a nice start to our day. offee s going to be a great day, because it feels nice and cool outside. we'll keep that nice weather throughout the day. here is a live look outside at the golden gate bridge, as you head out the door, things are looking good, and as we go through that seven-day forecast, a big heat-up is headed our way. we're going from 82 inland today to 100 on friday. so some big changes ahead. we're going to talk more about that coming up. mike, you're still tracking that traffic alert in coco county. >> i'm showing you pictures from alameda county the oakland side of the bay bridge and the toll plaza. we're not affecting traffic flow it's out there. this is not bad the upper east shore freeh b shore freeway. pittsburg and bay point crash not affecting theight shove fol toward highway 4 leaving antioch and brentwood is this crash which s nor of cino diablo. it is slow in both directions

because folks are trying to use other alternate means to get past that crash as they exit the brentwood area, just outside of that city as we're looking over here, camino diablo from walnut is probabl at brentwood boulevard ties things up. it keeps vasco clear and the rest of the bay looking good. back to you. >> thanks, mike. no reason to be bored in san francisco tonight, but dual events will put a strain on the transit system especially muni. for the first time, there are events at the new chase center as you see here in san francisco as well as oracle park, the same night baseball fans and concert-goers crowding together just blocks apart. our thom jensen is live in the city and thom, this was a fear for a lot of people as the chase center was being built. >> reporter: it is. good morning, marcus. we'll have to see how muni handles this. they say they've prepared for these times when there's dualh here at the new chase center. here is a look at why they're

concerned, as we take a look at the ball park, and the new arena itself. oracle park and chase center are separated by only about a mile and they share one muni line. muni says it will operate its normal oracle park special event rail service with an extension to chase center. chase center meanwhile encourages concert-goers to try to take the free shuttle bus from the 16th street mission b.a.r.t. station here to the arena. your concert tickets also serve as muni tickets so fans can get to and from the area with ease. last friday, muni had its first real test with the metallica concert playing here, the first concert at the chase center. it was sold out, and fans seemed to heed the warnings not to drive to the concert. many fans used the busy public transportation system. >> we took b.a.r.t. and muni.we.

it was crowded. i was shocked there was only a one-car train given the size of the crowd but otherwise it was pretty smooth. rorr: so it's pretty smooth, but there will be more challenge this is week with dual events. eric clapton performs at chase tomorrow night and friday, elton john is here. the giants are also playing at home both nights. tomorrow night against the pirates again, and then friday they host the florida marlins, and bottom line is, it's best to use public transportation, not try to park in the area, if you can't use public transportation, they're saying bike, walk or even take a scooter to the event, better than fighting the traffic and the parking problems. we're live in san francisco, thom jensen, "today in the bay." >> thanks so much, thom. it's 6:04 right now. fremont leaders plan to select the location for the city's first homeless navigation center. two locations are being considered, one near city hall, the other near a nursery in the

north end of town. both plans are getting heavy resistance from people who live homeless center planned for san francisco's embarcadero are dealing wit asetback. a judge denied a request for a temporary restraining order to block the navigation center. the judge agreed to hear more arguments two weeks from now. the city is going full steam ahead in its plans to build the center, arguing something has to be done with a high homeless population in that area. opponents fear it will increase crime. starting next year, any drinks ordered in union city will no longer have plastic straws. according to "the mercury news" city leaders aproved the ban last night. union city is the latest bay area city to ban plastic straws. the new rules began january 1st with a grace period june. county may step in to help victims of sexual assault. this is where one supervisor says the state is failing them. the state budget does not set

aside money for rape crisis centers across the state as it did last year. there was a $5 miltmen for all counties. so resources remain available to spend $600,000 to make sure the anyone who is victimized, this is from the moment they arrive at the hospital or call 911 through their court date. >> i think one of the most important things that we can address right now at a local level is really accepting leadership and responsibility for creating the safest environment we can for all of our community. the sexual assault is so prevalent for both women, children, both male and female, and some men. it's such a significant problem that at the very least, we have to step up and address it. >> supervisors will meet to debate the plan lar right now. today's special congressional election in north carolina has president trumpe pg "today in the bay's" craig on l

