today? >> humid and hot. we're getting ready for a tropical-like day for the bay area. at least we have a beautiful sunrise as we get the day started. looking live over the south bay, in campbell about 63 degrees at 8:00 and leading to mid 80s which is still above normal. we'll get a look at all our microclimates and slight cooling ahead. mike is getting us out on the roads with a look at a new crash. >> that's right. over in the east bay, san leandro, south 880 at marina. chp should arrive. i do hear it is in lanes. that's at least the initial report. down in the south bay, crash north 101, actually both directions, 101 at brokaw. it sounds like two different crashes that will be an issue if it doesn't clear quickly. it's 6:01 right now. new this morning, a new push toal a lau medical marijuana in

all public schools across the state. "today in the bay's" bob redell talking about the controversial legislation. bob, could students one day be allowed to legally light up on campus? >> reporter: no. that's an important distinction to make, laura. this bill, if it becomes state law, could allow parents to administer medical marijuana to their student child on campus as long as that marijuana is in the non-smoking form. we're talking about oils or pills. yesterday the state assembly approved this bill to let local school boards decide whether or not to allow this kind of use on their k-12 campuses. some students use medical marijuana to treat seizures. right now they must go off campus for their medication. current law prohibits the use on campus which supporters of the bill argue is dangerous for those students. now, those against the bill, they question whether that kind of drug should be allowed on campus in the first place and they also question whether the medical marijuana regulations

are strong enough when it comes to children. the state senate needs to approve the bill before sending it to governor gavin newsom for his signature. it should be noted governor jerry brown vetoed a similar measure last year. you might recall this past friday, a judge allowed a 5-year-old girl in santa rosa named brook adams to keep using a cannabis-based ointment at her campus, used to treat a rare form of epilepsy. the report is her school tried to ban the use on campus because it contains the active ingredient in marijuana. live in san la moan, bob redell, "today in the bay." 6:03 right now. our other top story this morning, president trump back at the white house after the g7 summit in france. the president sounding hopeful when talking about the trade war with china and nuclear talks with iran. >> reporter: marcus, good morning. good morning everyone. the president slightly softer tone on iran and china, saying china wants to make a deal and iran saying he potentially wants to talk with iran. president trump back at the white house after three days of talks with allies and friends. the summit ending with a potential beginning as president trump said he's open to meeting with iran's leader. >> if the circumstances were correct or right, i would certainly agree to that. but in the meantime, they have to be good players. >> reporter: tensions with iran have flared over tehran's nuclear program and the shooting down of an unmanned u.s. drone. while international issues remain unsolved including climate change and trade, the president did sound optimistic about reviving talks to end the trade war with china, even as both sides threaten new tariffs next week. >> the vice chairman of china came out that he wants to see a deal made, he wants it to be made under calm conditions.

>> reporter: before leaving the g7 summit, the president pitching his florida golf resort for next year's g7 scheduled to be held in the u.s. >> we have incredible conference rooms, incredible restaurants. it's such a natural. >> at a g7, doing a schilling for his resort is kind of unheard of in the history and annuls of diplomacy. >> reporter: using trump-branded commercial property raises conflict of interest concerns. craig boss well, nbc news, washington. 6:05. the last time antioch council members got a raise, george w. bush was president. all of that could climate change as soon as today. that's because council members vote on a plan to raise salaries to $1,600 a month. almost twice the current amount. this would be the first raise since 2006. san jose hoping a new program will help add more affordable housing. mayor sam liccardo and city

council members will announce a knew portal for rent accessibility units known as granny units. it will waive fees for residents willing to construct and lease. they hope it will help thousands more build secondary housing units in their back yard. 6:06. in just hours actress lori loughlin and her husband are scheduled to appear in court in the college cheating scandal being dubbed operation varsity blues. they both pled not guilty earlier this year in the college admissions bribery scam. they're accused of being involved with, paying $500,000 getting their daughters into university of southern california as crew recruits although neither of them row. this morning brazil rejected a $20 million aid package.

