"today in the bay" continues right now. and good morning to you. thanks for starting your morning here with us. i'm marcus washington. >> and i'm laura garcia. talking about that tornado in i don'tlo county near davis saturday surprised a lot of people. interesting weather. >> it was very intesting, because i wasn't too far away from there. i could see some clouds and i thought wow, those clouds are pretty big but they were the only clouds around and looking at that tornado warning that went out and that was the result of it, that tornado happening near davis, so this is some crazy weather and it was cool over the weekend so it'sle is surprising to see that amount of energy spinning up over some of the showers that developed. we're still seeing some spotty

rain out there this morning. here is a look at some of the rain that moved through fremont, dropped over a quarter inch of rain and we're seeing it moving off towards the east, as it moved through the tri-valley and also produced some wet roads. we'll talk more about this coming up. mike, you're seeing a crash near the bay bridge. >> reports of a crash near the toll plaza, but it just cleared from the toll plaza, maybe affecting part of the off-ramp getting off into the parking lot. we don't see the problem here. traffic flowing smoothly but building. no problems through the rest of contra costa county, maybe damp road through this portion of your map. back to you guys. >> thank you very much, mike. let's take a live look at capitol hill this morning. congress now on that two-week break. however some lawmakers are staying behind to get started on president trump's impeachment inquiry. this comes with word they may soon hear from the whistle-blower whose complaint set the whole process into motion. "today in the bay's" tracie potts joins us live in washington with what is happening this week.

good morning, tracie. >> hey laura. early this morning, just about 20 minutes ago the president tweeted as we've heard him say before, this is the greatest witch hunt in the history of our country. but it is now officially an impeachment inquiry, and even with congress off, there are committees that have stayed here to hear testimony and take depositions. they may have more subpoenas coming out as early as today. over the next two weeks, five state department employees will speak to lawmakers investigating whether president trump tried to pressure ukraine to dig up dirt on rival joe biden in a phone call with the country's leader. >> we don't have to show a quid pro quo, although this conversation comes awfully close. >> reporter: on thursday congress hears from special envoy kurt volker, just resigned, on whether he helped president trump's lawyer go after biden or scrambled to do damage control. friday there's a closed hearing

with the intelligence committee's inspector general who told lawmakers about the whistle-blower who exposed president trump's conversation. lawmakers say they're working out details to get that whistle-blower in to testimony soon. >> if you read the seven-page nancy drew novel the whistle-blower put together it drips with condescension, righteous indignation and contempt for the president. >> i hope we can protect this individual's name. i find it highly unlikely in this incredibly partisan environment. >> reporter: the president tweets "i deserve to meet my accuser," questioning if the person who informed the whistle-blower was spying on the u.s. president. big consequences, he warns. >> president donald trumpas been caught red handed with his hand in the taxpayer cookie jar. >> i have the president's back because i think this is a setup. >> reporter: we may know more this week. meantime, what's the public thinking about all this? a new cbs poll finds more than

not think it's justified. 55% in the poll said they approved of the impeachment inquiry. laura, marcus? >> so interesting to hear. thanks so much, tracie. 5:03. despite the potential distraction from an itch peachment inquiry chuck schumer challenging president trump to move forward on universal background check legislation. the senator called out the president for meeting with the head of the nra last week. he also urged the president not to allow the nra to call the shots while the impeachment insquiry advances. >> the best way president trump can prove that he still can govern is universal background checks. that's where governing begins. despite the ongoing impeachment inquiry. >> house lawmakers passed a universal background check but it's yet to be heard on the senate floor. gho ship fire defendant derick almena is due back in court. a jury could not reach a

decision on his role in the 2016 fire that killed 36 people. right now a hearing to discuss the potential new trial is set for friday morning. codepartment max harris was acquitted on all charges. and the 23rd annual international aids conference is just around the corner, and big plans for that event will be revealed this morning. "today in the bay's" sharon katsuda pouring through the latest numbers in the fight against aids locally, live in san francisco. sharon, there's been a lot of progress over the years but still a long way to go. >> reporter: that's right, marcus. some encouraging numbers and the kickoff today will talk about the importance of the event coming up next summer. the san francisco department of public health says the number of people died with hiv has dropped significantly over the years, about a 60% drop over the past ten years thanks to public awareness and research and getting medicine to those living with the disease. there's much more work to be

