power out maybe it will save some fires. >> just letting it come and hoping that everythg stas up okay. >> right now at 5:00, the bay area bracing for power outages as fire danger increases. live team coverage on when the rolling blackouts could come to you. >> plus the u.s. ambassador to the european union testifies today on capitol hill, what we could learn about the president's pressure on ukraine estigate the bidens. and officially banned, another bay area city outlaws flavored tobacco products and the crackdown begins today. we'll tell you where, as "today in the bay" continues right now. a very good morning to you and thanks so much for joining us on this tuesday morning. i'm laura garcia. >> and i'm marcus washington. mike has a look at the commute coming up in a bit. first we want to talk about the forecast for today. meteorologist kari hall has been tracking that for us. >> that's going to be what we'll all focus on over the next couple of days and it's going to be slightly cooler today. today is a nice one, as we take a look at our pleasant hill b.a.r.t. forecast. mid-50s will greet you and then

some upper 70s at lunch time today. eventually we'll reach into the mid 80s for the south bay, and then for the east bay, we're going to see a few of those highs still very warm and above normal, but we are continuing to cool off. we'll talk more about this coming up and mike, crews are on the move out of palo alto. >> that's right, preventing some folks from moving through palo alto. we had early cones moving backwards from willow down to university, and now we have approaching marsh getting out of palo alto in toward redwood city. the more slowing as we have, traffic breaks two to three minutes and they'll move cones and crews once again. that's what's going on, on this side of the bay, slowing toward marsh. no big surprises for the rest of the bay. construction north 680 through fremont and disabled vehicle on the lower deck getting to pressure island out of sf. back to you. >> thank you, mike. developing this morning, preparation and planning across the bay area for possible rolling power outages. portions of alameda, contra

costa, napa, santa clara, solano and sonoma counties could feel the impact and pg&e warns it could mean days without electricity. we're hearing from school districts putting families on alert. oakland unified and santa rosa schools. the outages could take effect within the next 24 hours and this is all in an effort to avoid devastating wildfires. >> "today in the bay's" thom jensen live in lafayette, one of the places there are concerns about hot, dry winds potentially damaging the power equipment and sparking fire. how are things looking out there today? >> reporter: right now they're looking good, but good morning you guys. the places that they're talking about especially in the hillsides around lafayette where we are right now, those areas that see those high winds typically other areas include pleasant hill, walnut creek, mara ga, orinda, those areas that typically experience the high gusting wind events this time of year but pg&e also warns

that even their shopping centers like the one we're in right now and neighborhoods that are outside those immediate wildland fire danger areas could also be affected depending on where they shut the power down, where they have to, anyway. a long time contra costa firefighter told me yesterday we are in the height of the most dangerous part of the fire season. he said his stations are ready for power shutoffs and ready to jump in to action, if needed. this is what they train for all year, he said. pg&e is monitoring the situation from its control center in san francisco, and will make the final call on if and when power will be shut off, and it's asking the public to do its part to be ready, too. >> whether that's getting their medication ready, whether that's getting backup power generation, we want to make sure they are ready for the potential power shutoff. >> we start owith extra ice bottles and ice packs so

hopefully, with plenty of notice, we'll just have to deal. >> that woman who lives right in this immediate area where we are right now said she'll also, she also has all of her cell phones charged and on her other devices and backup portable chargers ared to go. long-term she says her family will likely also probably buy a power generator because these dangerous fire seasons and emergency power shutoffs are likely part of life for a long time to come. pg&e is trying to remind people and they've gone out on social media this morning and on radio, reminding people to sign up for their warnings and updates, update your information. we made it easy for people, we show you how to do that on our website, nbcbayarea.com. we're live in lafayette, thom jensen, "today in the bay." >> the warnings could be the difference between life and death. if you happen to face an extended outage due to fire threat pg&e has tips for customers to follow.

