all right, right now this morning we want to look at what you can expect with weather. first day of fall today, so the weather is not necessarily agreeing. >> not yet, not yet. we are going to have some hot temperatures headed our way. here is a live look outside in walnut creek, at least we have the cool start with some lower 60s as you get ready to head out the door. about 62 degrees through 8:00 and then at noon we're at 80 degrees. here is a look at our high temperatures reaching into the mid 80s this afternoon. 89 in livermore and antioch reaching 91. we'll see highs reaching into the low 90s in clearlake. we'll talk about that fire danger coming up in a few minutes. mike, you're starting with that traffic alert for sunnyvale. >> that's right, kari. this investigation you see here first the distant shot, a little glow, this is moisture in the air, talking about the potential for fog but not here necessarily contributing to this crash. this investigation continues to close that off-ramp at lawrence expressway from southbound 101. you see measurements going on, there are flares at the scene and that will continue for a while. we'll show you on the map where

this is, getting located in the south bay. the speed sensors on our freeways are fine but south 101 exiting at lawrence, you cannot do that because of this investigation. you'll loop back off of great america parkway, taking you back on to the northbound direction and loop back. i'm checking on crashes for the dumbarton bridge and san mateo bridge as well. back to you. the ingredients for wildfires coming together and that means possible power shutoffs for tens of thousands of people, that could happen in just hours. >> "today in the bay's" thom jensen is live in sonoma with what residents need to know right now. thom? >> reporter: these are potential mandatory shutoffs, not mandatory right now, about you it could affect more than 33,000 pg&e customers just in sonoma county. we're in sonoma right now. there are red flag fire weather warnings across northern california, and parts of the north bay and east bay hills, warnings start at 9:00 tonight

and lasting through 5:00 wednesday morning across the north bay and the east bay hills. dry north winds, low humidity and increasingly high winds tuesday morning creating a lot of concern in the area. trying to mitigate fire dangers, pg&e has specifically put out warnings to nine counties, where they anticipate there could be troubles, mostly in the sierra foothills and also lake county, they put out warnings earlier, but pg&e now added napa and sonoma counties to the list. about 10,500 customers could be affected in napa county and 33,500 customers here in sonoma county could get their power shut off. no definite shutoffs again have been announced but pg&e says it is closely monitoring its most vulnerable electrical equipment and the weather around it. >> gusty winds and dry conditions combined with the heightened fire risk threaten a portion of the electric system, and there's no single factor.

>> reporter: so there is no single factor. they're looking at all of the different factors that could come into play here with the fire danger, and the equipment that vulnerable equipment, whether or not the potential for lines being blown down. again, these are not mandatory power shutoffs at this point, but pg&e says it will put out notifications, so closely, if you are in these areas closely monitor pg&e's websites, twitter feed, other social media feeds and this will be keeping people up to date, as thwe will be her on "today in the bay." we're live in sonoma, thom jensen, "today in the bay." >> let's bring in meteorologist kari hall. we know september is a peak time for wildfires. >> it looks like these conditions will be ripe for those wildfires to possibly develop so we have to be really careful here. here is a look at our hour by hour wind speed in the forecast, going into 9:00 tonight, we start to see our winds picking up in those areas, where you see the red, that's mostly in those north bay hills, anytion

above 1,000 feet we will have the higher winds there, but we may not see that mixing down to the surface and making it into the valleys. so our main concern will be those hills in the east bay as well as the north bay, and that's where they may be shutting off the power in parts of lake sonoma and napa counties and we'll have a high fire danger also for the sierra. we'll be watching out for that along with some low humidity, so i'll have more on the forecast and the hot temperatures ahead, that's coming up in a few minutes. >> thank you very much, kari. of course if we get word on any power outage we'll send out a push alert to your phone. it's important to download the free nbc bay area app. we also have a section for hour-by-hour temperatures and conditions for where you live. today we're hearing from chanel miller, the sexual assault survivor whose victim impact statement went viral with people reading her account around the world, and even on the floor of congress. >> "today in the bay's" kris sanchez joins us with what this young woman had to say.

