city attorney put out a very simple four-page statement basically saying that they are offering a fair price for pg&e's equipment. now, this is a portion of the statement they put out this morning. the city and county of san francisco has taken an important step toward energy independence by submitting an official offer letter to pacific gas and electric pg&e of $2.5 billion for the acquisition of electric distribution and transmission assets that serve san francisco. this is not the first time san francisco has tried to do this. but now that the utility is in bankruptcy and facing sizeable liabilities for several wildfires over the last few years, the city is hoping this an opportune time. state senator jerry hill is often ascos making the offer. now is the best time to do it since they're in bankruptcy. certainly they could use the money. >> reporter: now pg&e put out a statement today that reads in part, while we don't believe municipalization is in the best interest of our customers and

stakeholders, we are committed to working with the city and will remain open to communication on this issue. pg&e has historically resisted these efforts by municipalities, and this offer seems to be pretty similar so far. what's not yet clear is how this would affect ratepayers both within the city of san francisco and the rest of pg&e's coverage areas. if this deal eventually goes through, would mean san francisco would join cities like sacramento and los angeles that already operate their own municipal power company. i'm sergio quintana. tom steyer hasntl debate. the california billionaire turned impeachment activist and then presidential candidate is the 11th democrat to qualify for the debate. candidates need donations from at least 130,000 people, and they need to earn at least 2 percentage points in four polls.

steyer needed 2% published today. the october debate is set for october 15th, possibly the 16th as well if enough candidates qualify. another candidate is entering the 2020 presidential race. and this time it is not a democrat. former south carolina congressman mark sanford has his eyes on the republican presidential nomination. he is now the third republican to challenge president donald trump. former massachusetts governor bill weld and former u.s. representative joe walsh have also launched their campaign. tonight the trump administration is on the defense after the president's stunning announcement that he had planned and then scheduled a meeting with the taliban. a meeting almost no one knew about. tonight bipartisan criticism over president trump's timing. neerz nbc's hans nichols on what this move could mean for us in afghanistan. >> reporter: tonight america's preparinaino on the taliban. >> the taliban conditions have

the power of social media might've played a big role in the raiders' decision to get rid of antonio brown. reports say brown asked social media experts for ideas on how to speed up his release. his p copy of teen-issued finds. this led to a heatedt with the te video that appeared to include a recorded phone call including coach jon gruden. the raiders decidedreleased him. then he released this video where he is celebrating that

he's no longer on the raiders. >> anticipation is building for apple's annual fall launch event. apple is hosting journalists, analysts and guests at his headquarters on tuesday. you know our scott budman's going to be there. the company has the challenge of making its products seem groundbreaking as they mature. apple is likely to announce new software, better cameras and faster processors for its new iphones, computers. well, bart could be getting a new headquarters. the current lease on bart headquarters ends in 2021. executives say rent could increase by as much as 90% if it renews that lease there. so the port of directors is going to vote this week on a proposal to buy a building in downtown oakland. no more leasing. it'll cost $227 million and would only be a few blocks from the current headquarters. bart leaders say the move would save them up to $150 million over the next 25 years.

crews are standing by to go on board a capsized cargo ship off the coast of georgia hoping they will be able to rescue those still trapped inside. nbc's sarah harmon has the details. >> reporter: a nightmare at sea. four people are still missing after this cargo ship overturned off the coast of georgia. tonight the coast guard says it's too dangerous to keep looking for them. >> once the salvage professionals have determined the vessel to be stable, we will identify the best option to continue our rescue efforts for the four crew members who remain on fire and listing heavily put out a distress call just before 2:00 a.m. prompting the coast guard to issue an urgent bulletin. >> reporter: on board, 23 crew

members and one pilot. 20 were rescued overnight. the vessel had just left port on its way to baltimore when it overturned in st. simon sound. images show smoke billowing from the ship. >> the black smoke has ceased, but we are unable to determine specifically without going inside whether the fire has been completely extinguished. >> reporter: investigations and rescue operations both taking a backseat to a more urgent task, stabilizing this massive 656-foot vessel still listing off the coast of georgia. sarah harmon, nbc news. look out. a split second maneuver in the san francisco bay. my gosh, watch as that boat makes a sharp turn to avoid hitting a whale. there it is again. >> close. >> real close. this happened yesterday afternoon near the golden gate