make sure you have enough food and water to last you a week and ice to keep things cold and also have backup chargers for your phones and if you have to leave your home make sure you know how to manually open your garage. you may want to stay with family or relatives with the outage if you can. >> we want to talk about possible weather dangers associated with this. >> pg&e posts all this information on their website, so it's giving us a look at where and when they may turn off power as a safety precaution ahead of this, and they call it a public safety power shutoff potential and we have it on wednesday as well as thursday, and it may continue into friday as well for some areas. this is a look at the relative humidity and so far this fire weather season we have not had this combination of critically low humidity as well as very high winds, and we're also at the peak with some very dry fuels, in some of those bay area hills. here we are taking our time line

into tomorrow afternoon, and look at how low that humidity goes, down to 9% relative humidity, and so we could see for several hours the very critical levels of low humidity, and also some gusty winds. the purple shading shows you where those winds will be gusting the highest. it's a combination of the two that will mean the potential of any fires that develop could spread very rapidly. so we do have a red flag warning in effect. this is one of the highest levels that we could give you a heads up about the potential of quickly spreading wildfires, and now it does include the santa cruz mountains, parts of the marin county hills into the north bay, as well as the east bay hills over toward the diablo range so we'll continue to watch this. you want to make sure you have the nbc bay area app to get the late's lerts. alerts. we'll have the push alerts coming to you at any point of the day so you get the latest information and i'll have another look at the forecast, that's coming up in a few minutes.

>> kari, thank you. 5:06 for you right now. a key figure in the ukraine scandal is set to answer questions today as they seek more evidence in the president trump impeachment probe. tracie potts has the latest from washington. >> reporter: gordon sondland is in the hot seat today, a trump appointee ambassador to the european union. democrats want him to explain text messages offering ukraine a white house advise nit exchange for investigating joe biden. >> it's a scam by the democrats to try and win an election. >> reporter: in those texts, sondland tried to shut down a diplomat who questioned withholding aid from ukraine. lawmakers have subpoenaed the secretary of defense, and white house budget director for documents on that. >> let's hear all the evidence. >> reporter: they're still trying to determine if the original whistle-blower will testify about president trump's phone call with ukraine's leader. >> it will be interesting to know if either one of the whistle-blowers were legally allowed to or did they get

illegal dissemination of information. >> reporter: "the washington post" reports lawmakers are considering extreme measuring including a disguise and meeting at a secret location to protect the whistle-blower's identity. as for the other state department employees who were supposed to speak with lawmakers, that's still in limbo. one was a no show yesterday. tracie potts, nbc news, washington. developing now, turkey's military is gearing up for a possible military strike in syria, as soon as today. this comes one day after u.s. forces started withdrawing from the area. the turkish defense ministry is already saying all preparations for a possible military operation in northeastern syria are complete. many fear the u.s. withdrawal would leave kurdish-led forces that have long been allied with the u.s. volume in youlnerable d offensive by the turkish military. president trump approved the american troop withdrawal after a p call with turkish

president and without any warning to the u.s. military or lawmakers. >> it is 5:08. the supreme court is expected to hear arguments today surrounding federal protections for lgbtq workers. a set of cases being brought by three americans who all say they were fired based on their sexual or gender identities. historically the court has expanded lgbt rights such as same-sex marriage. however, cases dealing with lgbtq issues have never been heard while justices neil gorsuch and brett kath ka brette on the court. in the midst of an endeppic, san carlos is cracking down on vaping. today the city will begin enforcing its ban on flavored tobacco products. it originally adopted the ordinance six months ago but then allowed time for retailers to get the products off their shelves. as of this morning, flavored tobacco products will no longer

be sold in pharmacies and using any flavored tobacco products including ecigarettes will not be allowed within city limits. cindy chavez makes her pitch to make over the county fairgrounds. chavez is talking about opening the fairgrounds for possible business partnerships. it may include a new sports facility. you don't have to worry aut losing the county fair or other events tied to the fairgrounds, she'll present during today's board meeting. >> right now at 5:10, as we get ready to head up and out the door, a slightly cooler day especially in san francisco. yesterday we were hitting the mid 80s. today most of us will stay in the 60s, so a pretty big cooldown. you'll probably wear the jacket throughout much of the day. we start out at 58 degrees, clear skies but there will be a few clouds moving by, by later this morning as the fog develops. going hour by hour for all of our microclimates, we take you