done. here are some stats from the department of public health. nearly 16,000 are living with hiv in san francisco. 197 people were newly diagnosed with hiv in 2018. african-american and latino men had the highest rate of those diagnosed with hiv. 67% of people living with hiv are over the age of 50. now statewide 126,000 people are living with hiv and 88% are male, 12% are female. mayors libby schaaf and london breed are expected to be here today and they will focus a lot on getting treatment out to the communities, the homeless and minority communities. reporting live in san francisco, i'm sharon katsuda, "today in the bay." >> so important for a lot of people to know their status, get tested. that's the most important part. thank you so much, sharon. 5:06 for you right now. pg&e says an equipment problem triggered a power outage for about 50,000 east bay pg&e customers, that outage started

around 7:30 yesterday morning even affecting b.a.r.t. downtown berkeley station was forced to close until they could rev up their backup generator. power was restored 11:00 yesterday morning, after repairs could be made at the el cerrito substation. most of the impact was felt in berkeley along with some surrounding east bay communities. fall started in some places but in some places it feels like winter. a live look in tahoe, i-80 near the soda springs exit there, early snow fell over the weekend, as the temperatures finally cooled down. most spots picking up at least three inches already. are we just missing fall and going straight to winter? looks even more like winter in montana, that is due to a powerful storm hitting the northern rockies. some places are under more than three feet of snow there. the governor declared a state of emergency. >> you can see the wind is blowing quite hard here, lots of snow. we do have whiteout conditions

here. >> listen to that storm chaser. winds have pushed snow on to city sidewalks as well and people are having a hard time driving. a car look at that dangerous, slid off the side of the road, flipped over. hopefully the occupants were okay. video you're looking at here, this is not from kansas or elsewhere in the great plains. this was a tornado near davis on saturday. it touched down in an orchard and did no damage, but some say that storm also triggered the so-called gustnado which they're not considered fully formed tornadoes. the activity prompted a tornado warning saturday night advising people to take shelter. gustnado >> is that a meteorological term? >> it is, it actually is, because of the winds that form near the ground and starts to rotate, you see the dust and everything. >> not sharknado. >> no, we're not talking about that. it was interesting to see all of that coming together this

weekend with the cooler temperatures as those fronts started to blow through. here is a look at the sierra snow still falling, we're talking about up to about three inches in those areas. here we've got some rain. some of us waking up and walking out the door to some showers. storm ranger our mobile doppler radar tracking it all as we see rain moving into marin county. it's going to continue to move off towards the east and will affect the rest of marin county. we also had heavy rain overnight, very spotty, hit or miss rain, may make roads wet for your way out the door. mike, there is another crash at the toll plaza ? >> the first cleared to the shoulder but see this one, the arrow, disabled vehicle or a crash. only one vehicle remains blocking one of your lanes off to the left approach that keeps these lanes slower, the build, folks cutting hoeover from the fastrak lanes as well. just keep that in mind arriving

walk out the door, see the wet roads. this is what happened around 2:00 to 3:00 in the morning, we have some rain that moved through for parts of the santa cruz mountains toward san jose. also for fremont and moving through sunol and it was a pretty good amount. we had about 0.3 of an inch of rain in fremont this morning, so the cars in front of you may be kicking up some water, that's a live look at 880, as we get ready to head out, it's also very cool. the rain has moved on, and i think for the most part we'll see it starting to clear out except for a few isolated spots and as we go through the day, some sunshine, as we head into the mid-60s. heading out for a run today in san jose, also a cool start. we'll be at 62 degrees at 11:00 and eventually only reaching the upper 60s today and some low 70s. going through the rest of the week we will gradually start to warm up but it's going to take its time happening so the aleast for most of the week it will continue to feel like fall but this weekend back to summer as

