50s to start and 78 at noon. mike, you're taking us back to the altamont. >> i am, 580 westbound we have your typical volume of traffic from this shot from dublin. we had early problems getting here out of the altamont pass. the first crash cleared at north flynn road and the paving work down to just one lane but the crash at grant line road involving two trucks are the only issue. back to you, marcus. just in to our newsroom, there's one less contender in the race for president, in the last few minutes new york city mayor bill de blasio announcing is he dropping out of the race. de blasio actually made that announcement live onman's "morning joe." he's shown badly in the polls and taking a lot of heat from new yorkers about dividing his attention between the needs of the city and the race many believed he just could not win. now to the explosive whistle-blower complaint from inside the trump administration

and the controversy is only getting bigger this morning. so it's about a phone call between the president and a foreign leader. "washington post" now reports the complaint centers on the ukraine. it comes as house democrats are already investigating the role of trump's personal lawyer rudy giuliani, looking into whether he made efforts to influence the government of ukraine to help the trump re-election campaign. giuliani was asked about this last night on cnn. >> you never asked anything about hunter biden, you never asked anything about joe biden. >> the only thing i asked about joe biden to get to the bottom of how it was that rutsenko appointed dismissed the case against -- >> so you did ask ukraine to look into joe biden. >> of course i did. >> "today in the bay's" craig boswell is live in washington where all of this is setting off a firestorm. craig? >> a firestorm indeed, laur good morning. good morning, everyone. this bombshell report setting up a fiery standoff between the administration and congress.

new reverberations across capitol hill surrounding a bombshell report one of president trump's interactions with a foreign leader involves a promise from the president. the action prompted a rare whistle-blower complaint from an intelligence officer. "the washington post" reporting the whistle-blower plant centers on ukraine, according to two people familiar with the matter. while nbc news has not confirmed ukraine is at the center of the issue, nbc news learned the whistle-blower complaint involves a phone conversation that trump had. >> we do not have the complaint. >> reporter: house democrats are demanding the acting director of national intelligence joseph maguire turn over the complaint but maguire is overruling the inspector general who said the allegation was credible and urgent. >> this doesn't involve some policy disagreement. this involves an allegation of serious wrongdoing. >> reporter: a top democrat accusing the white house of trying to keep it a secret, republicans dismissing it. >> this is not something i'd ever see the president doing and i would instead of jump to conclusions actually get the

facts first. >> reporter: president trump rejects the entire report as presidential harassment. and the acting director of national intelligence is scheduled to testify before the house intelligence committee next week so this is far from over. laura, back to you been >> and of course we'll keep covering it. thanks so much, craig. a new state law aimed at forcing president trump to release his tax returns is hitting a road block. a federal judge in sacramento is temporarily putting it on hold. in july, governor newsom signed a bill that would force the president to release his tax returns ahead of california's march 3rd primary. the president's lawyers argued that the law was unconstitutional because the federal government has jurisdiction over requirements for candidates running for president. the law is on hold as the judge reviews the case. a final decision is expected at the end of this month. and new for you this morning, a deadly shooting is under investigation in oakland. shots were fired around 9:00

last night near 85th and international. we are told that aan was shot and killed. police say that they don't have a motive so far, no arrests. a first for santa clara county, park rangers in san jose armed with the anti-opioid drug naloxone. they are usually the first on the scene of emergencies and being able to administer the drug right away could be the difference between life and death. law enforcement agencies throughout the bay area have included it into their field equipment for the past five years. also new this morning, vacaville police asking for help identifying two men they say are part of an atm card skimming opat they posted images on social media, two men illegally withdrawing thousands of dollars from atms in vacaville and fairfield. investigators believe they're using cloned bank cards taken from a skimming device.

