"today in the bay" starts now. good morning to you. we've been on air since 4:30 waiting for you. thanks for joining us. i'm laura garcia. >> i'm marcus washington. we want to talk to kari hall about the fire danger we have. extreme heat today. >> high heat and low humidity along with gusty winds. that's the recipe for any fires that develop spreading rapidly. the heat advisory in effect for the valleys and that's where temperatures could reach the 90s

to over 100 degrees. as you get ready to head out in the south bay, a clear start and fairly cool temperatures. we're heading to the upper 80s eventually reaching the mid 90s. mike also looking at san jose. >> clear skies, not clear on the roadways. most of the bay, the crash over there on the shoulder as you're looking at freemont. over here north 101 heading past the airport we have some improvement. we now have only one lane blocked. that is causing more slowing. as that build comes up here, 101 slowing, a crash on the shoulder. that may affect folks on north 87. back to you, marcus. as kari said searing heat and strong winds fuel for fires.

in the north bay power outages are looming for thousands that that red flag warning remains in effect. tom jenson live for us in santa rosa. tell us what's planned for the outages. >> reporter: they could get outages here. people here on stand by. conditions quite calm now, but the winds could pick up. kari was talking about temperatures in the 90s here in san jose and other areas and the high winds picking up. pg&e could call for safety shut offs. those regular flag warnings remain in effect for large parts of the east bay and north bay. expect on and off north east mountain gusts 40 miles an hour and sustained winds 10 miles an

hour. humidity very low, conditions are still very dangerous. emergency sponresponders here a hospitals have trained for this. people are preparing at home making sure they have plenty of food, batteries and phones are charged just in case pg&e is forced to do shut offs here. san jose fire department saying it's all hands on deck. >> if a fire starts, we send additional resources coupled with our alarm response to a fire to try to keep it small. >> reporter: 33,500 pg&e customers in sonoma county remain on stand by for possible public safety power shut offs. if conditions get worse, pg&e

could call for shut offs. yesterday they made that decision before noon. a pg&e spokesperson told me they will notify customers if power is going to be shut off. >> those folks need to stay alert and ready. >> and informed. kari has a look at high fire -- high wind conditions. >> yes. this is mostly in the hills. elevations above 1,000 feet. we're not feeling it much in the valleys. the upper elevations will have the fire danger. we're looking at the map to show you the areas in red. we look at wind and humidity. the humidity levels will be dropping for much of the north bay. look at these numbers. at noon relative humidity mostly around 20% to 30%. it could drop into the teens later today and the winds coming

from the north will increase by this afternoon into the evening. a lot to watch, along with the temperatures that will reach over 100 degrees in some spots. >> we'll check back with you kari. 6:05 right now. in the south bay firefighters working to completely extinguish the reservoir fire burning in the hills. calavaros road remains closed. it's about 95% contained. the fire was part of six smaller ones that started saturday. another bay area city trying to figure out what to do with people living in their rvs on city streets. tonight one city council will consider a ban. kris sanchez joins us live. >> reporter: the last meeting on this topic was this summer.

definitely they've been working toward a plan. it's a hard balance between the people who are home owners who say the rvs clog the streets and the folks who live in the rvs. according to the city there are nearly 400 rvs that show people are living to them. the fire department has responded to complaints that the rvs are leaking or dumping sewage. tonight the council will consider a possible ban on rvs. the city could offer a safe parking program to be run by the city, but on privately owned lots. >> we want to make it as easy as possible for anybody who owns a surface lot in the city to be able to operate a safe parking

program. >> reporter: at the last meeting here at mountain view city hall on this issue there were seven hours of presentations and public comments. a lot of folks have something to say. we expect that will be the same case tonight. the meeting is at 5:00. chris sanchez for "today in the bay." >> thank you. 6:07. president trump is set to speak at the u.n. however his phone call with ukraine's president is getting a lot of attention. tracy potts reports there are new questions whether mr. trump tried to withhold aid. >> reporter: president trump is expected to talk about china and iran at the u.n. today. >> we have a lot of pressure on them right now. >> it's his july phone call with ukraine's president taking center stage. a whistleblower claims the president threatened to withhold aid unless ukraine investigates joe biden and his son.

