look at our trend as we go through the week, we go from 68 in the valleys today to 84 on saturday, and then 86 on sunday. san francisco we're going to start out with some low 60s for the week, and reach the low 70s by the weekend. so i'll talk about that rain and where it is right now. mike, you have a new crash in hayward. >> i do, as we're seeing the build for that portion of the east bay, look at your map and overall things look normal, where it says hayward, showing this crash just south of that sign, just south of 92, wynton, approaching industrial reports of a crash there and we see some slowing, a little unusual, usually the slowing is up there in san leandro down toward highway 92. so we'll track that and i'll let you know once chap arrives in the next few minutes. this crash south 680 before you get to 242 looks like it's out of the roadway and typical build highway 4 and toward the bay bridge with the metering lights on, we do have the backup, and maybe some damp roads as well. back to you. >> thank you, mike.

now to capitol hill, congress is now on a two-week break. lawmakers are staying behind to get started on president trump's impeachment inquiry. >> they may soon hear from the whistle-blower whose complaint set the process in motion. tracie potts is live in washington with what's happening this week. could be a busy one, tracie. >> good morning, everyone. president trump is already up tweeting calling the whistle-blower secondhand account of fraud calling the intelligence committee chair who is investigating that someone who should be arrested for treason, but that is not stopping will ylawmakers. they have a busy week and we're hearing there could be more subpoenas on the way as early as today. over the next two weeks, five state department employees will speak to lawmakers investigating whether president trump tried to pressure ukraine to dig up dirt on rival joe biden in a phone call with the country's leader.

>> we don't have to show a quid pro quo, although this conversation comes awfully close. >> reporter: on thursday congress hears from special envoy kurt volker, just resigned, on whether he helped president trump's lawyer go after biden or scrambled to do damage control. friday there's a closed hearing with the intelligence committee's inspector general who told lawmakers about the whistle-blower who exposed president trump's conversation. lawmakers say they're working out details to get that whistle-blower in to testimony soon. >> if you read the seven-page nancy drew novel the whistle-blower put together it drips with condescension, righteous indignation and contempt for the president. >> i hope we can protect this individual's name. i find it highly unlikely in this incredibly partisan environment. >> reporter: the president tweets "i deserve to meet my accuser," questioning if the person who informed the whistle-blower was spying on the u.s. president. big consequences, he warns.

that's where governing begins. despite the ongoing impeachment inquiry. >> house lawmakers passed a universal background check but it's yet to be heard on the senate floor. ghost ship fire defendant derick almena is due back in court. a jury could not reach a decision on his role in the 2016 fire that killed 36 people. right now a hearing to discuss the potential new trial is set for friday morning. co-defendant max harris was acquitted on all charges. 6:05 for you this morning. and the 23rd annual international aids conference is just around the corner, and big plans for that event will be revealed this morning. sharon katsuda is poring through the latest numbers in the fight against aids locally, live in san francisco. sharon, there's been a lot of progress but we still have a long way to go. >> reporter: that's right, marcus. this is going to be a huge event with participants from over 170 countries attending. bay area community leader also be here to talk about its importance today. the san francisco department of

public health says the number of people diagnosed with hiv has dropped significantly over the years, about a 60% drop over the past ten years thanks to public awareness and research and getting medicine to those living with the disease. there's much more work to do. here are some stats from the department of public health. nearly 16,000 people are living with hiv in san francisco. 197 people were newly diagnosed with hiv in 2018. african-american and latino men have the highest rate of those diagnosed with hiv. 67% of people living with hiv are over the age of 50. statewide 126,000 people are living with hiv and 88% are male, 12% are female. mayors libby schaaf and london breed are expected to be here today and they will focus a lot on getting treatment out to the communities, the homeless and minority communities. reporting live in san francisco, i'm sharon katsuda, "today in the bay." >> sharon, thanks so much.

