this morning bringing you this, a fire that's burning in the hills of moraga not too far from st. mary's college. good morning to you and thanks so much for joining us. i'm laura garcia. >> i'm scott mcgrew. marcus washington has the day off. the fire was burning near merrill drive and sanders ranch road about a mile south of st. mary's college. now our bob redell is on the frontline of that fire. >> that's right. it looks like firefighters made a lot of progress so far. this broke out about 1:00 this morning. >> reporter: correct. i just spoke with a captain with the moraga fire department on the front lines since this fire started and he said to us the fire is out. we're on the western edge of the fire line. that is sanders ranch. we see the flashing lights where the fire trucks are located. that's where the homes are,

about 100 evacuated when the fire started at 1:00 this morning. the captain was telling me how erratic the fire behavior was and how dangerous it was. it was initially about a half acre to an acre. when they arrived it quickly took off. it jumped to 20 acres. they credit stopping the fire they had a lot of resources on the fire. they were staged throughout the area and it goes to show and i was asking about this, the state of readiness firefighters have now begin what happened in paradise two years ago in the north bay. they were prepared for something like this. he told me up here he felt the winds had gusted up to 30 miles an hour. you get a sense how steep this terrain is. a lot of work that was done. officially the containment

downstairs is at 60%. the captain said they have fire lines around the entire perimeter of the burn area. they have dozers out here cutting lines. they'll be able to cut the containment numbers but telling me about the firefight, you can see some of the burned area. the fire got so intense one of the crews out here their line was engulfed and that fire hose was burned so that would be useless at that point. no injuries and all the homes were protected. reporting live on the merll fiob redell, "today in the bay." >> continued good news, bob, thanks. >> very much so. very concerning for people who live in the area. i want to check in with sharon

katsuda at the staging area where a lot of those people were forced to evacuate to. >> reporter: right now we are here at the st. monica's church and this is the official evacuation area. you can see behind me still dozens of evacuees inside wrapped up in blankets and some still in their pajamas, some with their pets. this is where they're coming to get warm coffee and food. earlier we were at safeway in moraga where there were hundreds of evacuees. many have been allowed to go back already. sanders ranch residents have to wait longer. with me is a sanders ranch resident. tell me how did you first get alerted to the fire? >> it was 2:15 this morning and my phone beeped and there's a fire in sanders ranch. we had to evacuate immediately. >> what did you see when you

went outside? >> i saw a huge glow, a very scary glow in the distance. not too far distance and it was smoky. you knew you had to get out very quickly. >> reporter: a lot of your neighbors told me they did not receive the nixle alert. how do you think it's possible you got one? what did yours say? >> mine said immediate evacuation in sanders ranch neighborhood in morabito. >> reporter: and have you received updates? >> the last one came in at 4:40 saying we were still under evacuation but the fire has been contained. >> reporter: what were you able to grab before you left? >> we couldn't turn the lights on and grab things and see so i quickly grabbed passports and birth certificates. my husband grabbed his computer.

>> reporter: even though you had power shutoff you weren't prepared to evacuate. >> , we weren't. we came out as quickly as we could and had to wake up his parents, too. >> reporter: thank goodness you're safe. thank you for taking the time to talk to us. firefighters con taped the fire. many relieved neighbors here. back to you. >> hey, sharon, really quickly, do they have generators there? is there power back on? >> reporter: that is a very good question, laura. as you know we just came from the safeway parking lot. and as we approached this area i was surprised to see it's very dark. i had to use my flashlight to get to the restroom. everyone was using their phones and flashlights.