high pressure builds and may be a dry north wind at times. we'll be watching out for that potential of a high fire danger as temperatures head up into the mid 80s this weekend. we're starting out with upper 60s today. we'll talk more about what's ahead coming up in a few minutes. mike, the problem at the bay bridge? >> while we were distracted by reese witherspoon and her son learning about tick tock the disabled vehicle is cleared from lanes. i thought that would be a total traffic break. there may be slowing left over but the bay bridge toll plaza filling in, we should see the metering lights any second now, it's 5:19. typically see those turned on as the crowd builds off the berkeley curve. standard flow in walnut creek. a little build folks coming in to pittsburg out of antioch and over bay point headed toward concord. two spots slowing westbound highway 4, not unusual for that stretch of roadway but maybe a little bit early for that, we'll track that. not much a problem here, vasco

that had guests running from a popular wedding venue at the cornerstone wine tasting complex, as bad as it looks, look at the flames, the cornerstone opened again for business yesterday. this is all stems from the fire. the team also released a statement, the fire team there thanking the first responders for their hard work, more than 100 firefighters were able to stop that fire from spreading to the main property. the fire chief says that fire is not considered suspicious and may have started from a cigarette butt. >> it is 5:23. developing now one ohio inmate who escaped from a small jail still on the loose this morning. overnight, three others were taken into custody in north carolina, after slightly more than a day on the run. the men overpowered two female correction officers early yesterday morning and drove off with the help of at least one person on the outside. the escape happened in the ohio town of galopolis it's the third

since august. in hong kong a reporter getting hit by a bullet, shot in the face broadcasting facebook live footage from indonesian language newspaper in the city. video shows police officers firing as they retreated from an overhead bridge leading to the government offices. journalists were there, they heard the shouting and they were saying "we are reporters." now before the shots were fired, the woman who was shots aan injured eye and the indonesian consulate says she may need more treatment. people in france are paying their respects to late french president jacques chirac. a memorial service and private funeral are planned today. chirac was the last french head of state to complete two terms in office. he died thursday at the age of 86. world leaders including russian

president vladimir putin will attend today's services. now to a follow-up, over the weekend, family and friends gathered to remember one of the young people shot and killed at the gilroy garlic festival. >> trevor irvy tide in the rampage. yesterday's memorial service was held at the new york college where he graduated in 2017. cameras were not allowed inside. he was just 25 years old. the college has now created a scholarship in his honor. a boxer from gilroy working to give something back to shooting victims. robert guerrero is donating a percentage of the check he received from his recent fight he won saturday night at l.a. staples center. he says the shooting took place near his father's home and we family at the festival. the six-time champion recently made a decision to return from retirement. nice donation there. 5:25 right now. four bay area sisters are going back to school after making history. >> the family hiked the

appalachian trail through 15 14 states along the east coast. the 2,200 mile trail took the family six months to complete. they posted on instagram their entire trip, their 6-year-old daughter sabina is now believed to be the youngest person to ever finish that trail. the malones raised more than $10,000 for six different charities while they were out there hiking. pretty cool. the movie "abominable" was about a shanghai teenager who finds a lost yeti on her roof. sliding down a number two spot there "downton abbey" brought in more than $14 million. hope you had a great weekend. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. right now we want to get over to meteorologist kari hall. a lot of people driving in, saw some sprinkles on the windshield this morning for myself. >> the roads might still be wet if you're not seeing the rain coming down but we're tracking it with storm ranger, that's our mobile doppler radar, the red scan. we have it parked on san bruno mountain. it's picking up on that rain now moving through marin county, and so as we see it move closer to mill valley and tiburon, it may also affect the richmond-san rafael bridge as well as the golden gate bridge within the next 20 to 30 minutes. so i'll be watching that for you and we'll talk about what's ahead for the rest of the week. mike, you have a couple of corrections. >> i do, i will be watching what you pointed out as well, the two bridges, the third bridge in that area the bay bridge, we did have an issue getting over here. the metering lights were not going to be turned on. they were turned on just as i made that last report so a minor correction, the flow looks the same getting over here. the other correction over here, we did find out what was going