to 10:00. danville at 72 degrees. we're at 66 in novato and at 2:00 this afternoon, some of our high temperatures inland will still be warm, reaching into the mid 80s, but then cooling down for the evening. we'll talk about when that fire danger goes up, and as we head out the door, mike, it's tuesday timing in effect. >> that's right, a little bit earlier for the buildup at the bay bridge toll plaza. a few more cars typically hit the tuesday commute and we call it traffic tuesday because the volume is bigger than on mondays or wednesdays. we're looking over here toward the buildup at the bay bridge and we should see the metering lights in the next few minutes. no problems on the approach, everybody's getting there, that's why it's so popular right now, an easy drive through contra costa county, mild slowing shows up a bit through pittsburg and bay point. over here no major problems. crews on the move through palo alto for north 101 as well and mass transit plenty of options, no delays right now. back to you. >> let's hope it stays that way. coming up for you this morning, 5:11 right now, and all new, facebook is paying out a

tri-valley, a live look in dublin, clear skies and we'll haveemperatures in the mid-50s again this morning, as you get ready to head out the door. that does lead into another warm day, up to 80 degrees at 1:00. we'll talk about some bigger cooling ahead, also some strong winds and that fire danger that's coming up in less than five minutes. over here in palo alto, we had to dim the lights a little bit. all the backup, a quick traffic break once again as you travel north past willow. 'll show you how big that shows up on your map and whether it's a lasting problem for your peninsula drive. >> and a very good morning. a happy tuesday to you as well. fed chairman powell speaks at a conference today. san francisco's levi strauss reports profits after the closing bell. activision suspended a professional video game player, taken away his prize money after he supported pro-democracy protests in hong kong, this comes after china started to punish the nba and the houston

rockets in particular after an official with the rockets said he supported protesters in hong kong. th rockets and the nba back pedaled fast. china's reportedly banned an episode of "south park" that was critical of china and its influence on american art and culture erasing any evidence of this episode from chinese social media or their version of youtube. "south park's" creator responded with a tongue-and-cheek apology. "like the nba, we welcome the chinese censors into our homes and into our hearts. we, too, love freedom and democracy." the white house put together a new black list naming 28 companies that will not be permitted to do business in america or buy american products including a company called sense time, this is the world's largest ai startup. a picture of sensetime offices in china, it's skroinvolved in tracking the uighurs in china

using facetime technology. nvidia makes powerful chips used in ai. nvidia not responsible for any of this but watch shares of nvidia today. we know houses in the bay area are expensive. palo alto is the center of expensive homes. six of the ten most expensive in the u.s. sold in palo alto, standard homes run $3 million. this one "the journal" says was $11 million, seven bedrooms, 6,000 square feet, about six times the size of my house but $11 million is just astonishing. six of ten of all the homes sold in the entire u.s. the most expensive in palo alto. >> six of ten, wow, i believe it. >> since we're talking about millions this story here, facebook have agreed to pay a group of its advertisers $40 million, part of a court

settlement. the plaintiffs say the social media giant inflated the amount of time its users watched their videos by up to 900%. advertisers say the wrong metrics helped convince them to buy even more services. facebook admitted no rowrong adoing as part of the settlement. some stunning moments caught on camera, the gustnado in thailand. the footage taken outside of a gas station, over the weekend about an hour outside of bangkok. the gustnado lifted roofs and signed and caused damage to several homes and cars nearby. no word of any injuries. look at that. >> it's like that tube you see in the science museum. >> i've never done that. it's fun to watch people do it. you have? >> my hair is still -- >> that explains it. >> now we know! >> it's really interesting to see that, because in california, we see dust devils in the central valley, so it kind of forms the same way, and it's

