the work to prevent problems. we're live talking to people stuck. also a deadly shooting in san jose early this morning. where first responders found that man. light rain as you head out this morning. nbc bay area issued a micro climate weatheralert. we'll tell you how much wet weather you'll see. thanks for joining us this monday morning. >> we're going to start with that traffic alert and that truck. good morning, mike. >> good morning or bad morning depending on the way you look at it. it's a bad morning for folks trying to travel through the tri valley. the northbound side, as you look at your commute, this is a problem. 680 is closed as you head up to vargas. that's where there's the jackknifed big rig. roz is going to talk more about that.

it's backed up solid before you get to mission north. mission north over to this wiggly road here and the slow down on niles canyon road. that takes you through the windy dark area. there's mist and drizzle this morning. this is complicated by this crash on 680. roz has been out there for hours. what's going on? >> reporter: we've made our way a little closer to where this accident happened. in the distance there those flashing lights is where the big rig jackknifed and where the fuel spill is. we're going into hour four now. this happened around 2:00 this morning. people have been stuck in traffic. you can see traffic is moving fine on 680 south. all lanes still blocked on 4680 north. we've been here for two hours. folks are trying to get to work. we spoke with an uber driver who has been driving all night and

is trying to get home. he's been sitting here for three hours. all lanes blocked. we're told there is a fuel spill, a hazmat situation. that will take a while for them to get it cleaned up. as soon as we can get closer and show you better what's happening we'll do that. mike, back to you. >> thank you, roz. it's a m it's a hazmat situation. they have to clean up fuel from the big rig. anything is an issue, a distraction for the southbound side may have folks hit the brakes harder. be careful. north 101 you have this one section from 680 where we have slow driving as well. there have been a couple crashes. as you look at the bay bridge, earlier we had water on the lens. now we have just a sheen.

you see the damp roadway and a little bit of puddling. that may be a factor since we haven't had rain for quite sometime. >> it has been a while that we've had rain. this is not a really big system, but it's dropping light rain and the first measurable rain we've seen in months. we see it moving through parts of central sonoma county as well as napa county. we'll see that approaching the golden gate bridge within the next few minutes. we've seen showers affecting the roadways, making it damp to start this morning. as we go throughout the rest of the day that line of showers we have been seeing, but it will be clearing out toward the

afternoon. we have nicer weather later today. i'll talk more about this and what's ahead for the rest of the week. >> thank you, kari. this is a life look at allen rock where there was a deadly shooting. rest gators are on the scene. first responders found a man in the road and couldn't save him. deputies say he died at the scene. investigators say the suspect may be driving a dark colored suv. we're still waiting to find the identity of a man killed in a fire at an adult entertainment story. authorities say a man possibly armed entered that store and started to set fires. once firefighters put out the flames they discovered a body.

investigators say the man who triggered the chaos was either a disgruntled customer or former employee. he had been told to leave. the flames spread forcing people on the second floor to evacuate. >> they went in and there was smoke just pouring out. it was solid fire. >> little bit scary because you never know how fast it will spread. >> now it's still not clear if police apprehended a suspect. police woentd say how the person found dead may be connected to the incident. police believe no shots were fired. firefighters are trying to figure out what caused this fire at a former naval ship yard. they tweeted out the video overnight. fire started a little before 11:00 at night. it took about three hours to put out. the ship yard is a national landmark and was the first naval

base on the west coast. we don't know the extent of the damage. happening today a hearing in rome for one of marin county teenagers accused of killing a police. the teen on the right-hand side will petition to be released from prison. police say he assaulted an officer while his friend stabbed another officer several times killing him. both teenagers are from mill valley. they say they didn't know the plain clothes officers were police. off the production line on to the picket line. new video from detroit. one of the many places where gm workers are on strike. union has been locked in a bitter contract dispute since july. it's one of the biggest union strikes in more than a decade. the union says they want better

pay and higher benefits. >> we're standing up for fair wages. we are standing up for affordable quality health care. we are standing up for our share of the profits. >> gm says it's offered improved wages and health care benefits. new this morning the fcc is asking cell phone companies to detail how they plan to continue service when pg&e shuts off lk electricity because of fire damage. letters were sent to all major carriers. at&t, sprint, verizon have committed to discuss plans. the fcc is asking for specific details on those plans. treasure island residents could win displacement protections. an 8-year-old development agreement is preventing people from moving into their new homes. "the san francisco examiner" reports residents are precluded from tenant protection.

