welcome to thursday morning. let's take a peek outside. temperatures at the skyline, you see the bay bridge. today is a spare the air alert day. so take heed. take warning. all right. good morning to you. thanks for joining us. i'm laura garcia. >> and i'm scott mcgrew. kari has your morning forecast. >> it starts out nice, a hot day is ahead. as we get ready to head out the door, low 60s with some sunshine. our temperatures are going to start to warm up at 11:00. we're at 81 degrees. as we look at our micro climates we see our temperatures ramping

up quickly heading into the early afternoon hours, eventually reaching into the mid to upper 90s for a lot of the valleys. i'll have a look at that and what's ahead as it gets even hotter tomorrow. mike, you're already tracking a crash. this is walnut creek, southbound 80. we do have a smooth flow of traffic with one crash reported around the altamont. it doesn't look like it's presenting any additional slowing. this is southbound 680. chp said they were about to run a traffic break and that may be what's causing all this focused slowing. kari showed you the live view and that's south of the crash to 24 that's cleared after the walnut creek interchange. the bay bridge is not so bad. mike, thanks. new this morning out of the north bay a man ran into a fiery and explosive crash to pull a driver from safety. >> but, unfortunately, the driver didn't make it out alive.

sharon, such heroic moments. sadly the story didn't end well. >> reporter: the good samaritan is a retired firefighter and he tried to save the man but couldn't. take a look at this video. the good samaritan says the driver of the white minivan was swerving down the hill and then hit the water truck. he tried to rescue the man in the white minivan. >> when i saw the sign to stop and there was no way he was going to start. about that time his truck hit the water truck. instantly the car caught on fire. we tried to extricate him through the driver's side, couldn't get to him. broke the window on the other side. i was cutting the seat belts off him when the car blew up.

>> reporter: unfortunately, the person in the white minivan died. the person in the water truck survived and has injuries. the highway and the road in that area have since reopened. reporting live, i'm sharon katsuda, "today in the bay." if you're among those awaiting the arrival of muni's central subway, you'll have to wait longer. sources tell "the examiner" the opening has been pushed back to march of 2021. that would be three years beyond the original date. the central subway will bi-sect market street. muni wants to expand to fisherman's wharf. a fact-finding mission last december as planned opening. muni's new 2021 opening includes about a year of testing. a san francisco supervisor is accusing muni of racism.

that's the new chase center. the supervisor walton says muni is taking buses that are supposed to be routed to the bayview to accommodate concert goers. mta says fewer buses in the bayview are not tied to the new chase center. instead citing a shortage of operators. muni says while there is a shortage of buses, it was normal last night when eric clapton played at the chase center and the giants hosted pittsburgh. to decision 2020 and another big night on tap for the race for president. tonight in houston the ten leading democratic contenders gather for the party's third debate. right now there's no real question about who is leading in the polls. the gap is wide between joe biden and the rest of the pack. when it comes to percentage points, elizabeth warren and bernie sanders are the only two contenders tracking in the double digits. tonight's debate starts at 5:00 p.m. our time. state lawmakers passed a

bill on rent control everywhere. it is sitting on the governor's desk. it caps rent hikes at 5% annually everywhere. the historic bill will protect about 8 million renters. "today in the bay" will have reaction. police say they have solved a hop side homicide of an elderly man. the arrests were made in the weeks following the initial crime. police responded to a burglary call on montecito drive where they found the elderly man who died from his injuries. police have not revealed the exact cause of death. 4:35. san jose police are talking about a recent con job outside the children's discovery museum. the thief made off with an atm. it happened over the weekend where police say the thief posed as a technician who needed to service the atm. instead of fixing the machine, simply walked away with it. they found the atm in monterey

good morning. i'm kate rogers at cnbc headquarters. here are today's top business headlines. wall street looks to add to yesterday's big gains which were helped by a rise in tech stocks. investors continue to await more clarity on u.s./china trade talks and plans to cut interest rates. the dow notching a sixth straight gain for the first time since july. the dow is now less than 1% from its all-time high. on today's watch list reports on unemployment and consumer prices. forever 21 is denying reports it could file for bankruptcy as soon as this weekend telling "usa today" that's inaccurate and will operate the vast majority of its stores. yesterday "the wall street journal" reported forever 21 was expected to file for chapter 11 and closed some of its 700 stores. so far this year there have been 40% more total retail store closings announced than in all of 2018. and walmart is rolling out

an unlimited grocery delivery service this fall as it races to gain an advantage in the fresh food business. walmart will charge an annual membership fee of $98, unlimited same day delivery offered in 200 markets and will expand to 1,600 stores by the end of the year. there's a $30 minimum on orders and a four-hour minimum wait time for same day delivery. walmart will also allow shoppers to order groceries online and pick them up at their local store or curbside for free. back over to you. >> everybody's competing. >> yes, they are. coming up on "today in the bay," kari hall tracking the big warm-up. and as we start out the day in concord, feels nice. we can leave the air conditioning off until about noon. that's when those temperatures head up into the mid-80s. we'll talk about that. a look at all of our micro climates and the high heat for tomorrow continues. more on that coming up next. and we're still watching the effects of the crash in contra costa county.