going to be different. >> we will find out tomorrow at 3:00. and, hey, if you're visiting us locally here and you're just now joining in, i want to warn you that this beautiful weekend that we had is a little out of the ordinary for where we are at this time of year because look at the san francisco golden gate bridge. how stunning is that? not a cloud in sight. we got some folks driving overhead. and, yeah, we are going to see those cooler temperatures remain for the next two days. but then guess what. the heat's going to make a return. right now 66 degrees in oakland 61 degrees in fremont, 62 in san francisco. satellite radar right now, things are quiet, nt we saw yes. thankfully we cleared out, we got the sunshine. we had that system that passed off to our north. that kicked up the winds, and now we're going to get the interaction of a second system. that second system is what's going to keep our temperatures below seasonable. it's also going to maintain those breezy conditions for the coast line. we've got a nice ocean breeze still kicking up in san francisco. as far as temperatures go, no

big changes from the last 24 hours. but you'll start to notice it as we head into the week. let's talk about your daytime highs for tomorrow. san francisco will be at about 68 degrees. oakland, 72. and then in through concord we will stay in those mid-80s. palo alto, 75. santa rosa, 82 degrees. morgan hill 80 degrees. let's talk about the weather setup for the next several days because, again, we had that cold front that passed through yesterday morning, which is what brought that cloud cover. then in through tonight and tomorrow, we have another system passing nearby. that's going to keep those cooler temperatures and then it's going to kick up the winds once again into tuesday. especially for the hill top areas. so things are going to get gusty. but here's where the big change happens. and it comes in the form of warmer and drier conditions. heading into wednesday, thursday, and friday, we're talking about a ridge of high pressure that's really going to dry us out. but the winds will start to

diminish, but the temps are going to be nearing triple digit heat for some areas. upper 90s expected for those inland valleys for thursday and friday right now, judging by the outlook, looks like it's going to be probably the hottest day of the week. not just for inland areas but also san francisco. so let's talk about the next seven days because we are going to remain in the 60s through tuesday. and then look at wednesday, thursday, and friday. as i mentioned friday's expected to be the hottest day of the week. our average high for this time of year is around 67 for san francisco, and then breezy conditions will be kicking up into tuesday. by wednesday inland areas will be cli tgt we're really looking out for where we're going to start really inching into the triple-digit market because we're certainly expecting that to be one of those hot days, especiall i tha like the cloud cover yesterday. >> it was okay. >> but did you like today? we got a lot more sunshine. >> the clouds yesterday made today even that much nicer.

>> some community members believe it could be a noose. christie smith spoke with concerned parents and with the district. >> reporter: this is a picture of the rope discovered attached to a batting cage at the baseball field that sits next door to chabot elementary school. candase chambers saw the photo. she is the m was to, you know, create fear for people like me. >> i think for one it is -- it's disgusting. >> reporter: her son doesn't go to the school, but she's concerned. a school staff member found it friday, and it was taken down. but the district doesn't know if it was intended as a noose. they have no evidence either way but are investigating. >> they found a rope tied up in a way that has some loops at the bottom. it has brought up all these feelings that have been very raw here for the past couple weeks. >> reporter: a rope that also found on a school fence last month. families were worried, but a district later said a child

threw it and tried to get it out of the way. >> obviously it's distressing as a parent. you always want to be cognisant and not blow things o it's a ve times that we live in. >> reporter: still they notified the fbi who a letter went home to families. the district says the baseball program, which is on city property, offered another possible explanation. >> they have seen young people climbing up on top of that batting cage to just hang out. they think maybe that rope was used to get up and come down off of the top of that batting cage. >> reporter: in oakland, christie smith, nbc bay area news. a man from half moon bay has been arrested and charged with sexually assaulting a teenage girl. it's this alleged victim who helped police investigators crack the case. sam mateo county sheriff's deputies arrested matthew hahn on friday.

