good sunday morning to you. 7:00 right now. taking a peek outside, what a nice start to our day. a live look at the bay bridge along the embarcadero. makes you want to get out, maybe go for a nice jog, have a morning brunch or something. thanks so much for joining us i'm laura garcia in for kira klapper this morning. hopefully i'm not throwing people. >> don't freak out. it's not monday. it's still sunday. >> this is not monday just yet. we'll still enjoy the weekend. looks like a nice day. it's great to be here. >> you know, and it's going to be a gorgeous day, so once you head outside, you're going to notice it's a lot clearer in san francisco. we do have some areas of fog, but overall the sun is starting

to shine on through, so let's take a look at the current temperatures, it's cool right now, 56 degrees in oakland. 59 in fremont. notice that fog really starting to get dense around half moon bay. yesterday we had a mix of sun and clouds but what's hanging on tight is that ocean breeze. winds right now upwards of 28-plus miles per hour in san francisco. at the airport we're getting gusty conditions as well and that's all thanks to a nearby system and we had a trough that moved in overnight. notice the temperatures run being eight degrees cooler at this hour than yesterday. we have the beautiful sunrise coming through and you'll notice a lot more sunshine, so how warm are we going to get today? i'll have that answer coming up in about 15 minutes. >> we'll look forward that. thanks so much. 7:0 7:01. flights at sfo canceled and delayed but has nothing to do with the weather. today is day two of a big construction project at sfo and travelers are certainly feeling the impact.

"today in the bay's" sergio quintana has the latest. >> reporter: on the runways you can see lots of flashing amber flights, that's because there's a major repair operation going on right now. the base layer of a 1900 foot long stretch of runway 28-l is being reinstalled and because of sfo's unique cross runway configuration, only two of the airport's four runways are in use. the result is a leaderboard chock-full of consolations and delays. >> i think we have a half hour delay which is okay because we have plenty of time for our next flight. >> reporter: they are in good spirits as they head to their new zealand flight. this man has been traveling from pakistan to seattle and taken him nearly a full day to get here. then he got a message on his phone his trip will take a few hours longer. >> i got a message your flight is delayed because of think there is construction going on. >> reporter: this project has been in the works for months. the spot on runway 28-l has been

repaired has been showing signs of wear. in april a massive pothole hoped opened up there. the biggest carriers have been trying to pare down their flights, you nighted alass ka and air canada are waiving change fees for passengers who want to alter itineraries. lots of passengers have few options to avoid flying through sfo. >> i live in oregon and my flight, the closest airport is eugene, oregon, it was canceled. so i had to travel two hours north of where i live and that flight was delayed and just landed and now i'm hoping my next flight will make it to chicago. >> reporter: sergio quintana, "nbc bay area news." bay area rescue team dispatched to help with hurricane dorian are making their way back to the bay area. the alameda county's urban search and rescue team arrived in oakland last night. 45 members of that team left the bay area last tuesday. they were headed to north

carolina, along with rescue teams from menlo park in sacramento so they could help first responders on the east coast. >> they had some tornadoes they had to deal with and of course there was some flooding and wind damage. fortunately for everyone involved the hurricane just sort of skirted up the coast, stayed off the coast enough, plus we had beneficial tides during the time the hurricane came up, so really didn't have the impact that people were expecting. >> crew members get a 24-hour reprieve to rest and recharge, then it's back to their regular jobs tomorrow, until the next time they're mobilized for the next disaster. dorian itself no longer considered a hurricane, but it's still causing plenty of problems. it made landfall in nova scotia yesterday. here you can see a crane that collapsed onto a building under construction. near 100-mile-per-hour winds caused it to tumble. the building was empty. luckily no, one was hurt. more than 330,000 people have lost power in nova scotia

because of the storm. a new warning to parents in pleasanton. police are investigating reports from a girl who says a strange man tried to get her into his car. it happened about 2:00 yesterday afternoon, near the corner of chardonnay and touriga drive. the 11-year-old girl told police the man was driving a black sedan and pulled up next to her asking if she wanted to get in his car. the man is described as indian, in his 30s, with a black beard, black turban, and a black long sleeved shirt. oakland police beefing up patrols this weekend looking for illegal sideshows. what you're looking at is one you may remember from last weekend. police say they have their eyes in the skies as well, with helicopters patrolling from the air. anyone caught joining in the sideshow could be cited or arrested. last week, nbc bay area's thom jensen went on a ride-along with oakland police as they worked to crack down on sideshows over the labor day weekend. you can watch his report on nbcbayarea.com. standing strong, the gilroy