>> hi there. chanel miller was very eloquent in court as she read the victim's impact statement mostly directed at her assailant, brock turner. on "60 minutes" chanel miller talked about the moment she learned in full what happened to her from the night brock turner sexually assaulted her after a fraternity party on the stanford campus to the time he was arrested days later, she hadn't heard anything from the police or the district attorney's office, not even a rape counselor. >> i was alone, sitting at my desk, surrounded by co-workers, reading about how i was stripped and then penetrated and discarded in a bed of pine needles behind a dumpster, and that's how i figured out all of those elements and they all added up, and i finally understood. >> you will likely recall brock turner's arrest and ultimate

conviction on three counts of sexual assault. he was sentenced to six months in county jail rather than six months in prison. the judge here you see on your screen that led to an outrage and he was ultimately recalled in santa clara county. chanel miller's memoir "know my name" will be released tomorrow but she did this interview ahead of time. coming up, i'm going to show what you she wants to do going forward. her dreams of her career and her future and how she, how this sexual assault affected whether or not she thought she could go forward with that dream. >> interesting, thank you very much. new this morning, britain is now backing the same conclusions the u.s. has in the recent drone attack on saudi oil facilities. prime minister boris johnson says the uk is putting the blame squarely on iran. iran still denies responsibility and today iran agreed to release a british flag oil tanker. its navy seized more than two months ago in the golf. johnson made his comments ahead of his arrival in new york for

washington. they're back. san francisco's iconic cable cars will start running again this morning, that's to make a lot of tourists no doubt and a few locals happy. cable cars were shut down for ten days as crews worked on the system's massive 20-ton boxes. the gear boxes are what move the cable cars along san francisco's steep hills. a lot of tourists come to the area to see them to ride them. so good news for them. >> absolutely. although this is the first day of fall, the weather is not necessarily cooperating. get out and enjoy the cars as well. >> i think so, but tomorrow, san francisco is going to be hot there as well. we're even going to be heating up for the inland areas as we take a live look outside at emeryville, as you get ready to head out the door, expect temperatures mostly in the low 60s. if you're driving from brentwood, expect some low 60s there as well, and we'll see all clear skies, going throughout the day, we'll be warming up into the mid-70s by 11:00, and lunch time it will be 80 degrees, and as we go through all of our microclimates and go hour by hour, we take you

through 9:30, where livermore will be at 62 degrees. 64 in san jose, and then at lunch time, we're in the upper 70s in danville. oakland 74, and 72 in san francisco. it will be heating up into the low 90s for parts of the north bay as well as the inland east bay, but we'll see much hotter temperatures tomorrow. i'll talk more about this coming up in a few minutes and mike, getting out on the roads, you've been tracking what's happening in the south bay. >> that's right, kari. better news, got word from chp they've cleared their accident investigation. this crash investigation was here at the lawrence expressway off-ramp from south 101, you see the south bay freeways are moving smoothly. the off-ramp just reopened after the deadly crash investigation happened early this morning. now clear again. you can exit there off of the alternate was great america parkway and looping back again, go back to your normal route there. that's the better news. good news, crashes reported for the san mateo and dumbarton bridges, we've got an update, the person said it was the san mateo bridge, not the dumbarton

good monday morning and welcome to fall. at 5:15 as you get ready to step out the door in concord, it will be a cool one with low 60s and mostly clear skies. we'll see a lot of sunshine today, and temperatures heating up pretty fast. at noon we're at 80 degrees and we'll talk about how hot it gets in the forecast this week. a cooldown for the weekend and the fire danger in between, in less than five minutes. and right now, we're looking at palo alto, where we see the flashing lights. crews are on the move. temporary traffic breaks here one portion of the u throughth peninsula. we have an issue getting there. the san mateo bridge i have more details, clearer detail on what's going on there.

microclimate as we take a live look in san jose. let's head out the door in oakland with a look at our temperatures for the fruitvale b.a.r.t. station, it will be right at about 60 degrees. just a few clouds through about 9:00 and we're clearing out and also warming up as we go throughout the day. mid-70s by early afternoon, but it will be our south bay inland east bay as well as the north bay, where we really start to feel that heat today. in san jose as well as cupertino expect a high of 86 degrees and some low 90s for a few spots in the inland east bay, with antioch reaching 91 degrees, and in hayward today, expect a high of 82. we'll see some low 70s in halfmoon bay. expect mid-70s in san francisco. santa rosa reaching 91 degrees. we talked about this at the top of the hour the red flag warning in effect and we'll see the potential for any fires that

develop to spread quickly. we have to be careful and be prepared for that potential of some power outages, and it's mostly the areas where we see gusty winds and low humidity in the north bay and elevations above 1,000 feet, we're watching out for that possibility. dangerous heat spiking tomorrow and continuing on wednesday. by the end of the week, some big time relief is coming our way. we'll see our inland temperatures only reaching the low 70s, so a lot of changes here, and then for san francisco also very hot tomorrow, reaching 87 degrees, and cooling off into the mid-60s by this thursday. mike, you're updating the crash in hayward. >> the hayward side of the san mateo bridge, so it's where that commute tends to come over earlier and we see a little slowing there already, south bay, peninsula, you're great and we have that construction moving through palo alto, temporary traffic breaks but it's here, west 92, approaching the toll plaza, two middle lanes reportedly affected by a crash