this church is also out of power, no generators working here that i can see. but, for the fortunately they are wrapped up in blankets from the american red cross. >> good to see there. the power was turned off 11:00 so it was illuminated. >> with power out before the fire, we don't know wt caused the fire. it is notable power went out before the fire started. >> then you think of trying to evacuate when the power is out as well, the roads are very dark in the area. great concern about winds overnight as well in that area. we're going to have the humidity and high winds until about 5:00 as we get ready to head out the door. a lot of people have to head out to work. it is a chilly start. low 50s in san jose. we're going to lead into some low 70s by noon and it will be slightly warmer by this

afternoon. but i do want to show you those wind gusts we've seen in those areas around moraga. we had a gust up to about 35 miles per hour earlier this morning. mostly 20 to 30 miles an hour. in the last hour gusts up to 72 and we have gusts up to 76 miles per hour. now we know that's up higher in elevation. the valleys are only getting two to three miles an hour so a huge di are going to see still throughout the day some high winds and that low humidity causing a fire danger in the high elevation areas and it's just a fairly mild day. it's a big difference from the low valleys to the mountain tops we have around the bay. and, mike, you're seeing more traffic than yesterday. >> kari, judging by the volume

at the bay bridge toll plaza, we have fastrak and cash lanes showing a build. this is typical for a thursday. yesterday was lighter than your typical wednesday. a lot of folks stayed home adjusting to schools being out as well as the notice tracking how winds were developing. right now a typical pattern at the bay bridge. no metering lights just yet. we will need them judging by this build. meter traffic getting on the freeway and metering lights may be out if the power is out in the area. that note we gave you yesterday as well, be careful. the intersections may be out as well. new outages that kicked in last night. we see some more winds kicking in as well showing on our index and the north bay still has the shutoff. we're watching the major intersections but they're okay. tracking the fire southbound at mt. tamm. over here more of a concern in moraga and the caldecott tunnel. overall traffic very smooth.

to the latest breaking news on the power outages. in purple are the ones without power. the second round, the planned power shutoffs got under way portio of contra costa, santa clara and alameda county. pg&e projected another quarter million homes and businesses to lose power in that phase two. of course this is in addition to the hundreds of thousands of homes and businesses already without power. in the initial shutoff in the north bay. some power has actual ly alread been restored. more homes are supposed to be back on line this morning. coming up next on "today in

good thursday morning. we are still under a micro climate weather alert as we look at our temperature trend for concord getting ready for the

day with a start in the mid-50s that will lead into low 70s by noon. it will be warmer today and still windy. i'll have more on this and a look at the rest of the forecast in less than five minutes. a smooth drive, a clear view. that wind keeping things clear there in the north bay we do have a hillside fire that was contained. a smaller area being well treated by fire on the scene. that's why we have two lanes blocking there. good morning, i'm frank holland at cnbc headquarters. today's top business headlines. wall street is set to open up in the red as investors gear up for a day of high level talks. both countries made no progress in deputy level trade talks.

the report said higher level talks would last just one day instead of two. futures recovered some of the losses after the white house said the report was inaccurate. a setback that could cool off tensions, the white house planning to issue licenses to american companies to sell nonsensitive goods to huawei. approving these licenses in a meeting last week. washington had black listed huawei in may. bed, bath and beyond has a new president and ceo tapping former target executive trenton to lead the company starting november 4th. his appointment comes a week after they announced they were closing 60 stores by the end of 2019. more than the 40 locations previously planned. scott and laura, back over to you. >> thanks, frank. a live look across the bay

area for you. we are in a micro climate weather alert. a red flag warning in effect is triggering the tens of thousands of bay area power outages right now. we had about 200 thousand people across the area without power. >> it is something to watch. we'll look at san francisco. notice the camera is just shaking around. this is on top of san bruno mountain. we will have gusty winds throughout the morning but are expected to subside. seven-day forecast is up at the bottom of the screen as we look at our top wind speeds and gusts around the bay area mostly in higher elevations but then we see even in spots like santa rosa gusts up to about 28. most of our other gusts mostly at about 3,000 to 4,000 feet have been at about 70 to 76

miles an hour and we are in spots where the elevation is 1,000 to 2,000 feet it's been at about 30 to 40 miles an hour. we are once again seeing some really high winds, but the valleys are not feeling it so much. even as we go throughout the rest of the day breezy. mosts gusts will be for some of the hills for the diablo range, east bay and the north bay hills. we should see some improvement in the santa cruz mountains going throughout the day as well. we'll see a shift in the wind and it's not going to come in from the north but more of a southerly wind. we start to see the storm system that's bringing in a push of cooler and drier air that moves away from us. the danger that we'll have throughout the day and so we're starting out this morning with a lot of the relative humidity percentages in the teens.