leaders of g7 countries offered the aid money this weekend while in france. they put the fires on high agenda at the summit. some dismissed the sum as not enough. one bra yilian official said world leaders should take care of their own homes and work on, quote, reforesting europe. puerto rico racing for tropical storm dorian. it's gaining strength and expected to become a hurricane and once again puerto rico may be in the crosshairs. right now royal caribbean is announcing three ships will be directed out of dorian's path. two years ago you'll recall hurricane maria hit puerto rico and killed 3,000 people, making it the island's worst natural disaster. >> with all that rebuilding, all that rain will create a lot of problems. >> that will be the concern as

we go into tonight as well as early tomorrow. the tropical system is moving through the windward islands. here is puerto rico right here. it will continue on the northwesterly track as we go into the next couple days. it's expected to stay a trom and strengthen possibly to a hurricane once it moves part puerto rico and the dominican republic. here at home we're also tracking tropical activity with the remnants of evo, now just off the california coast. this is a very weak system, but it's going to cause us to get more clouds moving in, also higher humidity, but all of that starts to move out of here by thursday into friday. so come pine the high humidity with these temperatures, it is going to be a hot day, reaching up to 98 in liv moore, 98 in antioch and even the triple digits in parts of the inland north bay. san jose up to 92 degrees, and palo alto reaching 86. we do have a beautiful sunrise under way, mike. as we head over to you, you've been tracking the crash.

>> we're looking overall, as you get towards the bay bridge. the orange and red pretty much only at the toll plaza with a little build for the upper shore freeway. the nimitz south out of oakland and towards san leandro and marina boulevard, we have the red showing up as folks travel south of davis. this crash still reportedly leaving one vehicle in the middle of the roadway. that is a problem for folks traveling down in towards hayward and the san mateo bridge. over here is doolittle. it has a lot of signals at the surface street. consider staying on the nimitz or east bay 580 if that's an option and you're choosing between the two freeways. hopefully that will clear over the next few minutes. we're tracking the crash in the south bay with northbound 101. n issue at 85 we'll show you coming up. coming up here on "today in the bay," 6:09 right now. a chaotic chase overnight involving a stolen police cruiser ends up in a deadly

good tuesday morning. at 6:13, a nice clear sunrise. take a look at how beautiful it is over walnut creek. bright orange. we're going to have a lot of humidity rolling in today, giving us colorful sunrises and sunsets. it's also going to feel very muggy. we'll talk about that and also we'll get a slight cooldownment that's in the forecast in less than five minutes. kari, looking at travel times. a little slowing for both the top and bottom numbers, not enough to move them from green to yellow but crashes on both 101 and 85 will affect your drive through the south bay. south with the headlights through oakland, you may find slowing as you head through san leandro. we'll check on those coming up. good morning and happy

tuesday. tesla says it's going to rush cars over to china ahead of the new tariffs there. johnson & johnson has been ordered to pay the state of oklahoma $572 as part of a landmark opioid decision. the first in what may be thousands of lawsuits against drugmakers accused of pouring prescription pain killers into america. you see the positive numbers on the dow, the nasdaq. traders were heartened by news that china has been talking by phone to american negotiators. president trump has said several times at a press conference yesterday that phone calls did take place. the american trade representatives won't confirm that. china's foreign minister says there was no phone calls. this morning the editor-in-chief of the global times tweeted he was not aware of any phone calls. now, this might sound like a simple statement from a journalist, hey, i haven't heard anything. but the global times is run by the chinese government. that is the chinese government talking. so the president is the only

person who knows for sure that there were phone calls. the other people on the calls don't say anything about it. does it matter? it does beyond just telling the truth. the markets are moving when the president talks. he sent them spiraling friday. he sent them up on monday. the u.s. attorney for northern california and the fbi is going to have a press conference this morning at 10:30 in san jose announcing a corporate fraud case. we don't think it has anything to do with china, by the way. we do have actually two guesses. wet don't make guesses on tv. we'll have an answer for you in our 11:00 a.m. newscast. darden fighting back on social media as people on twitter and facebook call for a boycott saying darden contributed to the trump campaign. they have not. people are confusing employee contributions with corporate contributions. this hasn't stopped people from calling for boycotts in the

it on my facebook page. you can share how nice it is around the bay area. it also feels cool, but also a little more humid this morning. if you're about to head out the door in pleasant hill, we'll be at 70 degrees at 9:00, 80 degrees at 11:00. you can see how fast the temperatures go up for this afternoon. also for the school day, in san jose, expect the walk to school to be fairly comfortable, 63 degrees. again, it heetsz up. we've seen weather like this the past few days and no different today. the only difference will be the higher humidity making it feel a little more muggy. 94 in east san jose is going to feel a little hotter this afternoon. we're seeing upper 90s in the inland east bay and for the peninsula, up to 84 in redwood city. san francisco 71 on the embarcadero and 91 in novato. our giants game tonight, first pitch at 6:45. nice weather there but more

clouds rolling by this evening. the next couple days, still more muggy conditions, high humidity and some tropical clouds moving in, due to remnants of the weakening tropical system. b i the weekend we'll come down a few more degrees as we see upper 80s, still slightly above normal. low 90s for the weekend. san francisco not changing. at times fogs rolling by and highs in the low 70s. mike, you have a couple of crashes in the south bay. >> i do. i think it might be in the area by sjc, san jose airport. northbound in the commute direction, a crash maybe blocking one lane. southbound in the same area, different details. the crash may be in the center divide. southbound counter commute and out of the lanes, we'll track that. over here, north 85 off 101. let's take a look at our waze system. that crash cleared. one of our team members, nbc bay area waze.