this accident happened last night, the motorcyclist rear ended a car in the eastbound direction on the crockett side of the bridge. the driver of the car was not hurt. a police chase ends with a patrol car on fire, this is in stockton, it unfolded yesterday afternoon when officers tried to pull over a driver. when the driver wouldn't stop, the pursuit began. the chase ended when the suspect crashed into a fire hydrant, pat patrol vehicle caught fire at some point after the crash. it's unclear why the patrol car went up in flames. several suspects were detained after police found guns inside the car. luckily no one was hurt. happening today the battle over abortion funding heads back to federal court. the ninth circuit court in san francisco will take up the issue today and judges will hear arguments on lawsuits challenging a trump administration rule bars family

alcohol were a factor. and tech teams are still staying very busy at union city government offices, this is after an apparent virus crippled city computers. >> "today in the bay's" bob redell joins us live with what we know right now. bob? >> reporter: laura and marcus this computer virus has paralyzed union city's i.t. system, the city's cyber team has been trying to fix the problem, which might take days to resolve. later this morning at 8:30, there will be an all hands on deck meeting for city employees to bring them up to speed on the i.t. situation. city hall is delaying its opening to the public until noon. this virus has affected nearly all the city services, including finance, planning, building, licensing, permitting, the police department even put out a tweet saturday warning residents that the police department servers are down, that's impacting the phone and email systems. please use the fremont police department's non-emergency number. the city's i.t. department has since reached out to outside agencies for help.

>> connected with the fbi and state security agencies, that's sort of a normal protocol that any municipality or government, local government agency would do when something like this happens, so we want to make sure we're communicating and sharing data and information. >> reporter: the union city website is still online. the city did post a notice about this issue, asking residents with city businesses to be patient, to avoid requesting the processing of fees and licenses for the next week, unless absolutely necessary and that late fees will be waived. the city first noticed it was having i.t. problems friday night it became more serious into saturday morning. this raico was some sort of targeted attack, like we've seen at other agencies, including school systems in the bay area, but union city workers say they're still trying to figure out who might have been behind this. as i mentioned, the union city

scared about losing the custody battle with him. new for you this morning, nbc bay area's legal expert dean johnson says he believe's lee's family wealth will play a key part in the trial. >> that wealth is already greatly impacted this case. miss lee is someone who is charged with murder and who has significant ties to a foreign country and yet she's out of custody. that's only going to happen when someone has some $66 million in property and cash that they can put up for bail. >> lee has pleaded not guilty in the case. it's possible a judge later today could halt construction of the new homeless navigation center on san francisco's waterfront. earlier this month, the same judge refused to issue an injunction, but did call for today's follow-up hearing. city attorneys are expected to present more testimony if neighbors cannot stop the center from opening it will house 200 people. a young woman who survived a sexual assault by brock turner

person. >> she thinks i can't do what i dreamed of doing, what i went to school for. >> and what happens to you. thank you. >> speaking out, she's become a role model for so many people. >> really powerful. >> thanks, kris. 5:38 for you right now. a follow-up this morning and words of an arrest in connection to gunfire, this is at san jose state university last week. police say that a tip led investigators to the suspect you see right here, 21-year-old joseph vicensio. he faces charges including attempted murder. during the investigation police released photos showing the shooter running from the scene, last thursday night on east san fernando street. no one was hit but some of the bullets hit dr. martin luther king, jr., library. a nearby parking structure was also hit by that gunfire. a concern, i texted my cousin as soon as i heard about that, fortunately they were on the other side of campus. here at the peninsula slowing northbound 101, just as the crews start to clear and to their final stages here i heard

about a crash north 101 at willow. the traffic break has just let up but i'm concerned because that crash in the construction zone there's always the potential it involves part of that crew. we'll check on that. once we get an update from chp i'll let you know if there's extended closures or any extended injuries. that side of the bay shows only palo alto with a little slowing and the hayward approach for the toll plaza toward the san mateo bridge a crash in lanes that will slow from you hayward. all right, so monday morning, hope you're coming off a great weekend. why not look at the next? >> this weekend coming up will be much cooler. >> love that. >> so if you're making plans to get outside, it does look really nice and it's going to be much deserved, after such hot temperatures for the middle of the week. take a look at where we're headed, into the upper 90s the next couple of days, and then by the weekend, the highs in some of our warmer spots will only reach the low 70s. san francisco will see some hot weather by tomorrow, reaching

