orinda. >> more detail that sounds less dramatic, highway 24 before you get to the caldecott tunnel, orinda side westbound commute. a crash reported. it does sound like this car went off the roadway and got wedged between the tree and a part of the fencing there, but the other vehicle involved wasn't quite as dramatic with regard to the speeds involved earlier. the rest of the bay shows a smooth drive. we send it over to marcus. >> thanks, mike. happening tonight a strain on the system especially muni, because for the first time there will be dual major events at the chase center and oracle park. at 6:45 the giants play the pirates at oracle park and somewhere around fourth inning, dave matthews band will get a taste of the acoustics at chase center, just a couple of blocks away. so "today in the bay's" thom jensen is live at chase center. thom, this was one of the fears some people had before the chase center was even built. >> reporter: it certainly was

and this will give us a peek at what it could be like, albeit not worst case scenario. you could imagine if there were dual events say the giants in an october playoff series along with the warriors playing or a packed concert venue all at the same time, that could be a real test, but this will give us our first look at the dual events, and here is a look at why this is a concern. we take a look at both venues. oracle arena and the chase center are about a mile apart, so not far apart, and they share one muni line. concert-goers can take free shuttle buses from the 16th street mission b.a.r.t. station to chase center. concert tickets also serve as muni 60s so fans can get to and from the area with ease. last friday night muni had its first real test when metallica played at chase center, the first public event it was sold out and fans seemed to heed the

warnings not to drive to the conce concert. it was widely reported without a hitch and without traffic jams. >> we took b.a.r.t. and muni. it was crowded. i was shocked there was only a one-car train given the size of the crowd but otherwise it was pretty smooth. >> reporter: there will be more challenges with these dual events, later this week, eric clapton performs at chase center tomorrow night and friday, elton john is here. the giants are also playing at home both nights. tomorrow night against the pirates again, and then friday they host the florida marlins, and of course, parking is always a concern down in this area, so unless you have parking plans, it is recommended that you use public transportation. we're live in san francisco, thom jensen, "today in the bay." >> certainly a busy time in the city, thom, thanks. maybe traffic won't be as bad tonight. turns out crowds these days are actually getting smaller at giants games, that's partly because the team is now out of the pennant race.

yesterday's games saw the giants lose to pittsburgh 6-4, was actually the smallest crowd in nine years, with around 26,000 fans. attendance is down nearly 20% since the same time last year. today's special congressional election in north carolina had president trump on the campaign trail last night. the president is stumping for the republican candidate in a race that could reveal clues about next year's election. "today in the bay's" craig boswell live on capitol hill for us this morning with more. good morning, craig. >> laura, good morning. good morning, everyone. a lot of eyeballs on this special election in north carolina today. president trump as you mentioned stumping there last night. congress is back in session battling over major issues but the president spending some time in that battleground state for a congressional candidate. >> mr. president, we're not tired of winning. >> reporter: a special election today in north carolina is getting special attention from president trump.

>> our first task is a giant victory. >> reporter: the president stumping for the gop candidate last night trying to keep the congressional seat in republican hands. >> and winning back the house in 2020. >> reporter: but the race is also seen as an early indication of the president's 2020 chances, where poor performance in a red leaning state could be a warning sign. >> the senate will come to order. >> reporter: meantime, congress is back in session, as democrats continue a push for impeachment. >> now the inquiry is getting more serious and it's time to have very specific procedures. >> reporter: new controversies involving mr. trump's businesses and publicly encouraging people to stay at his hotels, something he denies. >> the american people know this is a highly charged political moment. >> reporter: republicans and democrats again beginning the debate over gun safety legislationnd expanding background checks for gun purchases. >> if this bill is not passed, mitch mcconnell and the republicans in the senate and

the president will have hell to pay. >> reporter: a deeply divided congress needing to agree on a new spending bill to avoid a possible government shutdown in three weeks. craig boswell, nbc news, washington. gun control will also be a hot topic today in the south bay, that's where we expect to learn more about a new gun ordinance passed by santa clara county supervisors approved after the gilroy mass shooting. it's expected to include new restrictions on storing firearms. the county will also look into a new program providing free trigger locks and rebates for safe storage containers. and the san jose sharks meanwhile are helping raise money for garlic festival shooting victims. several players last night hosted a meet and greet at gilroy victims memorial building. the sharks will also host a fan fest later this month to assist victims. happening today, fremont leaders plan to select a location for the city's first homeless navigation center. two locations being considered,

