find an additional slowing. forking over thousands of dollars to keep a roof over your head. support e supporters will help ease that pain. some of the protections it could give to renters. good morning, bob. >> reporter: laura, the bill is known as the anti-gouging rent bill, also known as ab-1482. this is a first for californians who live in older apartment complexes. this bill authored by four bay area assembly members just passed the assembly will cap rent increases to 5% plus inflation. the cap does not apply to apartments built within the last 15 years, only applies to single family home rentals owned by corporations and does not affect tenants already under rent control in cities like san francisco. it gives extra protection

against being evicted without cause. landlords will soon have to show documented lease violations for tenants who have been there over a year and must provide the equivalent of one month's rent for tenants forced out for renovations and condo conversions. >> in my district, in oakland we've had a 47% increase in homelessness the last two years. 47%. we know the majority is because of economic displacement, economic issues. that is what the bill is aimed to do. keep them in their homes to avoid homelessness while we build the necessary housing we need. >> reporter: no republicans voted for this bill and a number of democrats abstained. opponents argue it could make it less attractive to build new apartments, therefore further constricting the tight housing supply and they point out that californians last year voted down proposition 10, a ballot

measure. governor gavin newsom is expected to sign the bill. it will go into effect january 1st. reporting live in san ramone, bob redell, "today in the bay." 6:04 on your thursday morning. in the wake of several mass shootings across the country and the attack at the gilroy garlic festival, businesses are pushing for lawmakers to take action on gun control. more than 145 companies including several from silicon valley have sent a letter to congress calling for expanded background checks. happening today lawmakers plan to address the issue. green was the father of lee's children and she was allegedly scared of losing a custody battle with him. she has pleaded not guilty. salvage teams in southern california today to start raising the boat that killed 34 drivers in a labor day inferno. divers recovered the only body still in the water. the victim was discovered in the wreckage but it did take time for divers to gain access. the cause of the fire is still in question but the coast guard yesterday did issue a safety bulletin reminding boaters and boating crews not only to know escape routes and be properly trained but to be aware and alert when charging lithium ion batteries. investigators are trying to determine if any crimes were committed. san francisco's uber promising to foyt a bill that would designate drivers as employees. the bill has passed both houses in sacramento. and now awaits the governor's signature.

uber, lyft, door dash say they're willing to fight the law at the ballot box as well. some say it may drive up the costs passed on to customers. >> costs will go way up for the ubers of the world. that means less drivers will be able to be hired, that prices will go way up for passengers. >> the state benefits, too, by receiving more tax revenue. uber argues drivers know what they signed up for. many enjoy the freedom the contract work allows. it is 6:08. happening today b.a.r.t. will vote on approving a new headquarter location in downtown oakland. the lease on b.a.r.t.'s current headquarters ends in 2021. agencies leaders say rent could increase by as much as 90% if it renews its lease there. it is considering buying its own building at a cost $227 million. b.a.r.t. says the move would save them up to $150 million over the next 25 years. happening today alameda is

set to break ground on a new ferry terminal. it will be the city's third terminal. local leaders say the new seaplane terminal has been a part of the reuse of the naval air station since the bay closed in 1997. the celebration gets under way this morning at 11:30. it's 6:09. a check of your weather with kari. >> as we start out this morning, we are going to have some very hot temperatures headed our way and so we're preparing for that as you get ready to head out the door. it's also a spare the air alert day. that means if you can limit your time outside because drifts of smoke will be coming in and we need to limit the amount of pollutant that we're putting into the air so catching transit is always advised. we're going to see the most unhealthy air quality in the north bay, inland, east bay as well as the south bay. and here is the reason why. we have some wildfires burning well to the north of us. as we go through the day the shift in the wind comes in from the north and actually drives

