>> getting the school lunches ready, too, and you're probably wondering what should your kid wear to school? judging by the weather, it's going to be different everywhere you go. if you're in san francisco, of course san francisco unified school district we have the cloud cover and the temperatures are in the upper 50s. low 60s by about 12:00, we'll be in the mid-60s and it's going to be a little warmer for those of you who are on the west contra costa unified school day, 68 degrees by 10:00 a.m. and by 11:00 a.m. we'll be in the 70s. it is going to be warm in the 80s by the time you pick them up from school in west contra costa. i'll look at how other bay area school forecasts are doing. first over to mike. >> vianey the bay bridge. oakland unified started a week ago. they've had a week the parents have to adjust to the schedule. i did see this monday morning a lot more folks head for the early commute, the metering lights were turned on at 5:12. it's starting to sort itself out now. we have the build coming off the berkeley curve as well. west contra costa unified also has their schools coming online,

same thing for livermore school, we talked about that. that will affect the flow of traffic as will the reenrollment, they're enrolled, the back to school folks for san francisco as well. north 101 we have slowing around sierra point parkway, a crash registered in one of the middle lanes that say problem headed toward candlestick for those familiar with that part of the peninsula. the rest of the peninsula and south bay moves smoothly. >> behind me downtown san jose beautiful shot and some of the bumpiest roads in the bay area are getting a makeover here in the city. "today in the bay's" bob redell is live for us in san jose where the city plans to repave every road within the next nine years. this is a big push, bob. >> reporter: we're talking about over 2,400 miles of road and nearly a decade. we're here on melrose avenue, behind me, not far from king and mckee here in san jose, and melrose avenue used to be rated very poor, because it was so worn

down and broken. it looks like new. it's one of many streets being repaved. or about to be repaved. later this afternoon, san jose mayor sam liccardo and other city leaders will stand out here and hold a news conference to let residents know san jose plans to repave all 2,400 plus miles of road within city limits within the next nine years. this is maintenance long overdue. you might recall a report last year by a national transportation research group called t.r.i.p. that ranked san jose second nationwide for having the worst roads with 64% in poor condition. there was another report last year that stated 400 miles roughly in san jose of roads in san jose were in desperate need of repair. the city started repaving earlier this year using money from measures b, t and sb1. the goal is to repave 200 miles of residential streets plus an additional 80 miles of major roads by year's end. the city says that this would be the biggest year

on camera attacking a woman entering her san francisco condo is due to appear in court. these side by side images show the suspect austin james vincent. his public defender put out the new photo following the release of the booking photo on the left. the incident has sparked a debate over the homeless navigation center being built near the condo, and the victim of the attack is weighing in. she wants the city to stop construction pointed to a drug and mental illness problem in the city. >> please take action. don't build this here. you don't have the capability to properly manage it. you don't even know who these people are. >> that woman has joined the group that recently sued to block the center. the mayor's office is committed to the plan, arguing other navigation centers have not led to a neighborhood crime spike. developing now an iranian oil tanker detained by western

forces off the force of gibraltar has been lifted and anchored and is moving on. u.s. leaders suspected that the tanker had been on its way to syria. european union forces detained it for more than a month, believing that it was attempting to breach sanctions against syria. new information on a surge of deaths in costa rica tied to tainted alcohol. in total, 25 people have died and nearly 60 people have been hospitalized according to "usa today." earlier this summer, costa rica issued a national alert and confiscated 30,000 bottles of liquor it said was laced with methanol, a poisonous alcohol found in antifreeze. this comes as the fbi investigates ten american deaths in the dominican republic. investigators are working to find out if tainted alcohol played a role. in case you missed it, kayakers in alaska see an amazing sight, a glacier collapsing right in front of

