stores. mike is going to get us to the commute in just a bit, but first we want to start with temperatures with kari hall this morning. >> we are starting to warm things up, especially in the valleys. we will feel that as the coast now sees fog. there's low visibility right there at the golden gate bridge. let's check out the high temperatures. we will reach in the mid-90s today. low 90s in santa rosa. today, livermore up to 94. mike, you are tracking a grass fire. >> yeah, as well as the live shot. there was fog at the golden gate bridge, and meanwhile a clear view of the roadways. green sensors almost all the way appeared the bay. at the bay bridge, the crowd starts to build as they open the cash lanes over the next couple of minutes. the little fire at castro street and the richmond san rafael bridge. there's a little haze in the

air, and that's enough to show you humidity in the air. new for you this morning, bart's idea to ban panhandling not only on bart trains but on bart stations. but as you can imagine, not everybody is onboard, and some feel this idea may never even leave the station. we have pete suratos live for us. this is the talk of a lot of people this morning? >> reporter: yeah, good morning. there's one bart official proposing the potential ban on panhandling, but if the ban goes through the aclu says it would be unconstitutional, and it would be a ban on panhandling and busting, and that's when they play music for strangers.

the bill was for riders that feel they can't escape the panhandling. i do want to point out no official vote has been scheduled for this potential ban. reporting live, pete suratos, for "today in the bay." >> thank you for the details. we have more for you as well. bart getting better reviews for its khre its cleanliness. 6,000 riders were surveyed, and one big improvement spot was elevators, and that's up from 42% last year. and passengers gave higher ratings to the platforms, restrooms and escalators.

bart says this is the third straight survey it has seen improvements. and house speaker nancy pelosi is taking a position against e-cigarettes. this comes as kids hospitalized over vaping is on the rise. >> yeah, you may have seen tv spots, billboards or other ads for proposition c which rolls back the ban on flavored cigarettes, pending a review by the food and drug administration. juul also sued to stop the review of the long-term effects.

administration has new plans to leave migrant families in detention indefinitely. >> apparently they can be held for 20 days and then they must wait until their cases come before a judge. on average, that takes about two months. the trump administration claims when released two-thirds of migrant families don't show up for court, and the acting homeland security secretary says that should change. >> they are supposed to start in two months, and the court challenges are expected to delay that change. the recently reshuffled jury in the ghost house fire trial is taking a two-week hiatus. and then one school district will turn the page. for years people wanted to

change the name of the school because of the confederacy ties. the district's only elementary school has changed from dixie to lucas. deputies in contra costa county has a new office. they are now sharing a building with the brentwood police department. last year a plan was approved for the sheriff's department to move. the county paid for it. 23 deputies will be stationed at the new brentwood station. happening today in the south bay, you can weigh in on google's proposed mega campus project. the development is planned for an area near diridon station. neighborhood activist are against the plan saying low income residents will be forced out. this morning commuters have

a chance to weigh in on proposed discounts for transit bus and ferry riders in san francisco. the proposal would give 50% off to people that make 200% or below the federal poverty level. that's about $70,000 a year for a family of four. the goal is to increase ridership and improve affordability. the golden gate district board of directors is set to hold a public hearing at 9:00 this morning, and a pilot project is expected to kick off in the early parts of next year. right now as you get ready to head out, we are feeling warm weather. normally we are in the mid-50s, but we are at 68 degrees in palo alto. check out brentwood, 72 degrees. if you are heading out to the park around el cerrito today, it's going to feel muggy but we

have the mild temperatures to start. a few more clouds at 11:00, and 73 degrees. at 1:00, 78 degrees, so it's going to be nice out there. overall a fairly mild day with highs reaching into the low 80s there. we will see a high of 88 in san jose. 94 in livermore. a few more degrees hotter than yesterday, while ukiah today tops out at 95. mike, you are taking us back to the golden gate bridge. >> yeah, the flashing lights tougher to see, and it looked like it was blocking the northbound lanes. no problem except the fog and low clouds. we will track that as the morning commute will build come into the north bay. in the east bay, there was a crash over on the shoulder at university avenue, and no lanes blocked, and the build of the toll plaza, we should see the

numbers. president trump has been tweeting his anger at ford and the state of california as it looks like the white house is going to lose a battle to lower emission stads in cars. california can set its own standards and california and a number of other states want to keep the emission standards where they were set. and that means car companies can produce two type of cars, or they can produce cars the way they were with higher standards, and honda and volkswagen have chosen one kind of car, and they are choosing california over washington, d.c. the other side, the white house

and half moon bay reaching 70. up to 89 today in novato and 87 in napa. here's what is going on. we are still seeing fog near the coast in san francisco until about 11:00 and then it moves away from the coast. as the fog clears out we will see the temperatures inland really starting to warm up. a little bit of a light breeze but not much of a wind go into the next couple of days. it gets hotter into the weekend and early next week. san francisco staying in the 70s, and at times the clouds and fog moving through. mike, you saw a crash reported in hayward? >> yeah, it was reported at the toll plaza at the san mateo bridge. a few brake lights you see here,

a photographer for a peninsula swim team already accused of sexually abusing children for the past 30 years has just been arrested again. yesterday authorities took him back into custody. in july investigators say he abused at least three boys at his home and also at the rec center in paw tolla valley.

