"today in the bay" continues right now. good morning to you. it's 5:00 and thank you for starting your day right here on "today in the bay." i am marcus washington. >> i am laura garcia. a cooling trend coming our way, and will we feel it? >> yeah, we will feel it. yesterday it was so muggy out, but the humidity will drop and the temperatures will stay down and we will get drier air as we go throughout the day. we will start out in campbell at 64 degrees and lead into mid-70s as we go into the afternoon. our high temperatures today in the upper 70s. more on that coming up. mike, now you have two crashes. >> yeah, one lane reportedly blocked westbound 80 as you are

coming down towards hilltop drive, and no slowing has showed up just yet. and there's the bay bridge toll plaza, and they had a little slowdown. there's a trash reported that i will check on, and not as bad as 580, which is fine. your ride on bart could soon become safer. bob is live with the details. i am hearing a lot of police officers are ready to roll out? >> reporter: bart tells us they hired 40 new police officers this year alone, to give you perspective, that's the same number of new hires at the previous two years combined. look at the numbers on your tv screen. bart has been recruiting more officers after an independent review, and they want to hire 94

more officers over a five-year period and the report recommends they create a team to patrol just the bart stations. under the most recent four-year labor contract, new recruits receive a $15,000 signing bonus, and bart police officers received a one-time 6% salary increase and annual raises ranging from 2.5 to 2.75%. many would-be hires are taking a second look at bart, and that's allowing us to increase boots on the ground in the bart system. in other bart news, the extension into san jose could be done sooner than expected, and the government announced they

will have a grant to help build phase two into the downtown area, and it would add six miles and four more stations in east san jose, downtown san jose, and santa clara and that's beyond a path that runs underground. i am bob redell for "today in the bay." >> yeah, bart riders have been complaining about seafety concerns. hurricane dorian taking aim at millions of people living along the east coast this labor day weekend. it's being transformed into a cat 2 storm. it could have wind speeds of up to 129 miles per hour. there was a initial concern that the storm could rip into puerto

rico, but puerto rico was unscathed. sandbags are being filled in florida to protect homes. >> these storms have a way of doing what they want to do and not what we want them to do. >> florida has already declared a state of emergency. a third arrest was made in connection to the shooting that sent people running for their lives in the middle of san francisco's market street. the latest suspect taken into custody is a 13-year-old boy. two other men already behind bars. we showed you this video last week, and those three men ran down the street in broad daylight, and one of them firing a pistol into the crowd. luckily nobody was struck by the gunfire. the estranged son of the former union city police is being charged with murder. this is not the first time he has been in trouble.

prosecutors believe mcallister was a gunman that killed a man last week. continuing coverage now, about 20 people now still cannot return to their homes following a fire in eastern contra costa county. it started last night at a farm outside of brentwood on byron highway. it knocked down power lines and destroyed two barns. one man talks about seeing the smoke and evacuating. >> when i saw the smoke rising, as i went to go and check it out to see what the smoke was from, as i got close i realized there was crackling and that's when i called 911. >> several families live on the property and some people were able to grab what they could and escape the flames. developing now on capitol hill, the white house will make it more difficult for foreign-born children of military members and government

workers to get citizenship. instead of automatically becoming citizens, parents will have to apply for citizenship for their children and prove they meet legal requirements. the trump administration is also looking outer space today as it launches the new space command. >> space, a final frontier -- it's now the next frontier as the trump administration launches the next space command. >> we must apply energy and focus to the task. it's a key step to creating the first military branch in many years, what president trump calls the space force. >> we are establishing a sixth branch of the armed forces and