them. the kayakers were out on what they originally called a peaceful glacier exploration at alaska's spencer glacier. they noticed a flashl bridge starting to collapse, then they found themselves in danger, as an eight-foot wave then rushed towards the look at that. scientists say this is the new normal in the area as climate change is melting the glaciers. here in the bay area our temperatures are modest. >> no triple digits today, no 90s but we've got to brave them while they last. we'll get similar conditions today. 82 degrees in san jose for our daytime highs. 80 degrees in gilroy. in through the east bay talking 70s for oakland, 72, our typically warmer spots including livermore, concord, all in those low 80s as well along the peninsula. 77 degrees for redwood city and if you're hanging out in san francisco, you're going to

notice the cloud cover it will linger a lot longer. we have a sea breeze that will kick up the winds through the afternoon. expect breezy conditions to start and out through the north bay 82 degrees for santa rosa. but let's get a check of how the roads are doing with mike. >> let's take you out to the maps, we're seeing overall green sensors dominate, that's the good news. we have a couple of spots where we're tracking. the most recent update westbound 84, your commute direction through pleasanton and livermore funneling toward 680 right where it funnels from two lanes to one lane. there say crash around the ge plant and so do keep that in mind, it may take a few minutes to clear. we may see more slowing and you may want to leave a few minutes early. 680 the route holds steady through pleasant i don't know. 880 slows out of san leandro and hayward city right on schedule. the peninsula, second of the issues, north 101 at the candlestick off-ramp. a car went off the roadway, hit a light pole there. no word on whether there are life wires but it does not sound

a happy monday to you. lyft is making news. i will get to that one in a second. markets look to bounce higher after president trump said positive things about talks with china. he met with apple's tim cook on sunday. they had dinner. it sounded like cook convinced him to make apple a special case and keep iphones tariff free. as for china, president trump tweeted "we are doing very well with china, and talking!" a busy week for fed watchers this week. wednesday we get the minutes from the latest fomc meeting, those are the tea leaves showing the reasoning behind the rate cut. friday, powell will speak. there's an all-out battle between the white house and the fed. the white house wants the fed to lower rates to boost the economy. the fed wants to show it's independent and can't be bossed around but probably should lower rates to boost the economy but the white house doesn't want the fed to do that if by doing so it's saying the economy is in trouble. this is video from march and lyft ringing the electronic bell on the nasdaq after its successful ipo. today a very important day as

well. the lockup on lyft shares ends. as of today, a lot of people who have lyft shares who are not allowed to sell them will be allowed to sell them if they wish. that could put a lot of lyft shares on the market. you know the deal with supply and demand. so watch lyft prices today. then over the next few months, a number of other companies that went public in the early part of 2019 see their lockups expire, including pinterest, uber and chewy. chewy is the online pet store that delivers things like dog food. i've been mystified how it's different than pets.com, the famous dot-comof the dot-comera or infamous perhaps. also i get the excuse to run this as well as viewers have noticed. >> i think i interviewed the puppet. >> yes, i think he did the new year's parade or something, emceed it as well. >> tlef suhey have such a good commercial campaign but didn't get off the ground. >> they were delivering heavy

well. so some areas got a little bit of drizzle overnight because of the cloud cover and temperatures right now are cool, but eventually into the afternoon, san jose 82 degrees. gilroy 80 degrees. 84 for east san jose, i feel like now you can really see my sunburn now that i pointed it out. all right. so headed for the east bay, oakland 72 and then we've got the 80s again in through concord. so below normal for this time of year, we're supposed to be in the upper 80s and 90s which is what we saw and i know we had the triple digits last week. we're not going to see that today or tomorrow. we're going to continue to see these sort of 70s and 80s, but weather is always changing constantly. what's going to happen over the next couple of days, the middle of the week the pacific northwesterly rain up top and just down below in the southern plains we have this ridge of high pressure that's going to creep on in, if you notice in the time line wednesday into thursday, here comes that high