we will see teens and low 20s but then it will get dry again going into the rest of the day. looking at the north bay down to 7% to 8%. it will spread more rapidly when the air is more dry and crisp. our temperatures reach into the low 80s. slightly warmer than yesterday. san francisco warming up. 82 in livermore. 84 today in concord. some changes going into the weekend as that storm system moves away it will still be windy today but tomorrow starts to calm down a bit. we will keep the warmer air going into saturday. another storm system moves across the pacific northwest off to the east but won't be as close. we wasn't have the high wind gusts today.

we're reaching into the upper 70s and low 80s for the inland areas and for san francisco a bit after cooldown as we see the fog returning by the end of the weekend. mike, you were checking in on that crash in fremont. we're looking at a smooth drive. much like yesterday all of these speed sensors are at the green level. we are seeing more traffic in key spots more than yesterday. that's typical of a thursday compared to a wednesday anyway. we're still expecting less of a commute because more folks are staying at home with the outages and tracking that. a power source for the lights, fire suppression, and the rest of the bay a smooth, easy drive. we have been tracking just over here the area where the merrill fire continues.

that's st. monica's church area. that is indicating the fire is not as widespread. the initial impression it would go up to st. mary's but it has stayed south of there. no problems. vital the caldecott tunnel, clear this morning and continuing to move. just off that bridge dry. fire crews are on scene. 100 feet by 30 feet and they have it well under control. we're on edge with any fire with winds kicking in. back to you. >> thank you, mike. guess what's back in the bay

area. the blue angels. they ted out this photo. hopefully you've seen them before in person. the daredevil squadron thrilling crowds. a million people expected to attend this weekend's fleet week air show. as soon as today you can see the angels in the skies above san francisco. today and tomorrow the blue angels are scheduled to hold their practice run. those are fun to watch. the schedule loosely calls for a 1:00 p.m. flight time but it can vary. if you're in san francisco keep your eyes to the skies and you'll see quite the show. it's stunning as it passes over the bridge. we're following developments on several angles of this morning's big story, the tens of thousands of people without power across the bay area. while many people remain in the dark, we'll tell you about a step one bay area city is taking to stop crime. from the couldn't be prouders

morgan hill under a curfew. >> while the lights were out so were police. several suspects found that out the hard way. >> reporter: the morgan hill police department's decision to enact a curfew didn't go well with everybody but it certainly was effective in shutting down crime in at least one neighborhood. a captain with the morgan hill police tweeted this about 2:00 this morning. great job tonight by morgan hill patrol officers arresting two suspects who were burglarizing cars. even before the power went out police rolled out a mobile command van to provide visibility. >> a lot of people understand were because it's just community safety for everybody.

some don't agree with it and that's fine. everybody is entitled to their own opinion. >> we did find folks frustrated they weren't given notice. kris sanchez, "today in the bay." also new this morning those small plastic bottles of shampoo and conditioner will not be inside hotel rooms. they'll have to use refillable dispensers. this applies to all california hotel rooms and takes effect in 2023. governor newsome reversed a prohibition on the drug. under the new bill school districts will get to decide if parents can administer it to their children at school. the law is expected to take effect next year.

we've been on air since 2:30 this morning bringing you breaking news of fire burning in the hills of moraga. good morning to you and thanks so much for joining us. it's 5:30. i'm laura garcia. >> and i'm scott mcgrew in for marcus washington. about a mile south of st. mary's college. "today in the bay's" sharon katsuda live at a safeway being used as a staging area. some of the evacuees found themselves there early this morning. >> it is now 5:30. >> reporter: i'm talking very quietly because the police department is now making an announcement. let's take a listen. >> please go ahead and gather your belongings.

