mike is going t us through the commute this morning coming up in a bit. first we want to talk about the forecast. meteorologist kari hall is tracking that, a cold start to the day. >> it's a cold start to october, but by the weekend, summer is going to come roaring back. we have a lot of changes ahead. here is aook l at what to expect as you step out the door in san jose, we're starting out with clear skies and the bottom of the screen we're in the upper 40s. let's head to east san jose the neighborhood of evergreen. normally reaching the upper 70s, we're below that today as we start out at 47 at 6:00 and lead into 67 at noon today. we'll talk about more ofhat's ahead coming up and mike, you have detail on a crash in redwood city. >> that's right on the peninsula, we expect light, easy traffic at speeds, will you slow a couple of minutes, allow another three to five minutes to be safe because there is what i understand to be a big rig in the middle of the roadway south 101 at whipple avenue. there may be another car wedged in back bumper of the big rig. no major injuries reported but

that could be a complication slowing down there removal over to the shoulder, so there is slowing right now and we'll see that build south from 92 all the way in through redwood city. it's clear by the time you get toward menlo park and palo alto. south 880 continues more slowing from before you get to mission down to a crash which should be on the shoulder. we'll update that, back to you. >> thank you very much. 6:01. breaking news we're following in hong kong, we've been seeing chaotic clashes involving police and protesters, this is part of the large scale rallies that are happening there on the day china's communist party is celebrating 70 years of rule. the video is from about two hours ago, shows tear gas canisters flying and police in riot gear trying to disperse the crowd. we learned police shot a teenaged protester in the shoulder and we're hearing protesters in some cases tried to throw toxic fluid on police officers. subway stations across the city

have been closed. a live look in beijing where the communist party celebrations are now in full swing. this is part of a massive colorful event going on in tiananmen square. to the latest on the impeachment inquiry in washington. congress is demanding president trump's lawyer turn over evidence detailing his ties to the ukraine. tracie potts is live with the latest from capitol hill. >> marcus, we heard from rudy giuliani overnight, in the last several hours he actually did an interview late last night about this, and how he plans to respond to that subpoena. the president's attorney says he's got some information congress might want to hear. >> i'll get all my evidence together. i'll get my charts. i don't know if they let me use videotapes and tape recordings that i have. >> reporter: rudy giuliani tells fox news he's not sure he'll testify. democrats have subpoenaed

documents from the president's attorney about efforts to dig up dirt on opponent joe biden in ukraine. >> i think he's in trouble. i think he knows it, and i think he's going to do everything in his power to slow walk this at best and delay. >> reporter: meantime, president trump's focus on the person. >> we're trying to find out about a whistle-blower. >> reporter: who exposed details of his conversation with ukraine's president. the state department confirms secretary of state mike pompeo was on that call. >> and i believe that secretary will receive a subpoena. >> reporter: democrats want the whistle-blower protected. >> we need to make sure there's not reprisals. >> put him or her in the federal witness protection program. >> reporter: if all this adds up to impeachment, one of the president's closest allies confirms there will be a trial. >> i would have no choice but to take it up. >> reporter: and now, questions about another phone call president trump connecting attorney general william barr with australia's prime minister to figure out how the russia investigation started. >> there's nothing wrong for barr looking into this.

>> reporter: the white house says the justice department asked for that introduction. we don't foe if know if that call which was different involving similar issue also end up part of this inquiry. >> seems like a twist in every turn. in the bay area, representative eric swalwell is holding a town hall meeting to discuss the impeachment inquiry. john dean, richard nixon's white house counsel, during watergate will attend the evenand ta about the issue. tonight's meeting is at 6:30 at james logan high school in union city. >> it is 6:04. critics say they're blowing smoke but san francisco-based juul lab said it will no longer fund its yes on prop c campaign. the proposition is aimed at stopping an upcoming ban on vaping products. "today in the bay's" sharon katsuda joins us live in san francisco with the latest developments. sharon? >> reporter: laura, we've seen the ads. my own kids say it's confusing

what does a yes or no vote mean, as juul faces intense local and federal scrutiny over vaping related deaths and lung injuries. the san francisco-based company brought in a new ceo, it has spent millions of dollars trying to get prop c passed here in san francisco, but late last night a statement from that new ceo says in part we mt strive to work with regulators, policymakers and other stakeholders and earn the trust of the societies in which we operate." as part of that effort, juul says it will stop active support of prop c. prop c aims to prevent a ban on ecigarette sales in san francisco, that goes into effect in january but the campaign presented it as a crackdown on ecigarette sales that would protect kids and use by young adults has skyrocketed. the no on c campaign says it is skeptical of juul's announcement because it says the campaign has been less than truthful.