one near city hall, the other near a nursery at the north end of town. both plans are getting some resistance from people who live nearby. opponents are dealing with a new legal seth back. a judge denied a request for a temporary restraining order to block the navigation center. the judge also agreed to hear more arguments two weeks from now. the city is going full steam ahead in its plans to build the center, arguing something has to be done with theigh homeless population in that area. opponents fear it will increase crime. happening today, santa clara county may step in to help victims of sexual assault, where one supervisor says the state is failing them. the state budget does not set aside money for rape crisis centers across the state, as it did last year. there was a $5 million one-time allotment for all 58 california counties, so supervisor cindy chavez says the county should spend $600,000 to make sure that the resources remain available

for anyone who is victimized, from the moment they arrive at the hospital or call 911 through their court hearing. >> i think one of the most important things that we can address right now at a local level is really accepting leadership and responsibility for creating the safest environment we can for all of our community. the sexual assault is so prevalent for both women, children, both male and female, and some men. it's such a significant problem that at the very least, we have to step up and address it. >> supervisors will meet to debate the plan later this morning. starting next year, any drinks ordered in union city will no longer have plastic straws. according to "the mercury news" city leaders approved the ban last night. union city is the latest city to ban plastic straws. the new rules begin in january on the 1st with a grace period ending in june. right now, at 5:08, we are

stepping out the door to some nice cool temperatures and also a great start to what will be a beautiful day once again. cupertino will be at 64 degrees at 9:00. we'll be at 71 degrees at noon, and overall a really comfortable day with some low 70s there, as we look at all of our microclimates, and what to expect today, we're looking at temperatures in the low 60s, starting out, and then warming up by lunch time at about 72 degrees in antioch and napa. we'll be at 71 in palo alto and looking at mid-70s for much of the day, only a few spots reaching the low 80s, and as we go into the afternoon to evening hours, we're going to cool off once again with that sea breeze picking up and it's going to make it feel nice and cool all across the bay area, but we have some hotter temperatures ahead. i'll have more on that in the forecast, coming up in a few minutes. mike, tracking the commute this morning, what's going on? >> so far it's pretty clear as far as the sensors go. we're looking at green. we showed you the crews that continue to clear from palo alto, a minor slowing around

university and marsh as they clear out the last of the cones. sounds like they forgot one. highway 24 with the crash that's off the roadway, but as crews arrive to help that vehicle out of the bushes, there may be more flashing lights and still curious will the injuries. no details on there but someone must have minor injuries westbound 24 just before you get to the caldecott tunnel. the tunnel itself is fine, both directions. over here in fremont south 880 shows you the headlights toward silicon valley with no problems and no delays. things are getting more crowded farther north as you head up toward san leandro and hayward, as you head over toward the san mateo bridge but there's westbound just more cars, same speed. back to you. >> thanks, mike. still ahead for you here on "today in the bay," the raiders may be on their way to vegas, but the city of oakland will soon have a new football team. coming up for you at 5:25, the bay area football legend already calling it a win for fans. we are here to discuss jessie's online time.

corner, we found one of the last bits of the crew, not blocking lanes but a little disco for you as you pass by university avenue. we'll show you what else you might find on your roadways, coming up. and a very good morning. let's get this tuesday under way. markets were mostly sideways on monday. wendy's says it's going to start serving breakfast, add 20,000 new jobs to handle the extra work. a new abc news/"washington post" poll shows six in ten americans expect a recession next year. nobody can predict a recession perfectly but it can be a self-fulfilling prophecy. the american consumer is the most important part of the american economy, and if they get uneasy, if they start slowing down at stores just in case, that can actually create an economic downturn. but for now we're doing great. the jobs numbers that we got on friday show nearly every american who wants a job has a

job, full employment. "the washington post" has gone through those jobs numbers with the fine tooth comb and discovered something really cool. since 2016 the american economy has added 5.2 million new jobs, 4.5 million went to people of color. a majority of them women of color. this is a development we have not seen before, and it's really rather remarkable. other news, apple will show off new iphones today, an event later this morning at its headquarters in cupertino. you can look for more information on nbcbayarea.com. we hear there might be a purple phone. 50 attorneys general representing 48 states, pueo rico and the district of columbia have announced that major investigation into google. we gave you a heads up last week. monday a number of them gathered on the steps of the supreme court building in washington to announce their investigation. the attorney general for the district of columbia points out

