academic performance. the bill has support from doctors, public safety and researchers not to mention the california pta. it was anything but an easy a for the bill which was rejected several times and has been opposed by some school leaders. this is what you really want to know. 8:00 would be the earliest start time for middle schools. 8:30 is the earliest start for high schoolers. the 2022-23 school year is when changes will go into effect. teens need eight to ten hours of sleep and seven out of ten of them don't get that. you might wonder why not just send them to bed earlier, take away their gadgets. good luck with that. also, teenagers have a natural sleep rhythm. that means they can have a tough time falling asleep. this will go into effect as your kids head into middle school in

it was beautiful. it was beautiful. it's nice to know that it doesn't end here. we're going to see more sunshine, comfortable weather. it does start out cool as you get out for that drive. here is a live look outside. skies are clear. temperatures have been in the 40s. we have seen a few spots in the 30s. in antioch as you get ready for the morning drive, you're heading back in probably to grab a heavier jacket for the start of the day. the rest of the day is going to be comfortable. once it tarts to heat up, we're heading to the low 70s by noon. in the north bay, look at this. at 8:00, we are still at 41 degrees. if you're going out to the park, you might want to wait a little while longer because at 11:00 it's 60 and nice. the rest of the day will be comfortable with short sleeves on as the sunshine warms us up. for the south bay, we are up to 76 downtown san jose. 80 in morgan hill. low 80s in walnut creek and

pleasanton. mostly 70s here in the east bay. half moon bay reaching 65. red wood city seeing a high of 73 degrees and upper 60s in san francisco. up to 80 today in santa rosa. we'll see minor changes mostly with our winds. winds will get a little bit more breezy and there will be a slight chance of rain just to our north. it does look to stay to the north from wednesday to thursday as the system passes by. for the weekend, we'll see winds shifting more northerly and very dry. looking at our temperature forecast for the rest of the week, up to 76 today. a little warmer tomorrow and coming down for the rest of the week into the lower 70s. for san francisco, staying in the 60s all throughout the week. you're tracking the roads and a couple of issues. >> we're talking about the crash that we had in northbound 280.

it was a hit-and-run crash. only one vehicle remains there. no major injuries reported, but we do have two lanes blocked. we may get more updates. so far there is not enough traffic to cause a problem. stay to your left as you're traveling north. that's just the note. the rest of the sight r south bay is great. not a real problem right now. a gentle build over here. northbound there typically is a crew traveling through the area. that's probably what we see for the centers. your commute, you're at about 20 minutes. a couple minutes longer than before. same thing for the rest of the bay as we travel through palo alto. i think the rest of the crew is clearing now. crash over in oakland is not reportedly causing a problem. we'll get more detail there.

welcome back, everyone. developing this morning, search teams are still looking for someone trapped in the rubble of this weekend's deadly building collapse in new orleans. two people are confirmed dead. firefighters say teams are hard at work trying to secure the building from further collapse in order to search for the missing person safely. crews could work through the night just to shore up some of the debris. the number of confirmed dead

stands at more than 40 from a powerful typhoon that roared across central and eastern japan. saturday's storm left some areas underwater. there is now a frantic rescue effort underway. this is being called one of the worst typhoons to ever hit the country. a few small earthquakes shook up things a little in the south bay. one happened just before 4:30 yesterday afternoon. the quake hit off highway 101 near morgan hill. there was an after shock in the same area two hours later. that was a 2.6. no injuries, no damage. this week marks 30 years since one of the largest and most destructive earthquakes. >> the loma prieta quake struck near santa cruz. it injured more than 3,700 and collapsed a section of the bay bridge.