thousands have taken to the streets. they are urging politicians to make climate change a top priority. they're trying to bring attention to the challenges that our planet faces. it's the same message students will be sending in walkouts and protests on and off campuses around this country, too. students here at doherty valley high say they have to do something. they're frustrated. they want adults to take it more seriously because it's their genatige generation that's at risk. >> i support all the facts and the science that proves climate change is a real thing and like a lot of people don't. >> reporter: now students at uc berkeley are gearing up for protests as well, first on campus, and they'll join high school students holding a large rally in san francisco, that's slated to begin about 10:00 this morning. here at doherty valley we're told the rally will start around 12:20 or so, with songs and protests. we put a list of where all the other locations are on our website, just going to

nbcbayarea.com. live in san ramon, i'm roz plater for "today in the bay." >> people taking the stand for what they believe, roz, thank you. take a look at this, this is what people in southeast texas were dealing with right now, a lot of flooding. tropical depression imelda dumped more than a foot of rain on houston and surrounding areas. it is the region's second 1,000-year flood in two years. this is the new rescue video to show you from overnight. several rescuers pulling people to safety through those rushing floodwaters. it's been playing out all night long. at least two deaths sadly are reported. right now rescue crew s are out in full force. the coast guard is using helicopters to rescue people by air and other first responders are using boats. tlrn more than 1,000 calls for help. >> the highway was a creek. >> it just flooded, nothing you could really do. >> the governor of texas is already declaring a disaster in 13 counties.

if you have weekend plans to cabo, you're not going to make it down. the pacific hurricane lorena striking mexico's west coast, taking aim at baja, california, where hurricane force winds are expected in los cabos tonight. it will slowly break apart as it heads north. kari, you're tracking its path. >> we are seeing hurrine lorena moving closer to cabo and wind speeds are at 75 miles per hour so it's just now a hurricane and if it weakens even just a little bit, it goes down to tropical storm status but still expect it to bring a lot of rain beforet moves back out in the pacific and weakens over the next couple of days. as we get out the door here we'll start out with clear skies in san jose and campbell, temperatures at 56 degrees at 7:00, going from the mid-50s to the upper 60s at 11:00 and then continuing to warm up. at 1:00 we're at 76 degrees. normally we're up to 80 degrees

without any information, people sort of grew more and more stressed. >> the plane landed safely in tampa. del pa says pilots performed the descent over an abundance of caution when a depressure zaliz alert was activated. got to be frightening. >> very skaercary. here in the bay area today nothing scary about our weather. >> pressurization. >> we have high pressure moving in, going to warm us up going into today as well as tomorrow. here is a live look outside, all clear skies and no fog rolling across the bay. even though we don't see the fog, it won't be a warm one for san francisco but we'll start to feel it inland. as you get ready to head out the door in oakland, headed to the fruitvale b.a.r.t. station expect some upper 50s at 7:00. we'll be at 67 degrees at 10:00 and our day shapes up pretty nice here with some mid-70s. as we look at our south bay high temperatures a little bit warmer

than it was yesterday as we reach 85 downtown and 88 today in gilroy. for the east bay we are starting to see low 90s popping up on the map and this will become a more common sight as we go into tomorrow as well as next week. the seven-day forecast is up at the bottom of the screen. today's high in walnut creek up to 89 degrees and 83 in hayward. we'll see a high of 80 in san mateo road to. in the marina district expect a high of 69 degrees while the north bay reaches into the mid to upper 80s. we will see some changes ahead. through the weekend we'll see high pressure heating up our temperatures and we'll get a little bit of a break on sunday as that storm system passes to our north but then we start to see our winds shift once again for tuesday and wednesday, creating more hot weather and also breezy winds which will increase our fire danger. this is the last weekend of summer and it's going to feel like we're in the middle of summer, with some low to mid-90s and then by early next week we are going to get even hotter with our temperatures peaking on