>> we've got a lot of work to do to educate voters. this can't come off the ballot, so if it's true, it's a welcome sign. hopefully it won't be as contentious a campaign. >> reporter: prop c will still be on the november ballot. juul says the television ads and mailers it has paid for should stop in the next few days. the no on c campaign says it will continue to work on defeating the ballot measure and the cdc continues to collect data, the 15th vaping related death just reported in nebraska. reporting live in san francisco, i'm sharon katsuda, "today in the bay." >> very concerning there, thanks so much, sharon. 6:06 right now. next week it's hard to believe but it's already been two years since the deadly north bay firestorm and later this morning, sonoma county supervisors are meeting to assess some of the recovery efforts. at the same time, "the press

democrat" is reporting thousands of victims of getting exorbitant cleanup bills in their mailboxes sent by sonoma county. some of the bills exceed $300,000. the county tells residents not to be alarmed. the cost will be covered by insures in a billion-dollar federal and state emergency plan. happening now, the search is on for a man in coord who tried hard to steal a coin machine. take a look at this video. it happened last tuesday at a car wash off of clayton road, this is videcoorpolice posted to facebook. you can see there, the man in the video attaches a chain to the truckbed and the coin machine below the camera, tries several times to dislodge the machine but that does not work. someone reported that truck stolen a few hours before. it's a black 2000 toyota tacoma. happening tonight, the gilroy police department will hold its national night-out celebration.

it was postponed in august following the deadly mass shooting at the garlic festival. tonight's event is happening between fifth and sixth streets. >> it is 6:07 right now. the berkeley patients group cannabis dispensary celebrating 20 years in business. it's the nation's oldest continuously operating dispensary, and to celebrate 20 years the dispensary is donating $1 million to ten nonprofits over the next ten years. it was shut down by the feds in 2012 but it reopened. happening today, a little bit before noon, if you rear the roar of fire jets in the skies above san francisco, the blue angels are not here early for fleet week. instead, it's the united kingdom's red arrows acrobatic team is flying over the golden gate and christy field part of a u.s. tour of two dozen cities. the crew will land at oakland airport. they're going to meet with leaders, including mayor libby schaaf. the red arrows will not stay for fleet week, which actually starts next week.

just a little taste of what's going to happen in the skies. >> we don't mind a few of our british visitors coming, give them good weather, kari. >> we have great weather today and it starts out cool but we'll warm up for the afternoon, inland areas like walnut creek we have a clear start to the morning and we're going to feel a chill in the air. upper 40s through 7:00. at 9:00 we're at 55 degrees, and then up to about 70 degrees at 1:00 today. here is a look at all of our high temperatures for this afternoon, reaching 74 in livermore and in morgan hill. we'll see a high of 75 in napa today with oakland reaching 69. 72 in san jose, and san francisco up to 66 degrees. we'll have another look at the forecast coming up and mike, you're updating two crash scenes. >> that's right. i hoped to tell you all lanes of 101 reopened but the slow lane is still blocked, getting the big rig and the car wedged to it to the shoulder. the slow lane is still blocked by that activity. no major injuries reported but they have to move both vehicles

morning we are in the upper 50s and reaching 69 degrees today. it's going to be a nice afternoon, get out there and enjoy it. we'll talk about the return of summer in the forecast, in less than five minutes. >> we're looking at the slow drive for the nimitz, this is fremont 880, from about auto mall parkway right here all the way down to dixon landing road. a big distraction for your commute, also slowing on the peninsula side with a car wedged into a big rig. talk about that coming up. good morning. i'm rahel solomon at cnbc headquarters and here are today's top business headlines. wall street is set to open higher this morning as we kick off the final quarter of the year. stocks rising yesterday ending the third quarter on an upbeat note. investors continue to focus on u.s./china trade developments. the treasury department has no plans to limit stock investments

in china at this time. reports the government was considering that idea rattled ocks on friday. today's watch list, reports on manufacturing, construction spending and auto sales. americans are in a buying mood. the annual holiday survey says most consumers expect to spend as much or more than last year with many turning to physical stores for inspiration, expected to spend an average of $637 with men spending about 15% more than women. gift cards, clothing and footwear top the list of planned purchases. amazon is in talks to license a technology that powers its cashierless ghost stores to other retailer. sources tell cnbc possibilities include movie theaters, mini marts and airports and concession stands at sports stadiums. amazon believes it can install the technology in as little as two weeks and have hundreds of stores using the scan and go checkout by next year. it could give amazon another source of revenue without having to build an entire store. and the costs that come associated with that. guys, we'll send it back to you.