pressure, warming up those valleys anywhere between 92 to possibly 98. so we could creep into the triple digits for some inland areas but more than likely remain in the hot 90s, which is equally potentially dangerous, regardless of the situation in terms of heat exhaustion. it's all things you have to look out for and prepare for. hopefully you can get a fan if you don't have ac, do all the things necessary. by wednesday and thursday, 72 degrees. even in san francisco, which people typically don't have ac necessarily along the peninsula of san francisco because they figure that coastal breeze will keep them out, well, not this week. wednesday, thursday, friday our temperatures will climb into the 90s. 95 degrees, it's going to be pretty hot and by saturday and sunday the 90s remain in the forecast. mike? >> vianey, we're looking at a gradual build for most of the bay. we have a couple of spots where we're focusing. over here highway 4 and walnut creek standard build there. walnut creek and orinda b.a.r.t.

stations open on schedule. highway 24 opened early, great news. the bay bridge toll plaza also had metering lights on early, not great news but a standard flow right now. on the peninsula, this is one of our trouble spots north 101 approaching candlestick right at the off-ramp and the approach traffic is affecting the slow lane is blocked. a crash no major injuries but a lot of slowing early for that portion headed up the peninsula. in the tri-valley the update i don't know whether or not they have the disabled vehicle anymore. it was reported right by the ge plant where the two roads merge toward west 84, it may be cleared now. we see a standard flow of traffic through that portion of the tri-valley. the south bay, peninsula move nicely. that one spot as you head up in toward candlestick, north 101 is jammed up. 101 here through palo alto what most of the peninsula drive is like because it's still 6:19. back to you. >> i like that drive. thanks, mike. new for you this hour, a gruesome discovery in southern california. the homicide investigation in joshua tree this morning. who pays when a delivery

6:22. continuing coverage. hong kong is returning to normal today, this is after a weekend of massive protests. streets were filled with workers right now while organizers, according to organizers i should say, more than 1.7 million people filled the streets during sunday's demonstrations, despite heavy rain. the protests were overwhelmingly peaceful, after violent clashes last week between police and demonstrators. >> i we are not demanding something else or something extra. >> last week, police and protesters battled each other at the airport and hundreds of flights were canceled. >> 6:23. new today, southern california homicide detectives are investigating the mysterious death of a man at joshua tree. authorities found his burned body in a dry lakebed there about 135 miles east of los angeles. so far the man has not been identified. investigators are determine if there was a witness.

they're calling it a homicide based on evidence found at the scene. a 9-year-old girl talking about her big scare friday when she was bitten by a shark while playing in the water in florida. el >> it felt like a grab at first, and then like it just ripped into the skin and that's when it hurt and felt like a bite. >> that shark bit mallory crumm as she played in knee-deep water with her two sisters. video shows the bandages where the shark grabbed onto her leg leaving her with 12 stitches. her family's visiting from florida, visiting florida from ohio. the attack happened at new smyrna beach, the scene of about ten shark attacks over the past month. you can see the full interview, coming up on the "today" show at 7:00 a.m., right after "today in the bay." we may soon find pleasanton's downtown growing up. the plan to allow taller buildings over the next 20 years could be approved at tomorrow's city council meeting.

some residents say it will destroy the city's small town feel. the plan would raise the height limit for public and institutional buildings from 40 feet to 46 feet. commercial buildings would be capped at 40 feet. 6:25. nbc bay area responds to a gilroy woman who says an appliance delivery team dropped the ball. >> also dropped the delivery. she asked consumer investigator chris chmura and his team for help in getting the damage repaired. >> good morning. amanda berretto bought a new washer and dryer from lowe's. she said the delivery crew dropped the washing machine while carrying it up the stairs. they damaged a wall, a handrail and light switch. she asked the delivery company to repair all that but they didn't so she turned to us. we contacted lowe's headquarters, it stepped up and worked with that delivery company to pay amanda $1,680.88 for those repairs. lowe's declined to tell us