>> 6:06 right now. pg&e says an equipment problem triggered a power outage for about 50,000 east bay pg&e customers, that outage started around 7:30 yesterday morning even affecting b.a.r.t. downtown berkeley station was forced to close until they could rev up their backup generator. power was restored 11:00 yesterday morning, after repairs could be made at the el cerrito substation. most of the impact was felt in berkeley along with some surrounding east bay communities. the video not from kansas or elsewhere inhe great plains. it's a tornado nearavis on saturday. witnesses say it touched down in an orchard. didn't do any damage but the same storm also triggered so-called gustnados which are not considered fully formed tornadoes. the activity prompted a tornado warning saturday night advising people in the area to shake shelter. fall started in some places but in some places it feels like winter.

a live look in tahoe, i-80 near the soda springs exit there, early snow fell over the weekend, as the temperatures finally cooled down. most spots picking up at least three inches already. are we just missing fall and going straight to winter? looks pretty cool. looks even more like winter in montana, that is due to a powerful storm hitting the northern rockies. some places are under more than three feet of snow there. the governor declared a state of emergency. >> you can see the wind is blowing quite hard here, lots of snow. we do have whiteout conditions here. >> this is before october 1st. winds have pushed snow on to city sidewalks as well and people are having a hard time driving. a car slid off the road there and then flipped over, scary conditions. so be careful if you're driving in those conditions. >> got to watch out for ice. >> absolutely. we don't have them here in the

bay area, kari, but we're dealing with something coming from the skies, some rain? >> we're seeing a little bit of rain moving through this morning and still have the snow falling in the sierra. as you go up in elevation above about 7,000 feet, some snow continues to come down this morning. as we look at what's happening here, we have storm ranger on it. it's tracking any spotty rain that we've seen that threat scan, parked on san bruno mountain. we did have rain that moved through the peninsula over toward the east bay, even the south bay with some rain. some spots picked up over a quarter inch of rain. as you get ready to head out the roads may be wet. a live look in palo alto. as we go through the day it will be a cool start but a nice mild afternoon. so more on this in a few minutes. mike more slowing into hayward. >> because of that disabled vehicle. chp says that's what's going on, south 880 in your middle lanes, you do have a disabled vehicle. more focused slowing approaching wynton. things may be starting to clear

of that clearing out, and that's a live look outside over the south bay. let's head over to evergreen with a look at our temperature trend for today. normally up to about 80 degrees but only going to make it into the upper 60s today. we'll be at 51 degrees as you head out the door at 7:00. only 65 degrees at 1:00 today. here is a look at our high temperatures for the south bay, reaching 73 in morgan hill, while milpitas will see a high of 68 degrees. we're seeing mostly upper 60s and low 70s for the east bay, with a breezy northerly wind, and for the peninsula, we have some upper 60s in palo alto. san mateo 67 degrees. 65 in the mission district today, and the north bay reaching 62 in clearlake, while santa rosa will see a high of 73. so we're going to see a lot of changes ahead. there's a storm system just to our north, brought us the rain and sierra snow. as we go through the week there will be some systems moving through, some storm systems for the pacific northwest, high pressure builds and that's going

to help us warm up especially for the weekend, with its clockwise wind flow. it will create an offshore wind going into the weekend, and that means drier conditions, warming temperatures, we're going from the upper 60s for highs today to 80 on wednesday, and then we're back to summer this weekend, with some mid 80s and sunshine, san francisco reaching 63 today. by the weekend inned mid-70s. mike, headed back to hayward. >> we are headed back to hayward. give folks a chance to look wherever your drive is, we covered it here from the south bay up to san francisco and talk about the east bay in just a second. over there in hayward, a slow drive but recovery now in place, all lanes are indeed clear at wynton, there was a disabled vehicle in the roadway, got over to the right shoulder but still going to be that ripple effect as more folks pile in coming out of oakland and san leandro off that castro valley y. lanes are clear. good news it's going to be easier to get down to the san mateo bridge, but bad news because more cars are getting to the san mateo bridge, so it's