>> no, i didn't. >> reporter: "the wall street journal" and "washington post" report mr. trump threatened to withhold aid. >> it's a witch hunt. >> reporter: it's an issue about hunter biden. democrats and some republicans want the transcript of the call released. >> it's important the transcript and the whistleblower come forward. >> no foreign leader in the world will talk to him if they think the contents of conversation will end up public. >> reporter: democrats are asking for the whistleblower's complaint as required by law. mitch mcconnell said the intelligence committee is working on it. we learned overnight whether nancy pelosi is considering

moving forward on impeachment. tracy potts nbc news washington. >> you'll be able to watch the president's speech here on nbc bay area. lester holt is bringing you a special report after "today in the bay" at 7:00. >> right now turning to weather and traffic. taking a live look outside from walnut creek. mt. diablo in the distance. it's going to be another hot one with high fire danger in the hills. >> kari hall is joining us now. i know the hot temperatures present some dangers out there. >> yeah, and the hot weather extends to san francisco where a heat advisory will be in effect. here's a live look at the golden gate bridge. we have a cool start to the day heading across the bay if you're making your way to the bart station. look at the range of temperatures. low 60s at 7:00. 72 degrees at 9:00 and then the

low 90s this afternoon. the heat-up happens pretty fast. we'll reach 101 in concord. san jose reaching 96 degrees and just this hot tomorrow. i'll have more on that in a few minutes. mike, that south bay traffic ale alert continues. >> that's right, kari. that's because of this crash on 101 blocking the slow lane. that is an issue causing the slowing. we see speeds clamp down around interstate 880. as you approach 87, it's shy of that interchange. folks there will be okay if you get back on to the bay shore freeway. there's a slower drive, but it's better than 20 minutes ago because they opened one more lane. the crash on the shoulder of freemont, that's better news there. back to you.

wall street is set to open higher this morning after stocks ended virtually unchanged yesterday. the markets gained in the final minutes of trade. investors are continuing to keep an eye on china trade talks. federal prosecutors in california are conducting a criminal probe into e-cigarette maker juul labs. "the wall street journal" reporting the focus of the investigation is still unclear. juul is facing a crack down by state and federal authorities as teen vaping surges. illinois is considering a ban on flavored vape products. facebook has bought control labs that's developing technology to allow people to control computers with their brains. that is a long-held ambition by mark zuckerberg. facebook has been working on a brand interface for several years including letting people type words on a screen by thinking them. this latest acquisition could draw attention from regulators who are concerned about facebook containing mountains of data from users. guys back to you.

>> we're making plans for a hot day. we need to make sure we're aware of the weather situation around us. we could still see that threat of some wildfires spreading today. here's a live look outside in san francisco, now including in the heat advisory that will be in effect. we head across the bay to get the kids out the door. in concord expect it to be in the low 60s as you're heading to school. as the day goes on, it's going to be heating up fast. if they're going out for recess later, they may want to stay inside as the temperatures reach the low 90s by 1:00. it's going to be hotter today compared to yesterday. morgan hill reaching 98 degrees. then we'll see some highs over 100 degrees for the inland east bay, the delta reaches 101 degrees. for the peninsula san matteo reaching 92.

in san francisco we have the upper 80s in the mission district. really hot. we have this dry off shore wind as high pressure continues to build. our heat continues tomorrow as well. then as we go towards the end of the week, big changes ahead. the winds will shift. there will be some rain across southern california. we'll also see this storm system dipping in from the north to bring gusty winds and a chance of showers over the sierra. we'll have a big cool down headed our way. here's the temperatures for the inland area going from 100 degrees today to 102 tomorrow. look at friday. 79 degrees in some of our warmest spots. in the the going to the weekend it will be cool and breezy. we'll see in san francisco some hot weather today there as well as tomorrow. mike, you're still in san jose

paying what the house is worth. >> the report found in san francisco there are 30% more listings than usual giving buyers more to choose from. the study adds prices in the western u.s. are 4% lower than normal. >> good to hear. nbc bay area responds to a gil roy woman stuck with the rebate run around. she asked our consumer investigator to step in. >> reporood rning when nancy gallow bought ge appliances last summer she says they came with a $600 mail in rebate. she said she filled out the forms and sent them to ge. processing was supposed to take ten weeks. nancy got nothing. she asked for an update. she said ge told her they never received her purchase invoice. she had to go to the store where she got the appliances. she got a new one. she sent them to ge. nothing happened again. she was getting nowhere.

live look at sonoma county. look at the sunrise. great way to wake up on this tuesday. take that all in. good morning to you. thanks for joining us. i'm marcus washington. >> i'm laura garcia. there's a high fire danger out there. want to check in with kari. >> it's going to be really hot this afternoon especially for the inland areas. the heat advisory includes much of the bay area. as we take a live look outside in san jose we're walking out the door to cool temperatures. look at our temperature trend in martinez. we'll be at 65 degrees at 8:00 and leading to the mid 90s by 2:00. we're going to see triple digits in the inland east bay. rth bay mostly 90s. we'll talk about this and what's ahead. mike, your traffic alert, has it moved? >> it has moved and then relocated.

