the public today. breaking news this morning. former french president jacques chirac has died. he served two terms starting in 1995. the tail end was defined by scandal and corruption allegations dating back to his time as mayor of paris. jacques chirac was 86 years old. b.a.r.t. will try to sol after problem costing the agency tens of billions of dollars every year. all that have lost revenue ends up impacting all of us. it doesn't take much to hop them. the b.a.r.t. board will consider three new designs to try to make it nearly impossible to pass through the gates without a ticket. the preferred option is this tall swing style fare gate. the next option is a retractable barrier. the final and third option is a floor-to-ceiling turnstile. now you might recisear b.a.r.t. two other designs at fruitvale b.a.r.t. they put in pop-up four inch blades on top of the regular red barriers. the transit agency removed those eventually. at richmond b.a.r.t. they've installed a double stacked barrier. b.a.r.t. doesn't plan on implementing that system wide but will keep them at the richmond b.a.r.t. station. the transit agency is leaning to this tall swing style that is similar to what's already used on muni. the board meets later this morning at 9:00. whatever solution the board decides on expect it to cost

between $115 million to $135 million. >> we know a lot of people want the fare evaders to be stopped. transportation leaders are talking about a likely extension of time when it comes to opening the much anticipated b.a.r.t. extension to san jose. initially they wanted it done by the year 2026. this is what it would look like once everything is complete. you can see it on your map. getting there now looks more tricky because of complexities in the new design plan. they say you might want to mark your calendar closer to the year 2030. that's not set in stone either. the single board design will cause less aboveground disruption. firefighters are still trying to determine what caused a fire that badly damaged a home last night in san francisco's silver terrace. it happened on thornton avenue and those flames made the roof collapse. the homes on either side were

damaged. no one was injured and no one was at home at the time. a man accused of setting 13 fires in the hills over milpitas over two days' time. investigators are charging 68-year-old freddie graham. they say the missouri man is responsible for starting the fires over the week including the reservoir fire which burned 128 acres. a witness says they spotted him friday and saturday. he faces 13 counts of arson along with a charge. we don't know why graham, who is from missouri, was in the bay area. a school district is turning to technology to stop vaping. >> this as 11 people nationwide have died from vaping and more than 1,000 are sick. "today in the bay" is taking a closer look at this story. this is becoming a lightning rod across the country.

>> reporter: kids younger and younger are using these products. that is why the redwood city d launching a new pilot program. the acting commissioner told congress that really these e-cigarettes, he says, aren't safe and should be mored. vaping opponents accuse of marketing to children by selling flavored products and elementary and middle school aged kids tell us their fellow classmates are already vaping on campus. >> he was trying to hide in the field. she gave it to some of her friends. >> reporter: so last night the redwood city school district board voted to install vaping detectors if all eight restrooms. that's a district's largest facility. the new detectors can sniff out e-cigarette vapors, something traditional detectors cannot do. juul has said that it will

good morning. i'm rahel solomon at cnbc headquarters. wall street is set to open higher this morning, stocks rising as optimism over trade and political implications of the house impeachment inquiry. the market is pushing higher after president trump told reporters a trade deal with china could happen, quote, sooner than you think. stocks having their best day in about two weeks. on today's watch list, reports on unemployment, he sales and second quarter gdp. sam's club is teaming up to offer discounts to members on everydaycare they might otherwise put off because of costs. members in michigan, pennsylvania and north carolina will be able to buy a package of services including dental, vision, and generic prescriptions. they range in fees from $50 for individuals to $240 for

stolen car and fake licenses. city hall staff have one more tool in fighting opioid and heroin overdoses. if the staff sees someone on the ve streets who has overdosed they could potentially save their lives. they will offer training to the community. deaths jumped by 31% from 2017 to 2018. new this morning a federal bill aim at giving banking access to marijuana businesses is moving forward. the u.s. house of representatives passed the legislation yesterday and now moves to the senate. 33 states have legalized cannabis for medical or recreational use including here in california. however, the federal prohibition on the drug has made it difficult for businesses to get bank accounts and loans. 4:51.