really amazing. so we're starting out this morning in san jose with a live look outside, before you get ready to head out the door, it is a cooler start to the day, and we'll have a nice still warm afternoon, but you do have to be prepared for a chilly start and a very warm day. so if you're about to head out the door in oakland, going to the fruitvale b.a.r.t. station expect the temperature to be at about 56 degrees. low 60s at 9:00 and we're going into the rest of the day with some upper 60s and low 70s. let's go through all of our microclimates and go hour by hour. we take you to 10:00, we're seeing some upper 60s in san mateo. san francisco only at about 63 degrees. you'll feel some big cooling there today, especially compared to yesterday, where we were in the mid 80s. we're only going to see those mid 80s for the inland east bay, as well as the south bay, and up to the north bay. so our inland areas will still have some very warm temperatures, but we are starting to get just enough of

an ocean breeze to cool it o for the coast as well as the bay. starting tomorrow, our fire danger increases, mainly because we'll have a shift in the wind and we could see some gusts up to 55 miles per hour. we haven't yet had this combination where we have really high winds and then critically low humidity and that also matches up with a lot of dry fuels out there. so we have this dry descending air and low humidity that will combine starting tomorrow morning and continue through thursday, and that's the reason why we have the red flag warning in effect for all of the areas shaded in red. we'll be watching also for the potential that the power could be shut off in some of those areas and we are going to have a cooldown that continues for the rest of the week and also continuing through the weekend. mike, you're tracking more delays on highway 101. >> part of the continuing little traffic breaks going on through palo alto. just before the break we showed all this backup toward willow and it's starting to clear once again, we still have a few crews

in the area, so watch between university and marsh for the northbound side and the southbound side you may see a traffic break or two coming down in the same area in toward menlo park. that's what's going on in many spots of the bay. 680 shows slowing around vargas for northbound 680, a blip through fremont no major concern. over here just over 20 minutes from marsh creek road, southbound vasco road where it narrows down to two lanes to one lane, we see that slowing starting. so the volume of traffic building coming out of brentwood and discovery bay, and no problems, it's what to be expected headed toward 580, just about 20 minutes now for that stretch and more slowing through pittsburg and bay point typical out of antioch, the early commute headed to walnut creek, still at speed for the interchange there. a nice drive through the maze and the upper east shore freeway. the bay bridge toll plaza typical pattern earlier on tuesday than the rest of the week. we see the backup forming and the metering lights on and slowing for the fastrak lanes. back to you. >> thanks, mike. coming up next on "today in

5:24 for you right now. six days into the santa clara county service workers strike and both sides appear to be dug in. >> anyone passing by county buildings yesterday would have seen a lot of picketing going on. this is a rolling strike, meaning only certain segments of the 12,000 workers union are walking out every day. yesterday's walkout shut down critical social service agencies in san jose and gilroy. we spoke with one man feeling the impact. >> i came here to finalize

medi-cal services for myself and they told me because of the strike, service will be interrupted until tomorrow. >> the county says many of the interruptions are temporary and all urgent services are still fully operational. right now, there are no new contract talks scheduled. happening today, san francisco leaders meet to tackle the problem of gun violence in the city's bay view district. they're holding what they're calling the first ever guns down summit. police will join community leaders and cityresentives to devise new ways to try to reduce the violence. it's an historic move in the fight against hiv. residents in california have easier access to hiv prevention pills. governor newsom signed a new bill into law that will allow patients to buy the medication without a prescription. pre and post exposure drugs are covered, something supporters say is the first for any state. the law was coauthored by state senator scott weiner of san francisco.

a sweet deal if you haven't seen inside the new chase arena. >> fans paid $5 to see the warriors but it was only to see them practice. the team says about 17,000 fans came out for open practice and they got to watch steph curry have some fun. the whole team was there, including the injured klay thomps thompson. several lucky kids got the chance to shoot hoops with the team. all the proceeds are going to the warrior community foundation, they host the t-wolves thursday night. i hope they do that again. >> that was a good deal. let's talk about baseball and playoffs. the yankees sweeping the twins, they advance to the american league championship series, where they'll face either the astros or rays and in the national league, the dodgers couldn't hang on in washington, d.c. the nationals win 6-1. the series now tied. this is one of two winner-take-all games. 5:00 tomorrow atlanta takes on st. louis in the other. coming up here the top stories we're following on this tuesday morning.