they say he sexually assaulted a 15-year-old girl in july last year. it happened on coast side trail in half moon bay while she was walking her dog. according to investigators, the victim recognized hahn's picture in a newspaper after he was arrested for a similar assault in august. hahn is now being held on $1 million bail. bay area with hurricane dorian have returned home to the bay area. late last night alameda county's urban search and rescue team came home from north carolina. 45 members left the bay area lastue teams from menlo park and sack mebto. they were -- sacramento. the storm did not make a direct hit. >> they had some tornados that they had to deal with, and of course there was some flooding and wind damage. fortunately for everyone involved, the hurricane just sort of skirted off the coast, stayed off the coast enough. plus, we had beneficial tides during the time that the hurricane came up. and so it really didn't have the

impact that people were expecting. >> the team members were debriefed last night, got a day of rest. tomorrow back to the normal duties here in the bay area. president trump headed to the outer banks of north carolina tomorrow to survey the damage caused by dorian. that storm is now over eastern cana more than a half a million customers in the region are without power tonight, even though dorian hurricane. it's a post-tropical storm. people along the west coast new foundland and labrador are bracing for heavy storms and big waves. refugees in marsh harbour lost almost everything in the bahamas. the few items they do have fit in bags and suitcases. about 2500 people have already made their way off the island. those still waiting must rely on emergency supplies. still they consider themselves lucky to be alive. >> and i'm very grateful.

and i give thanks to god for allowing us to see another day. >> a lot of people died and i thought i was going to be one of them. we started praying and we survived. >> at least 44 people have died in the storm. though it's not clear yet how many died in that harbor. one south carolina couple are doing some good after their new-found fame. this red jeep out in the water, it's all over social media. got stuck in the water during hurricane dorian. now the owners are asking for donations but not for what you think. they want not a new set of wheels. instead they are asking for donations for the bahamas. the fundraiser goal has set up $10,000. they have raised more than a thousand dollars in just two days. in hawaii a family is distraught and praying for any sign of their son after he disappeared during a hiking trip. for more than a week now, crews have been searching for any sign of the man. nbc's joe friar has more on the missing hiker mystery.

>> reporter: a growing number of volunteers are descending upon the valley in the big island in hawaii. >> knowing that he's out there is killing me. i was up at 3:30 this morning praying we can find him today. >> reporter: his father steve tells us kyle, who's 27, has been hiking since he was three. nine days ago kyle set off alone. >> he called me and said i'm on a trail by myself. and i said i don't know if i like that idea. >> reporter: his car was found, but no sign of kyle. the young man made headlines five years ago called a hero after rescuing his mom from a fight. >> immediately i just saw smoke coming out of my mom's room. >> reporter: now he's the one in need of rescue. experienced searchers are combing through dense forest. >> some pretty thick brush. >> reporter: jafbaire is one of the people who found amanda eller after 17 days in a

hawaiian forest. >> i have the most gratitude and respect. >> reporter: some of the searchers who found eller have also been looking for another missing woman, kiara henry. she was visiting maui when she disappeared in july. her family just released this video. she rented a car later found abandoned at a state park. >> we love you. >> reporter: her family offering a $10,000 reward to bring her home. joe friar, nbc news. a cheating scandal rocks a bay area high school. students who were failing grades all of a sudden get passing scores just before graduation. we investigate next.

>> reporter: making the grade is one thing. making up the grade is another. tonight we have the exclusive story of a cheating scandal at a high school in oakland where educators are being accused of give failing students passing grades, all to improve the school's graduation rates. each year at castlemont high in east oakland, mor t students fail to graduate that's nearly double the state average. our investigative unit obtained a formal complaint that accuses school officials of falsifying records and changing grades in order to make students eligible for graduation. >> i would pretty much describe it as just lying. and the only people that would have access to transcripts like that would be the school counselors and administrators. >> reporter: this teacher who doesn't want to be identified submitted that complaint to the district. she says she knows of at least eight students who flunked required courses but somehow

managed to graduate. >> they were given a grade of an f. and then when i went back into the database right before graduation, or some of them right after graduation, the credits were there and the grades were there that they needed to get the failed. but three former teachers tell us for at least the past five years, they noticed passing grades appearing on some students' transcripts for online courses they believe were never completed. >> they weren't actually enrolled in that online learning class for the amount of time that it would've taken them to complete the grades that they were given. it might take you anywhere from four weeks if you're really fast and doing it every day to maybe a couple of months. and some of these students showed enrollment in the class for two days. i mean, mathematically it's not possible. >> we are setting them up to fail. >> reporter: this teacher said she told school officials what was happening, but nothing was ever done. students she failed were still

having their grades changed. >> we aren't giving them the opportunity to get the education that they deserve. grades that i had input for the first semester were changed the second semester. >> reporter: she says educators spearheaded other types of cheating too. she tells us one of her fellow teachers who was supposed to oversee online courses gave test answers to dozens of kids before their exams. >> ultimately, we're all disadvantaged by it. our teaching practices can now be called into question. the school can be called into question. we're not doing anyone a service by changing grades or allowing students to cheat. >> following our story, the oakland school district announced it'll hire an outside investigator to look into the issue. the district denied some of the claims that the teachers made, but they admitted that teachers can sometimes tweak students' responses to online tests.