>> madonna doesn't get any publicity. >> not at all. >> as a mom who has to hire a babysitter, i am not doing that. i'm like okay, that's a deal breaker. >> exactly. it's really important. >> good thing we didn't have concerts before cell phones. >> all right. let's get out the door this morning. as we get a live look outside in san francisco, and we can see those clouds rolling by. it's still going to be a cloudy day today, cool and at times drizzling with some breezy winds, but as you get up and take a look at this seven-day forecast, it's already up at the bottom of the screen. yes, we are going to be heating up as we go throughout the next several days. as you get out the door for the morning commute in brentwood we have low 70s by 11:00 and throughout the rest of the day our temperatures will be warming up into the low 80s, and we're only looking at highs in the low 80s today, in some of our warmer spots like antioch there reaching 83 and napa expect a

high of 81. ukiah 80 degrees. san francisco at 67. this has been a nice little break from that hot weather, and you'll want to get out and enjoy it at the giants game, it's going to be right at about 69 degrees. we're at 67 at 7:00, and then 64 degrees at 8:00 this evening, and it will still be breezy so make sure you're dressed appropriately. here is a look at what we're seeing as far as our weather setup. so there's been a couple of storm systems moving across the pacific northwest. they've been getting a lot of rain. we're getting the cooler temperatures, and we're also going to keep that coastal drizzle. as we go throughout the next several days even though the storm systems continue to roll across the areas just to our north, high pressure will begin to build and that's going to keep it way away from the bay area. our temperatures will be heating up and we're not going to see that onshore wind flow that helps cool us off. so we're going from the low 80s today in the valleys to 90 tomorrow, then some upper 90s on thursday.

our temperatures peak on friday, that will be theottest day we've seen in quite a while, and then we're gradually coming back down from the end of the weekend into early next week, and some upper 60s today in san francisco, but it's going to be warming up there as well. we're looking at low 80s on friday, but then coming back to the 70s on saturday. mike, you've been tracking the roads and it looks so far pretty good. >> looks great on these sensors for the major highways, and that's great news for the mog coute. we're tracking that crash highway 24 just off the freeway, on the jr. inda side. highway 24 looks like it's at speed. over here contra costa county we're going to zoom in to our local traffic road. vasco road at camino pablo, the red showing slowing at the major intersection brentwood through byron. reports of a crash and maybe a medical emergency over there as well. so this will tie up that local traffic flow and we know that this is the early commute that heads down toward 580.

wildfire in california history. 5:23. happening today, san francisco's plan to get into the electricity business actually gaining new support. >> supervisor hillary ronin is expected to introduce a resolution backing the city's proposal to purchase pg&e power lines. the city has submitted an official offer letter to the utility company, it includes $2.5 billion for the acquisition of the assets that serve san francisco. this comes as pg&e is in bankruptcy and facing liability for wildfires. we are following up on two new bills involving school vaccinations. the governor signed both into law yesterday, one allows the state to have the final say on what exemptions will be approved for both schools and day cares. the other is aimed at reigning in fake medical exemptions used to stop some children from being vaccinated. supporters say the fake notes put other schoolchildren at risk of getting me says and other diseases. an oakland professional

in the low 70s, reaching 78 in livermore. also see a high of 78 in san jose. 82 in concord. 81 in napa, and today in san francisco 67 degrees. we'll talk more about what's ahead with hotter weather. right now, mike, you have a traffic alert. >> for me it's traffic tuesday. northbound 101, the traffic break going on for north 101 right at university and approaching marsh. we had this slow roll, moving the last of the crews there, headed up through the area. willow we had two lanes overnight closed, sorry north of willow near whipple is where the activity is, over on this side of the bay. the traffic alert that was not the traffic alert, is over here, vasco road slows but this is aatypical. the crash involves a motorcycle and sounds like there's some actual a lot more activity with regard to injuries going on. this looks like from the traffic pattern it's a little farther south from camino diablo.

this affects your commute toward 580. new overnight a woman is recovering after being rescued from san francisco bay. first responders in alameda were called to the shoreline north of oakland airport just before 4:00 this morning. they arrived to find that woman about 20 yards out screaming for help. they say she was alert when rescued but an ambulance did take her to the hospital. it's not clear why she was out in that water to begin with. 5:31 right now. school suspensions are suddenly out for elementary and middle school students in certain situations. >> because governor newsom signed a new bill in to law supporting those supporters saying that they will keep kids in school where they belong. "today in the bay's" kris sanchez is live for us in santa clara to explain what all this means. kris? >> reporter: well hi there. this is not all suspensions across the board. these are suspensions that are really for things like talking back or for falling asleep in class, a category called willful