"nbc bay area responds" to a danville family receiving double. >> they noticed two charges for the same t slnchts service on their credit card statement. they asked chris chmura's team for a solution. >> they found they were being build for not one but two directv accounts even though they only had one. anita says the second account was from a previous address. her parents had been paying for it for more than two years via auto pay. anita says she made several calls to directv and its corporate parent, at&t. but she got nowhere. that's when she turned to us. we asked at&t to take a second look. it did and the next day it closed the old account and credited anita's parents $1,525.

buffalo. she followed through on her promise to appear days after completing her latest cancer treatment. she revealed she received three weeks of radiation treatment. she also reflected on her notoriety. >> it was beyond my wildest imagination that i would one day become the notorious rbg. i am now 86 years old, yet people of all ages want to take their picture with me. amazing. >> very cool. rbg also says while women still have to do more to break down barriers, the progress in her lifetime makes her optimistic for the future. water. up to 101 in ukiah. mike, you're dealing with a few crashes. >> that's right. not on 101 where you mentioned. it's on 880. the approach towards the bay bridge looking fine. you may be slow, and even though this crash is counter commute, the northbound side of the nimitz also slow out of hayward. looking at a slower drive around marina boulevard. we may still have a vehicle in the lanes. i think i see speeds starting to approve southbound 880 from about 98. the coliseum down to marina boulevard. folks trying to use little, that's got a lot of signals so you might want to avoid that. new this morning, when middle schoolers and high schoolers go back to school, they're going to get their student ids this year. they'll notice something different. in bold black print on the back, you'll see the suicide prevention hotline. sanchez is live in san jose with the important message going on and how this is being received, kris. >> reporter: suicide is the second leading cause of death for teenagers between 15 and 19. that's why lawmakers want to put that information on student ids. i want to show you what the ids will look like. on the front side, that's the area where the photo and student name will go. on the back you'll see the text line and the phone number for the national suicide prevention lifeline. this is for all middle school, high school and college students across the state, both public and pry swrat. according to a 2017 youth survey, the centers for disease control and invention say 17% of teens seriously considered suicide, 14% made a suicide plan and 7% tried to take their own lives. consider this.

el cerito police are releasing a booking photo of a man involved in a violent exchange with an off duty san francisco police officer. that officer shot and injured him late sunday. police say thomas whalen is a transient who used a rock as a weapon while assaulting that officer. it happened outside the officer's apartment complex. we covered this all morning on "today in the bay." the officer has not been identified. sfpd says he's on administrative leave which is standard protocol during an investigation like this. a new san francisco stunner, chase center, the home of the warriors is hoping for a sneak media peek. 30 minutes. airlines are offering customers the option to change flights without fines. closure starts september 7th. golden state's rollout of high brit buses is going well. nearly all 67 of the new buses are in the active fleet. the last few will roll out next month. eventually the agency plans to replace all diesel buses with hybrids to meet the state mandate of zero emission buses by the year 2040. lafayette leaders signing off on a backup in the event pg&e cuts power due to high fire danger. in this case we mean backup as in backup generator. the east bay times is reporting council members have approved a $50,000 spending plan. some of the money will cover costs for the generator along with portable air conditioning at a local community center. amid the ongoing fire season, cal fire is showing off the power of a retardant drop. >> let's check it out.

>> wow. what you saw there, 9,000 pounds of retardant dropping down on an suv. cal fire air tanker is demonstrating the low drop. as you can see, the suv roof and trunk there of the car collapsed by the weight of the retardant. fire officials posted that video online to remind residents, if you find yourself or your vehicle in a fire zone where there may be air tankers, you should always be aware of your surroundings. >> pretty amazing to see the power of that. the reminder again, if you see that tanker coming your way, check out those batteries. if you're inside the drop zone, get out of the way. 9,000 pounds, marcus, that's a lot of fire retardant. it drops gracefully until it hits you. not a big deal until then. i've been hit with a water