and welcome back on this very fine thursday. now would be an excellent time to get out the door. you would get there really early, wouldn't you you're watching "today in the bay." scientists discovered two new species of electric eel. they can zap you with 860 volts

of electricity. it's the amps not the volts that will kill you. scientists say it's still the most powerful jolt in the animal kingdom, stronger than your average electrical eel. >> i don't want to know. >> are those the ones elon musk -- >> i can do that better than nature. >> all that and more at 4:44 in the morning, everybody. >> let's check in with kari. i still need some coffee. we're talking about some heat today, and that's what we'll have to deal with not only the heat but also smoke drifting in. a spare the air day because of the smoke coming in from way up in chico and so it makes unhealthy air quality for parts of the north bay as well as the inland areas. the inland east bay as well as the south bay will have some unhealthy air quality. as you head out for your drive if you can try to car-pool or catch public transit.

we're going to see our temperatures in the mid-60s dipping down to about 61 degrees around sun rise and then going right back up as we head into the low 80s by 11:00. our morning shapes up nice. look at high temperatures today. we're going back to summer with some mid-90s for east san jose as well as much of the south bay. we're up to 95 degrees. we're seeing some upper 90s for the inland east bay with livermore reaching 99 degrees. 97 in walnut creek and hayward up to 90. we're still looking at some low 70s, some mild weather there. we're into the low 90s there. san francisco in the mid-80s in the mission district that will feel quite warm and the north bay novato at 95.

there are storm systems and that's where the cooler air is. we're seeing our air sinking and warming up but it's also bringing in wildfire smoke from farther to the north and then going into next week, monday/tuesday some pretty big cooling as another storm system comes in and even brings in spotty showers to our north. we're looking at some dangerous heat today, tomorrow, as well as saturday with our temperatures in the mid-90s then. in the 80s on sunday and then upper 70s next week. some pretty big cooling as we look at our wide range in temperatures. we still have a big roller coaster here from day-to-day and that roller coaster reaches the peak tomorrow. we'll talk more about that. mike, you're starting in the east bay. >> it has not reached its peak. that's where we see a shift in the backup at the bay bridge. it's a pleasant shift. everything is moving less of a backup. still have a couple left to

open. this is not bad on a thursday. behind me where it says walnut creek, the remainder, slowing at the traffic break and the crash cleared from the lanes and the chp report. between 242 and 680. those crews might be moving right now because i saw the slowing pop-up there. west 580 and it reportedly involves a motorcycle rider i think is walking around the area. we'll make sure we get that update. it's at least a distraction. by the time you get into the rest of livermore, everything is just fine. a smooth flow of traffic. a new crash pops up on the reports, 101 right around 680. we'll check the live camera and details as chp arrives. the note over here san francisco, the peninsula, the flow on the freeways is just fine. we start out with that standard report about 64 arrivals and

departures combined. delays because of the continuing work for that one runway and then also a delay because they're working on that system as well. we have delays before 5:00 a.m. already. looking at the san mateo bridge. back to you. >> sounds good. thank you, mike. >> aaron persky fired from his new job teaching a girls' tennis team. >> in 2016 the probation office recommended a light sentence for stanford swimmer brock turner. persky was the judge at the time, agreed to the sentence. many believe the punishment was too lenient and voters recalled the judge. as nbc bay area reported he became the tennis coach at lynbrook high school until former students launched an online drive to have him removed. the district fired persky on tuesday. supporters including a former judge empathized. people who wanted him gone

argued he wasn't a good role model. >> we have a group of people and now including the superintendent of schools who are basically sending the message that we don't believe in redemption when it comes to someone who didn't break any laws at all and who was trying to rebuild his life. i find it outrageous. >> all of us are just so happy, but we also talked about this really being a wake-up call for lynbrook and realizing this is a pretty big oversight. >> in a letter persky expressed disappointment but agreed the media attention was probably too much for the students. he also wished the best for team reports. 4:49. airbus says it will put sensors on planes to collect data about travelers including a network of onboard cameras to track wait times in bathrooms. the goal is to give better information about maintenance and the plane setup and says it will blur the faces of the passengers. right now that is in the testing phase. kelly clarkson known for

"the washington post" reports a white house team recently toured an unidentified location in search of potential shelters. we know this unused facility is located outside the city of los angeles, but they are not revealing the exact location. a contra costa county woman with a rare medical disorder is taking her deportation battle all the way to capitol hill. isabel is from concord. she has lived in the u.s. for 16 years. she has a disease requiring weekly treatments that she says she cannot get in her native country of guatemala. yesterday she testified in an emergency hearing about the trump administration's decision to end medical deferred action by the end of the week. >> i think it takes guts and courage being here to speak about the problem.

>> she, along with other patients who testified, worry that a change in immigration laws would not only end her stay in the u.s. but could end her life. a bold theft has seniors in one community voicing concern. safeway security cameras capturing two women targeting an 89-year-old woman as she shops for groceries on monday. not only does this video show one of the women walking off with the victim's wallet, it shows the pair prowling the store for nearly an hour. there they are right there, looking for the right victim. take even a closer look at the two women. police and the victim call this a reminder to keep your purse on your shoulder and don't put it in your cart. >> that's sad. i hope they catch them. >> oh, they will. they absolutely will. parents know social media is not fun and games. new research says there's a time limit and danger sets in after
