two big stories we're following today, rain falling across the bay area for the first time in months as we speak. nbc bay area sky ranger scanning the skies. breaking news a major artery between san jose and the tri valley shut down. a propane truck has crashed on 680. good morning, everybody. thanks for joining us. >> we want to make sure you know what you're heading into as you hit the road. 680 lanes shut down. mike? >> you saw the rain on our camera lens. over here you see the same. this is freemont 880. 880 is where i'm sending you. be careful because80 is completely shut down. 680 coming up hampers your commute. the fuel tanker spilling fuel is

there. we suggest using niles canyon road. it is as far as timing and mileage goes. we styles forget it's a slicker roadway. we're suggesting an alternate route around the scene. roz plater is out there. roz, you were stuck in that for almost an hour? >> reporter: more than an hour now we've been in this very same spot here. nobody is moving. all lanes are blocked. a lot of people are simply turning off their engine concerning their fuel. take a look at the sea of red lights. traffic is not moving. lots of big rigs here. people stuck on their way to work. nobody is moving. we're about -- a little bit south of vargas road. according to my gps the crash is

three and a half miles from here. there's traffic backed up behind us as well. nobody is moving. the shoulder is narrow here. we saw a motorcycle come through and try to make his way forward a little bit. not sure how far he got. people are just resigned that it's not going to move anywhere soon. chp says basically there is a hazmat clean up happening. other vehicles involved. that may take a while. people are just getting used to they're going to be here for a while. they should listen carefully to one of the alternate routes you have to sut. mike? >> thank you, roz. roz showed you the back up. this is a stand still. the alternate i suggest is 880 up through the valley and through dublin.

that's a much longer route, but it keeps you clear of the dark and windy areas if you're not familiar. we're talking about mission and taking niles canyon road. slick conditions are a concern. we'll get one more live look out there. that's freemont and there's the bridge. earlier we had water on the lens. looks like there's a break. >> that's going to be off and on throughout the morning. we're seeing things clearing out in san francisco. at times we're going to see the rain coming down, mostly some light rain. it will make the roads quite slippery in spots. freemont at 880, we're seeing lane on the camera lens. in san jose light rain moving through. you might need to leave a little earlier. we've been tracking spotty showers. the afternoon will clear up.

we'll get a look at that coming up in a few minutes. breaking news right now in san jose. there was a deadly overnight shooting. investigators are still on the scene along allen rock. first responders were on the scene, but couldn't save the victim. police not giving information about the victor whether they have any other leads. >> we're still working to learn the identity of a person found dead during a chaotic fire at a san jose adult entertainment store. last night authorities say a man possibly entered that store and started setting fires there t. once firefighters put the flames out they discovered a body. the man who triggered the chaos was a disgruntled employee or a

customer who refed to leave. >> when they went in, there was smoke pouring out. >> it's scary. you never know how fast it will spread. >> it's not clear if police apprehended a suspect. police won't say how the person found dead might be connected to the incident. witnesses say they heard what they thought was gunfire. police believe no shots were fired. firefighters trying to figure out what started the fire at the former naval commissary. this fire started before 11:00 last night. the ship yard is a historic landmark. it was the first naval base on the west coast. we don't know the extent of the damage. hearing in rome, italy for one of the marine county teenagers accused of killing a police officer. the teen on the right will

petition to be released from prison. police say he assaulted one answer while finnegan lee elder stabbed another officer. both teenagers graduated from mill valley last year. they say they didn't know the plain clothes officers were police. this morning on to the picket line. this is where gm workers are on strike. the union has been locked in a bitter contract dispute since july. 46,000 workers walked off the job last night. the union says it wants higher pay, more job security and better benefits. >> we're standing up for fair wages. we are standing up for affordable quality health care. we are standing up for our share of the profits. >> gm says it's offered improved