good morning to you on this tuesday. a live look outside traffic is moving along in dublin. mike is keeping his eye on that literally. he'll have more of that coming up in just a bit. good morning to you. thanks for starting your morning here with "today in the bay." i'm marcus washington. >> and i'm laura garcia. we have to watch weather conditions today as we're preparing for the rolling blackouts. >> that's the potential we'll see over the next couple of hours or couple of days rather but we are going to start out this morning with fog at the golden gate bridge. it is back and will provide some cooling here as we go into the morning and early afternoon. yesterday san francisco was in the mid 80s, but today we're only going to see highs up to about 70 degrees. we have some mid 80s still for the inland areas, but some significant cooling continues in the forecast. so i'll have more on that. mike, you're looking for a crash on the east shore freeway. >> with the help of ben over in our operations center we scanned

the east shore freeway. i did see traffic jamming up just as you're approaching powell and the berkeley curve. it smoothed out but did look like there was traffic slowing to clear a vehicle. it was gone by the time we spotted it and no slowing on the sensors but you saw the volume headed toward the backup already at the bay bridge. the commute is on at the bay bridge toll plaza, and approaching the maze. the rest of the bay shows a nice smooth drive but look at, this north 680 in to fremont slowing headed toward vargas. a couple lanes blocked by overnight crews counter commute, heading up from the south bay in toward the tri-valley and here through fremont it's a smooth drive as well, well lit at the truck scales. the flag over there is calm so that's what we're talking about, the potential for winds developing overnight and we're going to talk about that in a second. i want to make sure i did check on the peninsula, there we go, more flashing lights over there at willow, the last of the crews that we see in the live shot here, as you are traveling north through willow. more slowing toward marsh, looks like that traffic break cleared.

should be all clear on the peninsula. back to you. >> thank you very much. developing this morning, we're talking about all the preparation and planning that is going on across the bay area, because of possible rolling blackouts, several bay area counties could be affected and all of this of course comes almost exactly two years to the day after one of the most destructive firestorms in california history, the tubbs fire that devastated neighborhoods around santa rosa. one of the neighborhoods destroyed was coffey park. >> "today in the bay's" pete suratos is live in the park. we're seeing another threat once again? >> reporter: yes, guys, look, of course as you mentioned it's the second anniversary of the tubbs fire, and we're standing in coffey park, one of the hardest hit areas in santa rosa when that fire took place. behind us they've begun to rebuild a number of the homes. we were here a couple of years ago, a lot of devastation when you talk about the damage done

from the tubbs fire. here's video from that scene or following that tubbs fire, where the homes were completely devastated following it. we know that 22 people were killed in that fire, and it's taken years just to rebuild this area. now following these fires, power lines have been a focus when it comes to fire prevention, not only here in santa rosa, guys but really all across the bay area, and it's exactly why today we're going to see pg&e begin to conduct the power shutoffs throughout the bay area. here is a map i want to show you guys, this is an interactive map from pg&e of the areas that will be affected by these shutoffs. you can see several counties there including contra costa, solano county, santa clara county and in near this area where we're standing in sonoma county, and also parts of napa county impacted by these power shutoffs from pg&e, in fact here is what residents in that area are saying about it. haven't been really been doing anything about it.

food which is the majority of which is donated. >> here is a live look we want to show you of pg&e's page we're monitoring that. it shows you the possible shutoff in neighborhoods by the neighborhood you can see there. we're going to have team coverage throughout the newscast as well as throughout the week. we put a link to this page if you're interested on our website, that's nbcbayarea.com. also you can use our mobile app to get those updates as well. also on facebook and twitter this morning, i actually put out a link so you can actually put in your address to see if the outages are going to affect your home, your work, your school, because a lot to be concerned about. >> that's very important. you want to prepare ahead of time. we heard people talking about getting generators and you have to use those properly in a well ventilated area. we have all of that information as well on our website. here is a look at what i see from the pg&e website, it shows the areas that may potentially be highlighted for what they call a public safety power