>> quite the company. i wondered how it would track if i took my kids and they're grabbing candy bars and stuff. >> hmm. >> maybe it goes on your bill. >> thanks, uncle marcus. thanks, rahel. new for you this morning, google is launching a new car safety app for its pixel smartphones. the app can determine if the user can in a crash based on the location if their vehicle suddenly stops moving. it uses readings from motion sensors and sounds from the microphone. if it suspects something is wrong, it will sound an alarm and ask if you need help. the app will call 911 if you don't respond. you can also set emergency contacts and share your status with them, just in case of an accident. lots of nutritionists and health experts are calling out a new red meat study saying it undoes years of research. it found there is no need to cut

back on red and processed meats, saying higher intake does not lead to higher health risk. an independent group of scientists conducted that study. critics say they used inadequate research methods. nutrition experts asked the annals of internal medicine to hold the study because it needs further review. they say evidence clearly shows less red meat cuts down on heart disease and lowers death rates. >> so we don't have to eliminate red meat. >> the company that finds that study not good is impossible meat. >> they say bacon is bad for you, i wonder if they changed their views on that. >> moderation. >> we need another study. >> yes, we do and it's bacon time, breakfast time this morning, as you get ready for the day, and it's also very cool outside. we're going to talk about that,

and a warmup, but i wanted to start out with a shot of the golden gate bridge. it's all clear this morning and a cool start to the day, heading out the door, here is what it feels like. ooh, half moon bay dropped down to 39 degrees there and it's only 40 in santa rosa. we have 47 in oakland and also upper 40s in san jose and then for that morning drive, you may have to crank up the heater in the car for your morning commute from brentwood, 48 degrees at 7:00. then look at how fast we warm up, at 9:00, more people up and out the door in the upper 50s, headed to school and as we head out for lunch 67 degrees. it's going to feel nice today. let's get a look at all of our microclimates and go hour by hour. we're going to take you to lunch time, at 65 in fremont, and 68 degrees in napa. san mateo at 67 degrees. lower 70s for much of the peninsula, as we reach our afternoon high temperatures, and a few mid-70s for the inland east bay. then going into tonight, it's

going to cool off again. we'll start out tomorrow morning the same way, with a very chilly start, but we do have some warmer air ahead, as we go toward the end of the week, high pressure starts to build. that makes clear skies and warming temperatures and then by friday into saturday, we'll have an offshore wind that's going to increase our high fire danger, as we go into the weekend, with some warmer weather. we're talking about highs in the upper 80s for the inland valleys, after starting out this week with some upper 60s and low 70s. look at saturday and sunday, reaching 87 and 88 degrees in some of our warmer spots. make sure you're aware of that, as you make weekend plans and for san francisco, we're going to see some sunshine today, upper 60s, and then that leads into some mid-70s by the weekend. headed over to mike now, it's a tougher drive headed through the south bay. >> that's right, kari. depends on which side of the bay you're on, where the backup is but a problem getting down there. fremont from auto mall parkway at the top of your screen, a

slow drive with the headlights headed south toward milpitas. auto mall parkway to dixon landing road it's slow. the good news at dixon landing road, speeds from red to yellow. the speeds are improving so i think whatever it was possibly in lanes or the big distraction is starting to clear. the earlier crash left a couple vehicles there, started the early backup there. hopefully a chance to recover through that portion of fremont headed down into silicon valley. peninsula south 101 throw is whipple avenue. belmont a crash blocks the slow lane, big rig and a car wedged together, trying to pull that vehicle from the big rig, but no major injuries. it just sounds dramatic. the south bay starts with the northbound push but nothing dramatic there. vasco you're about 40 minutes now slow from marsh creek road at the interchange down smooth drive until you approach the merge with just one lane down to the last stretch, where we typically see the slowing headed toward 580. no incidents, just the commute and over here of course the

a bay area man is accused of spying for china. you're looking at surveillance video used to build a case against edward pong. investigators say it shows him taping bundles of money and important information to the bottom of a drawer in a bay area hotel for another secret agent to retrieve, but there's a twist. the u.s. attorney says that the chine spy working with pong was actually a double agent working for the u.s. >> the precise information conveyed was cleared and controlled by the united states for passage to the prc. >> pong was arrested at his home in hayward on friday. the u.s. attorney and the fbi say that this case began in march of 2015. 6:24 right now. and nbc bay area responds to a san leandro military veteran who ended up with a medical bill she should not have had to pay. >> when her own efforts came up short, she asked consumer

