two big stories we're following. at this hour rain falling across the bay area for the first time in months. that's why our team of meteorologists issued a weather alert so you're ready. breaking news a major artery between san jose and the tri valley shut down after a truck caring propane crashes. good morning. >> we want to go right to mike for that traffic problem out there. mike, we know that you're looking at ways to try to get people around. >> yeah. apparently there's an issue. i see it on my map. there we go.

there's a live shot behind me. there's damp conditions as well. the rain may be a factor for the roadways and a big concern. northbound 680 is completely shut down. there's a propane tanker spilling fuel around on the roadway. been shut down since 2:00. roz is out there. tell me about the back up, roz. >> reporter: indeed. we're just a little south of vargas road on 680. the accident is three and a half miles of us. you can see the red lights. we have been stuck in this same spot for about 40 minutes. no sign of moving. some folks have turned off their cars and are waiting here. nobody is moving anywhere any time soon. all the traffic lanes are closed down. the back up extends behind us as

well. if there's an alternate route, that's a good idea because nobody is moving. we've been here for 40 minutes or so stuck in the same spot. mike? >> my goodness. 40 minutes stuck in the same spot. nobody moving. also mist in the air. wet roadways. that's why, even though locals may know 84 is an alternate to get you north. 680 north is fine past mission south. we' we're suggesting folks take 880. it will add more time on to your drive, but it's important because the rain on the road -- it's been quite sometime --

there's a lot of grease and oil raising to the top. >> i can say that. it's also raining. so we're seeing heavy patches of rain coming through. misting and drizzling at a good rate. we see another line of rain moving in from north bay. you can see we have some really heavy rain coming up moving over toward lake port. as we go to the rest of the morning here's what we're expecting. the rain is filling in on the radar and mostly north bay about 6:00 or 7:00. it makes its way to oakland around 7:00. we'll see this causing issues because it's the first rain of the season. we know when the roads get wet after being dry for so long, we see a lot of oil coming to the surface. even though this isn't a major

storm, it could cause problems for the morning commute. i'll track this and more updates in a few minutes. we'll continue team coverage of the first rain of the season. >> we have some of those warnings that kari was talking about. it can get slick out there. >> reporter: that's right. definitely it's hit or miss out here. you can see behind me the fog is starting to thin here. then there's still heavy mist and you can see the slick roadway here on highway 280. it's slick this morning. on my way to work from the east bay same type of weather. thick fog and very misty. until about 10:00 this morning you should be careful. there will be spotty rain showers in the bay area. be sure to allow extra space between vehicles. drivers this morning didn't seem to mind the rain. >> we need it, right?

information about the victor whether or not they have any leads. in the north bay a mill valley man is locked up suspecting of going on a crime spree. police say john gonzalez was a passenger in an uber when he punched the driver. a short time later police say he opini punched an 18-year-old and took his cell phone. yesterday he turned himself over to police. authorities have identified a person killed in a weekend boat crash. two boats collided saturday at ski beach between discovery bay and stockton. 24-year-old kelly blake of discovery bay died. five other people were also hurt. boaters say the crash happened in a dangerous area. >> that's a pretty tight corner there. people go out and have a good time. if you are out on the water and

you see that corner, it's a tight corner where skiers and bass boaters turn the corner and it's not the first time i've seen somebody go in there. >> we don't know what led up to the crash. investigators are looking into whether alcohol is a factor. nfl executives will meet with a woman who accused antonio brown of sexual assault and rape. brown played for new england yesterday. last week brown's former trainer brittany taylor filed a federal assault. brown called it consensual. starting today you can text 911 in concord. it's for anybody who might not be able to speak during an

good morning. here are today's top business headlines. wall street is set to open in the red as markets react to attacks at saudi arabia this weekend. oil prices are spiking up more than 8%. what's key is how long it takes the saudis to bring the supply back online. president trump has authorized a release of oil from u.s. reserves if necessary. the federal reserve will hold two-day meetings starting tomorrow. purdue pharma has filed for

bankruptcy. just last week the maker of oxycontin struck a deal with two dozen states. several states are opposed or have not committed to the deal. they claim the sackler family aggressively marketed pain killers. boeing's board is expected to get a recommendation to improve the safety of their planes. there. that's some mist and drizzle there. this is our first rain of the season. be careful folks. the roadways might be very slick. we're in a micro climate weather alert. in oregon the wind swept shore line is stunning. one artist turned beaches into cano canopies. a few volunteers bring the circle in the sand project to life. they hope it brings walkers greater peace of mind. >> oh, wow. >> that is cool. you don't have long to enjoy that because mother nature takes it all back. >> circle in the sand sounds like an '80's song. >> belinda carlisle sang that.