we will have officers out monitoring the repopulation. drive safely. don't be in a rush. we'll get everybody home. we want to get everybody home safely. be patient. >> reporter: the evacuees are being told by police -- they are hearing their home are just fine and they are now being allowed in their neighborhood and can go home. what happened this morning? how did you get the alert to get out? >> i was just getting to bed and i smelled smoke. i saw a bunch of fire trucks going by. concerned but went around and did my own business at home and then we started hearing people honking as they were driving by and the megaphone to evacuate

sanders ranch. >> reporter: what did you see? >> about 20 to 25 fire trucks driving. if i looked behind my house i could see the fire and the smoke in the sky. >> what did you see when you saw that? >> i woke up my wife and kids. we get our picture albums and passports and evacuated. >> you also told your neighbors? >> our neighbors travel quite a bit. i knocked and there wasn't an answer. i knocked really hard and woke them up so they were able to evacuate. >> reporter: good news. looks like you're about to head back. thank you for joining us. we're limited as to where we can go right now. these neighbors at this table actually had a lantern set up on their table because this st. monica's church is out of power. there's a power outage here,

too, in this area. they're trying to make due and the american red cross stepped in. they had to bring hot water from oakland to serve to the evacuees so a lot of neighbors helping each other out and now getting word they can head back home. very good news here. that's just happened minutes ago. back to you. >> great news for those people. the power went out about 11:00 last night. let's check in with kari, watching those winds in the north bay in particular. >> this is where we're seeing in the higher elevations wind and the red flag warning continuing. and so our humidity is low. we are looking at winds anywhere from about 20 to 30 miles an hour with higher gusts. the red flag warning highlights all of these areas in the santa cruz mountains, parts of the east bay hills, the diablo range

and the north bay and into marin county. we've seen most of these gusts occurring at about 3,000 to 4,000 feet. some of our higher elevations up to about 50 miles an hour during the overnight and then we had a gust up to 37 there. mt. diablo gusting up to 72. higher elevations guesting the gusts. as we go into the 6:00 to 7:00 hours most of our winds are at about 15 to 20 miles an hour. then we go into this afternoon. we start to see the winds subsiding and by this evening we start to see a shift in the winds coming more souther ly.

the humidity is critically low. as we start out this morning in the teens and low 20s it will drop down to the single digits today and very dry air causes the fire to spread rapidly especially when you have a little bit of a wind to advance it. that's what we'll be monitoring throughout the day. we have to be careful with sparks. that's the issue today. we just have to be really careful as we go about our business and so, mike, you are seeing the lights are on at the bay bridge. >> they have power, lights and a backup. really this is where the focus is throughout the east bay. while the lights are on we don't have lights all over the bay. just got word someone reported the signal is out off 680.

that signal is out presumably because of the power shutoff in the area. folks are saying that's a dangerous intersection and there's going to be a crash. but there's nothing that chp can do about that if pg&e has cut the power in the area. reminding folks, remember, when you get to an unmonitored or uncontrolled intersection treat it as a four-way stop. that means the person who arrives there, if you tie someone, the person on the right goes first. the lights, the exhaust fans, the fire suppression system keeping everything safe. we heard from sharon katsuda the folks are able to go back to their homes. we've been following since 2:00 in the morning. we're looking at southbound 101. as you head down the tamalpais exit. that was the case yesterday. a lot of north bay signals still

out. no major problems from napa. the lantos tunnel is still open. it's 5:37. breaking news, the historic power outages, a live look or rather a screen shot look at the overnight outage map. we got there about 2:00 a.m. the purple areas are without power. for most of the overnight this has been unavailable on their website. too many people trying to access it. they got under way around midnight and alameda counties. in addition to the hundreds of thousands of homes and businesses already without power from the initial shutoff so some

