good evening everyone, i am terry mcsweeney. >> we begin with breaking news. fast moving wildfires burn close to home. serg sergio quintana is live. >> reporter: those flames were being pushed along by afternoon winds. a lot of that has basically c m calmed down this evening. fire crews are actually starting to pack up a whole lot of their equipment.

those flames are calm because the winds have calmed. residents tell me they were shocked by how fast the fires rush towards their home. >> reporter: this video is shot by chris enrieqes. witnesses say it quickly spread from a small area the open space. cal fire estimates 500 acres were burned. people could see the massive plume of smoke across the area. >> i saw the smoke all the way from richmond when i stopped by my mom's house. when i come out here, oh, it must be close to my home. >> the paradise fire, it brought back a lot of memories. scary to have it so close to home but looks like it is getting contained which is nice. >> reporter: an evacuation advisory was issued.

it was lifted around sunset and all roads in the area were opened. most fire crews were wrapped up here. there were still unseen mopping um some of the hot spots and they'll be here to the rest of the night. >> now we just got an update on the fire. it is 526 acres, 30% contained. as i mentioned, there are going to be some crews that are going to stay out here to keep an eye on a few hot spots. nbc bay area news. thank you so much. let's check in with our meteorologist rob mayeda. the red flag warning for parts of the bay area is over but not so long. >> we may see a break before it is likely a stronger and longer lasting wind event setting up for wednesday. we have a fire weather watch up not just for the north bay this time but for the east bay hills and diablo. statewide you can see an elevated risk of power

management issues for all of northern california. you can see the sierra to the north coast and the central coast. these are impacts that could start as early as wednesday night and take us into thursday. this time not only we are dealing with high fire danger but the potential is there for high wind to watch as the mountains are gusting of 50 miles per hour. i will have a closer look hour by hour when we expect the strongest winds to arrive coming up in 12 minutes. thanks very much. power is up and running for pg&e customers. pg&e warned people yesterday their power could be shut off because of high fire danger. well, about 12,000 customers did not have power when they woke up this morning. the power had been restored. everyone around 4:00 this afternoon. people in solano county learned practical ways to prepa

prepare for fires. christie smith reports. >> 2017 i left when it is voluntary evacuation. >> reporter: you can see the hills from her property. she's trying to take more steps to protect her home from this wildfires. >> it is really dry. how do we keep anything coming through from getting up to the house. >> reporter: the green valley highland areas had sill side homes with large lots. >> some of the questions she had about how to best reduce fire risks in areas like this and even about evacuation route were addressed today by first responders. >> the hillside to the west, that was two years ago. >> reporter: including action plans. moneta monitoring social media and carjacking families and setting up a safe town.

the west contra costa school district is restricting students' attendance. chp officers responded to reports of a young woman walking on highway 101 around 5:00 this morning. officers discovered the 17-year-old had been driving a pickup truck and hit a tree earlier. inside that truck was the body of a 21-year-old womrom river bank. the passenger seat, the teenager driver was arrested on suspicion of driving under the influence. the name os of the suspect and e victim have not yet been released. a man confronted two men who were spraying gang related graffiti. one of those men pulled a gun, the suspect spotted hiding in some brush along the highway where the drone came in handy. the 18-year-old was arrested. officers are still trying to

track down the second suspect and that gun. new tonight, a tense situation brewing on the border of turkey and northern syria. a brief statement indicates that turkey was about to invade syria and take custody of isis. this is a long operation, u.s. force will not support and be involved in the operation there. new information of the fast developing inquiry against president trump. a second whistleblower has come forward with information about the president's call with ukraine. the call that set off the echves that led to the inquiry. nbc has the latest from washington. >> reporter: a second whistleblower came forward of information president trump's phone call with the president of ukraine. >> everyday we have received

a man struck by lightning while walking his dog. it is all caught on camera. it happens in the suburbs, north of houston, texas. you see the man strolling with his three dogs when lightning strikes and knocks him forward. witnesses say they saw bolts of lightning hitting the man. you can see the sparks coming from his feet and shoes and socks blown off his feet. good smamaritan rushed to the mn

and for cpr. volunteers are still searching for his dog. a wife of an american diplomat left britain after she was involved in a crash there that killed a motorcyclist. erin mclaughlin spoke with the family's victim. the 19-year-old. >> the family is absolutely devastated. according to police, the suspect is a 42-year-old american woman and wife of a u.s. diplomat. she was questioned by police. she raised the issue of diplomatic community. we sat down down with the parns. an emotional interview, they

temperatures and the sea breeze that's not too strong just yet. in land east bay and the santa clara valley. tuesday we won't have that problem as the winds start to pick up and we get better air quality. for the moment it is still warm outside. 70s around san mateo. half-moon bay, 67 degrees. the winds is less than what we have. you see the sunset outside? we have these mid and high level clouds coming up, upper level system here offshore that's bringing in those cumulus clouds. we are not getting any rain drops out of this but would be nice if we could. for the morning, skies are clear. should be a cool start, 40s to 50s closer to the bay. photos, we are still seeing temperatures in the 60s. we have one more of a little bit