nice day outside. meteorologist kari hall has been tracking those temperatures for us, and we need to take all of this in, because it's going to heat up soon. >> we have a big heat-up headed our way. this is a live look in walnut creek, before you head out the door. our temperatures will be in the low 60s to start and then some upper 70s as we go throughout the day. checking out our high temperatures, we'll only make it up to 83 in some of our warmer spots this afternoon. so it's going to be very nice to enjoy this little taste of fall, but we'll talk about summer coming back in the forecast in a few minutes and mike, still tracking that traffic alert. >> i am but overall the map shows you the greatest bay area looks fine with the bill weather at the bottom of your screen for the south bay. look at the scattered incidents around contra costa county. it's not any of those you saw off the three ways. vasco road the red marking vasco road is closed north of camino diablo. folks are using camino diablo to connect over to walnut. better alternate than brentwood

good tuesdayrit now we're ey 30 minutes away from sunrise. we're already seeing how the morning will look, very beautiful, and we're also starting out with some cooler temperatures, just a few clouds moving by until about 11:00 and some low 70s early this afternoon. we are going to enjoy one last day of some cooler than normal temperatures. we'll talk about that summer heat-up in less than five minutes.

>> and we follow the traffic alert over in contra costa county. i wanted to show you the backup at the bay bridge, still vasco road is shut down just north of camino diablo, toward fremont with the flow of 880 the freeways are looking good. vasco road is a big problem right now. >> very good morning. let's get this tuesday under way. markets were mostly sideways on monday. wendy's says it's going to start serving breakfast, add 20,000 new jobs to handle the extra work. a new abc news/"washington post" poll shows six in ten americans expect a recession next year. nobody can predict a recession perfectly but it can be a self-fulfilling prophecy. the american consumer is the american economy, and if they get uneasy, if thest case, that can actually create an economic downturn. but for now we're doing great weot on friday show nearly every

american who wants a job has a job, full employment. "the washington post" has gone through those jobs numbers with a fine tooth comb and discovered something really cool. take a look at this. since 2016 the american economy has added 5.2 million new jobs, 4.5 million went to people of color. a majority of them women of color. this is a development we have not seen before, and it's really rather remarkable. other news, apple will show off new iphones today, an event later this morning at its headquarters in cupertino. it's also issuing a patch for its phones that will update this evening after a security flaw was discovered. make sure to install that. there's more information about the anal announcments today at nbcbayarea.com. we hear there might be a purple phone. 50 attorneys general representing 48 states, puerto rico and the district of columbia have announced that major investigation into google.

we gave you a heads up last week. monday a number of them gathered on the steps of the supreme court building in washington to announce their investigation. the attorney general for the district of columbia points out they come from red states, they come from blue states, but they all have a common target. >> this is an unusual setting right here. i'm next to friends of mine who i vehemently disagree with on issues like immigration, reproductive rights, gun rights, and other issues, certainly health care, but we are acting as one today in regards to launching what i know will be a fair and full investigation that will follow as attorney general paxton said, the facts. >> 48 states. who is missing? alabama and california. i've called the attorney general in both states, not gotten an

in the sky, and it's nice to just relax and enjoy this, before we go back to summer over the next several days. you're already seeing it at the bottom of the screen. let's get out the door in brentwood for your morning commute. upper 50s to start. at 68 degrees at 10:00 and upper 70s today, so it will be nice to have some weather like that especially since we've had hot weather throughout much of the summer. let's look at all of our microclimates. here we are at 10:30 at livermore, at 62 degrees. we're at 63 in napa and 63 in san francisco, and then we start to see some low 70s around lunch time for some of our east bay valleys, eventually a few spots will hit 80 degrees. we'll be there in danville at 3:30 today, and san jose stays in the upper 70s and those temperatures come back down fairly quickly so it's a day where we can leave the air conditioning off, catch a cool breeze going through the house today with the windows open and it's going to be breezy and cool out there at oracle park, if

