right now. good morning to you and thanks so much for joining us, i'm laura garcia. >> i'm marcus washington. first let's get started with meteorologist carry hall. you've been telling us to get ready because the heat is coming. >> it's been hot. it just continues. when you throw in a little humidity, it makes it feel a little worse. here is a look at the fog that will keep fran cool today. our temperatures overall will start out mild but then start to spread out from the coast to the inland areas. at 90 already at lunchtime in antioch. we'll go through the rest of the day in the hour-by-hour forecast. we may have an issue for one bridge. >> right now we're looking at the dumbarton bridge. everything else looking at the bay bridge toll plaza, pretty predictable. it's eastbound 84 getting over from the peninsula and heading over to the fremont and newark side. reports of a disabled vehicle. no slowing has shown up over the last five minutes. it may be a slow-moving truck.

we'll check that in the next couple minutes. maybe a bridge crew can confirm or deny. meanwhile the san mateo bridge shows how light the traffic is. new this morning, a new push to allow medical marijuana in all public schools across the state. "today in the bay's" bob redell live to tell us more about this controversial legislation. bob, could students actually be allowed to light up on campus? >> reporter: laura, no. that's an important distinction. if this bill were to become state law, parents will be able to administer medical marijuana to their student child on campus as long as the medical marijuana is in the non-smoking form. yesterday the california assembly approved a bill to allow local school boards whether or not to let this happen on their 12 campuses. some students use medical marijuana to treat medical seizures. right now they must go off caus.

supporters of the bill argue it's dangerous for the students to go off campus. some question whether this drug should be allowed on campus in the first place and also question whether the medical marijuana regulations are strong enough when it comes to children. the state senate needs to approve this bill before sending it to governor gavin newsom for his signature. it should be noted governor jerry brown, newsom's predecessor, did veto a similar measure. a judge allowed a 5-year-old girl to use a cannabis-oil based product to treat a certain kind of epilepsy. live in san ramon, bob redell, "today in the bay." 5:o 2 right now. our other top story president trump is back at the white house this morning. the president sounding hopeful when talking about the trade war

with china and nuclear talks with iran. "today in the bay's" craig boswell live in washington this morning. >> reporter: good morning everyone. the president striking a softder tone on iran and china saying china wants to strike a deal and he potentially wants to talk with iran. president trump back at the white house after three days of talks with allies and friends. the summit ending with a potential beginning as president trump said he's open to meeting with iran's leader. >> if the circumstances were correct or right, i would certainly agree to that. but in the meantime, they have to be good players. >> reporter: tensions with iran have flared over tehran's nuclear program and the shooting down of an unmanned u.s. drone. while international issues remain unsolved including climate change and trade, the president did sound optimistic about reviving talks to end the trade war with china, even as both sides threaten new tariffs next week.

>> the vice chairman of china came out that he wants to see a deal made, he wants it to be made under calm conditions. >> reporter: before leaving the g7 summit, the president pitching his florida golf resort for next year's g7 scheduled to be held in the u.s. >> we have incredible conference rooms, incredible restaurants. it's such a natural. >> at a g7, doing a schilling for his resort is kind of unheard of in the history and annuls of diplomacy. >> reporter: using trump-branded commercial property raises conflict of interest concerns. there would likely be more lawsuits challenging payments to the president's properties. marcus, back to you. 5:04 right now. the last time antioch council members got a raise, george w. bush was president. all that could change as soon as today. that's as council members vote on a plan to raise salaries to