he was arrested and is being held on $5 million bail. and then san mateo spending $500,000 of converting a former fire station so officers can sleep there. it will have 12 beds, showers and an a/c system, a new one, with two out of three officers living outside of san mateo county, leaders hope that this will keep officers from burning out. >> it will certainly be more convenient for our officers. it will make it easier for us to recruit and retain officers if they have the option after 12, 15-hour shifts to stay here. >> some officers telling us they have been sleeping in their cars at the police station or couch surfing with friends, and that's due to the fact they live so far away. the new converted station is set

welcome to thursday morning. san mateo bridge this morning, looks like folks are already up and out the door. seems like a lot of people are getting the jump on the day, and maybe that's because it's going to be warmer later today. we will combine the traffic and the forecast. take a look at these numbers in concord today. 9:00, we're at 75. anything after about 11:00, it's going to be very hot out there with the temperatures not only feeling hot because of the number, but also the humidity we are already feeling as you head out the door. high temperatures in livermore up to 94. oakland reaching 82 and 92 in

santa rosa. we will get a closer look at the numbers and a look into the weekend. soover here, northbound 101 this is worse than we typically see. we have a crash that is blocking two lanes of northbound 101 approaching old oakland road. this stretch of 101 worse than it typically is. took ten minutes so far for chp to get over there. the crash over at the san mateo bridge toll plaza, not a problem. the bay bridge toll plaza, we showed you that earlier, and laura commented on how the lanes are backed up. an attack caught on camera outside an embarcadero condo is

becoming the talk over the plans. >> there's a plan to combat violence along the waterfront. this is the area that will be getting extra patrols. bob, talk a little bit about what city leaders want to do here. >> laura and marcus, san francisco police are boosting their street patrols and they are going to conduct more outreach to the people on the street since one of the attacks involved a tran seasient. this is a video of a transient attacking a woman outside her condo. the judge initially released that suspect back into the community without a monitoring device, and after public uproar, that judge did reverse course

and that man is now in jail. the chronicle reports there were two more attacks along the waterfront that caused the city leaders to meet yesterday and come up with a plan to patrol that area. social services will try to reach out to those on the street that are addicted to drugs or have mental illnesses. 12 candidates vying for the presidential candidates will speak. two presidential forums are scheduled for next month. some activist would like to see a party sanction debate. >> climate change has been slow

with life-threatening injuries. the woman that was filming this, she said she start filming once she heard commotion and gunshots. >> somebody was screaming and i assumed it was a gun because of the popping sound and what i caught on my camera was somebody brandishing a gun. >> during our investigation we located a victim who was injured and was transported to the hospital for life threat tphepbg injuries. >> the victim is not cooperating with police and investigators say they want to speak with more witnesses. a water search team coming up empty in their search for a woman that disappeared in east contra costa county. 53-year-old chen was last seen outside her discovery bay home tuesday night. deputies believe she went outside to water plants and never returned. the team searched the waterway behind her home, which had

neighbors fearing the worst. >> the neighbor on the other side saw her down on the dock cleaning spider webs off the boat cover, and my heart sank because she can't swim. >> she was wearing a green tank top. the faa investigators today will have their hands full with two northern california crash investigations, and one involved a single-engine plane that crashed in livermore, and the other involved a twin engine jet that bursts into flames shortly after. if you have not seen this video, i want you to take a look here. it's amazing nobody was hurt during this crash. there were ten people onboard and it happened at orville airport, and the pilot tried to abort takeoff and the fire engulfed that plane. as you can imagine, it left nearby people stunned. >> i came out and saw a lot of black smoke that was filling up the sky. there was a lot of concern.

>> the plane had plans to head to portland and so far we don't know why that pilot had to abort takeoff. meanwhile the pilot of a small plane that crashed miles off the coast of half moon bay is having to defend himself. >> that's because some people wonder if the whole thing is some kind of stunt. the post guard released its own video from the crash. you can see the pilot being pulled up in the basket, and that was on to the coast guard chopper. crews pulled the woman flying with him to safety also. he owns a colorado company, and some say the crash being staged is false. >> it's outside the scope of what a human may do to draw attention to themselves or company. >> the faa and ntsb are also

