and good morning to you this friday. thanks so much for joining us. i'm marcus washington. >> and i'm kris sanchez in for laura garcia. kari hall will have our forecast in a minute, but we're starting with some breaking news right now. vianey, you have trouble on the roadways. >> eastbound 80 at appian way we have a big rig that has overturned, and there is a sig alert, we're talking about four lanes blocked, only the slow lane is open, so let me get right to that map for you there. you could see we're starting to notice delays even though it's only 4:30 in the morning right now. we are going to possibly reopen

majority of lanes not until 7:00 a.m. and it's only 4:30 just to give you an idea of how bad the backup can potentially get even, eastbound 80 at appian way, slow lane is blocked and pete suratos is on the scene with the latest. pete? >> reporter: good morning to you, vianey. we're just getting here to the scene in pinole. as you mentioned, that big rig overturning right before you get to appian way. you can see actually the tow truck is here. they just started lifting up that big rig. so when we were getting here, we were actually able to get off on the appian way exit. right now they're stopping traffic once you hit the richmond parkway exit. they are working to get that big rig out of the way, and at least information we're getting looks like this may have happened roughly around 2:45 a.m. that big rig may have been trying to avoid a car that was on the freeway, but we're waiting to get more information on that, but as i mentioned, you

see that big regular, they're trying to move it off the road so they're stopping traffic once you pass richmond parkway, before you are approaching appian way, so that is the situation right now. we're going to continue to stay on scene and we'll provide another update for you guys as crews try to move that big rig off the road. >> all right, thank you very much, pete. we know that you'll stay out there talking with the chp. right now, at 4:32, we want to get a look at the friday forecast for you. kari? >> it will be a little bit warmer this afternoon, but starting out nice and cool, as we get a live look outside in san jose. as you get ready to head out the door, expect those low 60s to continue through about 9:00, and then start to warm up in willow glen. at noon we're at 71 degrees, eventually reaching our high temperature up to 83 this afternoon, while los gatos reaches up to 85, so we'll get a look at owl of our microclimates and the full forecast coming up in a few minutes. >> thank you, kari. new this morning, a chp officer is recovering after an overnight rollover crash during a high-speed chase.

here is a look at that damage left behind. chp says that that crash started around 12:30 this morning. the officer crashed on southbound 280. this is near the 880/17 interchange. fortunately the chp says that the officer received only minor injuries, but the car that the officer was chasing did get away. "today in the bay's" bob redell is following this story. he's going to have a live report for us coming up in the next hour. and another step toward much needed healing in gilroy. nbc bay area sky ranger over downtown gilroy last night, as hundreds of people remembered the victims of the garlic festival shooting. this was an event to remember those who died and support those who survived. >> sergio quintana reports for many, the recovery will take time. >> reporter: at one point, the crowd broke out in a chant, "gilroy strong." there was offense a sense of strength and solidarity. one speaker called for action against gun violence. >> for too long and too often we

have been subjected to too much mayhem that gun violence inflekinflec inflects upon our nation. >> reporter: some are still coming to terms with what happened in their community. >> it's scary. my family was there and left a couple minutes before that. >> reporter: mildred torres says her family is fine but one of our classmateses with injured by the gunfire. she joined a group with posters and banners and tried to raise the crowd's spirits with cheers. >> let's walk around with our banners and show people the support and show people that we're safe. don't be afraid of anything. >> reporter: gilroy strong became a rallying cry. for some it was a way to shoo away their fear. for others, a chance to help. one group of girls handed members of the gilroy foundation a check for more than $3,000 they collected in one day at a lemonade stand. this is a night when spiritual leaders stood with s.w.a.t. team members, both groups are here to help calm and comfort the community. sergio quintana, "today in the