on, there was indeed something in the lanes, still might be a disabled vehicle approaching highway 242 off of westbound highway 4 and you see the general build coming here pittsburg and bay point. that's it for contra costa county, really it for the bay right now. back to you. >> thank you, mike. americans are woefully unprepared for the real i.d. requirement, which goes into effect at all u.s. airports, just about one year from now. >> "today in the bay's" bob redell joins us live at mineta airport in san jose. bob, people need to realize they risk missing their flights once these rules kick in. >> reporter: fortunately you have time to become compliant, laura and marcus, starting october 1st of next year, if you want to board a flight here at mineta a domestic flight or any other airport in the united states a standard driver's license will not do. you'll need one that is real i.d. compliant, that means national standards for identification. unfortunately, a majority of us do not know about this. there's a new survey by the u.s.

travel association finds that 57% of americans are unaware of the real i.d. requirement. seven out of ten unsure if their current i.d. is real i.d. compliant and almost 40% don't have a passport or alternative form of identification that would also be acceptable to get through airport security and on board a domestic flight. here is one traveler this morning who didn't know her driver's license is not real i.d. compliant. >> i already hate this picture. >> reporter: you have a passport? >> no, i don't. not yet. >> reporter: at least you have a year. >> yeah, i got a year. >> it's a pain, but my birthday is in february, so. >> reporter: at least you get to go to the dmv. >> oh, yeah. good luck. >> it's a process. you know, we all have to go through it and it's for the safety of everyone, so. >> reporter: some states already require a real i.d. here in california. again the deadline is the same as the national deadline, october 1st, 2020, you still have time.

you can go to the dmv to get a driver's license that is real i.d. compliant. again, if you do not get a real i.d., you will still be able to use your passport to board a domestic flight. reporting live here at mineta in san jose, bob redell, "today in the bay." >> the lonines will be long as u wait to get yours. happening today, a man accused of setting a string of fires in milpitas is set to face a judge. >> freddy graham faces 13 counts of arson tied to grass fires he set earlier this month. investor investigators say he had flown in from missouri for his forest high school class reunion. no one was injured and no buildings were damaged by the fires. authorities in the north bay are still not identifying the man shot and killed in his car, this is outside the village premium outlet mall in petaluma, happened about 8:00 p.m. in the parking lot saturday about one hour before stores were closed this all happened. the car crashed into a pole. the man died at the scene. petaluma police are reviewing surveillance footage and also

asking for anyone who might have seen something to give them a call. police are still not confirming if a friday night shooting that seriously injured two teenagers in richmond was connected to a high school football game that just had ended nearby. this is surveillance video from the time of the shooting showing people scattering, and a dark car taking off quickly. the shooting involved two groups of young people in a fight near the deanza football stadium on morningside drive. a game had just finished there, involving rifles deanda and pinole valley. members of the university of hawaii football team are home safely after a midair scare forced their plane to turn from sfo to turn around. the plane suddenly dropped from 38,000 feet to about 10,000 feet yesterday on its way from sfo to honolulu. the airline says there was a possible issue with the pressurization system. it managed to return safely to sfo. the hawaii football team was on its way home from a big win saturday night over nevada arena. an unusual rock fight

brewing in san francisco over a set of about 20 boulders recentlyced along the sidewalk with one neighborhood. this is in clinton park near market street. neighbors put those rocks there to try to stop crime and discourage people from loiteri there. now, some people are rolling those boulders into the street. critics say the rocks may be going a step too far. >> people are out here dying on the streets and to say that boulders have more of a right to rest than homeless people is just wrong. >> i definitely empathize with neighbors. there are legitimate concerns on the street i've seen everything from a mattress fire to poop on the street. nobody wants folks to sleep out on the street. i just don't believe the boulders are the right way to go about it. >> city workers stopped returning the rocks to the sidewalk, instead they're putting up safety cones to alert drivers and bicyclists. in the meantime the city is trying to come up with a