it also devastated sections of san francisco's marina district. all this week in our newscasts and online nbc bay area examined what happened in 1989 in the loma prieta quake and its aftermath. >> we take a look at our history leading up to loma prieta. on october 17th, 1989 a:00th, 14 p.m. a section of the san andreas fault ruptured rattling the bay area for nearly 20 seconds. thousands of after shocks would follow. so first question many may ask is how does this happen. we go down 11 miles below the surface to demonstrate what led to the actions and the deaths of 63 people. so the san andreas fault runs about 750 miles through

california and is where the pacific plate and the north american plate meet. these plates are always moving sliding past each other and converging and pressing together in spots. where that bend is in the san andreas fault is what causes the rise of the santa cruz mountains. when those plates push together at a certain point it sometimes gets hung and compresses together. like a spring, we see the stress building up. eventually, those rocks are overpowered by the force and they break and that earth shakes around that area as a rul. that shaking travels outward causing seismic waves that can be felt across the bay area in less than a minute. >> the primary cause of damage is the shaking. and the shaking travels through the earth from the epicenter to wherever you are at thousands of miles per hour. and that shaking can cause your

making the rush in. also remember, some schools get today off, some businesses, as well. then all is also a fall break for the week. we are seeing a slower build. we have seen the lanes fill in. it wasn't like this just before the commercial break. we're looking at a smooth drive getting there. things are not as bad as they could be this friday. more traffic coming in as the traffic alert has cleared. more traffic will come across the bridges after that split in the junction. the rest of the bay you are at speed as you expect. this morning several people have been hurt after a crash in the busy san francisco intersection. >> a car setting off the dramatic chain reaction crash and now the driver is in police custody. live in san francisco to tell us how it all started. >> reporter: police say that the suspect is now in custody and

drugs and alcohol were involved in all of these accidents. these accidents happened at around last night 8:00. the head on collision left five people injured, one in critical condition. the suspect vehicle ran from one collision at a high rate of speed, ran the red light at grove. the suspect vehicle continued to hit a northbound vehicle head on causing the driver of the northbound vehicle to sustain life-threatening injuries. police say she is in grave condition. it was closed and rerouted. the scene is now clear this morning. we're still waiting to hear from police on the victims' names and the suspects' names. >> thanks for the latest. now authorities haven't confirmed the identity of a driver who died in a three-car crash late sad nigturday night .

investigators say speed likely played a role in that crash which happened after a car crashed into a pickup truck and then struck an empty parked car. the driver who triggered the crash died. the passenger in the car and the driver of the truck were not seriously hurt. the fort worth, texas police officer who shot and killed a 28-year-old woman inside her home saturday is expected to meet with investigators today. the responding officer killed t tatyana jefferson. she was baby sitting her 8-year-old nephew. body cam video shows the officer walked to the victim's home. the officers did not identify himself before firing. an attorney for jefferson's family tells the "today" show the dallas fort worth community is reeling. >> people need to believe that black citizens will be

protected. if you can't expect protection in your home,here can you expect it? >> the latest shooting follows the recent conviction of former dallas police officer who killed a man in his apartment after mistaking it for her own apartment. a warning for students at sanford. a woman says someone slipped a date rape drug in her drink. stanford police say it happened at an on campus party. the victim passed out. the next day she took a drug test. the public safety department says there is no indication that the woman was sexually assaulted. >> the school's response to these kinds of things isn't dramatic enough. just because college campuses are liberal and seen as safe, they can be far from it. >> officers say the incident was reported to a campus security

authority but not directly to the police. last year seven people claim their were drugged at a university party. that led to the fraternity losing its charter. it is columbus day, but not everyone is celebrating. over the weekend in san francisco, a statue of the italian exproerlorer was found covered in red paint. people who were there to see the blue angels say they were startled to see the vandalism. >> i saw christopher columbus covered in red paint. >> what do you think? >> i think it's horrible. i think people shouldn't deface property. >> crews spent most of yesterday removing the red paint. san francisco police are trying to track down the vandals. last year san francisco city council voted to rename columbus day to indigenous people's day.

and new this morning, the ongoing effort to create a new green tax district around delore s park getting pushback. supporters want to tax property owners to cover costs for more cleaning and security services. others have gotten similar programs. this morning the examiner says opponents are questioning the reasons for the tax. it will be interesting to see if traffic is lighter today. >> i think it is lighter. i was worried because a lot of folks have to make up work from last week. we always make the accommodations. we are in a place where a lot of people are able to telecommute and a lot of schools are off today. we are looking at a lighter flow of traffic as we are looking toward the map we don't see anything outstanding. 84 stretched down out of livermore all the way past ruby hill. both directions slow. no report of crashes, but that