wages and health care benefits. new this morning the fcc is asking cell phone companies to detail how they plan to continue service when pg&e shuts off electricity. letters were sent to all major ca carriers. the fcc is asking for specific details on those plans. treasure island residents could win displacement protections. we have a huge shut down to talk about. good morning. here is today's top business headlines. wall street set to open in the red this morning as markets react to attacks in saudi arabia that knocked out oil supplies. oil prices are spiking up more than 8%. it's key to how long it takes the saudis to bring that supply back online. president trump has released u.s. reserves if necessary. the federal reserve will hold a two-day meeting starting tomorrow. the fed is expected to cut interest rates. purdue pharma has filed for bankruptcy under a mass amount of lawsuits. they struck a tentative deal to resolve cases with two dozen

states. several states are either opposed or have not committed to the deal. they claim that purdue and its owner the sackler family marketed pain killers and misled doctors and patients about the risks. boeing's board is expected to get recommendations to make anges to their planes. "the new york times" report it's building a new safety group and billing safer cockpits. back to you. >> thanks much. so drivers in san francisco should brace for extra traffic this weekend because oracle open word begins today. the four-dayech conference is happening and some 60,000 people are expected to be there. howard street is staying open.

the nbc bay area app. this can keep you ahead of the rain. you get alerts as it approaches your location. some of the heavier rain moving through the north bay, much of sonoma and napa county getting the showers. just seeing some of the light rain moving through. we've had drizzle elsewhere going under the radar with very low clouds moving through. let's look at some of our cameras through the bay area. this shows you the clouds in walnut creek. little higher up. we've seen light rain coming through those areas. for the most part it looks pretty dry. as you get ready to head out, you can barely see what it looks like there on 101 coming from the north bay into san francisco. you can see the headlights. we'll see some wet roads that

may be slick. as we head over to san francisco, it's mostly clear here. the drive across the golden gate bridge was rough. little visibility there. elsewhere we're looking pretty good in terms of visibility right now and some light rain passing through. here's our san jose camera. you see some rain on the camera lens. you can see the roads are wet. driving through some of this you want to make sure the windshield wipers do work. i know it's been a while since they've been on. we are going to have to deal with this through the morning hours. then it will dry out for the rest of the day. this is mostly early morning showers. the afternoon will be sunshine, highs in the mid 70s. tomorrow more sunshine, but a few more clouds moving through on wednesday as well as thursday. we have a really nice week ahead. slightly cooler than normal weather. it will be warming up in time

for the weekend. mike, you're checking in on that closure of 680. >> yes. this is a huge closure. this morning this is the problem going into the closure that roz continues to follow. it's 680 as you head to mission boulevard. if you get over to niles canyon road, that windy purple route, you can get past the scene. that's great if you're familiar with niles canyon. if not take 880. see what happens is 880 is a straighter shot. one reason you've got concerns is because southbound in this direction is distracted. kari talked about this. she drove through this area this morning.

why what's happening is being watched so closely here in the san francisco bay. >> reporter: this morning i'm focusing on melting glaciers and how they're impacting the bay area and the world. in alaska glaziers are completely disappearing at an alarming rate. warm temperatures are melting the surface of the glaciers a foot per day. just a little insight on how hot things a getting up north we just witnessed alaska dealing with record high temperatures this past july. heat soared into the 90s for several days. the state has warmed about four degrees in the last 50 years. all of that warm weather is hitting artic regions the hardest. that includes greenland. we spoked with al roker and

towards the tri valley where the crash and shut down are north on 680. the southbound side, that's getting jammed up. there's a crash in the back up and perhaps two more. we're sorting that out. again, this is because of the crash shutting down northbound 680. roz is out there. roz, what's the latest? >> reporter: we've been here an hour and a half at the same location. all lanes still blocked. it's not moving. nothing is moving anywhere. we saw a couple emergency vehicles trying to get through. they were having a tough time. this is tim. you're an uber driver. how long have you been sitting here? >> at least two and a half hours. >> reporter: you worked all night. trying to get home? >> yeah, trying to get home. >> reporter: you chose the wrong route. >> it was telling me to go 580. i was using my judgment.

