a live look in palo alto, we start out with cool temperature this is morning. as we go throughout the day we go tfrom the upper 50s to the upper 60s and south bay reaching into the mid-70s today. low 80s in the south county. we'll look at all of our microclimates coming up in a few minutes. mike, you are already seeing folks lined up to get to work. >> i don't want to call it a delay, it's kicking off the commute in fashion. half the cash lanes are open in the left. opening up another cash lane on the right, pretty standard build back to the end of the parking lot. the bay bridge toll plaza, an easy flow of traffic. there was a construction crew going on for 101 in palo alto and also near the coliseum. you don't see the slowing on the sensors. we'll check the cameras coming up. >> thanks, mike. developing in san francisco, police are trying to track down the gunman who shot two people in a car, leaving one of them

dead. this happened in the city's crocker amazon neighborhood. responding officers found the victims still in the car, this was about 9:00 last night near mission and geneva. the man in that car died but the woman is expected to survive. investigators say right now, they have little to go on. and for the second time this school year a rope that resembleless a noose has been discovered on the campus of an oakland school. >> this is leaving many people asking a lot of questions. "today in the bay's" christie smith spokes spoke with district leaders. >> reporter: this is the rope at the batting cage at the baseball field that sits next door to chabot elementar. candace chambers is the mom of a 9-year-old player. >> it looks like as in noose an think that was the intention of the person who possibly left it there was to create fear for people like me. >> i think for one it's disgusting.

>> reporter: her son doesn't go to the school but she's school friday and it was taken down but the district doesn't know if it was intended as a noose. they have no evidence either way but are investigating. >> they found a rope tied up that has a noose at the bottom. it resembleless the whole idea of a noose. it brought up the feelings that are raw the past couple of weeks. >> reporter: a rope was found on a school fence last month. families were worried but the district later said a child said he found it and threw it to get it out of the way and it appeared not to be intentional. >> obviously it's distressing as a parent. obviously you always want to be cognizant and not blow things out a very turbulent times that wefied lhe fbi, who neither incident was a hate crime. a letter went home to families. the district says the baseball program, which is on city property, offered another possible explanation. >> they have seen young people

climbing uhm on top of that batting cage to hang out shall we say and they think that maybe that rope was used to get up and come down off of the top of that batting cage. >> reporter: in oakland, christie smith, nbc bay area areas. the city of san francisco upping its push to get into the electricity business. mayor london breed and the city attendant released a short statement that says "the city has submitted an official offer letter to the utility company includes $2.5 billion for the acquisition of assets that serve san francisco." this is the no the first time the city's tried to do this but now the utility is in facing j supports the move. >> i'm reallyhe offer. now is the best time to do t since they're bankruptcy. certainly they could use the money. >> pg&e put out a statement saying in part, it doesn't believe what it called

municipalization is in the best interests of its customers. it's been nearly two years since the deadly wildfire struck the north bay and county officials are still trying to prepare people living there in case a disaster strikes again. yesterday free disaster kits were hand the out as part of sonoma ready somedday. it was a county wide emergency preparation fair, there were demonstrations, letters and displays focusing on surviving a disaster. >> they're going to actually take steps, take action to actually fill out a disaster kit, make sure they have a family emergency plan, and if they have to evacuate, making sure they have all the things they need to evacuate when they need to. >> you might remember sonoma county tested its warning alert system in a few cities, just last week. b.a.r.t. could soon be getting new headquarters. the agency says the needs for its oakland spot ends in 2021 and the rent may nearly double. on thursday board members will vote on buying a building also in oakland but leaders say the deal could save b.a.r.t.4:36 an

good monday morning to you. taking a live look outside, looks like folks are up and out the door and on the road. a live look from dublin this morning. we'll check in with mike, he has more on that morning commute. caught on camera, a split second decision and a brush with potential disaster in san francisco bay. a sailboat was making a sharp turn to avoid hitting a whale. it happened saturday afternoon near the golden gate bridge. whoa. that's tough to maneuver. the captain who shot the video says the whale surfaced a few times near the sailboat. can you imagine?