slowing, more cars same number of lanes, they don't change that so we see the slowing tapping those brake lights westbound to the peninsula. no delays along the peninsula and no problem right now. the rest of the east bay we were talking about, highway 4 holds steady, pittsburg and bay point slowing. walnut creek a little slowing toward north main but the walnut creek interchange is fine, so is the maze. we have more build for berkeley, in fact about 22 minutes, we see patching of slowing highway 4 to the berkeley curve and the bay bridge toll plaza we did see, still have looks like aisabled vehicle in the cash lanes way back there, waiting for the bridge crew. this may be a factor. we'll track that, back to you. >> thank you, mike. next and new this hour, honoring victims and survivors of the gilroy garlic festival mass shooting. the money gilroy's favorite boxer raised this weekend. he's charged more than 500 bucks for football tickets that he never bought. so he asked to us review the play. i'm csumer investigator chris chmura. a wine country fire that had guests running from the popular venue saturday at the cornerstone sonoma wine tasting complex. as bad as this looks it opened for business the next day, yesterday on sunday. this stems from the fire. the team released a statement thanking first responders for their hard work, more than 100 firefighters were able to stop the fire from spreading to the main property. it may have started from a cigarette butt. family and friends gathered to remember one of the young people shot and killed at the gilroy garlic festival. >> trevor irby was one of three people who died in the rampage. yesterday's memorial service was held at the new york college where he graduated in 2017. cameras were not allowed inside. he was just 25 years old. the college has now created a scholarship in his honor. a boxer from gilroy working to give something back to

shooting victims. robertrro dating percentage of the check he received from his recent fight he won saturday night at l.a. staples center. he says the shooting took place near his father's home and we family at the festival. the six-time champion recently made a decision to return from retirement. >>nbc baareaesponds to a san jose man who found himself with two tickets to an nfl game 800 miles away. >> the trouble is, he's not interested in the game and he sists he never purchased these tickets. so he asked consumer investigator chris chmura and his team to coach him out of this mess. >> good morning. arsalan was surprised to get an early morning text message at 6:52 saying that he had just bought seattle seahawks tickets through an app called gametime. the price $560. he told gametime he never bought those tickets, but says they refused to give him a refund. that's when he asked for our help. we suggested he file a fraud complaint with his bank.

south bay, as well as the east bay, but not everyone got in on that wet weather. so as we go into the rest of the day, we are going to have a cool one, only reaching the upper 60s and low 70s. 68 degrees will be t high in napa, and in livermore. san jose 69 degrees, and 64 in san francisco so more on that in a few minutes. mike, you have a couple of issues for oakland. >> fortunately the same drivers won't be affected by both. first one is back here, all lanes filled in, it's tough to see but i believe there's a disabled vehicle right about there because i've been tracking it and folks are getting by just fine but it is adding to a little more slowing coming off of the maze, but the maze itself does show a smooth drive. that affects folks traveling across the bay bridge, just by one route there. off the east shore freeway you're fine but folks headed south on 880 out of oakland and san leandro we have this crash here at 98 thousandth and that may block a couple lanes. you see the slowing from the coliseum past the scene.

laura, back to you. >> thank you, mike. i don't know if you have yours yet but americans are woefully unprepared for the real i.d. requirement which goes into effect at all u.s. airports just about a year from now. "today in the bay's" bob redell joins us live at mineta airport in san jose. people need to realize they risk missing their flights once these rules kick in. >> reporter: fortunately you still have time. starting october 1st of next year if you want to board a domestic flight in norm mineta in san jose or any other airport in the united states a standard driver's license will not do. you will need a passport for an i.d. that is real i.d. requirement. unfortunately a majority of us don't know about this. new survey by the u.s. travel association finds well over half of americans are unaware of the real i.d. requirement that goes into effect a year from tomorrow.

seven out of ten unsure if their current i.d. is real i.d. compliant and almost 40% don't have a passport or alternative form of identification that would also be acceptable to get through airport security and on board a domestic flight. here is one traveler this morning who didn't know her driver's license is not real i.d. compliant. >> i already hate this picture. >> reporter: you have a passport? >> no, i don't. not yet. >> reporter: at least you have a year. >> yeah, i got a year. >> it's a pain, but my birthday is in february, so. >> reporter: at least you get to go to the dmv. >> oh, yeah. good luck. >> it's a process. you know, we all have to go through it and it's for the safety of everyone, so. >> reporter: some states already require a real i.d. here in california. again the deadline is the same as the national deadline, october 1st, 2020, you still have time. you can go to the dmv to get a driver's license that is real i.d. compliant. again, if you do not get a real