680 is a little faster. >> reporter: not this morning. thanks so much. a lot of people stuck in traffic. no idea when it's going to clear. that hazmat situation and also three other vehicles and some minor injuries, so the clean up may take a while. tim has been here for two and a half hours. there's traffic stuck in front of us and behind us. nobody moving anywhere any time soon. mike? >> that's the closure between mission north and vargas. that one section of 680, everybody stuck there. over here -- i'll get out of your shot. it's a little dark because of the mist and drizzle. kari, we've had our first -- do we call this rain? >> it's been quite a while since we've had weather like this. we're dealing with wet roads.

we'll track this rain together on the nbc bay area app. some of the showers really moving through the north bay. we're seeing the mist and drizzle elsewhere. we have a line of heavier rain moving through many parts of sonoma county. we're dealing with showers and they will be with us throughout the morning, but then clearing out this afternoon. that's the good news. we'll track that as well as the temperatures. we'll see mostly the mid to upper 60s. we want to head back out into the rain. >> we have a warning to drivers. we're familiar with it, but it's a good one to give. >> reporter: that's right. it's not too bad right now. you can see traffic is light. we did have some thick fog out here and heavy mist. you could hear drivers hitting slick spots here on highway 280.

we haven't seen any rain, but it's been very misty. almost enough to throw on my hood. until about 10:00 this morning you should be careful. there will be spotty rain showers. oil on the slick roads could cause dangerous conditions. allow extra space between vehicles. don't use cruise control because it could cause your car to speed up if you're hydro planing. make sure your windshield wipers are in good shape. not too many cars on the road, but the rain throughout the bay area is expected around 8:00 to 10:00 this morning. of course during the heaviest commute times. > >> be careful out there. you can link to the latest weather any time. check out live radar scans for

your neighborhood on the nbc bay area app. breaking news right now in san jose. this is a live look from the allen rock neighborhood. there was a deadly shooting overnight. investigators are still on scene along allen rock avenue. first responders arrived but couldn't save that victim. deputies say the victim died at the scene. the victim was found on the roadway and police aren't giving out any information on the victim. president trump says the u.s. is ready to dip into our oil reserves to keep the oil market stable. this after an attack wiped out nearly half of saudi arabia's oil production. tra tracy potts live in washington. >> reporter: the big question is what is this going to do to

prices at the pump. some experiments are saying the to 25ents as an increase as a result of the drone attack in saudi arabia. it's about 5% of the capacity knocked out, but that has an impact. who is responsible? yemen rebels claimed responsibility. they're backed by iran and the state department is pointing squarely at iran even though the president didn't go quite that far, the secretary of state did saying they're responsible. it's raising lots of questions here on capitol hill about how does the u.s. respond? do we take a diplomatic approach and deny visas to iranian officials? should there be military retaliation by the united states? or is it hands off? let the middle east handle this.

the good news this morning president trump has said he'll use strategic petroleum reserves to release more oil in hopes of bringing prices down. scott? >> tracy, thank you. also developing on capitol hill calls for impeachment after a new allegation of sexual misconduct against supreme court justice brett kavanaugh. a new book by two "new york times" reporters summarized in an op-ed claims kavanaugh exposed himself to a woman 30 years ago. some democratic candidates calling for impeachment. >> you got to get the documents to prove the case. >> if the facts lead us there, impeachment is only table. >> the fbi didn't investigate, but knew about the second investigation during kavanaugh's confirmation hearing.

kavanaugh flatly denied all misconduct. authorities have identified a person killed in a weekend boat crash. two boats collided saturday in a popular spot called ski beach. 24-year-old kelly blake died there. five other people were hurt. boaters say the crash happened in what is known to be a dangerous stretch. >> that's a tight corner there right by ski beach. people go out and have a good time. if you are out on the water and see that corner, it's a tight corner where skiers and bass boaters and other boaters turn the corner. it's not the first time i've seen somebody go in there. >> there's no word what led up to the crash. investigators are looking into whether alcohol and speed played a role. it's off season for steph curry.