workable solution. this morning, three bay area schools are earning top awards, among 30 chosen statewide as 2019 national blue ribbon schools. the honors are based on schools overall academic performance. the three bay area schools include yu ming charter school in oakland, lowell alternative high school in san francisco and forest hill elementary school in san jose. all honorees will be celebrated at an award ceremony in washington, d.c., in november. congratulations to them. 5:36 right now. new this morning, a price cut for living in a san francisco landmark, a penthouse on the soma clark tower is a few million dollars cheaper. >> she did say million dollars cheaper. is listed at an affordable $6 million. that's down from the original asking price of $8.5 million when they went on the market back in 2016. fyi for you, the space is 3,000 square feet with two bedrooms, two bathrooms and a surround deck with an amazing view of the

east bay. speaking of the east bay, happening today the trial for a man accused of killing a hayward police sergeant is set to resume. prosecutors are seeking the death penalty for 25-year-old mark estrada charged in the murder in 2015 shooting of scott lungert during a traffic stop. the trial technically started last month, but the judge put the trial on hold until a separate trial he was involved in could wrap up. opening statements may not begin until thstart of the new year. also new this morning, two days after racing resumes at a southern california santa anita racetrack, experts are trying to explain the latest death of a racehorse. >> that happened on saturday when a 3-year-old colt broke its front legs had to be euthanized on the track. it was the 32nd horse to die at the track since december, and it's raised concerns with animal rights supporters and even the racing industry. there's been no one identifiable

cause for the deaths, but most happened during record rainfall last winter. three bay area parents awaiting their fate in what's called operation varsity blues. later this week sentenced for their roles in the college admissions scandal. san francisco wine maker augustin could face up to 15 months in prison. he pleaded guilty to paying $300,000 to increase his daughter's s.a.t. score and pretending she was a star water polo player. you'll recall actress felecity huffman was sentenced to 14 days in prison. new details a woman who livestreamed a deadly dui crash in los banos is out on parole. abdullia sanchez was sentenced to six years in prison for a crash that killed her younger sister. she was released for credit for good behavior. the crash happened two years ago. sanchez was under the influence when she veered into the shoulder of the road. authorities say she overcorrected causing the vehicle to swerve and

1:00 to 2:00 this morning. now that has cleared out. so let's get you ready for the day in concord, we start out with some low 50s. we have clear skies, and we will slowly warm up today, only making it into the mid-60s by noon, with high temperatures in the upper 60s today. it is going to be so much cooler as we go into the start of the week, compared to the way we'll end the week and you're probably already seeing that at the bottom of the screen. you need a jacket as you get ready to head out the door. as you're getting dressed, grab a jacket. the rest of the day comfortable with jeans, or pants on. no need for the shorts today. it will still be cool and we have the storm system to our north that brought some rain and sierra snow. now we will as we go through the rest of the week start to heat up, just slowly by the weekend, we're really feeling it with some 80s in the forecast. going up to 68 degrees for the inland areas to 73 tomorrow. 83 on wednesday and then we're going to see some mid 80s by saturday and sunday, while san

francisco will be in the low 60s today, but some mid-70s by the weekend. mike, you're headed back out to contra costa county. >> i am, kari, because the crash over there off of 680, that was an issue. highway 4 was smoothed out over the last few and so has 680, check back to that in a second. i want to point out of course the bay bridge backup around there, the berkeley curve, nothing surprising but little rain, mist and drizzle over there and the north bay as well coming through marin county, we saw that on our golden gate camera when i checked from a traffic center. over here 680 the crash at willow pass road did clear, another may be near the roadway, in the roadway at concord. we don't see any slowing. good recovery, but we'll keep tracking that. we're still just under a half hour from marsh creek road down vasco, slowing down at the narrows and getting down toward 580. no crashes in that area and the rest of the bay does show a smooth drive but watch for the damp roads as kari has been talking about, marcus, back to you. >> thanks, mike. happening now, thailand's