community coming together in the wake in the garlic festival mass shooting that happened in july. they held a saturday fund-raiser at the elks lodge. local bands performing in the afternoon into the evening. there were auctions to raise money, raffle, food and drinks, even a fun area with some bounce houses for the kids. really a community event. the organizers are with the group gilroy stronger, raising money to meet the needs of victim's families, those who were injured and of course those still struggling from the trauma of it all. >> rent, medical bills, anything that they need to get them through this time. it's hard for everybody, and whatever we can give we're going to give. >> the money this grp raises gets turned over to the gilroy foundation. before yesterday, they had already raised $52,000. the sports saga that makes headlines and frustrates raiders fans. a few months ago the raiders

signed one of the best receivers in nfl history but antonio brown won't suit up for them. the team released him after a series of high-profile incidents. today today's kristy smith has the story. >> reporter: raiders coach jon gruden said he's disappointed, despite their best efforts to work it out, star wide receiver antonio brown's short time with the team is over. >> i wish antonio nothing but the best and sorry we never got a chance to see him in silver and black. very disappointing. >> reporter: while brown had not played a game with the raiders, their relationship made many headlines. saturday he posted on social media he wasn't mad but wanted a chance to prove critics wrong and asked to be released. fans weren't surprised by the shakeup. >> the raiders just wasn't a good fit for him. it sounded good on paper. >> it would have been good if he would have played with us, but we end up losing him after all. butted raiders have to go g on.

butte county. the swedes fire scorched 400 acres and destroyed two structures. the fire is burning near oroville. it already destroyed two buildings. the butte county sheriff's office says the fire started just before 3:00 yesterday afternoon. people in that area are being told to leave, as fire crews work just to contain those flames. an evacuation shelter and animal shelter have been set up in oroville to help out the people there. much more ahead on "today in the bay," sunday edition. coming up, we're live in washington to talk politics with chuck todd, moderator of "meet the press." plus an intense rescue under the cover of the night. we'll show you how two firefighters were saved after they were stranded in the wilderness.

political director and of course moderator of "meet the press." hi, chuck. thanks for joining us. >> well, hi, happy sunday, laura. >> same to you. all right, chuck, big week ahead. can democratic presidential candidates, ten finally we're narrowing down, meet on thursday for the next democratic debate in houston. what do you think we should be watching for sneer. >> i am skeptical it's going to have a giant impact. i say that because the first two debates despite a lot of hype, buildup and coverage didn't do a lot to shake things up. sort of seemed to reinforce the notion of where the race was and what the divides were in the party. i do expect this debate to have a little more focus on elizabeth warren. i expect that she will probably take some incoming, unlike the first two debates where she sort of got to sort of stay above the fray a little bit. i think that will be interesting to see how she handles that going forward, does she make an

electability argument that punctures joe biden. she doesn't have, there isn't enough sanders support to grab for her to win the nomination. she has to get a piece of the biden vote as well. >> happy anniversary, five years as moderator of "meet the press." >> thank you. >> congratulations. >> i appreciate it. >> with the tariffs on china and the chinese following suit the president posts tariffs on the european union, india, turkey, with each following suit, giving the growing cost to american consumer consumers, is there a point where the president may blink? >> look, is he most moved by anything that impacts his ability to win re-election so whether it's on the decision to support background checks or not and apparently he's leaning against it, because he doesn't see that the folks that are the most, would be the most for his

move on this would still not support him. i do think at some point on the tariffs he is going to be looking for an exit ramp. the question is when, and he doesn't want to look like he needs to blink too soon. the fact is, china's got problems as well. i do think the president put himself in an uncomfortable spot and he's put his political future in the hands of china, because china now can decide, do they want to cut a deal now this president and help him out before re-election or do they want to stick to their guns and wait to see if this impacts him and see if they have a new president to negotiate with. i think him putting himself in that position is something no president likes to have, likes to be in, when facing re-election, where another world leader may have their future in their hands. >> um-hum, pretty strong point. >> staying with money, today's topic it seems, president trump is also listed $3.6 billion of military projects, you know about that, that will be shifted to construction of the famous or