bay." another development tied to the shooting, the three gilroy police officers who killed the gunman have now been identified. >> together the officers have more than a half century of law enforcement experience. one of the officers is a 23-year veteran. the others have served 17 and 13 years respectively. gilroy's police chief says none of the three are very concerned about being in the lime light, even though many now consider them heroes for bravely responding to the gunfire so fast. a man gilroy police say made social media threats tied to the garlic festival shooting is now under arrest. he is 33-year-old jose pinon accused of posting the threat to facebook and referencing the number of victims killed. separately, he is also accused of violating a restraining order. gilroy police are letting people know that threats of this kind on social media are not only illegal, but will not be tolerated. recent events in gilroy have prompted police there to postpone the upcoming national night out. bay area cities will celebrate night out next tuesday.

gilroy police tweeted this out yesterday saying that for gilroy, it has moved that event to october 1st. a new survey reportedly finds two-thirds of contra costa county at risk for wildfire. according to "the mercury news" coco county fire leaders recently finished a survey and the map scholes the areas that firefighters consider to be in a fire hazard zone. the fire chief says an average of two fires a day were reported during last year's fire season, most of them either intentionally or unintentionally caused by people. and here is the latest reminder about the danger of wildfires in contra costa county. some homeowners in lafayette had a brief scare yesterday afternoon. sky ranger overhead that. firefighters put that fire out quickly. a small plane had its front landing gear sheared off, when the pilot had a hard landing, bouncing off of the runway.

this happened yesterday at novato. the plane ended up on the side of the runway. none of the people on board were seriously hurt. b.a.r.t.'s fleet of the future, its transit agency is removes these signs from 85 of its newest trains. as you can see they read no panhandling, subject to fine, but homeless ad kates complained and reminded b.a.r.t. that panhandle something legally protected as free speech. the president of b.a.r.t.'s board of directors agrees, saying that the signs were missing a word, and should have read no aggressive panhandling, which is against the law. >> i think it's really discriminatory towards people who are poor, who are unhoused, saying that you can't be here in this public space. >> so far this year, b.a.r.t. officers responded to 340 calls for panhandling, only two resulted in citations. 4:37. coming up on "today in the bay," a new wave of tariffs on chinese

stocks plumgd yesterday after president trump said he plans to impose a new round of tariffs on $300 billion of chinese imports that haven't been taxed already, starting september 1st. the dow had been up more than 300 points but closed down 281 points for a third straight negative session. on today's watch list, the pulse check on the labor market. the jobs report is expected to show another month of steady hiring in july. the new wave of u.s. tariffs on chinese goods could hit consumers in their wallets. tariffs are plied to products exported to the u.s. and paid for companies and manufacturers who either absorb the added cost or pass them on to customers. previous rounds of tariffs mainly targeted industrial goods. the new tariff also hit a wide range of consumer products, things like toys, electronics and smartphones. and lowe's is laying off thousands of employees as it outsources some responsibilities to outside companies. the home improvement chain won't say how many people are

but we have a lot of clouds and fog in san francisco. you can see this shot just all fogged in right now, and so it's going to be misting and drillsing for a little while, give it another few hours there, while martinez starts out clear, at 6:00 we're at 61 degrees, going from the low 60s to the low 70s by 10:00, and at noon, it's 79 degrees, so still a really nice day, as we check out our south bay high temperatures, it's going to be a little bit warmer today compared to yesterday. east san jose headed up to 86 degrees, and gilroy up to 89. for the east bay, we're going to see a couple of low 90s in spots like antioch, pittsburg and in concord, while oakland reaches 73 degrees. for the peninsula, we also have a wide range in temperatures, from 64 in half moon bay to 83 in palo alto. san francisco staying in the 60s today, and still some gusty winds, and some low 90s in clear lake, while novato today reaches 86 degrees. in pleasanton today we're

