for that stretch of the nimitz. i believe they're done with the construction. that traffic break will mean a little slowing out of castro valley and up through san leandro. clearing from southbound 880 south of 980, an easy drive going towards the bay bridge. as the high heat building back into the bay area, we are under another spare the air alert. >> you are asked to cut down on carbon emissions but there will be dangerous air conditions for many of us. in the meantime thousands of students are heading back to school beginning the new school year in triple digit temperatures. yesterday districts had their own challenges. >> bob redell is in concord. good morning. >> temperatures are expected to hit 104 today in concord, which means it will be another hot one for the 30,000 plus students

returning to class here at concord high behind me, the over 40 other campuses k through 12 campuses in the school district. at least these schools have air conditioning. look at this video. this is highlands elementary in pittsburg, which was supposed to open this week but it can't. the classrooms don't have their new heating and cooling systems. the superintendent sent out a letter indicating that the contractor could not get the install done in time. the district tested out temporary ac. the district hopes highlands can have their ac installed and opened by monday. now, in gilroy, it reached 103 degrees yesterday. way too hot for high school football practice. coach made the players work out indoors. further north along the 680 corridor, more than 3,500 pg&e customers in alamo, danville and walnut creek, they lost power as temperatures soared into the

triple digits. in concord, the contra costa fire protection district had a second alarm as they fought this house fire. it was so hot they needed backup to put out the flames. bob redell, "today in the bay." heading back to school, dealing with those temperatures, hopefully they won't stick around for long. >> nbc bay area the place to turn for all of your weather information. you can see hour-by-hour temperatures for places in the bay area. carrie posts updates all day long. fire crews are no longer at the scene of a big brush fire in east contra costa county. this is what it looked like last night outside of brentwood. that fire at vasco road and marsh creek. crews cleared the scene early this morning. we don't know how this fire started. today a new website goes

online to help north bay wildfire victims to seek funds for urgent and immediate needs as they continue to recover from the devastateding fires of 2017 and 2018. >> kris sanchez shows us who is eligible. this is separate from pg&e's bankruptcy case. >> this new website makes that really clear from the outset. this is for people still struggling to find affordable, temporary housing, either because their insurance money has run out or they didn't have insurance to begin with. this is the nor cal wildfire assistance program website. it is for people affected by the 2017 and 2018 fires. if you are one of those people you should register as soon as possible because the window is only open today through november 15th. the camp fire in paradise destroyed nearly 14,000 homes. a year early almost 9,000 homes

were destroyed. this 1$105 million fund will be administered by a third party and it is to provide alternative living expenses, other urgent needs and granting related reli relief. many wildfire survivors have struggled to find affordable housing. this program is separate from pg&e's bankruptcy cases. applying for one does not automatically qualify or apply you for the other. i went through that website, all you can do now is sign up for more information. you should do that soon because the window, again, is only open for the next three months. i'll tweet out a link to that site in case you want to register. >> sounds good. thanks. breaking news overseas, the united states looking to seize an iranian oil tanker that is being held in gibraltar. the tanker was stopped last month near the tip of southern

spain. it's suspected of heading to syria to be used by the assad regime. that would be in violation of european union sanctions on oil shipments to syria. the tank hear been er has been since july 4th. now to decision 2020 and the presidential race. today former colorado governor john hickenlooper is expected to drop out. he's the second democrat to do so. east bay representative eric swalwell dropped out a few weeks ago. several other drems wi democrat on the campaign trail today trying to get some voters. several events will be held in iowa today, and drive yang will spend some time in south carolina. today marks day nine of jury deliberations in the ghost ship warehouse fire trial. 36 people were killed in the fire back in 2016. earlier this week the jury said

they wanted to rehear everything that defend derick almena said on the stand. the jury realized they don't need to hear all four days. the jury is still debating whether they want to hear collect portions or need to hear any of it. >> in the wake of the deadly mass shootings in gilroy and across the country police in fairfield want to make sure you're prepared if you're caught in a similar situation. they're holding a public forum tonight at the fairfield city council chambers. you can discuss what to do in the event an active shooter where you are. children attending under the age of 16 14r50 shoushould go with it's been a few weeks since the shooting in gilroy where three people were killed. >> the community has rallied around the victims, along with

pairs and support, money is pouring in at a staggering rate. the total amount passed $1 million and that includes donations from dozens of lemonade stands. many local businesses are also trying to help. >> every time there's a donation on paypal, whether it's $10 or $10,000, i get an email. in one morning i had 366 emails. this week victims can fill out applications for medical bills and other needs. the foundation says the turnaround will take less than ten days. the new school year could begin with a teacher's strike in petaluma. instructors in the school district voted to hit the picketed lines after failing mediation efforts between the district in july. the district says it offered teachers a 3.5% raise.