>> she did. >> you want to have the nbc bay area app so you can get alerts. this is a live look outside in san francisco. it's light rain coming down with low cloudiness. we're also seeing this elsewhere in the bay area. here's the live look. freemont here, that's making the commute wet. make sure your windshield wipers are working and they can clear off the rain coming through. we go to san jose where you can see the wet roads and rain on the camera lens. that's what's you're going to see as you head out. we are going to see some wet streets. here's what we're going to see throughout the rest of the morning. at 6:00 this takes us hour by hour and shows us the radar. we're seeing our first round of rain coming through. once again, it's not a really big storm. with it the first we've seen in

quite a while, it will make it harder for the drive. it may be slippery. we're having to change up our routine by grabbing the umbrella. through 7:30 we'll see the showers working through napa, over toward oakland and a half moon bay and starting down into the peninsula, parts of the east bay eventually down to san jose around 11:00 to 12:00. by early afternoon it's all clearing out. the rest of the day looks really good. the main problem will be this morning along with some gusty winds. the rainfall will be anywhere from a tent of h of an inch to quarter of an inch. we could see pockets of heavier rain going through. going through the commute, brentwood, it will be in the mid 60s feeling very mild. at 7:00 we see the chance of

rain that may continue through 10:00. the high temperatures only reaching to the upper 70s, a big drop, along with breezy winds and showers. san francisco staying in the 60s and the north bay reaching 75. through the rest of the week we'll see some cool weather. there's another system dropping in on wednesday that could bring another chance of showers along with gusty winds and a nice cool start to the week. only the mid to upper 70s through today to wednesday. we're expecting warmer temperatures for the weekend. san francisco mostly 60s throughout the week. mike, i saw the accident coming in. >> as you were traveling south, you were able to see the crash,

but not be a part of the back up. here's a live look. see the mist and drizzle. i drove through this earlier this morning. the mist and drizzle enough for me to have to use my windshield wipers through the area. this mist and drizzle is a concern. as we get to our wave system, we'll talk about why it's a major concern. weave this area on 880. this area is completely closed off in the northbound direction. we would love if we could see chp give an update on openings. we don't know when that big rig that has jackknifed here has completely closed it off. here's the deal, though, most

folks use niles canyon. this morning it's wet. it's a curvy dark, two-lane road. that's a problem for people traveling. chp is saying take 880 up through dublin and into the dublin grade. that's a much longer drive. you'll need more time. that's the advised route. we get back to our other system and we'll show you more live shots in freemont. keep it in mind, it's been a while since we've had good rain. that's enough to bring the grease and oil up to the roadway. some folks getting an early start knowing the conditions won't be great.

back to you. >> it's less than two months until the fall elections. proposition e would increase affordable housing for teachers and their families. supporters kicked off the campaign yesterday at francis scott key school. the supporters say at least half the distributes teachers spend one third of their income or more on housing. there are solutions. >> sometimes schools or other agencies have sites they no longer use, but they're not zoned to allow affordable housing or any kind of housing. prop e will rezone those sites to allow 100% affordable housing on sites. >> housing supporters also pushing for problem a a bond to build affordable housing. with the giants season now flaming out, three popular

restaurants near the stadium are going, going, gone. in a matter of days three eat y eateries closed. back when the games were selling out, the restaurants were commonly packed wit fans. now the team is faltering which means less business. it's possible their rents are spiking as well. frequent fans are feeling robbed. >> i don't understand. these are great tropportunities. it's great when you come to the games and you get used to things part of the giants traditions. >> it's not clear what will be added to the lineup. coming up today nbc bay area responds. >> a big purchase comes with a big rebate. at least it's supposed. nbc bay area responds to a rebate run around next.

first, clean up and rebuilding efforts are getting starting after hurricane dorian roared through the grand bahamas island. streets are filled with piles of rubble. tropical storm humberto narrowly missed the same area over the weekend and that storm is off the coast of florida. we'll be back.