san francisco supervisor is introducing a resolution to change that. it's 6:07 now. expect to see some rain. we've been talking about it on facebook. there you are in san francisco. you can see the slick roadways to the right. walnut creek is foggy and dublin looking fresh because the rain cleaned out the air. we want to talk with kari about that. >> it's been a while since we've seen some rain. at 6:08 we continue to track it. it's mostly light rain moving through ahead of system that will bring in cooler temperatures. we've seen thunderstorms up around chico. that's not been the case for the bay area. we'll be watching out for that chance as rain makes progress from north to south moving through santa rosa approaching napa. if you're getting ready to head out the door, expect the roads to be wet. you may need those windshield

wipers even though it's not raining where you are. the cars in front of you may be kicking up water from earlier. the high temperatures today really nice. once this system clears out we have sunshine for the afternoon with a lot of mid 70s here. we'll get a look ahead to the rest of the week later. mike? >> as you're heading past 680, we see traffic starting to slow down a bit, but right now we have the consistent slowing from 680 up just shy of the airport where we've had this crash that blocks the two right lanes. the bay shore freeway is jammed up. so far we haven't seen a lot more traffic coming on 280, but that is one of your alternates. folks are slower to get on the road in the south, but give yourself extra time not only because of the crash, but because of the slicker conditions. you don't know what is going to

the big traffic problem is a crash blocking 680. we'll show you that. good morning. here are today's top business headlines. wall street is set to open in the red as markets react to attacks at saudi arabia this weekend. that knocked out about 5% of global supply of oil. oil prices are spiking up more than 8%. what's key is how long it takes the saudis to bring the supply back online. you can see a rise in gas prices as a result. president trump has authorized a release of oil from u.s. reserves if necessary. the federal reserve will hold two-day meetings starting tomorrow. the fed is likely expected to cut interest rates. purdue pharma has filed for bankruptcy. this is under the weight of thousands of lawsuits. just last week the maker of oxycontin struck a deal with two

dozen states as well as lawyers for other plaintiffs. several states are opposed or have not committed to the deal. they claim the sackler family aggressively marketed pain killers and misled doctors and patients and the associated risks. boeing's board is expected to get a recommendation to improve the safety of their planes. that's following the crash of the two 737 max jets. swallowed her ring. when she woke up, she realized it wasn't a dream. she swallowed her 2.4 karat diamond ring. >> every girl wants a big ring until you swallow it. >> she did go to urgent care where doctors decided not to let the ring pass naturally. they did an endoscopy and found the ring in her stomach. they removed it. the bride and groom still plan to get married next year. maybe she should take it off before she goes to sleep. i'm just saying. >> i've heard of people eating in their sleep, but not their rings. >> it should be hard to get off if it's that big. >> you would think. >> both you guys are busy because we have this thin layer of rain. that's causing some excitement. >> excitement, i guess. you don't want to be too excited while you're driving. we had a few accidents on the roadways. i think that's what we expect

when we get the first rain of the season. it's been several months since we've had any rain. now as we track the system moving through it's producing some slippery roads and mostly moving through most of the north bay. we've seen rain out ahead of this. this is the main system passing north to south. we're getting rain in santa rosa and we're also seeing it up around clear lake. it's approving the golden gate br bridge. as you're driving this morning, it's slippery in some spots. towards dublin we've seen mist and drizzle. low cloudiness producing some unfortunate slippery conditions for your drive. make sure those windshield wipers are working before you head out the door. this is a look at our hour by hour forecast showing how the radar could look as we continue to track the rain down to the

peninsula and reaching the south bay by about 9:00 this morning. this could be pockets of heavy rain, but most is really light. heading toward noon the rest of the day is looking really nice. we're looking at trace amounts of rain up until a tenth of an inch. the high temperatures much cooler than normal, only reaching 75 in livermore and 73 in palo alto. think about a few days ago when we had highs of over 100 degrees. wednesday another system drops down and that could bring a slight chance of rain for north bay. then we start to warm up by the end of the week into the weekend. our temperatures go from the mid 70s today, chance of morning showers, sunshine and really nice tomorrow.