negotiations continued ahead of the first day of class on monday. teachers at forestville unified school district also voted to strike this week. now to the debate over the naming of the new san francisco central subway stop. sfmta leaders are expected to vote tuesday on whether to call it in chinatown rose park station. she's the late political leader in the city. others say she was a bully who intimidated the chinese community. yesterday they were out fighting that proposal. in june, sfmta deadlocked on a decision to rename that stop. dealing with those hot temperatures, kari hall has been looking at those temperatures. how are we faring today? >> another really hot day. just as hot as yesterday. a lot of people are up and out the door. if you're on your way to the

good thursday morning. we're still under a microclimate weather alert. we're looking live outside in san jose. let's check out our temperature trend. in campbell, 68 degrees at 7:00. normally we're reaching 82 degrees. but we'll be above that at noon today. we'll talk about when these hot temperatures will finally back off, that's coming up in less than five minutes. a look at san rafael, an easy drive. some of these folks have a longer drive heading down towards san francisco. we'll show you what's going on for another route heading into this area. good morning. a very happy thursday to you. so, anything new on the stock market we need to talk about? let's talk about some local companies and then we'll move on to that. shares in overstock plunging after analysts are uneasy.

the ceo there shared stories about conspiracies and deep state. cisco's ceo will be live on cnbc in the 6:00 hour talking about layoffs in the south bay. all right. biggest fall on the dow so far this year, as investors ran screaming for the exits out of stocks and into bonds. president trump who has tied his presidency to the performance of the stock market puts an interesting spin on it. tremendous amounts of money pouring into the united states, people want safety. he's correct on this. the united states is u.s. treasury bonds. people are pouring money into government securities which are a safe investment. he has it right. but it's a weird statement. it's like saying yes the boat sank, but we got to wear snazzy orange life vests with blinking lights on them. so money pours out of the market and heads towards those safe

notes, government bonds and safety. that will affect the yield. how much the security pays you back in the end. look at the big board in new york city at the end of the day. it's time to talk about that yield curve again. a ten-year treasury note will have a high yield. it's going to be up here, it will move back and forth a bit. the graph over time might look like that. it has to be a high payoff, you're lending money for a long time. you can also invest in a two-year note down here, apparently my board won't allow me to draw a two year note. that will pay less. this makes sense. you spend a lot of money or you put a lot to of money aside, you get a high payoff, less, lower amount of time, less payoff. enough people rush into the long bond, like the ten year. the yield, the payoff will go down naturally. they sunk low enough and the

payoff on the short-term has risen high enough this has inverted. they intersected. this right here is a good predictor of a recession. it's called an inverted yield curve. now, marcus and lauren, inverted yield curve freaks investors out. the $64,000 question is does the inverted yield curve cause the freak ju freakout or does the streakofre cause the inverted yield cufrve. the answer is yes. a pumpkin spice phenomenon is back. hormel foods is launching a new pumpkin spice spam. ham is just like spam. any way.

valley, unhealthy air quality. high levels of ozone. that makes it unhealthy to be out there for long periods of time. we're sending some kids back to school. in santa clara, a great start to the day. they'll probably be september inside today for recess. it's going to be really hot even by late this morning. let's go through our microclimates and check out our temperatures. at 9:00, oakland at 67. we're at 93 degrees for morgan hill at noon. 90 degrees for danville. napa at 86 degrees. in the middle of the day we're starting to see triple digits in the inland east bay as well as the south county. up to 101 degrees in fairfield at 5:00. that is during that evening commute. windows rolled up, air conditioning on full blast today. we'll have some warm

temperatures going into tonight. at least the a's game today will be in the evening. that's when it starts to cool off. for the rest of this week, high pressure slowly starts to move away. that will allow us to get an ocean breeze, cooler wins coming in from the storm system that will be dropping in to the pacific northwest. look at how our temperatures drop. going from 104 today to 85 on sunday. it looks like we'll start to see hotter temperatures by the middle of next week. we'll enjoy that break while it lasts. mike, you're checking in on highway 101? >> south san francisco exit from southbound 101, still reportedly blocked by a private bus. trying to find out if folks were affected by that or if it was just moving place to place. no mrob problems south of ther. the overnight construction cleared from san leandro from

new details for you. jeffrey epstein's body is being claimed by an unidentified associate. the 66-year-old was found dead by apparent suicide monday morning in his cell in manhattan. investigators are looking on whether two guards tasked with checking on epstein the night of his death may have been sleeping on the job. epstein's death comes as he was arrested last month on sex trafficking of minorminors. jay z is teaming up with the nfl, and says he is supporting protesting and colin kaepernick, but is also willing to work with the nfl to make changes. kaepernick tweeted i continue to work and stand with the people in our fight for liberation despite those who are trying to