$1600 a month, almost twice the current amount. this would be the first raise since 2006. san jose is hosting a new program that will help add more affordable housing. mayor sam liccardo and city council members will announce a newportal for rent accessory dwelling units, also known as granny units. the program will also offer forgivable loans and waive fees for residents willing to construct and lease. leaders hope it will help thousands more homeowners build secondary housing units in their back yard. 5:05. happening today, in hours lori loughlin and her husband mossimo engine knolly are expected to appear in court. you may recall laughlin and her husband both pled not guilty earlier this year in the college admissions bribery scam they're accused of being involved with. the couple is charged with paying $500,000 to get their

daughters into university of southern california as crew recruits although neither of them row. fires are still ravaging the amazon rain forest. brazil is rejecting a $20 million aid package. leaders of the g7 countries offered the aid money this weekend while in france. the french president put the devastating fires high on the agenda of the g7 summit. some environmentals dismissed the sum as not enough. brazilian official said leaders should take care of their own homes. drom dorian could make landfall as soon as tonight. it's gaining strength and expected to become a hurricane. once again, puerto rico may be in the cross hairs. royal caribbean is announcing three ships will be directed out of dorian's path. almost two years ago, maria hit

puerto rico, killing 3,000 people making it the island's worst natural disaster. >> so much rain in a short amount of time. >> that's going to be the main concern, all the rain associated with tropical storm dorian. we're expecting it to move closer to puerto rico tonight and earl yes tomorrow as a tropical storm and then move to the west and northwest. here we're dealing with the remnants of evo which was a tropical system farther to the south. it's going to cause a surge in humidity and give us a few more clouds, make it feel much more uncomfortable. not expecting any major problems out of there. kbrien the humidity with these temperatures that would reach into the low to mid 90s. even up to 100 degrees. 101 will be the high in ukiah. san jose reaching 92 degrees.

another hot one. mike, as you look at the roads, no major changes? >> no major changes. maybe a few subtle changes here and there. seeing a little more slowing out of the altamont heading towards livermore. we expect that. still tracking the disabled vehicle reported east bay coming from the peninsula across the dumbarton bridge over to the fremont and newark side. no updates and no slowing shows up on our sensors. it's light traffic. building on the approach towards the bay bridge, things are changing there. contra costa county, just slight slowing through bay point on highway 4. folks moving from the cash lanes and able to take care of the slightly quicker toll taking there. now the line in the last five minuresu ed in a slowdown. we'll see those metering lights likely in the next ten minutes. back to you. coming up on "today in the bay," a chaotic chase overnight, involving a stolen police cruiser ends in a deadly crash involving children. what we're learning about what led up to this tragedy in

drugmakers accused of pouring prescription pain killers into america. here is the attorney general of oklahoma. >> there's no question in my mind that these companies knew what was going on at the highest level. they just couldn't quit making money from it, and that's why they're responsible. >> we'll have more this morning on the "today" show. you saw the positive numbers on the dow on my screen. the nasdaq as well. traders heartened by news that china has been talking to american negotiators on the phone. president trump has said several times -- he did it again at a press conference yet -- phone calls took place. though the american trade representatives won't confirm that. china's foreign minister says there was no phone calls. this morning the editor-in-chief of the global times tweeted he was not aware of any phone calls. this might sound like a simple statement from a journalist, hey, i haven't heard anything. but the global times is run by the chinese government. that is the chinese government talking. so the president is the only person who says for sure there

were phone calls. does it matter? it does beyond just telling the truth. the markets move when the president talks. he sent them spiraling friday. he sent them up monday on claims of a phone call. darden, the parent company of olive garden is fighting back on social media as people on twitter and facebook call for a boycott saying darden contributed to president trump's campaign. it has not. people are confusing employee contributions with corporate contributions. we're going to explore that issue as we do talk politics coming up in about half an hour. the bottom line is, although there are lots of loopholes, asterisks and footnotes, corporations can't contribute to presidential campaigns. >> i thought you were going to talk about call-you-can-eat pasta. >> bread sticks yes, contributions no. >> thanks, scott. so another mtv video music awards show behind us. it was really a big night for