infamous border wall with mexico, at a time when the economy in the u.s. seems to be slowing, what kind of risk, if any, does this move pose for effective republican senators, and representatives in the upcoming election? >> well, larry, i asked a republican senator this morning, on the show, i asked him what would the vote will v been for the president's national emergency had the senators known the specific projects were going to get postponed or defunded. he didn't want to speculate but the bottom line is, it's not clear this money is coming back, and this does present awkward, sort of awkward politics. a lot of swing states are seeing money go away for this border wall, florida, arizona, colorado, new mexico, texas, or just among the places where there are military installations, they're always locally very important and popular for the local economy getting postponed and it's not clear when that money comes back. that's where particularly in

wildfire, early friday morning at the coast guard, they went into action near canyon creek in trinity alps wilderness area north of redding. crew members were hit by falling rocks while they were trying to put out the fire. the coast guard saved the injured firefighters with the fire ten yards behind them. firefighters are recovering from the hospital, they have serious head, back and leg injuries. people blwho couldn't get t friday night's metallica show at the chase center still got to take in opening weekend festivities. hundreds showed up for a block party yesterday, playing on the video board was the u.s. women's open ten's final. there were games, food, food booths, photo booths, face painting as well, san francisco's new arena is generating a lot of buzz from warriors fans, all for the upcoming season. >> just brings the warriors, steph curry and the whole team and uniting the east bay with

you can share that with your friends, let them know, shop a little bit where you're hanging out. so right now current temperatures very cool, 57 degrees in san francisco, 59 degrees in fremont. excuse me. oakland at 56 degrees, and let's talk about that 24-hour temperature change, because we've been relatively cool and comfortable. napa running about nine degrees cooler at this hour compared to the same time yesterday but it's this ocean breeze that we're really hanging on tight to. you probably notice if you were anywhere around the coastline last night or the hilltop areas, got a little gusty. some winds got upwards of 40 plus miles per hour in the higher elevation areas through the east bay hills. we're seeing gusty conditions at the airport in san francisco. it looks like we're going to continue to see the breezy conditions through the afternoon, if all things through a passing dry cold front. behind the cold front on satellite radar when the winds started to kick up. it's also what brought a lot of the cloud cover. now this begins to trek out of the area, we're going to see a

trough make its arrival, that's going to keep our temperatures cool into monday and tuesday. so a second system is going to keep us below normal for this time of year, when it comes to our temperatures, but then we get a couple changes. so let's talk about your daytime highs, so you can plan out your sunday. i hope it involves outdoor activities because you want to take advantage of the fact that it's not going to be blazing hot. oakland 75 degrees. concord 85. we got about a ten-degree temperature difference from the east bay in through the interior valleys, san jose 79 degrees. morgan hill 81. look at san francisco, 70 degrees. now yesterday in san francisco, at moffitt field we hit a high of 74. it's been an interesting weekend. the weather setup set us up nicely to enjoy the cloud cover and tooler temps, giving us a glimpse into the fall-like weather. i may want to take out my fall candles and all that good stuff but headed into tuesday and wednesday, guess what happens? we get heating up, we start to heat up again because of a ridge

woman, just after 2:00 p.m. yesterday at a house on willow street. the victim called 911 saying she was raped at the gunpoint by a man, tynell cole. when officers arrived they say cole ran into a home nearby. police ordered evacuations as well as a shelter in place while the s.w.a.t. team searcheded for him. two hours later police eventually took him into custody. new details in the case of a bay area teen accused of killing an italian police officer in july, police arrested finnegan lee elder and gabriel in rome. elder is the one who stabbed and kill the officer, officers say. now his lawyer is dropping the request for release. he says the defense needs time to figure out exactly what actually happened that night. a hearing for the release is set for later this month. the president dropped a bombshelf an announcement on twitter saying secret talks with leaders of the taliban have been

called off. he wrote unbeknownst to almost everyone, the major taliban leaders were going to secretly meet with him for peace talks at camp david today, just three days before the anniversary of 9/11. mr. trump says he called off the talks after the taliban claimed responsibility for an attack in kabul that killed 12 people, including an american soldier. inviting taliban leaders to u.s. soil would be an unprecedented move. the war in afghanistan is the longest war in american history. about 14,000 troops remain in the country. a new political storm over president trump's warning that alabama could be most likely hit by hurricane dorian, after a government meteorological agency took the president's side. critics are saying politics and science shouldn't mix. nbc's hans nichols reports from the white house. >> reporter: president trump trying to move beyond his warning last week that alabama was in hurricane dorian's path. "i would like very much to stop