right now another summer sizzler. nbc bay area issuing a microclimate weather alert as triple digits are expected in many communities. here's a live look at san francisco and san jose is on the bottom. we'll see higher than usual temperatures today. good morning. thanks for starting your morning with us. i'm marcus washington. >> i'm laura garcia. let's get right to that forecast with meteorologist kari hall. >> we're seeing higher than usual temperatures and normal for san jose is 82. wouldn't that be nice? today we have a heat advisory that continues until 8:00 this evening. the bay and the coast will not be included in that heat advisory. it's all for the inland areas and solano county under an excessive heat warning. if you can head somewhere where it's going to be nice and cool.

our beaches, santa cruz will be at 100. we'll look at our weekend forecast which looks much better. mike, you see a backup and a crash. >> it's backed up at the bay bridge toll plaza. no major problems coming into the maze. we have a little slowing away. south 880, overnight crews are still there. near candlestick, south 101 reports of a crash there. reports of five cars, but i think it may be two or three. that's heading south on 101 out of san francisco. everywhere else is looking good. all right. thank you very much. it's 5:32 right now. new this morning new security cameras will be installed around a specific part of san

francisco. it's seeing a growing time trend, talking about chinatown. pete suratos has a look at what's being done. good morning, pete. >> good morning to you. those new security cameras will be installed around chinatown and san francisco, hopefully those cameras will make residents feel safer in the area. here's the details on how those cameras will be installed. the city of san francisco plans to install about 18 new high definition security cameras around china town starting from stockton street all the way to washington street. $45,000 of funding was used for this project. the purpose of the cameras are two-fold. obviously they want to serve as a crime deterrent and as a tool to assist san francisco police in the event of a climb. folks in the asian american community have expressed concerns in the past about safety. we reported earlier this month that some are organizing a gun education class to better

protect themselves. sfpd will increase police presence in the area, but cameras, those cameras will be installed at some point next month. reporting live, pete suratos, "today in the bay." e. 5:34, a gunman who investigators say shot six philadelphia police officers then triggering a standoff is now in police custody. but police are looking for more answers. this started yesterday afternoon as officers tried to serve a narcotics warrant at a home. when they approached the home, a man started shooting. several officers escaped through windows. the six officers who were shot were taken to hospital but the incredible news is that all of those officers were treated and released. the philadelphia police commissioner says it is remarkable that none of those officers died. >> it's nothing short of astounding that in such a confined space we didn't have more of a tragedy than we did we're so thankful that they were

able to get out and were able to get the other folks out. the prisoners that were in there are also unharmed. i don't know how that happened. >> the s.w.a.t. team shot their tear gas into the home late last night. the suspect walked out and was taken into police custody. an update to a miysterious and gruesome crime in san francisco which remains unsolved one year later. 65-year-old brian egg vanished from santa clara street last summer. strangers seemed to take over his home. his neighbor and others called police for weeks reporting egg missing. when police did enter his home they found his bodice membered. police are still investigating, but egg's neighbor feels like egg has been forgotten. >> hopeless in many ways. lost a lot of faith in the police department. >> this department is committed to making an arrest in this horrific crime. >> police initially arrested

lance silva who used egg's debit card to buy a car after egg was killed. he has been since released. cisco systems says it is getting rid of almost 500 jobs in san jose and milpitas. this is the second round of layoffs within the past year. most of the cuts will be from the engineering sector of the company. a statement from the company reads in part it is important that we make decisions to continually ensure our investment and resources are in line with strategic growth areas of business and customer demand. the statement goes on to say the company is helping employees who are laid off find other jobs within the company. in the south bay there may be commuter concerns if a deal is not made between the vta and union workers. this morning members of the santa clara valley transportation authority will go into a closed door meeting to talk about ongoing negotiations. back in june union members voted

down the latest contract offer. the offer included an 11% pay increase over three years and the vta called it their last, best and final offer. if there is a strike vta will bring in contract workers but service would be drastically cut. listen up and look at this cool new story that we have for you. a piece of san francisco history getting ready to hit the road. the city's oldest operating cable car just completed two test runs this week. according to the examiner cable car 19 has been out of commission since 1942. the agency says while the car is too old to operate in regular service it is trying to get it ready for muni heritage week next month. >> i think it looks great. >> you don't want any chances taken on those steep hills. the bay getting a break from most of the slowing.