shutoff, and the potential and it will be in effect for tomorrow, as well as thursday and here is why. we haven't yet had this type of combination of high winds and very low humidity, yet this fire season. we go into tomorrow morning, we see the humidity levels still fairly high. the winds will start to pick up, and then look at how low the humidity gets as we go into tomorrow afternoon. that's 3:30 and we're seeing single digit relative humidity in parts of the north bay and lower in some of the higher elevations. so that's going to be the concern going into tomorrow, and the reason why they've issued that red flag warning, so we'll have all of that information once again make sure you have that nbc bay area app and also the information on nbcbayarea.com. marcus and laura? >> thank you, kari. >> we have much more on the possible blackouts as kari just mentioned on our website, including the tools to find out if your address is on that potential outage zone that i mentioned. i put it on facebook and twitter as well this morning for you to

share. it's also on our website, nbcbayarea.com. >> 5:36. police are questioning five people in connection to gunfire at a pittsburg bay point b.a.r.t. station. someone fired shots on the platform about 7:00 last night, sending people running for cover. no one was hit by gunfire, but police shut down the station for about a half an hour to investigate. it's still not clear if any of the five people detained will be charged. general monger robert powers is holding a twitter town hall this afternoon. he says today's online event is a great chance to ask questions about b.a.r.t.'s service, policies, safety and projects aimed at modernizing its system. the interactive event begins at noon and ends at 1:00 on b.a.r.t.'s twitter page. powers was appointed as party's general manager back in july. the 49ers right now are an unstoppable train, they're saying, and still undefeated. >> absolutely and fans are pumped. this is after the niners easily took down the browns.

>> kris sanchez put together a quick guide for us, when we were going through the same situation last month. >> hi there, laura. this is all the stuff that you're already supposed to have ready in your earthquake preparedness kit, so i know that yove tu res toge but in case you need a refresher, let's start here. we have to have enough food and non-perishable goods for a week's time, about a gallon of water per person in the family, all nonperishable goods that your kids will eat and don't forget something to open that with, that would be a bummer to have the canned goods and not get in. if you have a pet, make sure you have something for your pet as well. make sure that your phone is fully charged, if you have a backup battery, you want to have that charged as well. any medication that you need and basic first aid kit, bactene and band-aids, if you have medications that you have to take every day, make sure you set some of those aside. also make sure that you have your flash lights ready to go, and extra batteries as well,

because you don't know how long that power is going to be out. family documents, anything necessary, insurance cards, copies of things that you can just put into an envelope and have that ready to go and cash is king and our advice is always to have small bills so that if you go someplace, a convenience store that has no power, you have a $20 bill, suddenly something that costs you $1 will cost you $20 because there is no change. so that is part of the advice. we don't know how long the power will remain out but it could be up to a week's time is what they're suggesting you be prepared for and also you can find this emergency checklist that you can print off, it's pretty kid-friendly so you can get the kids in on that preparation list. that's good information. as you get ready had get up and head out and preparing for that possibility, we are going to have some slight cooler air, slightly cooler air today. a live look in oakland as you get the kids out the door for

school we'll start out in martinez at 53 degrees. it's a chilly start but there will be another warm day as we lead into low 80s. here is a look at our high temperatures for this afternoon. we're not talking about 80s and 90s but we are going to have a cooldown in san francisco, especially yesterday, we were 85. so we're up to 70 today. 85, still very warm in livermore, and we are going to continue to see our cooler air coming in from the north, but also as it does so, we'll have some low humidity, and a fire danger that will increase as the winds pick up, starting out tomorrow morning, and going through thursday so that's the reason why we do have the high fire danger for all of our hills. not only in the north bay, but now for the diablo range and the santa cruz mountains. we are going to see that potential of some very dry air, and red flag warning so that means that any fires that do develop could spread rapidly because of the conditions, and so we're going to see those winds picking up starting out tomorrow, when the red flag