you're going to the giants game, first pitch at 6:45. we'll be in the upper 60s a then at 67 degrees at 7:00, dropping back to about 64 degrees. so here's what's going on. we've had several storm systems moving across the pacific northwest. we're just catching the cool air coming off from those storms. but then as we go into the weekend, high pressure will build and it's going to cause us to get hot so we're going to see some of our valley temperatures really warming up. talking about upper 90s and over 100 degreessessu move look at our drastic changes over the next few days. we're in the low 80s for tuesday. on wednesday we're up to 90 degrees and reaching up to 100 degrees in the valleys, and it starts to slowly come back down for the start of next week, with san francisco in the low 80s. mike, are you still tracking that traffic alert? >> i am but i just updated the maps. fresh maps, can you smell them? fresh map feel.

looking over here new maps because we're showing the crash and the traffic alert have cleared. very green, very nice, easy drive right now for most of the bay. the big problem with contra costa county, so we have this red for the last alert, because this is an urgent update, vasco road just reopened both directions just north of camino diablo. the speed sensors are starting to recover. walnut busy here and camino diab diablo slow as folks try to discover what's going on, reopened the roadway and this stretch of vasco road, affecting folks through byron, discovery bay, popular commute routes getting out of the area since early this morning. highway 4 didn't see a lot of extra traffic, i thought it might but it's okay and the rest of:c contra costa county the crashes incidents clearing up. the beay bridge toll plaza has more clearing up. highway 24 was busier as well. in the south bay remnants of the

first burst of traffic getting ready for the second to kick in 6:30, this is 101 north of the 680 interchange and the north bay hasn't had problems and a mild build for highway 37 out of vao.ke 6:22. still ahead, setting up a showdown. at 6:30, the headline grabbing bill advancing in california that would many big changes for student athletes and could anger the ncaa. new technology on an old house, intended to save energy and money, but it ends up costing a lot more of both. i'm consumer investigator chris chmura. 6:25 for you right now. nbc bay area responds to a woman who had some problems with solar problems. >> consumer investigator c chmura and his team worked to shed some light on the problem. >> good morning. rebecca osborn-coolidge lives in a 19th century home just north of the uc berkeley campus. two years ago, she added some 21st century technology, solar panels, from vivint.solar. fetolder the solar

right now at 6:30, let's take a live look outside overlooking dublin. top of the morning to you. it should be a nice start to our day. thanks so much for starting yours with us, at 6:30, i'm laura garcia. >> and i'm marcus washington. right now let's head over to meteorologist kari hall with a look at what we can expect from the forecast today. >> it's another beautiful sunrise. as we take a live look outside over the south bay, some clouds rolling by. guess this is our treat for getting up before the rooster crows, right? so we are going to see some of those cool temperatures to start out the day, and heading over toward concord, we'll be at about 62 degrees at 8:00, then

72 degrees at 10:00, then some low 80s as we go into the early afternoon. one more nice cool day before we heat up. i'll have more on that in a few minutes. mike, you have no more traffic alerts? >> no more traffic alerts, but we still have traffic. this is the bay bridge toll plaza, with the build that continues this morning. it actually was pretty gentle now. we're seeing the east shore freeway show some slowing. earlier traffic alert cleared from brentwood. vasco road reopened from the earlier crash and medical emergency going on there. highway interstate 580 moves smoothly as well off of vasco road and the rest of the south bay picking up thel suspensions out for some elementary and middle school students. supporters say the law will keep kids in school where they belong. kris sanchez live in santa clara this morning to walk us through some of these changes. kris? >> reporter: hi there, laura. this is a change that means that students cannot be suspended for offenses like talking back to the teacher, or falling asleep in class. the suspensions would be