investigator chris chmura and his team for a hand. >> good morning. elvi had to go to the emergency room in late 2017 and didn't expect any bill, because she is a disabled navy veteran. the va picks up the tap but more than a year later, elvi got a bill for $1,038 from a radiologist. she sent that bill to the va but it never got paid. elvi paid the bill herself with her credit card and asked us to help make things right. we reached out to the veterans affairs department. it couldn't share any details about elvi's case because of privacy rules but elvi got a reimbursement check for the full $1,038. veterans in california who run into problems have another advocate on their side, the california department of veterans affairs or calvet. it offers free assistance to those who served. find them at calvet.ca.gov. and you can always call us,

mostly in the 40s. this is a live look in palo alto. let's go through the day. we start out at 46 degrees, at 8:00, we'll be at 48 and then leading into some upper 60s by this afternoon. here is a look at our highs, all of us feeling some weather that's slightly cooler than normal. san jose reaching 72 degrees, with napa reaching 75 and san francisco reaching 66 degrees. but we do have a warmup in the forecast, more of that in a few minutes. mike, we may be in recovery mode. >> that's right or one section, the palo alto crash, w you showed the traffic flowing nicely but building volume, kari, 101 southbound at whipple. let's look at the big map, there's more problems in fremont, but south 101 does show recovery for those speeds at whipple and they just cleared the last of those lanes that big rig involved crash is out of lanes and may be off to the shoulder. expect a little distraction. here we are slow as you approach auto mall parkway down past dixon landing road, in that backup approaching mission another fender bender reported

but two vehicles on the shoeflder caused that big backup and we see it on our live camera, another set of flashing lights traveling north up to the other crash we talked about. we'll check on that again, back to you. >> thank you, mike. breaking news out of asia, take a look at this video coming in to the newsroom. it catches the moment the towering arch bridge collapses in eastern taiwan. it sends an oiler tanker truck falling into boats in the water below and it's unfolding in a tiny but busy fishing village. ten people were hurt in that collapse, six are being treated for major injuries. that bridge is a tourist attraction for the area. another way to get over san francisco bay a lot of people are in favor of this, the head of one of the bay area's largest transit agencies is calling for a new tax to update mass transit over the next several decades. would you want to pay for it? "today in the bay's" bob redell is live outside the dublin b.a.r.t. station with more talk on this new crossing.

bob? robert powers is making comments in a recent interview with the bay area news group, look at this map we put together to get a better sense of what he is referring to, b.a.r.t. currently crosses between oakland and sf via the trans bay tube that's indicated by that red line there on the map. transportation leaders are considering a second crossing a bridge south of the tube indicated by that yellow stripe. that second trans bay rail crossing would possibly be shared by caltrain, ace, high speed rail and/or the capitol corridor, onner that own set of tracks parallel to b.a.r.t., since b.a.r.t. trains run on a wider gauge. to pay for this and broader improvements for bay area transportation organizations like the silicon valley leadership group and the bay

area council are trying to put together a ballot measure possibly for november of next year, that will raise $100 billion in taxes over the next several decades, something b.a.r.t.'s gm supports. if that measure were passed, b.a.r.t. would use that money to pay for discounted fares for low income riders, new ticket gates to prevent fare evaders and the new rail bridge across the bay. right now the tube they're talking about a second crossing bridge. would you be willing to pay more in taxes for something like that? >> eh, like i said, i'd have to see everything, go over everything and look -- maybe, yes. it's perfect. >> yeah, that would be great. commuting's a nightmare around here. we need something better to get us to the bay. the ride on the workforce from the valley, help everybody out and get everybody to work. >> reporter: you'll recall b.a.r.t. was in the news last week, announced that construction of b.a.r.t. to san jose could be delayed four years

until 2030 because of an updated underground design that will take longer to complete than expected. b.a.r.t.'s new general manager is launching a listening tour this month, robert powers will be meeting and greeting riders tomorrow morning between 8:00 and 9:00 at lake merritt b.a.r.t. and 3:00 and 4:30 at the montgomery station in sf. reporting live here in dublin, bob redell, "today in the bay." >> bob, thank you. happening today, a homeless man seen on video attacking a woman as she tried to enter her san francisco condo building will be back in court for a hearing. this is video of an vinct reportedly attacking the woman and this went viral last month, reigniting controversy about a navigation center being built nearby along the embarcadero. vincent was charged with attempted robbery, false imprisonment and two counts of battery for the attack. his attorney said vincent was having a mental health crisis at the time of the attack. despite recently losing support from the mayor's office, two san francisco supervisors