i.d., you will still be able to use your passport to board a domestic flight. reporting live here at mineta in san jose, bob redell, "today in the bay." >> good to know, but better make those appointments. you already did. >> i made mine and kind of got through quickly. >> that's hopeful. thanks, bob. 6:34 for you right now. happening today a man accused of setting a string of fires in milpitas is set to face a judge. freddy graham faces 13 counts of arson tied to grass fires he set earlier this month. investor investigators say he had flown in from missouri for his forest high school class reunion. no one was injured and no buildings were damaged by the fires. authorities in the north bay are still not identifying the man shot and killed in his car, this is outside the village premium outlet mall in petaluma, happened about 8:00 p.m. in the parking lot saturday about one hour before stores were closed this all happened. the car crashed into a pole. the man died at the scene. petaluma police are reviewing surveillance footage and also asking for anyone who might have seen something to give them a call. >> 6:34.

police are still not confirming if a friday night shooting that seriously injured two teenagers in richmond was connected to a high school football game that just had ended nearby. this is surveillance video from the time of the shooting showing people scattering, and a dark car taking off quickly. the shooting involved two groups of young people in a fight near the deanza football stadium on morningside drive. a game had just finished there, involving rifles deanda and pinole valley. members of the university of hawaii football team are home safely after a midair scare forced their plane to turn from sfo to turn around. the plane suddenly dropped from 38,000 feet to about 10,000 feet yesterday on its way from sfo to honolulu. the airline says there was a possible issue with the pressurization system. it returned safely to sfo. the hawaii football team was on its way home fa big n saturday night oveda arena. an unusual rock fight brewing in san francisco over a set of about 20 boulders recently placed along the

sidewalk in one neighborhood. this is in clinton park near market street. neighbors put those rocks there to try to stop crime and discourage people from loitering there. now, some people are rolling those boulders into the street. critics say the rocks may be going a step too far. but not everyone agrees. >> people are out here dying on the streets and to say that boulders have more of a right to rest than homeless people is just wrong. >> i definitely empathize with neighbors. there are legitimate concerns on the street. i've seen everything from a mattress fire to poop on the street. nobody wants folks to sleep out on the street. i just don't believe the boulders are the right way to go about it. >> city workers stopped returning the rocks to the sidewalk, instead they're putting up safety cones to alert drivers and bicyclists. in the meantime the city is trying to come up with a workable solution. this morning, three bay area schools are earning top awards,

among 30 chosen statewide as 2019 national blue ribbon schools. the honors are based on schools overall academic performance. the three bay area schools include yu ming charter school in oakland, lowell alternative high school in san francisco and forest hill elementary school in san jose. all honorees will be celebrated at an award ceremony in washington, d.c., in november. congratulations to them. >> 6:37 for you. four bay area sisters are going back to school after making history. >> the malone family from sebastopol, it took the family six months to complete, they posted on instagram their entire trip. their 6-year-old daughter sabina is believed to be the youngest to ever finish the appalachian trail. the malones raised more than $10,000 for six different charities while they were out hiking. that's impressive. >> that is, a long trip.

the 23rd annual international aids conference is just around the corner and big plans for the event will be revealed this morning. the aids conference takes place in san francisco next year. the san francisco department of public health says the number of people diagnosed with hiv has dropped significantly thanks to public awareness. nearly 16,000 people are living with hiv in san francisco. 197 people were newly diagnosed with hiv in 2018. african-american and latino men have the highest rate of those diagnosed with hiv. 67% of people living with hiv are over the age of 50. statewide 126,000 people are living with hiv and 88% are male, 12% are female. >> 6:24. ppenintoday the trial of a man accused of killing a hayward police sergeant is set to resume.

prosecutors are seeking the death penalty for 25-year-old mark estrada charged in the murder in 2015 shooting of scott lungert during a traffic stop. the trial technically started next month but the judge quickly put it on hold until a separate trial he was involved in could wrap up. opening statements may not begin until the beginning of the new year. new this morning, just two days after racing resumes at a southern california santa anita racetrack, experts are trying to explain the latest death of a racehorse. that happened on saturday when a 3-year-old colt broke its front legs had to euthanized on the track. it was the 32nd horse to die at the track since december, and it's raised concerns with animal rights supporters and even the racing industry. there's been no one identifiable cause for the deaths, but most happened during record rainfall last winter. a woman who livestreamed a deadly crash is on parole. abdullia sanchez was sentenced to six years in prison for a crash that killed her younger sister.