a chance of rain in north bay wednesday. then heating up for the weekend. mike, you're tracking two important travel spots. that's right, kari. early commute comes through the tri valley. that's where we had the early problems and then we have another in san jose which continues to be an issue. we take you to 680 northbound. overnight about 2:00 in the morning when we had the mist, drizzle and slicker roadways, we have a jackknifed big rig that was hauling a load of propane. the fuel spill is a problem blocking all northbound lanes. folks approaching mission have been getting off and taking niles canyon road. it continues to build. we show more and more back up through the windy area. be careful. maybe slicker roadways and it's darker although the sun is coming up.

welcome back. you're going to hear climate in crisis a lot this week. >> that's because nbc news and stations all across the country are focusing on climate change and the impact it will have abroad and in the bay area. >> kari hall kicks off our series ahead of next week's global conference in new york. >> she has an in-depth look at why what's happening is being watched so closely here in the san francisco bay.

>> reporter: this morning i'm focusing on melting glaciers and how they're impacting the bay area and the world. in alaska glaziers are not only melting, but completely disappearing at an alarming rate. warm temperatures are melting the surface of the glaciers a foot per day. just a little insight on how hot things are getting up north we just witnessed alaska dealing with record high temperatures this past july. heat soared into the 90s for several days. the state has warmed about four degrees in the last 50 years. keep in mind that's about twice as much as the rest of the world. all of that warm weather is hitting artic regions the hardest. that includes greenland. we spoked with al roker and researchers from new york university on a mission to take

thanks for joining us. we start the breaking news. >> yes. everyone stuck in this traffic. mike has got some information coming in. this is not good. mike, we're getting word this shut down on the highway is going to be just forever. >> oh, my goodness. hours and hours is what we're hearing. >> that's right. now we're grateful for the hard work that folks do on road crews especially in conditions that it may be slippery. we just got word that the clean up for this 3,800 gallon fuel spill right here on 680 has just started. the clean up has just started because they had to do assessment of a hazmat issue. we're focusing on 680 where at just before 2:00 this morning a big rig jackknifed. sounds like two rigs were involved in the crash. as a result on of its rigs got

its fuel tank punctured. it's blocking 680 coming past mission. chp said avoid northbound 680. you can get over toward 238 and niles canyon where you're looking at a jam. this is really bad this morning. it may become p complicated by unfamiliar with the area. in this back up between mission and vargas we have roz plater. roz, what's the latest? >> reporter: we're on the northbound freeway. the accident scene is just behind me. i'm hear with chp officer tyler hahn. whatre we facing? >> a bunch of clean up. we had almost 3,800 gallons of fuel spill. the rain is coming down and it's

a big clean up process. >> reporter: all lanes northbound shut down still for at least a few hours? >> definitely a few hours. not only northbound traffic is affected, but southbound traffic is stopped because everybody is looking over. southbound traffic is usually slow to begin with. >> reporter: little rain falling. do we think the weather played a part? >> the roadways were wet, but not for sure if that caused the collision. >> reporter: then basically we've got a little bit of a chain reaction. >> there was a collision that happened around 1:50 this morning involving a big rig. then seconds later another big rig, the one carrying the fuel came along and struck that big rig. >> reporter: anybody injured? >> there were two other vehicles involved.

luckily no major injuries as far as we know. >> reporter: no fire? >> no. >> reporter: that's a good outcome for everybody. a long time for the clean up. folks are going to be stuck in this for a while. >> the freeway is shut down at north mission. everybody is being diverted there. if you can avoid 680, please do. >> reporter: mike, you have alternate routes for folks. the officer saying this may be hours. if you need to get to work, try to find a cut around and alternate route. mike? >> that's right, roz. avoid 680. the officer said it's closed right here at mission. roz was stuck for over an hour and she was in the back up between mission and vargas where the jackknifed big rig and fuel spill has occurred. these folks are still stuck on the roadway.