today unveil their bold plan to overhaul the city's mental health system. the proposed measure called mental health sf is supposed to appear on the ballot next spring. critics argue it would negatively impact long-term mental health care patients. the measure's authors insist recent compromises make it a more workable plan. >> 6:36. santa rosa city councilmembers will vote on raising the minimum wage to $15 an hour in line with many other cities around the bay. north bay city could join a statewide push to increase pay for low income workers. if passed the change would take effect in 2023. several other bay area cities already passed measures raising wages, that includes san francisco, oakland, sonoma, petaluma and san jose. 6:36 right now. baseball fans are getting ready for what many call the most exciting time of the year, the post season. but some of the buzz this year is also around ball parks, has to do with some of the foul ball

dangers we've been hearing about. nbc's investigative reporter vicky nguyen is looking deeper into the rate of fan injuries from foul balls, in one case last year, it even led to a fan's death. she spoke with one fan who suffered a head injury in 2014 that required surgery and still affects him. >> all it takes is one pulled line drive or one being late on a ball and a lot of balls are shooting over dugouts, that's the danger zone right there, where they're coming off over 100 miles an hour. >> you can see the full story including which seats are most susceptible on the "today" show that follows "today in the bay" at 7:00 a.m. the tsa will hold a news conference today about the real i.d. requirements. the 1st of october, today, marks the one-year countdown to the final enforcement deadline. we told you about this yesterday during "today in the bay." real i.d. compliant drivers license will be marked by a star at the top of the card.

starting october 1st of 2020, individuals must show real i.d. or acceptable alternative such as u.s. passport to fly on commercial aircraft or assess federal facilities. individuals will not be permitted to enter the checkpoint without identity and will not be allowed to fly. here is something you don't want to see looking out your airplane window. the catering cart started spinning out of control at chicago o'hare airport. a passenger shot this video while waiting on the tarmac. the cart finally stopped when a worker used a plane tag to knock it over. american airlines says a stuck aksel sell rater might be to blame. luckily no one hurt. >> that was a good precision hit there like a police move, knocked it over. >> got to do what you got to do. >> might be some training we don't know about. >> exactly. >> all that delicious airplane

ordinance banning ecigarette sales. san francisco's juul labs has been plowing millions into the yes on c effort, while juul says it will no longer fund the yes on c campaign, not everyone is convinced, that includes leaders in the no on c camp. >> we've got a lot of work to do to educate voters. this can't come off the ballot, so if it's true, it's a welcome sign. hopefully it won't be as contentious a campaign. >> juul says its tv ads and mailer also stop in a matter of days and the actual ban is not supposed to take effect until january. google has reportedly snapped up more real estate in an area where it plans to eventually build its massive downtown san jose campus. here is the area where so much of that property has already been purchased. station including some 5,000 homes. google wants to locate about 25,000 workers there. a shooting in antioch marks a deadly month for the city. a 45-year-old man was shot and killed monday, the third reported shooting in september and the ninth of the year. police arrested 33-year-old arnolfo coronado. officers found a large amount of heroin and methamphetamine on him during the arrest. the victim has not been identified. >> in the meantime, this antioch man, 28-year-old pedro meres, is now in police custody, accused of stabbing another man to death in his home. it happened early friday night on alpha way in antioch. police say the suspect had recently met a 61-year-old man who he suddenly stabbed three times in an unprovoked attack. governor newsom is also signing off on a new law that will allow roughly 40,000 child care workers to unionize, it

then some low 70s going into early afternoon, so a nice little warmup as we head up to 72 in san jose. all of this cooler than normal, as we reach 74 in livermore. 72 in clearlake and santa rosa up to 74, with san francisco reaching 66 degrees. let's get started for the day with a look at our what to wear forecast. we have to break out the winter gear for the start of the morning but the rest of the day comfortable, maybe need a hat that's something we're digging in the back of the closet for. the rest of the week back to mmer as high pressure builds. the storm moves across the pacific northwest but the high pressure will provide a northerly wind going into friday and the weekend and also a slightly higher fire danger especially for the inland areas. i'll be watching out for that. look at these temperatures, some low 70s today, and then some low 80s by the end of the week. upper 80s for saturday and