while concord is at 79. napa at 75 degrees, and eventually we will reach in the low to mid-80s in some of the warmer spots this afternoon, and then bring it back down as the winds pick up for the evening. we are still looking at a lot of clouds, fog, and even mist and drizzle in half moon bay again today. going into the afternoon, there should be some clearing in san francisco, but there still will be a layer of fog moving through, and then it starts to move back in, even extending across the bay. cooler air is back as the storm system approaches the pacific northwest. for us, with the counter clockwise wind flow, we will get an onshore wind and that brings in a cool ocean breeze, our natural air-conditioning. our wind flow will weaken so we won't be as cool for the inland valleys going into the end of the weekend. today we are up to 84 degrees, and 87 tomorrow and then low 90s

going into sunday. there will be a warming trend on the way, but nothing extreme here. over all it will be pleasantly warm by the end of the weekend while san francisco will warm up slightly as well. mike, you are updating the wrong-way traffic. >> it's a good update. we last saw the reports tracking travel but we did not see it on the camera, north 101 through this area. the latest report is that the check went off the freeway at march. this coincided with a traffic brake with removal of overnight work. the report was at first on 285 and cupertino, and then it transitioned through palo alto and into redwood city, and thank goodness through the entire stretch on the wrong side of the freeway, no crash and no other incident and everything is clear from the roadway because of the

are not at the carpool capacity. the deal is, up here the upper east shore freeway, only one lane is blocked but you are jammed from highway 4 past hilltop drive, where there's a crash and the vehicles involved there include a caltrans vehicle. this is making an impact on your commute because there's no metering lights yet. we will talk about the dumbarton bridge next. we have been talking about so many bay area kids going back to school and they will likely have active shooter drills, and it's sad but necessary. some bay area districts are doing more than that, they are empowering students to say something or hearing is that doesn't seem quite. new this morning and only on "today in the bay," kris sanchez joins us with more on the app that could potentially stop the

violence. >> reporter: according to the data, in 80% of school shootings, the gunman either told somebody about the plan or showed warning signs ahead of time and that's the reason for the say something app. it's anonymous reporting system created by the national violence prevention program, and it's an app where they can report things. they are the first in the bay area to launch it. >> we know that our students hear things in conversations and see things online that we don't see, and so ideally we would like them to come and report that to a trusted adult on campus, but that may not be possible or they may be unwilling to do that. we want to give them another

avenue to report that and try to prevent students from harming themselves or others. >> in addition to brentwood union and martinez unified, the folks tell me they are working with sixther bay area districts to take the app live this year, to put it in kids' hands. contra costa county of education, and san francisco unified, walnut creek school district along with east side union and santa clara unified in the south bay. the app works in collaboration with school administrators and also local law enforcement to come up with a risk assessment and then any intervention that should happen after that, and because it's funded by the sandy hook promise, folks, it cost the district nothing. if you want to suggest it to your school district, you can go to my social media platforms, the information is there and it

been appointed to his case. the video of the embarcadero attack is adding to the growing debate over a nearby homeless shelter. neighbors want to sure up promises about the public safety. some people voiced their concerns about the first meeting for the adversary group yesterday. the trouble surrounding centers that are already open, dj duffy and others don't believe it. >> encampments nearby, and chop shops by them. >> once the shelters are open, two officers will patrol the safety zone around it ten hours a day. the former president of peru is set to appear before a bay area judge. he is accused of accepting

millions in bribes. he was arrested in the bay area and had $40,000 in a suitcase at that time. a bond hearing is being held later this morning. and then outrage over a over painted mural. community activist are blaming the new property owner. they believe that person also owns the dental clinic, and ironically a large mural on the wall of that clinic was also painted over. protesters are calling for a business boycott. elsewhere in san jose a. new downtown mural is coming to life today. >> the sap center is celebrating with the uncovering a mural. celebration takes place at 5:00 p.m. on san fernando street.