power has been restored. more homes are supposed to be back on line this morning. laura, pg&e is having some trouble showing the maps but nbc bay area is not. we're up and running. >> watch how i can control it. it shows you the blanketed area of who doesn't have power. those areas in purple. actually look at the areas that are out of power right now. it really varies depending on where you are so, for example, perhaps where you live and work are different places. downtown san jose appears unscathed right now but then you move to the east here, the foothills takes you down to the streets area. so if you're in off white road, portions of it to the north are completely shut off but then

down to the south and it shows you where else it picks up. the silver creek area completely out. right in here a little slither, these people here completely unscathed from the power outages. it just depends on where you are, which is a good reminder as well. you could have power this morning but then you go to drive off a different area and the power is going to be off. you need to stop at the stoplights, yield if they're not on. the villages on the east side of san jose completely out. a good illustration of what is out and you can zoom in. certain neighborhoods you could be right next door to a neighbor and not have your power out.

right now at 5:43 we are still under a micro climate weather alert. as we continue to monitor for the potential of any spreading wildfires. as we get out the door in san jose over to willow glen with our temperatures in the low 50s, we'll see a lot of sunshine and slightly warmer temperatures today. we'll talk about what's ahead for the weekend and also the temperatures that will go up and down just slightly. more on that in less than five minutes. over here a nice view of traffic flowing smoothly from richmond across the san rafael in the north bay. we are tracking a small roadside, hillside fire on 101 just south of there. thank you, mike. it's 5:43. a quick look at some of the other news making headlines. capitol hill, that's where lawmakers moving forward with

president trump's impeachment probe. >> former vice president joe biden now echoing the calls for impeachment. as tracie potts reports, the white house is still refusing to cooperate. >> reporter: joe biden now says unconditionally that president trump should be impeached. >> he is shooting holes as we speak in the united states constitution, but we cannot let him get away with it this time. >> reporter: the president responds. >> well, he's falling like a rock. >> reporter: the president adds he may reverse course and cooperate if democrats schedule a vote to authorize the inquiry. >> they have eviscerated the rules. they don't give us any fair play. it's the most unfair situation people have seen. >> you can't impeach a president based on hearsay evidence behind closed doors. >> there's nothing in the constitution that says they have

to. >> reporter: lawmakers facing pressure back home after the white house said they will not comply with a subpoena. >> people i've been talk to go in my district say why don't you just go arrest him? >> reporter: vice president pence said he was not involved in asking president zelensky to investigate biden. >> i never discussed the issue of -- the issue of the bidens with president zelensky. >> reporter: president trump is insisting the whistle-blower who triggered the investigation be questioned about reported ties to one of his democratic opponents. and ukraine's president is saying not only was there no pressure but no blackmail in that phone call with president trump. tracie potts, nbc news, washington. meanwhile, we've been on air since 2:30 this morning. this massive fire in moraga. our bob redelves on the very front lines with firefighters.

there were evacuations at one point but we are live on air. you heard police tell the evacuees they were free to go back home. no buildings were rned. >> the massive outage affecting so many bay area homes and businesses. >> morgan hill is the only bay area city we know of to enact a curfew during a shutoff. it's in effect until 6:30 this morning. "today in the bay's" kris sanchez with a look closer at the impact. >> reporter: there shouldn't be anybody out here on the streets until 6:30 when the curfew lifts though we have seen a few people out. it is really dark out here so if you are headed out on to the roadways before sun rise make sure you treat any dark stoplight as a fourway stop. this is a neighborhood in the city of morgan hills.