around the world. dealing with climate change, we're going to have more on that coming up in just a second. >> we're talking about it, you know, everyone really is less snow, changing water supply, warmer temperatures that we're feeling, all of this having a big impact on our atmospheric rivers in the bay area. >> "today in the bay's" meteorologist kari hall has more on why a lack of frozen precipitation in the winter might translate to a bigger impact in the summer. >> our winter rainfall is the focus of today's climate in crisis series. you may hear us talk about rain coming from an atmospheric river or pineapple express. it's a long, narrow region of clouds and rain rolling from hawaii across the pacific into california. and the position of the jet stream can guide where that atmospheric river flows. now researchers are seeing a change in the transporter of our water supply. the air temperatures are getting

warmer by four degrees. it may not sound like a lot, but the temperatu difference now and in the coming years has huge ramifications on the weather in northern california. that means that instead of snow falling in the sierra, the precipitation could come down mostly as rain, and that sierra snowpack provides most of our water storage for those long, dry summer months. >> i think more importantly on a deeper level it affects our water supply. it affects our ecosystem and suggests in another way the kind of water issues that we'll face in the future may be different than in the past, even if the overall amount of precipitation doesn't change very much, because if more of it is falling as liquid rain rather than solid snow that changes the characteristics of the water supply we have moving forward. >> scientists say if we continue with business as usual and not make an effort to retuesdduce o

afternoon eventually reaching the mid 80s, which will be a little bit warmer than we've seen recently, warmer than normal up to 90 in concord. mike, it is friday at the bay bridge. >> that's right t means the backup formed just a few minutes later. a lighter friday, a lighter build but lanes filling in as the metering lights turn on over the oakland side. the bigger map shows the bigger effect of friday with a lighter flow of traffic kicking in for highway 4 as well as slowing south of walnut creek on 068. this is a problem the roadway 580 a series of crashes out of the altamont and the latest one blocking your right lanes as you hit isabel. two big rigs, may take a while to clear. the south bay and peninsula looks great. marcus? >> thank you, mike. this morning san jose state police continue their search for a gunman who shot out several windows at the mld library putting the area on lockdown. "today in the bay" kris sanchez, do we know if san jose or campus

police are taking precautions this morning still? >> reporter: we know the campus alert that was issued last night has been lyft elifted but the c tape is still here and we don't know of any arrests at this point in this unnerving incident on campus. the two windows that were shot out on the seventh and eighth floors. there are several windows shot out in the parking structure across the street. although police say they don't know where the shooter was firing from, it is highly unlikely that that person was on the ground level. people who were in the area described the chaos. >> we heard sirens coming from multiple directions. once we got to the stoplight here, there were some cars parked right here across the street from the library. >> she went and ran into the street, waved down a cop car and then after that i just saw a bunch of cops coming.

>> reporter: this happened a day after an unrelated incident in which san jose state place arrested a student for allegedly making threats on social media, investigated by sunnyvale department of public safety. the 17-year-old student was taken into custody, he had a loaded semiautomatic handgun, ammunition and a knife. he had more at his home once the investigation continued there. police are asking if you know anything about this incident in downtown san jose you give tm a call. in san jose, kris sanchez, "today in the bay." >> luckily no one was seriously hurt there. a lot of people in that area, kris, thank you. gun manufacturer colt now says it is suspending the production of the ar15 rifles. the ceo of the company said in a statement there's "an adequate supply of the high-powered weapons already on the market," adding their decision to stop production is purely market driven with no mention of public pressure to ban the ar15 in the u.s.

>> it is 5:33. new police in oakland want to know who targeted the oakland gay men's chorus. this week its office banner was targeted by vandals. you can see the photo of this damage here. the group shared that on facebook and someone wrote "die" expletive "die." thousands of nurses are going on strike nationwide including nurses in the bay area. "today in the bay's" bob redell is live in alameda to tell us what the health care workers are trying to accomplish. bob? >> reporter: in about an hour and a half you have about 400 nurses at alameda hospitals behind me in san leandro hospital not too far from here walking out to protest what they call unfair labor practices. could you see some of the nurses are already up here, they're getting a head start, going to be walking out at 7:00, accusing their employer of failing to bargain in good faith. another strike is for 24 hours