morning. we're getting started with the day and back to school for a lot of kids today. >> a little cooler out there this morning. grab the jacket but put their name on it. good morning, thanks for joining us. i'm laura garcia. >> and i'm marcus washington. vianey arana is in for kari this morning with a look at the forecast for you. >>good morning. i remember my mom writing my name on the tag on the inside. good trick. i would still lose them. i'm not going to lie. san francisco unified school day so far we're going to keep that cloud cover through about 11:00 a.m. temperatures in the 60s and it is breezy in san francisco today. so they're going to need a sweater. even by the lunch hour by 1:00, 62 degrees. recess and all that good stuff it will be somewhat cool and san francisco is only topping out in the upper 60s. as far as the west contra costa unified school day, a lot warmer there, starting out in the 60s but if you notice by their recess time, temperatures will be in the 70s and with a lot of sunshine. mike? >> vianey, we're looking at alameda schools as well,

livermore schools will change the flow of traffic. we had a week of adjustment for the oakland unified, and that sorts itself out nicely. looking toward the south ba franklin mckinley and fremont union high school in sunnyville, not fremont, coming back online with no real changes right now to the freeway flow. north 101 this is a good change, the crash at candlestick has cleared in the last few minutes. we get good recovery now but still slow coming up toward that area of the peninsula, that's north of san mateo so keep that in mind. getting toward the bay bridge, no surprises. we had the metering lights turned on a little early, back to normal, marcus. >> thanks, mike. new overnight for you, b.a.r.t. wrapping up a weekend track work in contra costa county, orinda, lafayette and walnut creek b.a.r.t. stations were all shut down. crews were replacing 500 feet of aging track, it was the first of six weekend closures through october. the next one is labor day weekend. and new for you this morning, you will no longer be able to purchase paper tickets at the busiest b.a.r.t. station in san francisco, and b.a.r.t.

is aiming to make this a system-wide deal. "today in the bay's" pete suratos joining us live from the embarcadero station with those details. pete? >> reporter: good morning to you, marcus. starting this morning, you can only purchase clipper cards if you're here at the embarcadero station. we're standing in front of those stations where you could purchase one of those clipper cards. b.a.r.t. hopes it will make things run more efficiently in the long run. four stations are taking part in this pilot program over the next couple of months, the 19th street station in oakland began august 5th. embarcadero today and powell street in downtown berkeley starting next month. while paper tickets aren't available for purchase at these stations, you could still use them to enter or exit gates and riders can add a fare to a paper ticket to exit a station. b.a.r.t. says the clipper card will save money, it's reusable over a longer period of time and doesn't jam up fare gates and reduces paper waste. we did get a chance to speak

clara university may create housing units that could help solve the housing issue and a teacher staffing problem. kris sanchez joins us live from santa clara with more on the discussion taking place later today. good morning, kris. >> reporter: good morning, to you, laura. santa clara university and two top tier high schools in san jose say recruiting and retaining teachers is really difficult, because of the high cost of housing here in our area, so that's why santa clara university is asking the city of san jose to change the zoning for this three-acre site on campbell avenue near the university's baseball diamond to allow residential development. the proposal is for 290 units of housing designated for the staff of santa clara university, bellerman college prep and christo ray jesuit high school at below market rates. the proposal calls for 26,000 square feet of commercial space with the university spokesperson tells me would include a business incubator.

according to "the mercury news" city staff recommended rejecting the proposal in order to keep industrial land available in the city of san jose for job creation with the planning commission voting to move forward. there is a public discussion tonight at 6:00 at the santa clara university locatelli student center, open to the public. although there is a business on this property here right now on campbell avenue, there is other residential areas down that way and there are other residential units down that way as well. so it wouldn't be completely out of question to have a residential spot here in this location, but certainly the city of san jose trying to figure out how to balance jobs and housing. i'm right on the border of san jose and santa clara. kris sanchez, "today in the bay." >> thank you, kris. >> 6:35. in the north bay this morning, teachers in forestville union school district will be back in school following a strike. it ended last week when the 16