>> i dvr'd it. i hope they show it again. >> allison stoner the little girl in one of the videos. she killed it. >> she really did. you didn't notice because her hair was short. oh, that's the little girl. >> the rebirth after she appeared in the super bowl with katy perry. everybody goes who is that new artist. let's get started this morning. let's talk about this weather because it will be hot again today. here is a live look outside in walnut creek as you get ready to head out the door. if you plan on enjoying some time outside, maybe going to the park, it will be a little more muggy at 8:00, 66 degrees in concord. at 11:00 it is 80 degrees. just a few clouds rolling by but mostly starting to clear out. heating up pretty quickly. another hot day reaching 94 at 3:00 this afternoon. if you have to head out there later today, make sure you stay

hydrated. you have the water bottle, keep filling it up through out the day. in morgan hill, a high of 95 degrees and also reaching upper 90s in much of the inland east bay. livermore up to 98 degrees. hayward, we're going to see a high of 83 there and 82 in san mateo today. sunset reaching 67, cool and foggy while we see triple digits in part of the north bay. ukiah, clearlake up to 100 degrees. mill valley reaching 82. still a wide range in temperatures. we've seen this at least the past couple weeks. there will be some slight warming ahead as we go into the rest of the week. still staying very hot as the high pressure remains right over the bay area. we also do still see a lot of fog lining up along the coastline. then we'll see some tropical clouds being pushed in. that along with the humidity is going to make it very easy to sweat as you head out. then going into the weekend there will be a storm system approaching the pacific

northwest. that will bring us some cooling as the high pressure moves away, and we'll get much more of an ocean bleez picking up as we go towards the end of the week into the start of the weekend. it still will be warm. talking low 90s today. coming out of the upper 90s for many of our microclimates and upper 80s for the rest of the week. for san francisco, not changing too much here, we'll see highs reaching into the low 70s. that fog lingering throughout much of the day. mike, we're ready for those metering lights at the bay bridge. >> we sure are, maybe not emotionally. look, we have the fast track lanes building the last time i showed you, a quick check there. the cash lanes, also. we're seeing that volume really ramp up over the last three minutes at the bay bridge toll plaza, also coming off the 880 overcrossing and off the berkeley curve. standard pattern for tuesday. we're seeing the volume gradually build and we'll see

things kick in until maybe halloween or the first week of november. we're in the focus of the fall commute, slight and subtle over here. highway 4 through bay point. nothing dramatic. that's good. as we look toward oakland, 880, 580 moving nicely as you head toward the bay bridge. south towards the san mateo bridge, no delays just yet. this is a little later than we often see, even the little signs. good stuff so far. disabled vehicle, i'm going to say clear from east bay 84. that's good news. palo alto moves nicely. earlier crews a few minutes ago clearing the last of the cones i believe heading toward marsh. there are no more delays showing up on our sensors or our live camera. 24 minutes, just starting a little more slowing through livermore, standard through 84 as you come down towards 680. 880 past the oakland coliseum.

5:22. a chaotic chase involving a stolen police cruiser ends in tragedy in ohio. that's where police say a stabbing suspect stole a patrol car and led officers on a chase before crashing into two other cars. this is outside of a lie blair in dayton. the two cars were carrying 11 people, seven children. overnight we learned two of those children have died and

another child is in critical condition. the suspect is injured and in custody. supreme court justice ruth bader ginsburg talking publicly about her late evident battle with cancer and her role as a pioneer in the fight for women's lives. ginsburg received an honorary degree from the university of buffalo. she followed up on a promise to appear days after her latest treatment for pancreatic cancer. she received three weeks of radiation treatment and also reflected on her notoriety. >> it was beyond my wildest imagination that i would become the notorious rbg. i am now 86 years old, yet people of all ages want to take their picture with me. amazing. >> so cute. rbg also says while women still have more to do to break down barriers for progress in her

63 degrees as we get closer to 7:00. and then 70 degrees at 9:00. another very warm day reaching the mid 80s by noon, eventually reaching the upper 90s in parts of the inland east bay. up to 101 today in ukiah. san francisco, 71 and 92 in san jose. so still some well above normal temperatures. i'll have a look at that and what else is in the forecast. mike, you're giving us another look at the bay bridge. >> yes, kari. there are more cars this time. >> we had an early backup. holding steady was a gradual build. we have the metering lights likely on there. the fastrak lanes are the slowest. the cash lanes just filling in. the rest of your approach looks great. great for tuesday. mild slowing through pittsburg and the bay point now. >> marcus, you have a bigger