some of that smoke into the north bay as well as the east bay and then down into the south bay. so you can tell by the arrows that shows the wind direction and that's the reason we're going to see that smoke coming in. not only that but it will be really hot. not much movement of that air as our temperatures reach into the low 90s for parts of the inland east bay. heading up to 99 degrees. in the north bay we're up to 97. i'll talk about triple digits. mike, you're tracking the commute and some of the issues so far. >> we have the disabled vehicle in hayward and also the construction crews clearing from oakland. hayward, that's where things stand out for the slowing. everything else looks pretty green. south 880, a critical place at a critical time. we do see a good amount of slowing. i think there may be a slowing of traffic or a traffic break as you head down to the san mateo

that will have hot weather. for the peninsula as well as parts of the north bay. cooling down tonight with breezy winds. it's still going to be very hot going into tomorrow. we're going to see our temperatures peaking up to 101 degrees. coming back down to 95 and by sunday 84 degrees. look at how much lower those temperatures will be early next week. 79 degrees. that will be the high for the inland area. san francisco going from the mid-80s tomorrow to 75 on saturday. 65 on tuesday. mike, you're starting with a look at the bay bridge. >> i am because we don't have to start with anything else major in the east bay. we have the biggest backup and even here on this thursday you see the fastrak lanes are moving. less jammed, i guess. the smooth drive slow through

welcome back. it's 6:23. purdue pharma will pay out $12 billion as part of a settlement for its role in the opioid crisis. they say the settlement doesn't go far enough and isn't holding the company fully responsible for the nationwide opioid crisis. purdue has threatened to declare bankruptcy if the offer is not accepted leading to less money for states. new this morning mountain view's google wants to help in the opioid crisis launching recover together. it helps people find recovery resources and also the drug that can reverse overdoses. a follow-up on the debate over flavored vaping and e-cigarettes, a push to try to ban sales. the trump administration leaders say the ban would be temporary until new regulations are finalized. some time after that the flavored cigarette companies could apply for approval from

the fda. health leaders are concerned about the flavored products. we spoke to a smoke shop owner who supports new regulation and testing. >> e-cigarettes are nicotine delivery devices. this is a new generation of people becoming addicted to nicotine. >> i don't think it's going anywhere however the regulations come out. this will always exist now. >> vape manufacturers including juul say ty welcome the federal government's actions and are cooperating with the fda. some blasting the idea, though, of a white house imposed ban. 6:25 right now. a kayaker and his dog are alive after a dramatic rescue caught on camera. it happened in fresno county. deputies just released the video. take a look as they zoomed in on him while trying to spot him from the air.

joins us. >> reporter: the good samaritan is a retired firefighter. his arm was burned in this fire. now let's take a look at this video from the fiery crash. the chp says it happened last nice at the intersection of 128 and tubs lane. the good samaritan says the driver of the white minivan was swerving down the hill and then hit a water truck. that's when the good samaritan ran in and tried to rescue the man in the white minivan. >> i saw the sign to stop. about that time his truck hit the water truck. couldn't get the door open. broke the window on the passenger side.

>> reporter: the person in the white minivan died and was taken to the hospital. the highway has since reopened and no word yet on this crash. >> thanks for the latest, sharon. more new video this morning from santa clara where flames fully engulfed a car overnight. the fire department did not say if anyone was hurt. if you are among those awaiting the arrival of muni central subway, you may want to proepar for more delays. the opening is pushed back to 2021, three years beyond the original completion date. it will bisect market street running to chinatown eventually to north beach and fisherman's

wharf. the new 2021 opening includes about one year of testing. it's 6:33. always exciting to move into a new home. new homeowners are a cause for celebration themselves because the down payment assistance program made it possible for them to buy their first homes. kris sanchez joins us live with more on how that's working and how to find whether you're eligible. good morning, kris. >> reporter: i think a lot of folks will be listening, scott. voters passed an affordable housing bond that was measure a creating the funds for this down payment assistance program. the first eight to benefit from that county funded loan are now moved into their houses. ten more in the process of buying. 12 applications are being processed as we speak. the goal is to help more than