>> no. >> that's really close. that is really close. >> they tell to you stay away from them, but what do you do when they just surface right there. >> exactly. >> meanwhile underwater they're like no, no, watch, watch. watch this, i'll make them turn again. >> exactly. it's a game. >> it was cool and breezy over the weekend. i mean, that cold front dropped in on saturday, and really brought down those temperatures and we're starting out with a cool start this morning, and a few clouds rolling by, here is a live look outside in oakland as you get ready to head out the door. the seven-day forecast is at the bottom of the screen and you can see which way we're headed, as the week progresses. so let's enjoy the cool weather we have now, headed out the door with temperatures in the mid-50s in santa rosa, upper 50s in san jose. palo alto and in livermore, and it's 58 now in san francisco. your morning commute from brentwood we'll see those temperatures in the low 70s at 10:00. at 1:00, we're going to about 80 degrees and then some lower 80s

for the afternoon. here is a look at our south bay high temperatures once again, reaching up to 80 in morgan hill. milpitas reaching 75 degrees. still breezy today for the east bay, livermore topping out at 78 degrees. 84 in walnut creek, and in hayward today, up to 70 degrees. we'll see some mid-70s in redwood city this afternoon. daly city 65. 65 in marina district and still windy out there today. for the north bay we're anywhere from 63 in point reyes to upper 70s in clearlake and santa rosa, reaching 84 degrees. so we will remain bytoy, as well as tomorrow, with cooler temperatures to start out the week. a storm system that brought in the cold front and the cooler temperatures over the weekend continues to move away. as we go through the rest of the week, high pressure will build across the desert southwest, and our temperatures will be going up, as we get more of an offshore wind flow and our inland valleys start out the week in the upper 70s, but end the work week in the upper 90s.

so we're going to have some drastic changes here as we go through the next several days. so here is a look at our weekday forecast. i know it's crazy. upper 70s today, and tomorrow. 83 on wednesday. that's when we start to head up, but temperatures spike on thursday and friday into the upper 90s, and then start to gradually come back down for the weekend. san francisco going to also see a pretty big warmup by the end of the week, so i'll have more on that, and mike, you're showing the crews working around the bay. >> kari, thank you for just saying it straight up, that that seven-day was crazy, those numbers. folks over here not crazy but the crews are indeed working and starting to move, palo alto north of willow, flashing lights there, clearing some cones on the way up to marsh, and then another section where we have three lanes overnight still reportedly in action right there around whipple. you'll find more slowing toward redwood city but you don't see the slowing on our sensors. just a short section there, as they move the cones, we might

see more focused over there. in the east bay another pronounced section north of the coliseum for 880, the nimitz freeway moving smoothly. we have green sensors contra costa county all the way in toward highway 24, the caldecott and the maze. a live look oakland moves nicely northbound with the tail lights through that area, just past the coliseum toward high street. no delays reported for the systems. b.a.r.t. just getting started with the three trains and the longer rides for capital corridor, ace train. caltrain no delays there. a delay at the bayridge toll plaza and delay before 5:00 if you're used to that. we're learning a man from boston died in lake tahoe over the weekend. authorities say that man was steering a boat on north shore saturday night when he noticed two inner tubers who had fallen into the o help them, but he never resurfaced. the inner tubers were okay. felecity huffman tells her side of the story as she await

sentencing the college admissions scandal, accused of paying $15,000 to help her daughter's s.a.t. daughter. huffman desperately wanted to be a good mother so she talked herself in to believing she was giving her daughter a fair shot. she adds what she actually did is the opposite of fair and expressed deep regret. now to decision 2020, and california billionaire tom steyer has secured a spot in the october democratic presidential debate. steyer becomes the 11th democrat contender to qualify for that debate. now he won't be appearing at the debate scheduled for this thursday. to qualify, candidates needed donations from at least 130,000 people, and earn at least two percentage points in four polls. the october debate is set for october 15th and possibly 16th as well, if enough candidates qualify. despite california's deep blue history, the state's gop is doing what it can to help

4:53 for you right now. nbc bay area responds to a north bay woman who experienced some drama with her dinner theater tickets. >> she asked consumer investigator chris chmura and his team for help. >> back in february, lucinda r. reserved five seats for a murder mystery dinner but a few weeks later she was diagnosed with cancer and needed surgery, so she called the theater to cancel, and get a refund. she expected to pay a $75chhe s in the terms and conditions. $75 cancellation/no show fee. the theater manager told her that $75 per seat. she had five of them. so she contactedo ththeater, didn't hear back but the same day the owner emailed her with a $400 refund, that's throwing in an extra $25 as well as an apology. many event tickets have a