disobedience. the bill signed by governor gavin newsom widens the ban on so the called willful defiance suspensions which are not allowed for children in kinder through third grade. it expands through middle school, applies to public school and charter schools. according to the bill author senator nancy skinner, two other schools eliminated suspensions. research has shown students of color get more of this type of suspension though their rates of misbehavior are the same as students across the board. the idea is to keep students in school where educators can attempt other kinds of interventions like in-school suspensions or restorative justice and positive behavior interventions and support, you might have noticed school fliers coming home. it will be in effect until 2025 at which time it can be extended. the state made it a priority to decrease those according to ed

source which reports on the matters. this has had broad support amongs ptas, parents, pediatricians, the aclu and school board members and administrative. the only group opposing it is a group that supports charter schools. it goes into effect next school year. in santa clara, kris sanchez, "today in the bay." >> thanks so much for that update. it is 5:33. california is one step closer this morning to allowing college athletes new avenues for making money. assembly members passed a bill let allow higher ages and being paid for the use of their name and image, setting up a potential confrontation with the ncaa some fear could jeopardize the athletic futures of the state's major athletic programs like cal and stanford. the ncaa threatening to make california schools ineligible for national championships. state senators will have to vote on that bill by friday. the housing crisis has s always a hot topic in the bay area as we look for solutions to

fix the housing crunch. now a couple of more new options are being put on the table at alameda county and santa clara counties to ease the problem a little bit. bob redell is live in berkeley. the proposals would be small. a lot of people don't know about these, put a dent in the overall problem that we're seeing right here in the bay area. >> reporter: that is the idea what the city of berkeley is considering a new program for city employees and first time home buyers who can't afford the price tags for a home in berkeley, in many case is north of $1 million. what the city is considering a new program as i mentioned called open doors initiative, that would allow current homeowners, people who already have homes here to subdivide their homes into condominiums. for example a million-dollar property could be converted into four condos, that could be sold to city employees and first-time home buyers for a much more affordable price of $250,000

each. the homeowners who subdivide would receive unspecified fiscal incentives in return. tonight the city council is expected to ask the city manager to study this proposal. berkeley of course isn't the only place considering these proposals for housing. we're talking about the city of money where its mouth is when it comes to saying yes, in my backya backyard, to create more housing. the council will consider putting $5 million towards forgivable loans to homeowners willing to build a granny unit or accessory dwelling unit on their property, loans of up to $20,000 to cover planning equipment and predevelopment costs, before the loan is forgivable to homeowners, to rent to people of low or moderate income. the housing trust of silicon valley would administer the loan program. the council will hear this issue later today. santa clara university also in the south bay is asking the city of san jose to rezone a three-acre property near the university to allow residential

development for affordable housing for teachers. the three-acre industrial property is located on campbell near the university's baseball diamond. the university is proposing a construction of 290 units of below market rate housing. reporting live here in berkeley, bob redell, "today in the bay." >> certainly the housing is needed but affordable housing is the key there, bob. heard you mention that, thank you. developing for you this morning, the gloves are coming off in san francisco's feud with the national rifle association. the nra has now fueled a lawsuit against the city, this is after supervisors declared a group a domestic terrorist organization. supervisors last week passed the resolution authored by catherine stefani. we spoke with friends attending the gilroy garlic festival when last month's rampage happened. he says he may be biased but he believes that the group should be held accountable. >> it's really hard for me to feel sympathetic for the nra. they've shown zero sympathy for all of the people that have been

antioch, brentwood, discovery bay, byron, all those areas at this time as the development continues in the area. we see a big problem vasco road at camino diablo. we've elevated that to a traffic alert. there's less slowing than before. folks are scrambling to find a different way around it. with the motorcycle crash we hear about another motorcycle crash, byron highway at brentwood boulevard which may be on some folks' alternate path as they avoid that traffic alert. a second motorcycle crash in discovery bay and byron area, that might stem toward highway 4. we'll track that ripple effect in through contra costa county. here we go, tuesday, that means we're closer to the weekend. >> we are closer, closer to hotter temperatures. i was thinking maybe beach weekend, pool, something to try to stay cool. we're still enjoying summer, so here is a look at some summer weather. we will see those temperatures reaching inland up to 100