and coincidentally nurses at san ramon regional medical center are walking out as part of a nationwide 24-hour strike. this strike is separate from the one in alameda, involves 6,500 nurses from california, arizona, florida, illinois. the nurses here and in arizona and florida, they're protesting their employer tenet health care. according to business insider they've been negotiating for a new contract for over a year and a half. they want better nurse retention and nurse-to-patient ratios. a spokesman for tenet tells "the insider" they've been negotiating in good faith and disappointed nursesre walking out. you have the one in san ramon, that's going to be a 24-hour walkout and coincidentally the other one here unrelated but similar taking place in alameda and san leandro. reporting live here in alameda, bob redell, "today in the bay." >> thank you very much, bob. 5:35 right now. lack of housing is a major issue in every corner of the bay area, but san jose mayor is planning to keep developers' fees low to try to build more high-rises. it's all running into opposition, however.

it's an ongoing 2012 program the city council will soon vote to extend it but some labor and housing advocates are against it claiming developers will pocket millions in subsidies for luxury housing. >> we should not follow the washington, d.c., donald trump model of subsidizing billionaires. >> in a statement, mayor sam liccardo says more housing will not get done unless the city reduces the cost to build. a live look at sfo, and this morning, a lot of travelers are likely breathing a sigh of relief because the runway construction is now over. the one runway construction is now over, reopening last night at 9:00, one week ahead of schedule. this morning is the first full day runway 28l will be open. work started on repairing it nearly two weeks ago, and on the very first day thousands of cancellations and delays followed. not a fun ride for travelers, many wondering how the airport and the airlines weren't prepared for the closure.

asked to run fema pulled his own nomination over questions about his background. not clear what those issues are. bev bayard was supposed to replace brock wong who quit among accusations of misusing government transportation. president trump tweeted out a denial he was involved in some kind of inappropriate or even illegal promise made to a foreign leader. we walked you through those accusations yesterday on "today in the bay." our man in washington, craig boswell, will talk to you about it at 6:05. the president's attorney rudy giuliani has gotten involved and as often the case, giuliani appears to have made the situation worse. we'll show you that in about 15 minutes. the context of this is important. presidents make promises all the time. the issue with this one is that it was apparently so shocking, it set off a federal whistle-blower investigation. logically, it was a promise that the whistle-blower thought was illegal or a promise that involved changing u.s. policy in exchange for personal gain.

>> i saw that, i was like woo. >> all right, so let's get ready for that weekend that will be warm, so we're making preparations for a very summer-like weekend. this is our last weekend of summer. here is a live look in oakland as you get ready to head out the door and the seven-day forecast for the south bay, alr up at the bottom of the screen. let's head over to the east bay and martinez with our start at 58 degrees at 7:00. we'll have a lot of sunshine today and we'll be at 80 degrees at noon. 83 degrees at 1:00 today and as we look at our microclimates and go hour by hour, we take it through 9:30. we'll be at 62 in livermore. 64 in san jose. expect some low 80s already at noon for concord as well as fairfield, novato at 80 degrees and we'll see some mid 80s in santa rosa at 2:30, and oakland will be at 77 and cupertino 82 degrees. we will see some mid to upper 80s and even a few low 90s and coming back down tonight into the low 60s.

here is a look at our weather setup. through the weekend, we'll have some warmer temperatures as our northerly winds pick up but there is also a storm system dropping into the pacific northwest that will provide brief relief from the high heat before it gets hot next week. the high pressure continues to build and also gives us more of an offshore wind flow, so it will be breezy and also a high fire danger, so i'll be watching out for that. temperature wise we'll see some low 90s throughout much of the forecast throughout the weekend. next week we're going into the upper 90s, and san francisco reaching into the mid to upper 70s. mike you're seeing slowing on the peninsula. >> i am. 101 i think we may have had the last traffic break or the last of the final traffic break and the final slowing here to the area north from palo alto into menlo park. just saw these start to break up north past willow. that's indicating probably a little bit earlier start to the clearing in that area, as friday happens, crews try to leave a
