of, quote, a lack of confidence. they were accused of drinking while off duty. they'll be sent back to california. >> miguel, thank you. meanwhile, multi-millionaire jeffrey epstein is still on suicide watch this morning as

investigators try to piece together what happened inside his manhattan jail cell that left him injured and semi-conscious. stephanie gosk is here with the latest developments. what's the latest overnight? >> good morning. the latest is this, according to the bureau of prisons, epstein was never taken to the hospital. there's still no official word on his condition or a statement about what actually happened. one attorney is pushing back on the theory that the theory that the accused sex trafficker was attacked. >> reporter: this morning, still no word on how jeffrey epstein ended up on the floor of his jail cell, in the fetal position, with marks around his neck, as described by several law enforcement sources. was it a suicide attempt was it a ploy to get moved t a different facility did another inmate attachim? according to two sources familiar with the case, epstein is sharing a cell in manhattan's metropolitan correctional center with nicholas tartaglione, a former police officer accused of murder tartaglione's attorney said his

client is being unfairly implicated his name leaked, he says, by law enforcement officials who don't like him >> nick had nothing to do with harming anybody in any facility, including mr. epstein, and he was not questioned about assaulting mr. epstein >> reporter: the attorney describing what he calls grim conditions inside the jail >> it is insect infested inmates are woken up at night by having rodents crawling on them. >> reporter: in florida, the palm beach county sheriff's office has opened a criminal investigation into epstein's prior 13-month stint in the county jail there over a decade ago, after he pleaded guilty to soliciting prostitution. at the time, epstein was allowed to leave his cell six days a week and go to an office for work release an attorney for one of his accusers says it wasn't all work. >> he had visitors, female visitors i don't know that any of them

were underage. the female visitors were there not for business >> reporter: no proof was given for the allegation, and epstein has not responded to the accusation the current county sheriff says if the law was broken, he wants to make sure it doesn't happen again. >> epstein's attorneys are appealing the bail decision. that will keep him in jail until his trial begins could be months, perhaps longer, before epstein's trial officially gets under way. >> another angle you're tracking, the company that owns victoria's secret has apparently hired a law firm to investigate ties to epstein. what do you know about that? >> that's right. the company is l brand they put out a statement saying jeffrey epstein was the personal money manager for the founder of the company. they call the accusations against epstein abhorrent, but they didn't go into specifics on what they were investigating we'll see what comes out of that. >> we will indeed. steph, thank you for that. now to the in-fighting that's starting to heat up among the leading democrats vying for the chance to face president trump in the 2020 election

undocumented immigrants. a former vice president's counterpunch, labeling them as supporters of bernie sanders' medicare for all, which biden says will raise taxes on the middle class one issue they all agree on, attacking president trump for racist comments about the four freshman congresswomen of color. biden has a commanding lead over bernie sanders in gna new fox news poll. after biden's falterin performance in the first debate, his team knows he has a lot to prove next week when he is back on the debate stage. craig and kristen. >> andrea mitchell for us in washington thank you. now we want to turn to that record-breaking heat wave hitting europe, from rome to paris. dangerously high temperatures reaching up to 110 degrees right at the peak of tourist season. we want to turn to al for all of this what's going on here >> we have these blocking patterns that stretch all across the ocean. in fact, halfway across the globe. you've seen from paris, as you mentioned, to italy to london, on into spain, record-setting

heat today is the last day of that. take a look. we have this blocking pattern. many countries and cities all-time record highs. for the uk, only the second time they reached over 100 degrees. belgium, 105 paris, almost 109. netherlands, a little more than 107. much cooler air mass is starting to move in, so one more day of extreme heat, as you can see in the temperatures by the weekend, everybody is in the 70s or low 80s that's a break for them. we mentioned this blocking pattern. as we are looking at climate change, we're seeing more and more of these. this huge blocking ridge blocks those and locks those weather patterns into place. we're seeing that, in fact, over the arctic in fact, for alaska, they have the strong blocking pattern which is becoming more frequent with climate change. for july, this is the hottest month not just july, the hottest month ever on record for alaska. temperatures 5 to 12 degrees above normal 90th consecutive day on average for the state to have above

normal temperatures. 315 of the last 365 days above normal as far as the lower 48, we're talking temperatures now that are starting to rise again, from albuquerque, denver, omaha, wichita, chicago as we move into th northeast, temperatures rising from burlington, cleveland, new york, pittsburgh into the weekend and early next week, temperatures are beginning to creep up into the 90s for philly, raleigh, detroit, nashville, atlanta, and des moines, as well, guys. the heat is on it's not going anywhere any time soon >> temperatures creeping up indeed al, thank you for that we will get the rest of your forecast in a few minutes. for the moment though we turn to an international dust-up involving an american rapper charged with assault in sweden now, kanye west, president trump, even first lady melania trump are all getting involved keir simmons has the very latest this is a weird one. >> it is good morning to you. even in this extraordinary political era, there are still

>> right so the data is basically from 1970 to 2009, the rates of melanoma increased 800%. the rates of basal cell ka carcinokar carcinoma increased 145% bottom line is, the number one way to avoid skin cancer is avoid uv radiation sunlight and tanning beds, as we will get to, are the main culprits here. >> tanning beds. people are still using tanning beds en masse in this country. knowing what we know about the correlation between tanning beds and skin cancer. >> yes craig, if you use a tanning bed once in your lifetime, you have increased your risk for melanoma by 20%. >> one time? >> just one time if you have used it before the age of 35, that risk increases to 59% with each subsequent use, you are also increasing your risk. one data point i thought was very interesting is that young girls who are using tanning beds under the age of 16, over half