north 101 all lanes are now clear. now more traffic traveling north up through santa clara. there's more slowing towards 237. overall your pattern now typical for the south bay, tri valley peninsula and the east bay. we now have a traffic alert in the north bay which continues here. both directions of i-80 are closed. that's north of fairfield. if folks are traveling to leisureville note there's a crash and a truck is involved with tanks on it. those are potentially explosive in situations. much calmer towards the bay bridge. back to you. >> fire crews remain on alert across parts of the bay area as heat and wind combine for high fire danger. are preparing. tell us about the precautions, tom. >> reporter: as you can see it's calm here right now. as kari was talking about, it's supposed to get very hot, up into the mid 90s is santa rosa where we're near 100 degrees in some areas of the east bay. that means there's a high danger of fire starts. red flag warnings remain in effect. those could affect power shut offs for 55,000 pg&e customers. those warnings in effect until tomorrow morning until 11:00. we're not out of the woods yet. expect on and off dry north east mountain gusts 20 to 40 miles per hour and sustained winds 10 to 20 miles per hour. humidity still low and the conditions are still very dangerous. emergency responders and others

train and prepare for days like this since the north bay fire two years ago. santa rosa officials say they have extra crews and equipment on call. people are also getting ready at home making sure they have plenty of food, batteries and have their phones fully charged in case there are public safety power shut offs. some still concerned about what that could mean for them financially. >> i lose all my customers, my meat. i lose a lot of money. >> it's obviously great that they're trying to prevent a disaster like that again. >> reporter: after deciding against a public safety power shut off yesterday 33,500 customers in sonoma county remain on stand by today if conditions get worse.

high heat and low humidity, pg&e could still call for shut offs. a pg&e spokesperson told me they will contact customers as soon as they make that decision. yesterday they made that decision at about 11:30. we could learn before noon again today. we're live in santa rosa. >> tom, thank you. new this morning firefighters are on the scene in an early morning house fire that started around 2:00 this morning on randolph avenue. firefighters say no one was home, but the house sustained heavy damage. anyone living in contra costa county may feel the impact of two proposals being voted on in two hours. bob, what's at stake? >> reporter: marcus in a few hours the contra costa county board of supervisors are

considering an ordinance that would ban the use of polystyrene for restaurants, vendors and in food trucks. this would only apply to those locations in unincorporated contra costa county. it would not include styrofoam, reusable ice chests. vendors would be able to request a hardship exception. ironically the county will not recommend businesses use compostable containers. county staff says those containers generate more greenhouse gases than polystyrene. if this ban passes, it would not go into effect until may 1st. the board is also considering whether or not to support a half cent sales tax to fund transportation updates. the citizens have to vote on a

measure at the ballot box. the board is considering whether to make a recommendation for it. if voters approved this, the tax would raise $3.6 billion for transportation. >> probably not. >> why? >> no tax increases. >> for transportation? >> yes. >> why not? >> even though it means more when you buy things? >> sure. >> we can use whatever help on the roads we can get. i don't know if we should be taxed anymore than we have been. >> reporter: voters here approve this increase, it would go in effect july of next year and last 35 years. 6:36 new overnight a new development in the brexit drama.

it has been ruled the recent shut down of parliament illegal. it was supposed to last until just before next month's brexit deadline. the house of commons speaker has called for business to resume tomorrow. after shocks rattling puert rico after a 6.0 magnitude earthquake. no reports of major damage. heavy destruction was not expected because the quake itself struck 50 miles off shore. puerto rico still working to recover from the devastating hurricane in 2017. there was a weekend hit and run that killed a 63-year-old woman. police say just before 8:00 p.m. a man in a dark blue or green

pick-up truck struck a 63-year-old woman. she lives in san jose. they believe the truck may be an early 2000 ford ranger with an extended cab. the driver is described as having short hair. they say after he turned west on nearby story road. peninsula drivers may be happy to learn a reconstruction program is finished. side walks and bicycle lanes were added to willow road. mike is this a good thing? >> the net result will be a benefit for all. however, as folks continue to adjust i've seen some confusion.