celebrating the 125th anniversary, that's going on this afternoon, block parties going on, and it's going to be a warm start, but then cooling down, if you head there around dinnertime, it's going to feel much more comfortable, and also a nice evening. so we are enjoying some cooler weather. we have all week, but then as we go into the weekend, we're going to of some warming, especially in the inland areas. you probably have already seen it at the bottom of the screen that many of our microclimates inland will reach into the 90s. so we're going to peak at 93 degrees tomorrow, and then come down next week, look at next wednesday and thursday, that looks pretty nice, even though we'll have a hot start to the week, we will be cooling off, and in san francisco, no major changes here. we're staying in the 60s, with at times clouds and fog. vianey, back to that traffic alert. how is it looking now? >> we have a sig alert to tell you about this morning, but i want to start with an overall bay area. i'm noticing a hazard in the south bay, starting to cause some delays. i'll find out what that's about.

again i want to let you know, eastbound 80 in pinole, this is counter commute, at appian way. we only have one lane open. the slow lane is open. estimated time right now chp is reporting possibly all lanes might reopen at 7:00 a.m. live picture an overturned big rig. you can see all the lanes that it's blocking. they're getting by, again, on that slow lane. look at that big rig just going by, so again, this is along eastbound 80 in pinole at appian way, just west of it, and you can see now we're down to only one lane. estimated time on when this will reopen is about 7:00 a.m. for now i would say go ahead and take appian way the surface street, and hop on after the fact, so you avoid that delay through there. so far i'm happy to report the westbound lanes which is your commute lane is not being affected. westbound 80 toward the bay bridge only looking at eight minutes. now westbound 580 toward the richmond bridge, seven minutes and westbound 92 toward the san mateo bridge only 11 minutes. i'll have another update coming up shortly.

>> thank you very much, vianey. developing this morning, the sonoma county sheriff's office is talking to us about a bizarre deputy shooting last night, it happened about 5:30 in the evening on ninth and morgan streets near st. rose catholic church where a deputy shot a shoplifting suspect at least three times while that suspect was inside the deputy's car. this was after investigators say the suspect tried to grab a securi guard ithe fe at a nearby shopping mall. the deputy located that suspect nearby and said that he used a taser, it had no effect and the suspect eventually got into the trol car and allegedly luchb n lunged at the deputy with a knife as the deputy tried to shut the door. the suspect is expected to survive. a follow-up, a judge today expected to decide whether to unseal two more warrants tied to a high-profile case involving a bay area freelance journalist targeted in a police raid. the warrants are linked to police raids on brian carmody's home and office. officers were investigating a

leak of a police report on the death of a public defender jeff adachi, but working journalists and their sources are protected from such searches under california's sealed laws. two weeks ago another judge banned police from using evidence associating with a separate warrant in the case saying that police never told her that she was a journalist. new details involving the case of a navy s.e.a.l. accused of covering up war crimes. a san diego-based admiral was dismissing charges against lieutenant jacob portier. the former platoon leader was accused of holding a reenlistment ceremony for special operations chief edward gallagher next to the corpse of an islamic state militant. earlier this month a military jury acquitted gallagher in the killing of that isis prisoner. the admiral also ordered a review of the services justice system. and coming up here on "today in the bay," at 4:51, "nbc bay area responds." >> two teams, two languages and

isn't until 7:00 a.m. this is a possible dui situation or you know, inerms of two vehicles being involved, there was an overturned big rig and apparently another vehicle so i know that we're getting more reports on that and i know we also have pete on the scene as well, bringing us updates. so far again this is at appian way. pete i'll send things over to you. i know you have more info on what could be bind this crash. >> reporter: yes, vianey, good morning to you. we're getting more information from chp. you mentioned it, a little bit there, this was a situation with a big rig trying to avoid a car that was actually stopped in the slow lane before you hit appian way in pinole. traffic is starting to move along, letting folks off of the shoulder off the appian way exit. in our last live report traffic was actually halted as they were trying to tow the car. you so he that big rig, that's what they were able to kind of lift up, that was overturned as a result of this accident earlier. i want to show you some video of