200 residents buy over the next five years. some low and middle income home buyers with that down payment loan payable when the home is sold, refinanced or at the end of the 30-year term. housing trust silicon valley manages the program, and here is how they describe some of the working class families that program has helped. >> she works in manufacturing and she and her two children were able to move into their first home. it's exciting. another family we recently helped with two small kids were living in a mobile home and now they're able to move into their own home and the kids have their own bedroom. there's a place for them to run around. >> reporter: you might be wondering could this work for me? i live in santa clara county. the fund can provide assistance up to 17% of the down payment. remember we're supposed to come up with 20%.

the home has to be priced at $800,000 or less. there are houses available for less than $800,000 in the county. homeowners have to make no more than 120% of the median income which is $150,000 for a family of four. that would qualify a first time teacher or a young and new firefighter as well. the buyer must contribute at least 3% of the down payment. it also generated funds to get homeless people into more sustainable housing and also started projects for more affordable housing across the county as well. so these are your tax dollars at work. in san jose, kris sanchez, "today in the bay." >> thank you very much. new this morning, another apple store targeted by thieves in the bay area. palo alto police confirming with us this morning a burglary at the palo alto apple store.

they stole devices and took off. this is the same store thieves targeted back in april and in that case robbers rammed a car through the front doors and made off with nine laptops worth $12,000. this is the store apple leaders typically show up to for rollouts. take a look at your screen r this, a bold theft caught on camera has seniors in the rockmore community voicing concern. two women targeting an 89-year-old woman. she's looking into the case there and some woman is taking her purse. it shows one of the women walking off right there with the victim's wallet. it had shown the pair prowling the store for nearly an hour likely looking for just the right victim.

these are the women. keep your purse on your shoulder not in your car. new details on a report from last year's triple crown winner justify failed a drug test. racing board members initially ignor ignored. >> the test took place after justified won the santa anita derby. the horse allegedly tested positive for a banned substance that veterinarians say can enhance performance. california's horse racing board decided to dismiss the case but some argue if the board would have followed through with the punishment justify would never have run in the kentucky derby. new this morning a liquor store break-in up in santa rosa. police giving us a picture of the loot. southern comfort chasers, cakes looking more like dessert than

across the san mateo bridge. the last time we took a live look things have moved out. start your standard build. >> heading into the weekend temperatures are building up as well, kari. really hot by the start of the weekend. by the end it's feeling better. we'll kick it off tomorrow with a look at the san francisco heart walk at the embarcadero plaza. in the morning at 11:30 we're at 75 degrees. it will reach into the low 80s so it may get warm out there as the event goes on and with all that sunshine may feel uncomfortable. some low 70s. comfortable there, i should say. people will be heading to the coast to escape the heat. you won't have to do that on sunday. we're reaching into the mid-80s

creek this morning. we are starting out with low 60s and it will be a cool start to the day, but then our temperatures jump up about ten degrees every couple of hours. eventually reaching into the upper 90s today. it's going to be a hot one, and that school day forecast also looking pretty warm by the last school bell san jose will see temperatures in the upper 80s. we'll talk more and what's ahead in less than five minutes. we zoom into slowing and two crashes reported. chp is talking about a traffic break west 80. watch backup as it forms from highway 4. we'll talk about another issue for the peninsula coming up. state lawmakers have passed a landmark bill you shall earring in a new era of rent control that may better protect renters everywhere the bill is sitting on the governor's desk. it will cap rent increases to 5%

plus inflation and applies to single family home rentals owned by corporations. the bill also gives tenants extra protection from evictions without cause and from rent hikes. supporters say the bill will protect about 8 million renters. opponents argue it may also make it less attractive for developers to build new housing. aaron persky has been dismissed from his new job teaching a girls' tennis team. in 2016 the santa clara county probation office recommended a light sentence for stanford swimmer brock turner. persky, who was the judge at the time, agreed to the sentence. many believed the punishment was too lenient and voters recalled the judge. he recently became a girls' jayvee tennis coach at san jose's lynbrook high school. former students launched an online drive to have him removed.