back over here we're looking to a smooth drive to the bay bridge. if you're leaving this area and traveling up from fairfield eastbound and westbound 80 both directions completely closed around cheery glenn. if you're coming into our area, likely very slow. both directions jammed up. there's a crash involving a trunk that has tanks. it's an explosive situation. they closed the freeway. sky ranger is heading there to check things out. the rest of the bay moving slowly. >> let's hope it stays that way. >> looking forward to cooler weather headed our way after a hot start to our week. let's take a look at the weekend forecast. we're going from the triple

digits to the mid 70s by saturday and sunday. make some plans to get outside. it will feel like fall as we go into our first weekend of fall. in san francisco we'll see upper 60s going into saturday and sunday. if you're planning to head to monterey expect the highs in the low 70s for friday, then up 60s for saturday and sunday. yosemite will have a big cool down. saturday it's 51 and sunday 42 degrees. it will feel more comfortable in rushing river valley with our highs up to 78 on saturday and 71 on sunday. we'll talk about the temperature trend for the south bay. that's coming up in three minutes. thank you, kari. coming up next a look at more of our top stories including the move one south bay

decide the debate over rvs. here's a live look at mountain view. council members will vote on an order to ban rvs from parking on streets less than 40 feet wide. supporters argue rvs are unsafe, block traffic and can be an eyesore. opponents say the new ordinance would confine them to other areas. tiffany lee is accused of arranging to have her exboyfriend keith green killed. she was accused of arranging to have her exboyfriend heath green killed. police say she arranged with her then boyfriend to kill green. she was accused of losing

custody of her children to him. her defense plans to present evidence he was killed in a foiled kidnapping crime. the long awaited memoire by the woman sexually assaulted by brock turner. she remained anonymous for four years saying she chose to hide her connection to the crime fearing it would stop her from becoming a writer. she appeared on "60 minutes" saying she's revealing her identity to take control. her book is titled "know my name." it recounts turner's assault and the legal fall out. bay area preservationists are heading to washington, d.c. we were first to bring you the story yesterday. the suit is a response to the epa's decision in march to roll back the clean water act declaring the ponds are no

longer protected. proponents say it precludes legal barriers. former governor jerry brown is teaming up with china's top climate official. the pair announcing a new partnership as part of the u.n.'s action summit in new york. they revealed the institute will be housed at uc berkley. it will invest in low carbons. >> a follow up to what many call a heartless crime targeting elderly woman in the walnut creek community. maybe you saw this video we showed you a couple weeks ago. it shows two women taking a woman's wallet right from her purse. she was shopping. the video showed the pair casing the store for an hour before making their move. walnut creek police say the

video led to tips on the suspect who investigators say live in stockton. officers arrested the two women this week. police say they used the victim's credit cards for a shopping binge. the trash talk finally over this morning. it has mayors in oakland, san jose and san francisco declaring victory. volunteers collected more than a ton of trash. each city's mayor challenged the other to wear their city's sports team colors if they had the largest turn out. it's being declared a three-way win. each mayor has agreed to perform a day of service while wearing the city's hometown gear. dates and locations have not been announced. it was a nice bay area effort there. >> nice to see so many people turn out. >> keep the bay clean. >> wish we could say keep it cool today. >> not today. we have some cooler weather in the forecast.

a lot of changes headed our way. we get ready to head out the door and we're prepared for a hot day and a heat advisory for the areas in orange. we have the red flag warning for the fire danger in the hills. we'll see the temperatures in all these areas including san francisco reaching into the 80s along the coast and to the 90s for the bay and inland areas up to 100 degrees. as we start out this morning we're of course keeping our yey on the potential of spreading wildfires. this is a look at the sunrise over big rock ridge. we can see it's a beautiful start to the morning. we're going to keep an eye on all cameras because we'll once again be watching the hills. looking at our temperatures where you step out the door in fairfield it's 76 degrees, 75 in brentwood. the temperatures won't cool off as much.

in napa we're at 57 degrees. as you head out the door in the south bay, it's going to be 62 degrees. you might need a jacket for the start of the day. heating up quickly eventually hitting 96 degrees. 101 in concord today. we have a lot of dry air coming into the bay area. our high fire danger continues today with low relative humidity we're seeing these areas being highlighted for a higher fire danger. it's going to be hot tomorrow with a dry shore wind. as we go into the weekend the pattern changes. the storm system drops into the pacific northwest. much cooler air and a chance for showers. for the inland area we're reaching 100 degrees today, 102 tomorrow.

86 degrees in some warmer spots. mid 70s throughout the weekend. it's going to be very warm in san francisco. mike, you have a traffic alert. >> that's right, kari. we'll show you overall we've not had a dramatic change in these areas. getting to the bay bridge area it's fine. it's going into vacaville just improved. eastbound 80 all lanes have just opened. the crash on the westbound side leaves all lanes closed. one lane should be opening in a next few minutes. i brought in the surface traffic to show you the folks coming out of vcaville and into fairfield is the other problem here. if you're going out of the area use the opposite reroute. sky ranger heading to the scene.