reserved for more serious offenses. the governor just signed this in to law and it widens the ban that already exists on so-called willful defiance suspensions. such suspensions are banned kinder through third grade so this extension extends it through eighth grade. it applies to public school and charter schools, and according to the bill author, senator nancy ne oakland and san francisco unified along with other districts eliminated the suspensions. are research has shown students of color get more of these kinds of suspensions though their rates of misbehavior are the same. the idea is to keep the kids in school where educators can reach them with other kinds of interventions, like in-school suspensions, restorative justice and that positive behavior intervon programs that you may have seen at your own kids' school. the banppechool wille at that point and a ban has a broad roup of s parents, administrators,

pediatricians, the aclu, the only group at this point that opposed the ban was a group that supports charter schools. that ban will be in effect by the time the kids go back to school next fall. in santa clara, kris sanchez, "today in the bay." >> thanks for the explainer on that one, kris. it's 6:33 right now. california one step closer to allowing college athletes new avenues for making money. assembly members passed a bill letting them hire agents and be paid for the use of their name and image. this is setting up a potential confrontat ncaa se hlic programs like cal and stanford. the ncaa threatening to make california schools ineligible for national championships. state senators will have to vote on that bill by friday. >> 6:34. the houses crieses is always a hot topic in the bay area and new options are being debated in alameda and santa clara counties, that would open the door for more buyers. bob redell is live in berkeley.

these proposals would be a good start. marcus, the program being proposed in berkeley would be for city employees and first-time home buyers who cannot afford the price tags of homes. many of the homes in berkeley go well over $1 million. this program that's being considered by the berkeley city council as they'll discuss tonight is called the open doors initiative. that would allow current homeowners, people who already have homes here to subdivide their homes into condominiums. for example a million-dollar property could be converted into four condos, that could be sold to city employees and first-time home buyers for a much more affordable price of $250,000 each. the homeowners who subdivide would receive unspecified fiscal incentives in return. tonight the city council is expected to ask the city manager to study this proposal. berkeley of course isn't the only place facing a housing

crisis and trying to do something about it. today the san jose city council will consider putting $5 million towards forgivable loans to homeowners willing to build a granny unit on their property, something that could be rented out, loans of up to $20,000 would cover planning permit and other pre-development costs. the loans would be forgivable for homeowners who agree to set rents at an affordable level and rent to people of low or moderate income. the housing trust of silicon valley would be administering that loan program. santa clara university is asking the city of san jose to rezone a three-acre property near the university to allow residential development for affordable housing for its professors. the three-acre industrial property is located on campbell avenue near university baseball diamond. it is proposing the construction of 290 units of below market rate housing on that piece of property. reporting live here in berkeley, all right, looking for e bay." solutions to a big problem there, thanks so much, bob. 6:36 right now.

developing for you this morning, the gloves are coming off in san francisco's feud with the national rifle association. the nra has now fueled a lawsuit against the city, this is after supervisors declared a group a domestic terrorist organization. supervisors last week passed the resolution authored by catherine stefani. we spoke with friends attending the gilroy garlic festival when last month's rampage happened. he says he may be biased but he believes that the group should be held accountable. >> it's really hard for me to feel sympathetic for the nra. they've shown zero sympathy for all of the people that have been killed by guns. >> others meanwhile are coming down on the side of the nra, which is demanding that the city stand down. nra ceo wayne lapierre wrote, "this lawsuit comes with a message to those who attack the nra. we will never stop fighting for our law-abiding members and their constitutional freedoms."