the people who wanted him gone argue he wasn't a good role model. supporters empathize. >> we have a group of people and now including the superintendent of schools who are basically sending the message we don't believe in redemption when it comes to someone who didn't break any laws at all and who was trying to rebuild his life. i find it outrageous. >> all of us were just so happy, but we also talked about this being a wake-up call for lynbrook and realizing this is still a pretty big oversight. >> again, those were former students. in a letter persky agreed the media attention was probably too much for the current students and he wished the best for team members. 6:47. berkeley school leaders are reportedly considering a new tax measure supporters say would boost money for education. leaders are looking at putting it on the ballot in march or november of next year. no word on what kind of tax

increase it would involve. it would cover the cost of rising teacher salaries. new this morning in the north bay authorities are faulting distracted drivers for two major crashes this week. police posted photos of one of the crashes on corby avenue. the driver dropped his cell phone and leaned over to pick it up, swerved and crashed right into a parked pickup truck. police say an 18-year-old driver was on face time when he struck a woman in a cross walk. she's in the hospital recovering from head injuries and broken bones. a contra costa county woman with a rare medical disorder is taking her deportation battle all the way to capitol hill. isabel is from concord. she's lived in the u.s. for 16 years. she has a disease requiring weekly treatments she cannot get. she testified at an emergency hearing about the trump

administration's decision to end medical deferred action by the end of the week. >> you know, i think it takes guts and courage to be here and speak about the problem. i feel it has to be because there is issues. >> she along with other patients who testified worry a change in immigration laws would not only end her stay in the u.s. but could also end her life. now to decision 2020 and another big night. tonight in houston ten leading democratic contenders gather for the party's third debate. right now no real question about who is leading in the polls. the gap is wide between joe biden and everybody else. when it comes to percentage points, elizabeth warren and bernie sanders are the only two other contenders tracking in double digits. tonight's debate starts at 5:00 our time. trending this morning, do you ever wonder if there's life

help as we get some drifts of smoke coming in. some far northern california wildfires and a shift in the wind brings in smoke into the north bay as well as the inland east bay and the south bay. you do need to limit your time outside if you do have breathing problems or sensitive to wildfire smoke. we are seeing three fires that we've been watching over the past several days and as the winds come in from the north it starts to carry that smoke into the bay area. that will be the case today as it moves into the north bay, see the direction of the wind that carries that into the east bay and then eventually into the south bay. it's going to look hazy and that's what you will see. the earlier the better especially in spots like the north bay and santa rosa. your park forecast starts out cool with mid-60s at 9:00. at noon it's starting to warm up. starts to look hazy by 2:00 with a high of 91.

poor air quality by 4:00 this afternoon. we look at our high temperatures today, the south bay tops out in the upper 90s. we'll see some upper 90s for the east bay. 98 in concord and 90 in redwood city. san francisco up to 85 in the mission district and 93 today in santa rosa. this high pressure will be centered right overhead tomorrow producing some major warming. and then as it moves on by early next week a storm system dropping a chance of some rain especially for monday just to our north. here is a look at our forecast, upper 90s today, peaking at 101 in the valleys. upper 70s for our warmest temperatures on monday. a lot of changes ahead and you're seeing the issue at the bay bridge. >> look right behind me, flashing lights. a tow truck just arrived.

we saw this tow truck arrive. a disabled vehicle looked like they were trying to sneak over into the cash lanes and then stopped. that is affecting the hov lanes. very close to the entrance and that will clear at the toll plaza. a traffic break called heading down to pinol valley road. we already see that pattern showing up. an earlier slowdown and there may be debris in the roadway so we track that. slowing through san jose. no major issues.