sunday. as we keep the cool weather near the coast. this weekend, you heard us talking about it. clearing the shelters. marcus and laura will be at the berkeley humane society. it will be in the upper 50s there in the morning. get the family altogether, head over there. it will be a nice and overall a cool day with upper 60s. if you're in martinez for the vintage market happening on saturday as well, we'll be at about 64 degrees during the morning. and no matter what time you get there, all throughout the day, we'll have some much nicer weather, as we only reach into the upper 70s there. as you make your weekend plays, maybe you're going to yosemite. that's where we will see some warmer air, reaching 82 on friday. 80 on saturday. some upper 70s on sunday. in the tri valley, also going to be cooling off with some highs up to 87 degrees tomorrow. but then by sunday we're seeing a few more clouds, a high of4 degrees expected.

we're still under a microclimate weather alert. as the sunrises over the south bay, it starts out nice and clear. we're already feeling some warm air. it's going heat up more throughout the day. in campbell, expect our 1:00 temperature at 90 degrees, well above our normal high of 82. we see some cooler air in the forecast. more on that in less than five minutes. >> some of that warm air by the 101. 101 slowing out of san francisco. we had an earlier disabled bus, now we have four vehicles possibly in the middle of the

freeway. we'll show you where the latest slowing is coming up. >> look at this. this fire is burning in vallejo. crews say this home on carter street is destroyed. nine people and seven pets now need to find a new place to live. investigators say ta discarded cigarette butt started this fire. we're finding out more about a santa rosa doctor who is facing murder charges. four of his pains diedied. dr. thomas keller faces also a felony elderly abuse charge for a fifth patient who also died. his attorney says dr. killer did his best but several patients killed themselves and one died accidentally. we are learning new details

about 19-year-old john earnest. he did not have a valid hunting license, which is the only way someone under 21 who is not in the military or law enforcement can legally buy a weapon under state law. it's unclear how he purchased the gun. officials say he opened fire near san diego back in april. one person was killed and three others hurt. the gunman was arrested. we're getting a better idea of the damage done when that.1 earthquake struck southern california last month it could take more than $5 billion to repair badly damaged homes and restore a weapons station near ridgecrest. several buildings on the base were damaged and some parts are not being used now. there were several large aftershocks after the quake as well. smaller aftershocks have been continuing almost daily. bay area officials are hoping to learn from any mistakes learned after that quake. los angeles's mayor says a new version of the early warning quake app is now out.

it will alert users to weaker earthquakes starting at a 4.5 magnitude. previously the threshold was a 5.0. the president will hold a make america great rally today. >> there's a lot he will need to get to. president trump is extending an offer to his counterpart, president xi, offering to discusses what going on in hong kong. this is a change for president trump who in the past has dismissed the situation as something america does not want to get involved in. as you know, pro democracy protesters have been occupying the airport there among other places as they protest against an extradition law and for better police accountability. the other big development this morning is the president has tied our trade negotiations with

china to their ability to settle the protests without violence. the president tweeted this morning of course china wants to make a deal. let them work humanly with hong kong first. this is big. both tying hong kong into the trade war and then the president making nonviolence a condition of the trade talks. unexpected. must have taken beijing totally off guard. as for the stock market, president trump tied his presidency to the performance of the stock market and the markets are suffering. we gave you a granular look at that at 5:1524 mothis morning. dow fell 800 points yesterday. that's the biggest drop of the year. the fourth biggest ever. lots of people pointing out all four have to come during president trump's term. the bigger the dow gets, the more it can drop. percentage wise, it's not. picking a few at random, we had drops twice as big when obama or

worth of jewelry and electronics. a-rod posted a family photo on instagram. you can see jennifer lopez along with her children and his. the caption reads this is what matters most. #family first. as of this morning no word on who smashed into rod's suv sunday night. it was a rental it happened along 4th and brandon streets outside a restaurant where he was eating after the giants game. sfpd are not saying much. a-rod is encouraged that law enforcement has security video of the crime. we're getting word of a large scale prison riot on the central coast. this happened yesterday at the correctioning training facility in soledad, south of salinas. 200 inmates started fighting in the yard. officers used chemical agents, nonlethal weapons and fired warning shots from a rifle. eight inmates were taken to the hospital. 50 more were treated at the

facility. they are all going to be okay. still no word on what sparked the riot. in health news, now more than a third of kids and teens in the u.s. are exposed to secondhand smoke. that's according to a new report from the centers for disease control. the risk for exposure was higher among younger children, african-americans and low income family. young people living at homes with at least two smokers were more likely to be exposed. almost a quarter of kids and teens who did not live with a smoker say they're around secondhand smoke. doctors are sounding the alarm after a rash of vape related hospitalizations. 22 people across the midwest are being hospitalized with lung damage. this is tied to vaping. the scariest part of this the ages of some of those patients. most of those cases are teens and young adults. dr. chapman treated four teen patients. some were vaping for years, others for months. >> they have progressed to have