you will use mission over to niles or head over to 880 which is in the northbound direction clear up until you get towards dublin where there was an earlier fender bender. it's shifting the commute. no major problems for the south bay. 101 there is a crash and that's been cleared for the early morning commute. no major issues for the bay bridge. kari, i was concerned about spin outs because light rain can cause that grease and oil to come up. >> that's the reason we put out that micro climate warning. we see rain moving now into san francisco, approaching oakland. it will be moving into the rest of the bay as we go into the

just starting pouring a couple minutes ago. here in san francisco it's been off and on, heavy mist and now it's starting to rain. take a look behind me. traffic is getting heavier heading into the city. the heaviest part of the rain is expected between 8:00 and 10:00. remember to slow down. we've had thick fog and heavy mist out here in san francisco. you can see drivers hitting wet spots on highway 280 this morning. it smells fresh out here and the roads look cleaner. oil sitting on the surface of the roads causing dangerous conditions. be sure to allow extra space between vehicles. drivers this morning didn't seem to mind the rain. >> we need it, right? >> reporter: make sure you turn that cruise control off. it could cause your car to speed up if you hydroplane on the

starting today you can text 911 in concord. it's for anybody who might not be able to speak during an emergency or have hearing or speech impairment. police said give an exact location and describe the help you need. silence your phone if you don't want anyone else to hear the reply. so drivers in san francisco should brace for extra traffic this weekend because oracle open word begins today. the four-day tech conference is happening and some 60,000 people are expected to be there. howard street is staying open. some lanes surrounding the area may be closed. event organizers are urging drivers to use different routes. between 7:00 in the morning and 8:00 in the evening. pretty much all day. the conference lasts through thursday. >> mike, has some oracle red around his shoulders as the east bay gets more tied up. that's right. we have evening events there as well. scott is talking about the red over my shoulder. we're seeing the build up of

traffic. the big issue is the south bay. here we're looking at southbound for your commute slowing through pleasantton. the northbound has the big distraction. here are the bullet points. we'll talk about why 680 is continuing to be closed as they clear up almost 4,000 gallons of fuel that spilled. that is the area to avoid. you can take mission toward the windy roadway to niles. that's westbound highway 84. that gets you out of the area. eastbound is jammed up. that's a really tough situation because that windy smaller roadway getting hit with radar activity right now. kari, that showed up on a map that we share. >> play nice. >> you can both share. there's plenty of radar for

right now it's 6:44. we're under a micro climate weather alert. this is a live look outside of walnut creek where we've seen mist and drizzle. there will be a chance of rain for the morning. the rest of the day highs in the mid 70s and sunshine. we'll talk about the rest of the week in five minutes. we're tracking the continued traffic alert that will last for hours shutting down northbound 680. i put the radar activity up there as well. niles canyon is seeing more activity and wet roadways complicating things.

look at the rain coming into san francisco. kari and i will follow the commute. a mill valley man is locked up suspected of a crime spree that ended with a teenage stabbed and an uber driver hurt. police say john rosales was a passenger in an uber when he punched the driver. a short time later police say he stabbed an 18-year-old and took his cell phone. the teen is out of the hospital. the team is out of the hospital. yesterday he turned himself over to police. we have new details on a fiery north bay crash that killed a young driver. this was yesterday. investigators say the car smashed into a retaining wall and caught fire. the 16-year-old driver died at the scene. two other passengers, also 16, were sent to the hospital. no update on their injuries. happening today nfl executives will meet with the

woman who recently accused star wide receiver antonio brown of sex assault and rape. brown made his debut yesterday with the new england patriots, the team he signed with after the raiders granted his request to be released. last week brown's former trainer brittany taylor filed a civil suit. she claims he sexually assaulted her and raped her several times over the two years they worked together in pittsburgh. brown says it was all consensual. he was never criminally charged. pleasant hill leaders plan to decide on the future of an old library as a new one is being built. county supervisors want to sell the land where the current library sits. they believe the time is right. the problem is pleasant hills' new library won't be built for two years. there's a rendering of the new library. it looks beautiful. pleasant hills council members will vote whether to wait to close the current one until the new one is open. >> it's 6:46.