issue there. >> students all across the bay area and california will see big changes on the started of the cool year. we're talking about their ids. the student ids that they all get. "today in the bay's" kris sanchez is live in san jose with an important message going out on how they're being received. kris. >> reporter: hi there, marcus, the new thing with the student ids is every california id for middle school, high school or college student is going to have suicide prevention information printed right on the back. that's because suicide is the second leading cause of death for teenagers between the ages of 15 and 19. california lawmakers want to be sure they have lifesaving information where they can see it every day. in blue is where the student's name and photo will go. on the back, the text line and the national suicide prevention lifeline. a new california law went into

ef fwekt this summer. it affects middle school, high school, college students. that's public or private. everyone except elementary schoolers. according to 2017 youth survey by the centers for disease control and prevention, 17% of teens say they've attempted suicide. 14% made a suicide plan. 7% tried to take their own lives. consider this. 70% told someone or gave a warning sign ahead of time. sometimes to people who maybe didn't know what to do with that information. >> we really want the students to reach out to an adult or resources if they have issues. having this number and making it more anonymous could help some of our students. >> reporter: you can find more information at suicide prevention.org. the phone line is 800-273-talk. people can text for more information. nah is text home to 741741. this is a lifeline that is

staffed 24/7, 365 days a year. it is available to someone who is in crisis or someone who knows somebody who is in crisis. i did post all of that contact information on my social feed. if you know somebody who needs help, please reach out. in san jose, kris sanchez, "today in the bay." >> great to see they're adding another avenue where kids can get help. thank you. 5:33. el cerito police are releasing a booking photo. this is of a man involved in a violent exchange with an off duty san francisco police officer. that officer shot and injured him late sunday. police say thomas whalen is a transient who used a rock as a weapon while assaulting the officer. it happened outside the officer's apartment complex near san pablo. we covered it all morning yesterday here on "today in the bay," and that officer has not been identified. sfpd says he's on administrative leave which is standard protocol during an investigation like this. here is a new san francisco

"today in the bay's" sharon katsuda live on the court and ready to play ball. >> reporter: always ready to play some ball. it's like that new car smell, but it's the new court smell. it's a lot of fun in here. they have all the cush seat set up here. they have carpet on the court. way up here you can see this is now the biggest scoreboard you'll ever see in the nba at the games. so this is so fresh, this court, that the warriors haven't even practiced on this court yet. the media got to tour chase center yesterday. warriors president is introducing the world to chase center which will have concerts

climate energy. santa clara county supervisors plan to take up the measure. if passed, they will come up with ways to address global warming. berkeley, oakland and san francisco are among numerous jurisdictions that have made similar jurisdictions. a followup on a shooting in the middle of market street in san francisco. two men have been arrested and t the search continues for a third suspect. three men running down the street in broad daylight, one of them firing a pistol into the crowd. two men were arrested in oakland yesterday. officers seized the gun. as for the third man, police say he's a teenager and they know who he is. 5:36. it's not what bay area travelers want to hear, sfo plans to close one of its busiest roadways for most of september due to construction. the runway is cracking so they'll be doing additional work. sfo is warning travelers to be

prepared for delays of more than 30 minutes. some airlines are offering customers the option to change flights without any fines. the summer rollout of high brit buses, nearly all 67 buses are now in the active fleet. the last few lol out next month. eventually marin ij plans to replace all of the buses with hybrids to meet the zero emissions commitment. east bay times is reporting council members approved a $50,000 spending plan. some of the money will cover cost for the generator along with portable air conditioning at a local community center. amid the ongoing fire season, cal fire showing off the

power of a retardant drop. >> you probably wonder what that is. that is 9,000 pounds of retardant dropped down on an suv. cal fire is demonstrating what's called a low drop. as you can see the suv roof and trunk are collapsed by the weight of the retardant. fire officials posted the video to remind residents, if they find themselves or the vehicle in the fire zone where there may be air tankers, they should be aware of their surroundings and what could happen. >> definitely. i know a reporter was out on the hillside and got covered. not to the extent of that car. >> you see all that fire retar dabt dropping down. the question is what's heavier