manchester england. all of its flights are now halted and travelers around the world are stranded, after the british company abruptly went out of business. here's new video into our newsroom showing the final thomas cook flight arriving at manchester airport a short time ago. the company went under because it could not secure a $300 million lifeline. the uks civil aviation authority is taking over bringing home some 600,000 people abroad. it's the uk's largest ever peacetime repatriation effort. authorities in the east bay are looking for two men who alluded officers in a high-speed chase and carjacked a pickup truck from a man in his own driveway. the carjackers approached a home near the orinda country club and stole a man's toyota tacoma at gunpoint. the car in the chase had also been stolen. chp is investigating a deadly crash involving a big rig in the south bay happened last night on highway 152 near bloomfield avenue, east of

gilroy. three cars were involved. the chp says several people were initially trapped. sadly, one person died. four others were injured. it closed both directions of highway 152 for several hours. a lot of people this morning are thinking good thoughts for a woman many consider a bay area institution. we're talking about betty reed suskind, the nation's oldest park ranger. she volunteered for years at the river center in richmond and over the weekend she turned 98, but her family also released a statement saying she is now in rehabilitation from a recent stroke. they're also thanking everyone for the recent messages and love of support. now to a shift in the 2020 democratic race for president. for the first time senator elizabeth warren is topping a critical iowa poll, that puts her in a statistical dead heat with former vice president joe biden. in the same poll, senator bernie sanders dropped five points. nationally, biden still leads

starting out with some fog in san francisco. we know the humidity is high there, but that may not be the case for some of our hilltops. as we get a look at that seven-day forecast, that's coming up at the bottom of the screen for the south bay, you can see how hot it is going to be. as we check out our temperature trend in martinez, it will be at about 60 degrees at 7:00, and then 71 degrees at 10:00, leading into some low 80s by early afternoon. here is a look at our south bay, high temperatures for today, reaching 92 in morgan hill, while mill peas too will see a high of 85 degrees. upper 80s and low 90s for the east bay. hayward will reach 82 degrees and 85 in redwood city. for san francisco expect a high of 75 on the embarcadero and sonoma reaching 88 and clearlake a high of 92, also where we will have a red flag warning in effect as we watch out for the potential of high foo irdanger for all of these areas shaded in red, that means we will see low

humidity, some increasing winds, that starts at 9:00 this evening, continues until 5:00 this morning, and our humidity one thing that we watch when we consider if there is a high fire danger, and it mostly includes parts of lake sonoma and napa counties, in elevations above 1,000 feet, so where we see the bright reds and even the purple shows the highest wind speeds and the lowest humidity, that humidity really drops tomorrow afternoon. so we'll be talking more about this with the full live update and about 15 minutes. as we go throughout the rest of the forecast, high pressure continues to move on, so we'll see our spike in temperatures not lasting that long, which is great news, by thursday, we're getting cooler winds moving in, then by the weekend, some much cooler temperatures i should say and as this area of low pressure drops in for the weekend, there will even be a slight chance of showers in a few spots farther to the north. here is a look at our work week, it's all over the place. up to 88 today.

97 tomorrow, and then 75 by this friday, and the weekend is looking cool and breezy for san francisco. it's also going to get really hot. be prepared for highs in the upper 80s by tomorrow. mike, you're tracking crashes in the east bay and the tri-valley. >> that's right. dramatic swings in the speeds, almost dramatic, 25-degree changes on kari's forecast, my gosh. over here south bay peninsula, holding steady, although the traffic breaks in palo alto were there, they cleared, no injuries for that crash. we are looking at this crash causing a lot of slowing now off of the nimitz and approaching that toll plaza for the san mateo bridge. the hayward side backs up to the nimitz also jamming up because the traffic is traditionally building san leandro to union city so that is a stretch we're concerned with for that portion of the east bay. here in contra costa county, we're out 40 minutes drive present wood to marsh creek road to 580, because of that crash right around the vasco landfill road the exit there coming around the bend and narrowing down to one lane in that same

area. a lot of reason for that slowing. it doesn't sound like there are injuries for this crash but the southbound lanes currently affected according to chp and according to our speed sensors as well. the rest of contra costa county is pretty standard here, highway 4 through bay point just fine, a build for 242 and 680 headed down toward the walnut creek interchange but the caldecott you're at speed there. upper east shore and coming toward the carquinez bridge a little slowing there and of course, the metering lights on at the bay bridge. golden gate bridge also want to show you this, the chp has given an alert, wanted me to pass along the potential for fog at the bridge. you see that and if you drive across that golden gate bridge, you know there's a potential for fog and no delays for any of these agencies, great options for you. b.a.r.t. running smoothly after the weekend work had some slowing but they did not stop the trains along the area between walnut creek and orinda, they had to slow the trains a bit for that work there and looking over here toward the san mateo bridge, the crash again getting to the bridge itself, may be a factor but eastbound coming from the peninsula, back over to the hayward side, that