president trump says the u.s. ready to dip into american oil reserves to keep the oil markets stable after an attack wiped out some oil production in saudi arabia. "today in the bay" tracy potts live in washington. this is already causing problems with gas prices around the globe. >> reporter: right experts are saying 15 cents to a quarter more is what you'll pay. it was a drone attack that resulted in a big fire in the world's largest oil processing facility in saudi arabia. they lost half of their production capacity. this has affected 5% of the world's oil. while that may seem like a lot, it's enough to drive prices upward. the big question is who is responsible for this.

yemen rebels claimed responsibility. they're backed by iran and the state department is pointi squarely at iran even though the president didn't go quite that far. the president is tweeting though now, we'll see. he says the u.s. does not need oil from the middle east for gasoline. he's releasing some of our reserves. the whole point is to try to keep the prices from going up even further. scott? >> tracy potts reporting live. happening tomorrow the bay area is getting its first visit from president trump since he was elected. the details are being kept hush hush. nfl's newest taj mahal has a new name. it's where the l.a. rams and the l.a. chargers will play.

the teams wasted no time showing what the new sponsorship will look like. sofi is based in san francisco. it's formerly known as social finance. at your typical nfl football game the fireworks start during the game. even before yesterday's game in tennessee that happened. take a look at your screen. the pregame show went up in flames. a machine that shoots fireworks malfunctioned and became fully engulfed in flames. nobody was hurt. somebody was pretty darn embarrassed. the field was cleared and the game was delayed. the grass needs replaced. whoever is in charge of that is going to be talking to the grounds keeper. >> fireworks during the day? you can't even see them. >> that's true too. we have all kinds of trouble on the roads and a little bit of

ligh rain which may be causing it. all kinds of stuff going on. >> it's a busy start to this monday morning. you may have to get prepped for the showers. make sure the windshield wipers are working. you may need the rain gear. we're not used to seeing showers moving through. it's been months since we've had measurable rain. heavier rain approving san francisco. it's making its way to the east bay where we saw the rain coming down across the bay bridge. as well it's moving into san francisco, crossing the bay toward oakland and richmond and moving closer to martinez. we'll continue to keep an eye on that. mostly light rain, but we'll see that coming along with gusty winds. even though the rain is not that heavy we issued the micro climate weather alert. with that first rain, anything

on the road starts to come to the surface. it makes it slippery and it will affect your morning commute. into the 11:00 hour we're seeing it move through, but by noon it will clear out. we'll start to see the rain moving out and our skies clearing and it will be very comfortable. breezy winds. highs meeting the mid to upper 70s in the south bay. the east bay we're reaching 74 and oakland reaching 70 degrees. san francisco staying in the 60s can gusty winds and t. we'll see this move off towards the east and another right behind that. this is going to bring in another slight chance of rain for the north bay on wednesday.

after that wre going to warm up. we have a couple storm systems moving across the pacific northwest. it's bringing us cooler than normal weather. then we're back into the upper 80s and more sunshine to come. it's a tough drive for the tri valley, mike. >> it is, kari. it's slow southbound 680 and westbound 480. that's north of the incident closing northbound 680. you see the main commutes jammed up by the distraction over here. northbound 680 closed right in the area of vargas because of a jackknifed big rig. there's a huge fuel spill. you see this radar activity. wet, damp roadways for your

one truck leaked 3,800 gallons of fuel. what's the very latest, roz? >> we're standing on northbound 680. you can tell it's not going to be immediately they open it up. this is just before 2:00 this morning. we're told that one of the trucks jackknifed into the median. lost control of the vehicle and that is when a second truck clipped him and that is when that fuel spill happened. all that fuel, some 3,800 gallons out on the roadway and the smell is just horrible. it is just a big huge mess to clean up. it's being complicated by the rain coming down. there's an optimistic view that the chp said they'll try to reopen some lanes in the next