investigating the crash. oakland police officers in alameda county deputies are out patrolling school zones as students head back to school. as we get into the thick of back-to-school season, this is a reminder for drivers to slow down and take your time, and some of the kids already nervous about heading back to school, and we have to look out and slow it down. >> yeah, i was amazed at the speeds in the surrounding areas. 280 takes you up to san jose state, and that was packed with traffic yesterday. the reports are chp arrived and said one of the vehicles involved in the crash is stuck

in the middle of the freeway, and that's causing all the slowdown. there could be a traffic break as cruiews get there. it's going to be a nice weekend. still heating up in some areas. as we take a look at our saturday forecast, we will have a wide range from the coast to the bay to the inland valleys. low 70s for bay area beaches. the bay up to 94. 91 in the inland areas. we are also going to see more of the same, even slightly hotter inland reaching 94 degrees with a lot of sunshine throughout the weekend. as you make plans, maybe you will head to the polish street festival in martinez on saturday. we will see the temperatures at about 75 degrees, and then as we go through the day we will reach into the upper 80s, so it will

start in palo alto. it feels humid outside. as we start out the day it's warmer with 60s as you head out the door, and our warmup happens slowly as the sun breaks out at noon, we're at 80 degrees. we will take a look at hotter temperatures in our microclimate forecast in less than ten minutes. we have a jam that holds steady where this crash leaves one vehicle in the middle of the roadway. the backup is causing the tow truck to be delays as well. we will track this and the ripple affect coming up. 5:44 right now. developing now in santa cruz county the search is on for a man that tried to kidnap a 13-year-old girl. it all happened on tuesday near highway 9. deputies say the girl was walking home from school when the man just tried to talk to her and then he tried to grab

her arm and backpack, and she fought him off and ran away. developing this morning in southern california, police say they thwarted a man's plan to shoot guests. he was angry over an issue involving human resources, and he told a co-worker about his plan and the worker called police to warn them. investigators say they found several weapons and ammunition at the man's home, and that employee's tip may have saved lives. >> montoya had plans, intent and the means to carry out an act of violence that may have resulted in a mass casualty incident. >> police say officers did find assault weapons in the man's arsenal, but they don't yet know where he acquired it all. 5:45 for you right now, and world leaders will meet in

france. >> they won't come to any agreement. >> it sounds like a bold prediction. the countries going to the g7 will not sign any kind of joint statement at the end. the united states became the first country to refuse to sign on to the joint statement, leaving everybody else to do it without us. this year's the host says they won't bother with a statement at all. you may remember the iconic photograph from the summit, and president trump has been pushing to bring vladimir putin back to the meeting. the white house says it expect lawsuits against the new announcement where they would hold immigrants in detention.

the u.s. has three options when parents and children cross the border, and you can let them go or put the parent in detention and separate the children, and then detain them together, but that's only allowed for 20 days. the white house now picked a fourth option, ignore the agreement and detain the families together indefinitely, and that will almost certainly get the attention of a certain judge. the federal court judge in central california has been hard on trump and was hard on obama. she did not author the flores agreement but she said children cannot be detained longer than 20 days. here she is talking about her own immigrant father. >> he did not speak english, and there were no english as a second language those days, and he learned to speak english by

the park today in el cerrito, it will be muggy with temperatures in the mid-60s at 8:00. at 1:00, we're at 77. not much of a wind today, and a fairly mild day but some of the inland areas will be heating up. here we are at 10:00, we are seeing fremont at 72 degrees. 78 in fairfield. antioch, 88 degrees. at noon, 86 there. if you arplanning to have lunch outside today, for the most part it's looking good, but it will be heating up in concord reaching into the low 90s by early afternoon, and we are going to stay there for several hours and see the temperatures coming back down later this evening. our weather setup still the same, high pressure across the deserts southwest, and that will allow temperatures to build in the next few days, and we will have hot weather with inland

valleys reaching into the 90s and getting hotter by the end of the weekend. by next wednesday, we finally come out of the 90s and into the upper 80s. for san francisco, no major changes here. at times clouds and fog moving by during the early morning hours, and clearing out quickly as we go throughout the day. the south bay commute, the first burst we see typically, that's bigger and will last longer, because that burst of traffic happened just after a crash north of our camera. here's northbound 101. from actually to oakland road, this is continuing to quickly build and is backed up, and these sensors don't show that exact section, but we combined our sources and we are seeing a slower drive and there's 280 with more backup. and then thank you, we have a number of reports that came in through the area, and that's the

ripple affect i am talking about. more folks will hit 280 and that will cause other problems. so far we are hoping that tow truck can get there but it has to go through slow areas as well. the rest of the bay moving slowly. the backup forecast at the bay bridge market, that's the toll plaza. happening now, new video shows just one of dozens of fires burning in the amazon rain forest. they have been hit with a record number of fires this year. since last thursday, the research center said satellite images spotted 10,000 new forest fires, mostly in the amazon basin. and if you are looking for love, researchers are telling you where to look. the high-tech happily ever