folks were scrambling to get ready. some say pg&e didn't even give them notice they were in the planned outage area until the same day it happened. >> i backed up my batteries, i have lanterns out. i don't know how long they will last. >> it's just power going away. people still have food at home. they can cook on a barbecue, cook with gas. a lot of people have city gas. so what's the panic? >> reporter: bay area law enforcement have been dealing with managing this planned outage. they enacted a curfew. overnight patrol officers did arrest two people for burglarizing cars in one of the outage areas. in morgan hill, kris sanchez, "today in the bay." >> let's take a live look across the bay area. we are in a micro climate weather alert. >> of course that's triggering the tens of thousands, really 200,000 people in the area

without power right now. we have a micro climate weather alert, low humidity. a lot of people are saying it's not windy. this is like being in san francisco and it's 60 degrees. in livermore it's 90 degrees. >> micro climate. >> and so it's in the higher elevations. we're seeing this happening at about 3,000 to 4,000 feet with gusts up to 70 miles an hour. it is windy but is not mixing down to the valleys. we're still having to get up and get out the door heading to work and we know a lot of people don't have power. i do want to show you what we are measuring now in the observing hills, gusting up to about 38 miles an hour and that meets the criteria of a red flag warning. mt. st. helena, gusts 77.

fremont, 48 miles per hour. meantime in the santa cruz mountains mostly 20 to 30 miles an hour. mt. tamm at 36. that is what we expect to continue and then gradually start to cam down this evening. it will take a while. winds are rushing in. here is the time line. we start to see improving conditions. humidity levels below 15%. right now humidity levels are at about the teens and 20s but will come down to the single digits going into the rest of the day especially in the north bay. we're looking at humidity levels in the tri-valley as well as the south bay down to 10%. very dry air in place. our temperatures will be

slightly warmer this afternoon reachi up to 82 in livermore. martinez reaching 81. oakland today up to 80 degrees and it will be warm earp in san francisco. going into the next several days we have more changes ahead. we'll have a little bit of a break tomorrow with some calm winds but there will be another developing storm system moving across the pacific northwest. that's not going to be as close, so we won't have strong winds, but it will still be breezy on saturday and sunday. there's another one right behind that. we're at the time of the year where the dry brush is really at its critical level. and then we see gusts of wind coming in. our temperatures are going to stay slightly above normal as we look at our inland forecast, the mid-80s today, tomorrow, as well as saturday and then upper 70s in the rest of the forecast. san francisco low to mid-70s. dropping back to the 60s. mike, it's look like a smooth,

overall drive. >> overall a smooth drive and expecting like yesterday or similar to yesterday fewer folks on the roadways. a lot of folks stayed home and with those rolling outages now the shutdown hitting phase two in portions of this particular map and we may have more folks adjusting their schedule differently than yesterday. if the signal is out, it doesn't mean it's okay. it means it's a four-way stop. be careful. we saw issues yesterday of people confused. big concern of everybody because there was a concern this morning which is out in sanders ranch. caldecott tunnel open as well. we'll get more reports but no major problems and a lighter volume overall.

at ross. yes for less. a flight leaving sfo to munich had to turn around and make an emergency landing last night. the lufthansa flight took off around 9:00 p.m. passiers say soon flames started shooting out of one of the engines. listen to this passenger tell us what happened. >> we took off from san francisco and as we were ascending there was a pop, and then a couple pops, and turbulence on the plane. as i looked around there was probably another four episodes or so of pops of as i turned around looking at the left window, there were bursts of fire from the wing every time there was a pop. now i was actually on an aisle seat so i didn't have a clear view where out of the engine it was coming but it was -- it lit up the wing. big pops of fire every time

good morning, everyo.thank . i'm scott mcgrew in for marcus washington. >> and i'm laura garcia. we're following two breaking news stories this morning, the outages affecting so many people and a story that hit early this morning. in fact, we came on air at 2:30 this morning. a live look at st. monica's church in moraga where evacuees were given the all-clear to return to their homes about 30 minutes ago. they had to evacuate early this morning because of a fast moving brush fire in the hills of moraga started about 1:00 a.m., about a mile away from st. mary's college burning near the sanders ranch community near the intersection of merrill drive and sanders ranch road. we spoke to at least one evacuee who says they got a lot of power alerts but no alerts about evacuations. it was quick thinking neighbors who pounded on each others doors andla