>> teachers have the right and responsibility to go in and find if there is a correct answer that just had a misspell spg adjust that answer to be incorrect and therefore adjusting the score of the testing. >> a spokesperson for the district also says teachers will get more training. actress felicity huffman is telling her side of the story as she awaits sentencing. huffman her husband wrote letters to the judge in that case detailing how the couple got involved. huffman says she desperately wanted to be a good motherorsel believing she was giving her daughter a fair shot. but what she did was the opposite affair and expressed deep regret. she paid $15,000 to, to fix her daughter's sat score. hackers have been taking over the profile users. once they have access they tweet out ex-expletives and other

offensive messages. it's likely coming from someone tricking cell phone providers. andrea day has more. >> these attacks should serve as a wake-up call. >> reporter: a message from ibm's charles henderson. he is talking about recent attacks targeting high-profile twitter accounts like twitter d. >> i think if the industry does not move away from mobile phone numbers as a factor of authentication, you're going to see this abused more and more. >> reporter: about a week ago,a offensive messages. the hacking group chuckling squad claims to be behind it. and experts believe they used an old-school attack called simswaping. >> it's really easy to pull off. you go into a cell phone store, you lie, you get a phone, you reset somebody's account. this doesn't require the world's best hacker. >> reporter: here's how it works. henderson says the hacker tricks

the mobile carrier and reassigns a new phone number. hackers can then use the phone to publish tweets via text. twitter has now turned off its tweet by text in most locations of vulnerabilities that need to be addressed by mobile carriers. twitter responding to the attacks with this in part. the phone number associated with the account was compromised due to a security oversight by the mobile provider. according to henderson, similar attacks to be used to target bank accounts as many companies rely on text to authenticate users. >> it's mostly high-profile individuals, executives, people that are seen to have big bank accounts. because when you're doing this kind of very manual attack, you want to have a high return on investment as a criminal.

[ laughter ] those who finished the race got a shirt, a bobblehead of a giant's player. >> good day for running. >> it was a good day. >> perfect day for running. we had cool temperatures, a little bit of sunshine. it was a good mix. overall through and through from the coast all the way to inland areas. now the temperatures even at this hour are still in the 60s. look at that san francisco 62 degrees. a high of 68. and overnight lows are going to be comfortable in the 60s. notice there's a lot of cloud cover. we are going to maintain sort of these clear conditions through the early morning hours for san francisco. then of course we will get a couple clouds that roll on in. in san jose current temperature 66 degrees. overnight lows also dropping down into those 60s.

expect the comfortable 60s, a couple of 50s throughout. and you may be wondering why are we getting the sneak peek of fall? well, yesterday we had a system that passed just off to the north of us. but we still got some drizzle along the coast line. we also got some decent measurable light rain. now through today, that system made its exit. that allowed for a little bit clearing. but it also lowered our humidity, which means we didn't have as much cloud cover throughout the bay area. we are not going to see those condions through tomorrow, but we are going to maintain those cooler temperatures. that's going to help keep our temperature just below hot into the comfortable zone. san francisco current wind speeds. look at that. 20 mile per hours. it's calm in through oakland and livermore. let's plan out your monday as we, you know, kind of make it further inland. you notice we still got a couple

of 80s. 80 degrees through concord, san jose 79. half month bay 67. we will get some of that fog early on for half moon bay. we are going to keep similar conditions like this and similar temperatures through about tuesday thanks to that system that passes just nearby. then as we head in towards wednesday all the way through friday we get a building high-pressure system. and these orange hues, that means it's heating up and that's also going to dry us out. expect upper 90sland areas which also means we could be inching near triple digit heat, certainly if you're going to be anywhere in sacramento, expect to see the triple digit heat in and through the end of the week. we are going to see those breezy conditions for tuesday, 83 degrees. probably your coolest breezest day for the week so far. by wednesday and thursday the return of the 90s. and then friday right now is going to be our hottest day,