balloon. that's tough enough. we have the same color, this red trail here is for the slow drive. we'll show you as you get off north 101, heading towards the merge with 87 at the top, you'll see sjc, the international airport in san jose. that crash may be blocking one lane. it's taking quite some time to clear. it's right around brokaw just around the airport. that's what's causing that slowdown for that stretch from 680. once you pass oakland road you're okay in towards the area of palo alto and 101, going at speed into the city. we have another crash over in the east bay where it did clear over in san leandro at marina boulevard. still slowing out of the area from oakland towards hayward. here we go. that's why we look forward to the weekend after sitting in that commute. >> and dealing with the heat all week. >> some people just sit in more traffic trying to get somewhere for the weekend. let's stay at home and get a

look at the temperatures. we're heading into a long holiday weekend for a lot of people. we know the roads can be quite congested no matter when you leave. so our temperatures will go from the low 90s back to the low 90s. but at least we won't have to deal with the high humidity in the inland valleys. for san francisco, it's going to be very popular to head to bay area beaches as well as san francisco where our temperatures stay in the low 70s. if you're planning to go to the sierra, lake tahoe will have great weather. highs there reaching into the low 80s for both saturday and sunday. monterey low 70s there at times the fog rolling by. warmer in the tri-valley but still very nice. go out shopping, head to some of the restaurants and vineyards. low 80s there. in paso robles hot, reaching near 100 degrees. i think that's what we were trying to escape. let me know what you're going to do this weekend.

fired him two weeks ago without giving a reason. >> you've got 15 minutes to get what you want out of your room and onto your bike before turning in your keys and being escorted off campus. >> scott says last spring he flunked a student who principal alvarez gave a passing grade to at the request of the student's parents. he believes the feud that followed led to the firing. neither the principal nor district would comment on the termination. now to a followup. the show will go on at least for now at the milpitas theater college. center stage performing arts was told earlier this month that its contracted may not be renewed. heartbroken members of the group expressed concerns at a town hall last week. now the hee ter says it will be allowed to put on the fall show while it awaits the final decision on the contract. kaiser permanente so far not responding to the possibility it may have to reveal more detailed

financial information. state senators approved a sunshine bill requiring the health provider break down its numbers for the hospitals idly. right now the numbers are lumped together. the bill now heads to the governor's desk. for the first time ever scientists have found micro plastics in lake tahoe's water. according to "the l.a. times," researchers are trying to determine where it came from and what potential harm it may have. they believe the pollution in the tahoe water could be local or from locations around the world. the findings complicate the long struggle against erosion. federal, state and local governments have spent more than $2 billion fighting that issue. drk presidential candidate mayor pete buttigieg is waking up in san jose this morning. he spent last night raising money. he spoke at the mexican heritage plaza last night where tickets ranged from $18 to $100. he made his case as to why he should be the next president. >> i've got more military

generally prohibited from contributing to presidential campaigns. people are confusing employers with contributions. i'll use california's kamala harris as a random example. if you go into her federal filings, you'll see the biggest single contributor when you sort by employer is disney, alphabet the parent company of google is close behind. these are employees who work at these companies who are contributing, not the companies themselves. when you send money to a candidate, you're asked who you work for. someone from the diocese of san jose has contributed, as did someone who works for stanford, but the church and the school did not contribute. other news, california has joined in with other states to try to stop the white house from changing the rules as to how long america can detain families at the border. right now the so-called florez agreement limits the amount of time a child can be in custody which is why we were separate lating children from their families, because we can keep

the adults in detention if the kids aren't there. the new policy keeps those families together and looks like you're running up against a time limit. the trump administration wants to extend the time limit. california and all of these other states in yellow are working to challenge that proposed change. president trump has left the g7 in san francisco. the next g7 will be in america. mr. trump says it should be at his doral golf course in florida because it's near the airport. >> it's very importantly only five minutes from the airport. the airport is right next door. it's a big international airport, one of the biggest in the world. everybody that's coming, all these people with all of their big entourages come. it's set up -- by the way, my people looked at 12 sites, all good, but some were two hours from an airport, some were four hours. they were so far away. >> hosting foreign governments at a facility you own would be the dictionary definition of an

bridge. >> that's right. the commute direction. a big concern. i was listening but i did sneak away during your report. we lad a report coming in to chp talking about a hit-and-run crash on the span reported at the toll plaza. just now over the last 90 seconds we see traffic start to move visibly on that shot again. so the speeds should start improving again. i think that's just shy of the high-rise judging by the pattern. the dumbarton bridge will be much clearer right now. all these folks traveling south out of hayward toward union city. you'll have a build there as well. over all the south bay shows a nice drive. as the earlier crashes cleared, north 101 around the airport and brokaw, another reported around oakland road. that may be another issue for northbound 101 in through san jose. 6:55 right now. happening now, a russian space capsule carrying a robot just successfully docked at the