we will look ahead to the weekend in less than five minutes. right now you get a break, the metering lights correction are on. the backup minor for the fastrak lanes. there are two cra nowhat i am worried about for the upper east shore freeway which is creating this change at the toll plaza. new for you this morning, more and more drivers ignoring red lights and it's really turn into a deadly issue. >> that is according to a new aaa safety study. the data shows red light running claimed more than 900 lives in 2017, a ten-year high. most of the people killed in the crashes were someone other than the person running the light. distraction is a likely factor. >> we could guess that driver distraction could be a factor, you know, and increased time constraints and returning around, and people are driving more so they are exposed to driving more, and of course more crashes happen, including

red-light running crashes. >> experts say red light cameras could help make intersections safer but they should be just one part of a larger safety plan. just last month in san francisco a husband and wife were hit and the husband died after the driver of a tesla ran a red light and it was clipped by another car. the police arrested the tesla driver. gang violence, a growing concern in the south bay. last night san jose officers held a meeting to address the problems, and that meeting was at rosemary elementary school, just feet away from the homicide on the san jose and campbell border. the police chief said so far this year his officers have taken 50 guns off suspects from

investigative stops. >> every time we take a gun off the street, that's one less person in the hospital and two less parents grieving because their child was injured or worse. >> he added the police are doing their job but they need more people to call and report suspicious activity, and he's aware some people don't report those crimes due to immigration status. the white house is making changes to the way babies become americans. >> a new policy is causing confusion. >> it really is. social media full of posts this morning claiming children of american military families stationed overseas won't automatically become citizens, and that's too basic of a read into what happened. the administration did change the rules, and it's pointed towards families who are

citizens of the united states but have been gone for a long time, and the rule applies to kids who were adopted while overseas. john mccain was born in panama, while his family was stationed there, and he was very much an american and absolutely would be under these new rules as well. president trump today will launch his version of space command, a precursor to the space force he wants. he can't have space force without an okay from congress so space command will be part of the air force. space command has been around for years, and here's the logo they came up to celebrate the 25 years, and our current space command was formed in 1982. it's based in peterson, colorado, at an air force base there, the place the new program

sure exactly where dorian will make landfall. >> good morning. i am julia bagg in miami where people are getting ready for the unknown as we move towards the holiday weekend. the uncertainty of the path of hurricane dorian and its potential for destruction have floridians on edge across the state. things started off quietly here at this gas station this morning, but yesterday we started lines starting to form at other gas stations with people filling up their tanks as a precaution, and we have seen people stacking up on canned goods, and filling up at the tap with water, and grocery store managers assured me even though water has been disappearing from shelves they are expecting daily shipments between now and the weekend to replenish that. south floridians remember well the lessons of hurricane irma from two years ago, and that

ferocious storm took unexpected turns at the last-minute forcing some families to reroute their evacuation plans, some of them more than ones, so the message here is be prepared, and it's a message being taken seriously here in south florida. back to you. >> quite frightening for that region. my brother lives in florida, and he's bracing for the storm. i say come on back to california. >> yeah. >> he might. >> it's going to be something to watch heading into the labor day weekend. here we are going to see nice weather, and as we take a look at the cupertino temperature trend for today, we are also going to have lower humidity. it has been sticky in the past couple of days. today the dry air returns, and cooler temperatures reaching into the upper 70s there today. if you are headed out to the park or making plans to get out there, in concord, we are starting out with cloudy skies

and temperatures in the mid-60s. at 11:00 we're at 73 degrees. at 1:00, 77. warming up to 80, and over all pleasant and about normal as we look at the high temperatures today across the bay area, reaching upper 70s in san jose. palo alto, 78 degrees. oakland, 74. some of the warmer spots, antioch reaching 76, and 89 today in clear lake. as we go into the rest of the weekend and early weekend, the storm system approaches the pacific northwest and the counter clockwise winds about that brings in a stronger ocean breeze that will help cool us down. by the end of the weekend as that moves on it won't be as breezy and the inland valleys will warm up, just a few more degrees from the end of the weekend into early next week. san francisco, we will see the temperatures in the upper 60s, low 70s, up to about 73 degrees. inland we are going to see our 80s turn to 90s. i will have more on that. mike, you have an odd traffic