she was released for credit for good behavior. the crash happened two years ago. sanchez was under the influence when she veered into the shoulder of the road. authorities say she overcorrected causing the vehicle to swerve and joerve overturn. prosecutors say they livestreamed the entire thing on instagram. an update to a story we first brought you last week about a little boy who called 911 on his bus driver, saying he thought she was drunk. now shockingly, new released video shows the driver acting erratically and screaming at the kids. take a look. >> no jumping, no. no, whoa! no! [ screaming ] am i good at teaching in the classroom telling you, you have potential! >> you heard the shrieks of the children there. a 10-year-old boy on the bus phoned 911 once he got home. according to the police report the driver's blood alcohol level more than double the legal level. she advised deputies about taking anxiety and sleep medication.

thursday, one in palo alto and one in san francisco. tickets will cost between $1,000 and $3,000. his wife, dr. jill biden, spent the weekend fund-raising in the bay area making stops in sonoma and fremont. also over the weekend, california senator and presidential candidate kamala harris opened a new campaign office in oakland. she also weighed in on the impeachment proceedings in washington saying that she agrees secretary of state mike pompeo should be part of the investigation as well. 6:48 right now. a price cut for living in a san francisco landmark. a penthouse on the soma clark tower is a few million dollars cheaper. >> you say san francisco landmark you know it's expensive. the pace is 3,000 square feet with two bedrooms, two bathrooms a crowned deck with breath-taking views of the city, now listed for an affordable $6 million, down from its original price of $8.5 million, when it went on the market in 2016.

right now. we have it parked on san bruno mountain ready for the rainy season, as we get ready to step out the door this morning. we are still tracking some spotty rain, that's the red scan you're seeing there, coming just south of san francisco able to see what's happening around the bay cair. it was busy earlier this morning, at about 1:00 to 2:00, we saw the scours moving through parts of the peninsula, into the south bay, and there were even some rainfall measurements up to about.03 of an inch of rain, around fremont as you get ready to head out the door, the showers that moved through earlier this morning. now it has cleared but we are seeing also some wet conditions in some spots. here is a live look outside in walnut creek, it looks like there's some linticular clouds when the wind is over the hills and forced to condense as it rises. we're going to have cool weather, only low 50s for the next couple of hours and only

reaching 69 degrees in concord today as well as san jose. 67 degrees in oakland, and 70 today in santa rosa. so as you're getting up about to head out the door, grab a jacket. it's a chilly start with mostly upper 40s and low 50s and you'll be comfortable throughout the day with pants and jeans on. through the rest of the week we're warming up but it happens gradually. as you look at that forecast, the seven-day forecast, by the weekend, we're going into the mid 80s for the inland areas and also very dry, so we'll be watching out for the concern of wildfire danger, especially in the hills but look at the start of the week, upper 60s today, low 80s by wednesday, and then some mid 80s for the weekend, so a big warmup is headed our way. mike, you have a big announcement. >> i do. kari, 880 is moving much more smoothly right now. that's big for oakland, guys. a crash that cleared, we were watching slowing here for 98 and we had a crash blocking a couple lanes. no major injuries and look, this

is moving quickly as far as the recovery goes. that is huge for the oakland area, but not a huge problem. it's good, good news. over hoar more slowing through walnut creek and toward lafayette for 24, typical build here at bay point and concord, typical as well as the upper east shore freeway slowing more gradually through berkeley. a nice pace there. we're just about 40 minutes from marsh creek road down through the slowing approaching the narrows right here, as you head south toward 580, no crashes but your typical slowing, folks to know about that for contra costa county as well as coming down here toward area around bernal south 680. earlier crash created a slowdown because of the distraction in the center divide. allow another five to seven minutes through pleasanton and the south bay with your typical silicon valley build. laura, back to you. >> thank you. 6:54. thailand's program in bangkok is