5:42 right now. still no word on what caused a fire to briefly close part of highway 12. these photos are from fairfield firefighters, happened yesterday afternoon near the highway 80 on ramp, burned about five acres. investigators are looking at an electrical tower as the possible ignition point for last week's massive wildfire that destroyed several homes. a husband and wife say they had just finished their nightly prayer thursday when they looked out the window and saw flames at the base of a tall electrical transmission tower. minutes later surveillance video captured the husband running from his backyard to the front as the winds quickly shifted. firefighters were also unprepared running away from the wall of flames. while the investigation is focussed on the transmission tower, all evacuation orders have been lifted. so far 8,000 acres have burned.

help is on the way for places in california that don't have recycling centers. governor newsome signed a bill for a new recycling program in response to the recent shut down. under the new program local governments and nonprofits can apply for grants to help expand. the program will be operated by calrecycle. the u.s. census bureau is asking for driver's license information from all 50 states including california. it comes months after president trump ordered the collection of citizenship information. in the meantime, the associated press learned the bureau wants more state records. it filed a formal request to ask for recipients of public programs. the agency says it's trying to improve accuracy. in june, the supreme court blocked the trump administration's request to put citizenship questions on the

census. turning to decision 2020. this week's democratic presidential debate will be the biggest ever. 12 candidates will share the stage tomorrow night. that's more than any other primary debate in american history. the same ten candidates from last month will be there as well as hawaii congresswoman and billionaire activist who now have the numbers to join. the debate is cohosted by cnn and the "new york times" and airs live here in california at 5:00 this evening. the battle of ideas comes as elizabeth warren and joe biden remain front runners. the latest poll shows warren with 29% of the democratic vote, biden with 26%, sanders with 16. it's quarter to 6 right now. you probably already know. the undefeated 49ers proved they are for real.

here is a look at our start. it is chilly 49 in oakland. it is 45 in livermore. as we're getting the kids ready for school and for some schools in session we have mid 40s. we'll go into the rest of the day with some low 70s. at 1:00, we're at 73. eventually reaching 78 in concord. 76 will be the high in san jose. in palo alto 74. santa rosa expect a high of 80 today. as you're getting dressed if you're about to step out, you do need a jacket. we talked about the cool temperatures. the rest of the day you'll be comfortable with short sleeves on. we only see minor changes ahead. but we'll see the storm systems passing to our north. i'll be watching on wednesday into thursday for a slight chance of rain looking to stay to our north. we'll also get gusty winds going into the weekend. our winds will shift and turns more northerly.

that means some dry winds moving into the bay area. at least we do keep the cooler air. we're looking at some mid 70s today. 80s and low 70s in the rest of the forecast extended into the weekend. san francisco with upper 60s throughout the work week. mike, you're seeing slowing out of san jose. >> this crash should be clear. we have been tracking it but didn't see slowing except for right at northbound 280. not until a few minutes ago when we see a little more. the traffic is building. look at that coming through san jose heading up north. that crash should clear in the next few minutes. we are looking at a new crash around ellis as you are getting up towards the 85 merge there. we may have more slowing. we'll get more details once chp gets up there to confirm things. >> still slow westbound.

crash victim killed by a u.s. diplomat is planning to meet with the diplomat and his family. her 19-year-old son tied while riding a motorcycle in england. the driver of the car has admitted she was driving on the wrong side of the road. she left the country shortly afterward. according to her lawyer, she was devastated and wants to meet dunn's parents and apologize. >> it's been nearly seven weeks now since we lost our boy. sorry just doesn't cut it. it's not really quite enough, but i'm still very, very open to meeting her. >> now, the british government says she no longer has diplomatic immunity. the pluangels put on an amazing show during fleet week. one group called veterans for peace protested with the second