first responders in alameda were called to the shoreline north of oakland before 4:00 this morning, they arrived to find a woman 20 yards out screaming for help. they say that she was alert when rescued, but an ambulance did take her to the hospital. it's not yet clear why she was out in the water to begin with. and now to a live look at sfo, and if you're planning to fly out any time soon, you may face some turbulence. so far today, at least 59 flights have been canceled and since saturday at least 440 flights have been canceled. more flights are delayed. the airport is working to rebuild one of its busiest runways, talking about the 1900 foot section that intersects runways one right and one left. at times during construction at least two runways will be closed at the same time. traffic on the runway and then looks like right here from this

after this school start. so here's what's going on. we are seeing quite a few storm systems moving across the pacific northwest. there is another one that will be moving in and bringing them some rain. we're seeing lightning strikes farther to the north which is what could have caused that wildfire that we had across northern california earlier this week. so as we go in to the rest of the next several days, our cool weather will be moving out. high pressure will build and our temperature actually peaks on friday, but if you can believe it, we could see some spots reaching over 100 degrees,t butt last that long. we're looking at our temperatures quickly going up and then back down. so some low 80s today. we're reaching 100 on friday, and then we're starting to see those temperatures getting a little bit better by the end of the weekend. headed over to mike, you're starting at the bay bridge. >> i am, because that's the most traffic flow that we've seen change in the last half hour. we've seen the volume build up as is to inicypical.

a traffic alert was taking our attention in contra costa county, that cleared just outside of brentwood. vasco road reopens again through the area just north of camino diablo and the folks tied up and scrambling around headed down toward las viqueros. highway 4 we didn't see much extra traffic as folks tried to avoid the earlier traffic alert. we're seeing a lighter volume this tuesday commute than we often do. silicon valley pushing north a slight build for san jose and a slowdown through hayward, the two crashes over on the shoulder both north and south of 92. we talked about vasco road coming down out of brentwood and discovery bay. byron no major problems. looking for traffic westbound through our live look around el charo but haven't seen any appreciable change so a smooth drive out of the altamont. back to you. >> thanks, mike. it is 6:52. the british government is

welcome back. before you head out the door, it is 6:56. here are the top stories we're following on "today in the bay." >> happening today, fremont leaders plan to select the location for the city's first homeless navigation center. two locations are being considered, one near city hall, the other near a nursery in the north end of town. both plans are getting some resistance from people who live nearby. in the meantime, opponents of a homeless center planned for embarcadero are dealing with a setback. a judge denied a request for a temporary restraining order to oc the judge agreed to hear more arguments two weeks from now. the city is going full steam ahead in its plan to build the center arguing something has to be done with the high homeless population in that area. opponents fear it will increase crime. starting next year, any drinks ordered in union city

will lo longer have plastic straws. according to "the mercury news" city leaders aproved the ban last night. union city is the latest city to ban plastic straws. res begin j with a grace period ending in june. santa clara county may step in to help victims of sexual assault. one supervisor saying the state is not doing enough. the state budget does not set aside money for rape crisis centers across the state. last year, there was a one-time $5 million allotment for all 58 california counties. supervisor cindy chavez says the county should make sure victims have resources from the moment they report through their hearings. >> i think one of the most important things that we can address right now at a local level is really accepting leadership and responsibility for creating the safest environment we can for all of our community. the sexual assault is so prevalent for both women, children, both male and female,

and some men. it's such a significant problem that at the very least, we have to step up and address it. >> supervisors will meet to debate that plan later this morning. new this morning, school suspensions are suddenly out for elementary and middle school students in certain situations this after governor newsom signed a new bill in to law supporters say will keep kids in school where they belong. the idea is to keep students in school where educators can attempt other kinds of interventions. the ban applying to middle school will be in effect until 2025 at which that point it can be extended. apple may be ready to announce updates for its iphone, ipads as well as the watches, this is during the annual fall launch event taking place at the cupertino headquarters. new iphone models go on sale days or weeks after that event launch so let the lines start forming now. >> we'll see, just in time for christmas. >> wonder what the new number will be. >> that will be a debate, too.