of a hot day in our valley tomorrow. 90 degrees around morgan hill and livermore. trending cooler late day in san francisco. upper 70s in the forecast. temperatures more or less from change today. fast forward to tuesday, 60s and 70s bay side. 80s in land. we'll see gradual cool temperatures by midweek. a stronger offshore wind event takes hold on wednesday and thursday as you will see what these wind speeds. look how these start to throttle as we get into wednesday evening and thursday morning. it is not just the north bay, it is the east bay hills, santa cruz mountains. we'll see a better chance of stronger and gusty winds on thursday. a weak system tries to get through that ridge. it does not look like it is going to bring us any showers. just windy conditions for next weekend.

the apps on your phone can access your number and e-mail address and your precise location. what happens when that data goes beyond the app you signed up for to third party company. vickie nguyen reports on how some of your apps are collecting personal data and tracking your every move. >> reporter: your smartphone is constantly in action even when you are not using it. the app on your phone can access your number and e-mail address

and precise location tracking information about you to build a profile. what was when that data goes beyond the app you signed up for to third party tracking company? >> your phone is sending this extra data to these people that you don't know exist. >> reporter: patrick jackson is the chief technology officer for disconnect. he shows us all the data shared by the app on my phone. the nordstrom rack, third party learned a lot about me. >> you have at&t? >> i do. >> you have an iphone 8. >> i didn't enter any of that information anywhere. >> reporter: there is more, my gender and my realtime location all given to companies i have never heard of. >> this is actually a location close to where i live. >> so this is probably at some point when i am going some where not realizing i am being tracked. not only do they want to suck up your information in the digital

world, they're using that to track you in the physical world as well. >> my app gave out information on my location. it sent my phone's information to five different companies. >> reporter: door dash told nbc news it shares customer data to prevent fraud and improve service, it does not sell customer data and ban third parties from sell thing that da. door dash is not responsible for the privacy practices of third parties. nordstrom did not respond for our request for a comment. the group lobbies for more to protect your data. >> can consumers do anything to fight back with these trackers? >> yes, so you know the app you are installing. >> reporter: if they are collecting our phone numbers,

could it be used for robocalls or spam? >> once that information is out there. it is lightly regulated and the company can do almost anything with it. >> reporter: the only way to control what happens with your information is to limit what you share. >> sometimes consumers think it is too late, i have put information out there and what can i do now, why does it matter? collection information, they need more of it. >> vickie nguyen reporting. >> i used to hang out here. rob mayeda talking about some danger coming this week. >> yes, the the nice thing is the winds are backup tonight. we just got a nice warm evening around the bay area and don't need a jacket if you are around san francisco or san jose outside right now. we are still in the upper 60s and even a couple of low 70s. concord and san mateo, 70 degrees. half-moon bay, 68 in san jose.

as the wind continues to decrease, that's the good news as we can see. see these winds subside. that's good news. especially around the north bay. we had wind speeds up to 35 miles per hour. less winds but still plenty more warming at least for one more day tomorrow. morning temperatures, 40s and 50s. we'll see high temperatures tomorrow raging from the upper 80s around san jose. just a slight hint of cooling along the media coast. notice the high temperatures by tuesday. winds turning strongly on shore. some low 80s in land. bigger concerns by midweek as we see another offshore wind event setting off with stronger winds and likely lasting for about 36 hours. longer duration event, we are about to see bigger impacts in terms of the fire weather watch

which by this point by wednesday will be red flag warnings. this week, we had gusty winds across the north bay. we are thinking what's going to happen by the time we get into wednesday night and thursday morning, gusting 30 miles per hour. before those wind speeds start to ease heading into thursday afternoon. so that system moves out. we'll watch one more for the weekend. as this is the case this time of the year, looks more like a wind event for us as we head towards next week and we see this at the start of october. don't bring us rain but they set up quite a bit of winds. we'll watch the winds on the increase again. as you see tomorrow we'll be the warmest day of the week. wind gusts could get quite strong where we could see wind advisories of a high winds watch. we could see gusty winds on

i am dave feldman. some movie goers got a special price in l.a. the joker himself showed up. i am not kidding. he met his fans before the movie. >> alamo draft house in l.a., joaquin phoenix stopped by several screening to meet fans. that's pretty cool. he was dressed in a gray hoodie and took a few photos and talked about his iconic dance moves in the movie. the mew sovie set a record for debut in october. the biggest october debut. >> it made a lot of money. paramedics in san franciscos are in some high stakes and circumstances. they also take time to have a little fun and even in the most troubled spots in the entire city. >> this is the paramedics finding the moment to dance and laugh and dance. his partner caught it all on camera. those paramedics are part of the fire department. having a good time. there is nothing wrong with