9,000 peounds of lead or 9,000 pounds of fire retardant. they're both 9,000 pounds. >> can you imagine taking that through the car wash. >> that's worse than burning man. >> that would be the antidote to burning man. looking at 101, flashing lights over here, but no fire crews and no problems. the flashing lights likely the last of the crews clearing up northbound as you pass by willow and toward marsh. a smooth drive continues on the peninsula. most of the bay, no real problems. there aren't real problems. slowing 101 through san jose. there is a slowdown. highway 4 up in the upper right. you see it slowing pittsburg into bay point. concord and walnut creek maintain speed. in the north bay, the bottom number, a slow drive out of vallejo. clear by the time you get across sonoma creek.

tuesday morning. >> we were just talking about burning man, so that conversation gets started. >> are you going? >> yeah. absolutely not. >> if you go, i'm going, too. >> we all may need to make a road trip. we'll have hot weather here as well as, of course, there. it's going to reach into the low 90s in the inland valleys with temperatures that hold steady. not going to see major changes here with san francisco in the low 70s. let's talk about some places where we may actually be heading this weekend. how about lake tahoe? it will reach into the low 80s with mostly sunny skies. it's going to be a nice weekend after high humidity for the next couple days. we'll see the fog still rolling by monterey. we're keeping it cool there. about 71 to 72 degrees throughout the weekend. some hot temperatures in the tri-valley. if you're heading there for some wine tasting, shopping, some of

principal alvarez later gave a passing grade to at the request of the student's parents. he believes the feud that followed led to the firing. neither the principal or school district would comment. kaiser permanente not responding to the possibility it may soon have to reveal more detailed financial information. state senators yesterday approving a new sunshine bill requiring health providers to break down its number for each hospital individually. right now those numbers are lumped together. the bill heads to the governor's desk. new this morning, for the first time ever scientists have found micro plastics in lake tahoe's water. according to "the l.a. times," researchers are trying to determine where it came from and what potential harm it may have. they believe the pollution in tahoe's water would be from local or locations around the wor world. federal, state and local governments are spent more than $2 billion fighting that issue.

democratic presidential candidate pete buttigieg is waking up in san jose. he spoke at the mexican heritage plaza in san jose last night. those tickets ranging from $18 to $100. mayor pete buttigieg made his case as to why he should be the next president. >> i've got more military experience than anybody to come into that office since george h.w. bush. i believe i'm as prepared as any of my competitors. >> mayor buttigieg has been very successful in raising money but struggled in gaining support. his poll numbers remain low, averaging about 4%, trailing joe biden, elizabeth warren and bernie sanders. scott mcglue, trew, the top candidates. >> we are pretty far away from the caucuses and the primaries, but there they are. sanders, warren, biden, ahead of

their competitors in that three-way tie for first. we were talking earlier about darden restaurants, people calling for a boycott of olive garden. they're under the impression that darden and olive garden have contributed to the trump campaign. it has not. in fact, corporations are generally prohibited from contributing to presidential campaigns. people are accusing employee contributions. i'll use kamala harris as an example. if you go into her financial findings, you'll find the biggest contributor by employee contributions is disney, followed by alphabet. these are employees of the companies, not the companies themselves that are contributing. when you send money to a candidate, you're asked who you work for. someone from the diocese of san jose contributed as did someone from stanford. the church and the school did not contribute. california joins other

at noon we're at 90 in concord, san jose 86 degrees, 81 in palo alto. your lunchtime, the plans may depend on how hot it is outside. concord will be at 95 there, and 95 in fairfield. antioch at 4:00 this afternoon. if palo alto, 86 while voez and novato is at 88 degrees during the middle of the afternoon. our temperatures start to come down but won't be as cool later tonight compared to what we're feeling right now because of higher humidity. we'll also see that fog rolling across oracle park in the area as we get ready for the game tonight. first pitch at 6:45. we'll be at 67 degrees and dropping back to the mid 60s. here is what's going on. we have high pressure across the region very slow to move. we've also seen a surge of tropical humidity because of a weakening system that was the remnants of what was tropical storm evo. now as that continues to move in, we'll see more clouds, a