curry and his wife reportedly bought an off market home for $31 million in june. curry has lived in east bay closer to oracle arena. >> $31 million. >> holy cow. >> that's a lot of house. mike, you've got that crash, mike. it's the propane truck. it's not the propane leaking, but the diesel from the tank. >> yes. the issue is there's fluid leaking on to the roadway. it's a punctured fuel tank. here in freemont as well as san jose the two areas where we have an issue. the rest of the bay looking like a good drive. the bay bridge toll plaza has the lights on.

the problem for the southbound side. i'll give you a work around as well as the crash in the south bay causing problems. 5:44 right now. new this morning a mill valley man is locked up suspected of a crime spree that ended with a teenage stabbed and an uber driver hurt. police say john rosales was a passenger in an uber when he punched the driver. a short time later police say he stabbed an 18-year-old and took his cell phone. the team is out of the hospital. yesterday he turned himself over to police. we have new details on a fiery north bay crash that killed a young driver. investigators say the car smashed into a retaining wall and caught fire. the 16-year-old driver died at the scene. two other passengers were sent to the hospital. happening today nfl

executives will meet with the woman who recently accused star wide receiver antonio brown of sex assault and rape. brown made his debut yesterday with the new england patriots, the team he signed with after the raiders granted his request to be released. brittany taylor filed a civil suit. she claims he sexually assaulted her and raped her several times over the two years they worked together in pittsburgh. brown called the relationship consensual. police say the victim never informed them of the alleged crime. governor newsome says he plans to veto a bill that supporters say relieves federal oversight. he says while he supports fighting trump's environmental

policies, the bill doesn't give california any authority. a big celebration in mexico today marks mexican independence day. it's not cindo de mayo. more than 100,000 people gathered to celebrate. closer to home another celebration to commemorate the occasion on the peninsula. the courthouse square was transformed into a giant fiesta last night. people took part in a traditional flag ceremony. there was live music and dancing. >> very important for our community. through this re-enactment we try to bring back a little bit of home into people's hearts.

>> this celebrates the 18th cry for independence. our sister station helped make last night's event possible. pleasant hill leaders plan to decide on the future of an old library as a new one is being built. county supervisors want to sell the land where the current library sits. they believe the time is right. the problem is pleasant hills' new library won't be built for two years. pleasant hills council members will vote whether to wait to close the current one until the new one is open. nfl's newest taj mahal has a new name. it's where the l.a. rams and the l.a. chargers will play. the teams wasted no time showing what the new sponsorship will

look like. sofi is based in san francisco. >> it's amazing how fast that happens. >> exactly. at your typical nfl football game the fireworks start during the game. this is what happened in the preshow. before the game started in tennessee the pregame show went up in flames. a machine that shoots fireworks malfunctioned and became fully engulfed in flames. nobody was hurt. the field was cleared and the game was delayed. the grass needs replaced. >> the nfl has had a lot of problems. seems like a metaphor. we have rain and both of you guys are pretty busy. >> we're starting with the showers moving through and this causing problems for the bay area. we're seeing scattered showers and light rain.

we're seeing the thunderstorms further to the north and we have a slight chance of seeing a little bit of that in the east bay. here's a lock ok at where the r is now, extending just north here. as we go to the rest of the morning, we'll see the rain continuing to move in. here's dublin as the flow of traffic starts to pick up. we're seeing a few more clouds in the sky. we've seen the light rain coming down at times even in san jose where we can see the wet roads as we get the live look outside. the rain had stopped falling here actively. we're seeing poor visibility in some spots. we take it to 7:00 and some of the showers starting to move from napa into oakland and san francisco. we'll see more activity as more people get up and out the door.

here we are at 930 ti:9:30. look at what happened by noon. everything starts to clear out. our skies clear and temperatures stay on the cool side reaching the mid 70s today. san jose reaching 74 degrees. even with this cool start to the week, we'll get some gusty winds. we'll get another shot of cool air that will bring in a chance of north bay showers on wednesday. after the rain clears out we'll enjoy sunshine and highs in the mid 70s and then 80s back for if weekend. mike, you're tracking the closure in the tri valley. >> yes and we're tracking these misty conditions. when i drove through here, things were slick.