teachers reached a new three-year deal. the forestville teachers association says it includes a 5% raise over the next two years. new details and a happy development overnight in the search for a missing jet skier in the north bay. one sonoma county deputy tells us all about it. >> that's mr. young right there. he got air lifted. he got transported and he's going to get treated for a complaint, just got to see how he's doing. >> this is video from a facebook live deputies posted overnight, shows 53-year-old eddie young arriving by helicopter at north bay medical center. he got lost yesterday after he went to get help for his friend whose jet ski had run out of gas in grizzly bay north of port chicago. his friend made it to civilization and was the one who reported young was missing about 4:00 p.m. a marine search team found young some seven hours later on an island in sassoon bay. satisfaction for rolling stones fans. >> they had a late night at

street, it happened just before midnight an paseo padre parkway. the northbound roadway is closed between walnut and capitol avenues. the road is not expected to reopen until 8:00 this morning. fremont police say the cause of that accident is under investigation. it's not clear if drugs or alcohol were involved. happening today, former lyft driver accused of kidnapping and sexually abusing a rider is expected to appear in a san mateo county courthouse. prosecutors say tony colocolo picked up a woman outside a san meato bar a little over a week ago. he's accused of driving her to her home in tracy and sexually asuiting her, after she passed out in his car. he's expected to enter a plea today. in:can cloud cover county, pleasant hill councilmembers vote on a pair of proposed delivery only medical marijuana businesses. under the proposed ordinances the stores would have to be at least 60 feet away from schools, day cares and youth centers.

in fact, despite a lot of worries with the volatile stock market, most economists on wall street toward the end of the week had been marking up their forecast for the third and fourth quarter. >> president trump once again claiming lots of people voted in the 2016 election who should not have voted. he made that claim in new hampshire saying thousands and thousands voted improperly there. the head of the american elections, the chairwoman of the federal elections committee has said over and over it's not true and she wants trump to prove what he's saying. she says there comes a time where you need to lay your cards on the table or fold. fake voting may not be a big problem but all of a sudden we are seeing people using legitimate data as a weapon. congressman joaquin castro whose twin brother is running for president, published the names of big trump supporters in his hometown of san antonio. it is public data, you can look it up, who donates to trump, biden or castro or whoever in palo alto on your phone, but it is being used as a weapon.

this afternoon will be in the 80s for gilroy. 80 degrees. san jose 82. in through the east bay we are talking about low 70s for oakland, 72, and then a little bit further inland in pleasanton 85 degrees, and along the peninsula, 73 degrees for san mateo, 77 in redwood city, up through san francisco upper 60s. remember not a lot of sunshine in san francisco today. we're going to keep a lot of the cloud cover and also breezy so if you're sending your kids off to school today, make sure they have a sweater. it's not going to warm up in san francisco. up through the north bay, 80 degrees expected for the sonoma area and we're going to stay in the 80s through tomorrow, and then approaching nearby we have this good old ridge of high pressure, we have a system off to the north and the interaction between these two will help keep our temperatures below the triple digits but the high pressure will be strong enough to bump us back up into those 70s for san francisco. by wednesday and thursday, remaining through the weekend forecast, and for inland areas as well, expect the warmup to

as part of the b.a.r.t. pilot program that is eliminating paper tickets at four stations. it will be outreach staff at embarcadero all week to help out with the transition. we're finding out a man is dead, another hurt after an overnight shooting in san jose. this happened just after midnight in the neighborhood near winchester and hamilton avenue north of camp ben. the surviving man was grazed by a bullet and treated at the scene. we checked with san jose police. so far no arrests or details on a possible motive. this marks san jose's 24th homicide this year. happening today, a man authorities say was caught on camera attacking a woman entering her san francisco condo is due to appear in court. the side by side images show the suspect austin james vincent. the public defender put out the new photo of his client on the right following the release of the booking photo. the incident has since sparked a debate over the homeless navigation center being built near the condo building where the attack happened.