referring to this ridiculous story, but the lamestream media just won't let it alone." his late afternoon tweets coming after the nags oceanic and atmospheric administration rebuked the national weather service for this tweet last sunday. "alabama will not see any impacts from dorian." the weather service chastised by noaa, which called its tweet inconsistent with the best forecast products available at the time. critics say that reversal could undermine public trust in weather predictions. >> it's completely unprecedented and it's shocking, frankly. >> it's essential to keep weather forecasting out of politics and politics out of weather forecasting. >> reporter: mr. trump spent the week insisting his original prediction was valid. they went crazy, check out maps, he said in a tweet. on the other side of the atlantic, a new political storm is brewing. politico reporting that a u.s. military plane refuelled in scotland, close to the president's turnberry golf resort, where the crew spent the

the bay," sunday edition. this coming tuesday the state legislature may set the pattern for 2 million california workers as well as workers throughout the nation. assembly bill 5 proposes to treat on demand workers as employees instead of independent contractors, which is their current category. it passed at sem bloo he and awaits resolution in the senate. nbc bay area political analyst larry gerston rejoins to us talk more about that. you think this is more a matter of semantics here? >> no, there's a large swathe here, a large swathe of people in the state workforce who could really be affected by this, ranging from uber and lyft drivers, we all know about those guys to newspaper carriers. if passed ab-5 could pave the way for the workers to engage in collective bargaining with their employ employers. labor leaders believe this change alone to coadd adcould a

00 to labor unions. they could bargain for higher wages, benefits in an area where the cost of living is so high and wages are low. >> this could affect the employers themselves, even the employers with smaller staff that are independent contractors. >> you bet, and any employer who hires someone on a day-to-day temporary basis could be affected, but the ridesharing industry, laura, really appears to be the most affected and determined to defeat ab-5, they say if ab-5 becomes law, the cost of riding would go up, increase largely and a large number of drivers would be let go. so these employers have promised a war chest of at least $90 million for a ballot proposition in 2020 that would overturn the new law if it's passed. needless to say, they'd rather defeat the proposed law now than go through an extensive statewide campaign later >> sure, exactly.

democrats have huge majorities in each branch of the legislature here. what do you think the chances are of this passing? >> first glance you say what do you mean? no brainer. we have all the democrats voting, of course they'll support it. you know what? democrats are hardly a monolithic block in the state legislature. many urban democrats, liberal democrats seem to favor passage, but lots of rural democrats worry about higher costs and tying the hands of employers. at the end of the day, a handful of democratic legislators will determine the outcome, and that will add pressure, add pressure to the whole matter, because with the promise of governor newsom to sign the bill, if it passes. stay tuned. this is a hot one. >> okay, speaking of signing, larry has a new children's book that's out, and i just read it in the newsroom. it's adorable. i can't wait to read it to the triplets. "spencer spider just wants friends." a great message here. >> who likes spiders? nobody. spiders are the mortal enemies of all of us even though when

you looblg at the literature and species, there are 43,000. only two can hurt us in north america, that's all. the rest are harmless, but kids don't like spiders because they're spiders. >> a lot of adults don't either. >> right, as a result of that, in a way it's kind of like discrimination, discrimination against something that we really don't like, but that actually does a lot of good. >> and we don't know why we don't like them. we're just scared of them. it's a really good message, larry. >> that's the bottom line there. the fact of the matter is we're scared, we don't know why and think of this with other groups in society. name the group you want, african-americans, latino, muslims, jews, we can go on and on, all these people so often are just discriminated because we just don't know enough or care. >> and this little spider does a pretty magic act in here, too. check out larry's children's book, and of course, reading is so important to kids as well, not only including their vocabulary, but the messages, and the conversations that

it is 7:54, sunday morning, and our views are spectacular throughout the bay area, because we've got the sunshine, but check out the low clouds, really hanging out throughout not just the coastline but this is actually a nice interior valley shot. right now in san jose, 57 degrees. it's cool. the clouds are going to be a little bit more diminished today, as we head in towards the afternoon. we'll get better clearing and the temperatures are also expected to go up. we have a little bit of fog especially around half moon bay, keep that in mind as you head in through the afternoon. one thing that we did notice yesterday evening was those winds really kicking up. right now we have an ocean breeze, it's tapered off a little bit now at about 12 miles per hour, but it's evening hours yesterday, the hilltop areas got