degrees on friday, and then by saturday, it's still in the mid-90s. sunday that's when it starts to come down. so you can kind of pick your day that you'd like to get outside and where you'd like to go based on temperatures. saturday in the mid-70s. sunday we're in the upper 60s. if you're planning to head to monterey this weekend, it's going to be nice. friday will be the warmest day. we'll be up to 74 on saturday and sunday reaching 71 degrees. if you're going to yosemite, it will be a warm one, with some temperatures on saturday reaching into the upper 70s. more clouds and slightly cooler temperatures in the forecast on sunday and then if you're going to napa valley this weekend, we will have hot temperatures on friday reaching 96 degrees. saturday reaching 90 degrees, and by sunday, we're seeing those highs in the mid 80s. so a big cooldown happening over the next several days, going into the weekend. so i'll continue to follow that. i'll have a look at today's cool temperature trend, that's coming up in about three minutes. >> all right, we'll enjoy it,

live look in san jose, it's a clear start to the day and in evergreen we'll see a few clouds moving by through at least the morning hours with temperatures gradually warming. we have a slightly cooler than normal day ahead. i'll have more of that and a return of summer in the forecast in less than five minutes. >> and this major crash in the brentwood discovery bay area, vasco just north of camino diablo is causing a big problem at that major section. one of the alternates has a crash affecting that traffic flow. we'll see how that has the ripple effect farther out, discovery bay, brentwood, byron, show you the whole thing. tonight you have a chance to weigh in on the ongoing debate to bring a now in-in-out to campbell. it calls for the fast food restaurant to go up near highway 17 an on happilyton avenue. last month's planning commission meeting was postponed due to conflict of interest issues. people who live in the area are concerned the new restaurant would create traffic issues

tweets. the president had tweeted about the danger to alabama. noaa tweeted there was no danger. the president reacted the way he did, a memo went out apparently warning noaa officials not to contradict the president. reports say ross is willing to fire people. and the forecasters gave the head of the national weather service a standing ovation after he said he stood behind the meteorologists who accurately predicted and corrected the president and provided accurate forecasting. president trump was in north carolina yesterday, he was supposed to survey hurricane damage but the weather was not cooperating. he was able to make a rally for the gop candidate in the state's special election for congress. that election is a do-over after the original result was thrown out due to illegal ballot harvesting. there is a lot going on today. we're watching all of it, you can follow me on twitter, i i'm @scottmcgrew. it's palindrome week, the

overall, a nice cool start to the day. here is a look at your school day forecast as you get ready to head out for school in the east bay, headed to san ramon, we'll be in the upper 50s at 7:00, so it's going to be cool as you're going to school, and then we're going to be at about 71 degrees at 11:00. then some upper 70s today, so probably spending some extra time outside on the playground. we're going to see those temperatures hour by hour across all of our microclimates, starting out in the 60s, and then as we go toward noon, we start to see some slightly warmer temperatures inland with low 70s in antioch. that's not that much warmer than what we'll be feeling in san francisco. 65 degrees. 75 in concord. into the afternoon, we're at 83 while napa is at 77. san mateo at 74 degrees, and san jose at 77. so we're only reaching the upper 70s today, and then it comes back down with some breezy winds for tonight, as we take a live look outside, we're getting ready for that sunrise.

grab a jacket as you head out the door, and then some light short sleeves will be comfortable for the rest of the day but you'll need more than that out there at the giants game. it's going to be chilly and breezy with our temperatures dropping back into the mid-60s with all clear skies. as we go through the rest of our forecast, we're going to see some coastal drizzle and also some cool temperatures continuing for today. there will be still some storm systems moving across the pacific northwest, but then high pressure builds and that's going to keep us from getting in on the cooler weather going into the next several days. in fact, it will feel like summer as we go toward the end of the week. we're going from 82 today to 98 on thursday, and then up to 100 degrees on friday, and then we're still in for a hot weekend ahead, with some mid-90s on saturday, and then san francisco expect those temperatures to warm up into the low 80s by the end of the week. headed over to mike, you've been tracking the roads and that traffic alert. >> that's right, kari. take you over here, folks. here the arrow is where i'm

concerned. i thought i'd see more traffic flow, we've just now seen more slowing. there is a crash in the bay point area but it's off of highway 4 from what i understand, on highway 4 likely to see more traffic flowing in as a crash in brentwood, discovery bay and byron affected by the crash on vasco. let me give you a second to look at the major portion of the commute, only on highway 4 a little more slowing. this is a slower start for our tuesday but a very tough start right here, vasco road is blocked both directions, just north of camino diablo. here is ka miyo camino diablo walnut, the section to avoid the crash. another alternate some folks might have taken byron highway at brentwood boulevard. stick toward this section up toward walnut and you see already the slowing in the northbound direction getting out of that area as well, possibly taking folks to highway 4, as we talked about.
