good morning. we're talking about the high fire danger, now a fire weather watch in effect for bay area hills that will start tomorrow for elevations above 1,000 feet. we are going to have some hotter temperatures today. i'll have a look at that and the rest of the forecast. mike, you're updating the crash in livermore. >> a couple spots with slowing, 101 in palo alto for the crew that's typical as they clear and livermore wesnd 580. they just finished the traffic break or whatever stomache they had to do briefly for west 580 at greenville. the crash just cleared, should be some recovery. things were stopping up there out of the altamont pass. the rest of the approach toward the bay bridge moves nicely. in san francisco, a crash should be clearing from 50 off-ramp there. we'll track that. back to you. >> thank you very much, mike. breaking news this morning, former president jimmy carter recovering after a fall

yesterday at his home in plains, georgia. he's taken to a nearby hospital for observation, said to be in pretty good spirits and looking forward to recovering at home. the former president is 95 years old. this is the second such fall that he's had in recent weeks. we'll update you as soon as we get any updates. gas prices aretarting to ease somewhat around much of the nation, but as you might expect, bay area prices are still among the highest anywhere. governor gavin newsom is asking his attorney general to investigate why. "today in the bay's" kris sanchez joining us live in san jose with those details. kris? >> reporter: good morning. we know that we pay more in taxes for our gas than almost anybody in the nation but what governor gavin newsom wants to know is if folks are paying even more than that because the industry is overcharging, and fixing prices. in a letter to attorney general

becerra, "there is no identifiable evidence to justify these premium prices. if oil companies are engaging in false advertising or price fixing, then legal action should be taken to protect the public." in particular, governor gavin newsom is eyeing name brand gas companies including chevron, shell and 76 which claim their gas is more expensive because it's better. their prices were found to be between 30 cents to $1 more expensive but the governor points to a california energy commission report that found that the gas retailers didn't provide proof that the gas was, in fact, better in any way. we talked with one driver who says he's glad the governor is asking for answers. >> the gas prices are killing me. i commute from here to sacramento every day almost and it's been kill me. it's like $2 up, $28 back so it's a good idea. >> reporter: so it's unclear how long an investigation of this

type would take. we believe that it is the first of its kind that the governor has asked the attorney general to investigate in this way and perhaps prosecute industries. i posted a poll in my twitter feed, do you think that so-called better gas is worth the extra money? in san jose, kris sanchez, "today in the bay." >> kris, thank you. 5:03. happening today, governor newsom heads to the east bay, he's expected to take part in the verge '19 conference at the oakland convention center, focusing on efforts to generate a "clean economy." the governor is expected to discuss california's focus on addressing climate impacts and what the state is doing to reduce carbon emissions. in just a few hours on capitol hill, the diplomat who questioned president trump about withholding aid from ukraine testifies before congress. today on ukraine, and the former trump administration official who's testifying that he had concerns about how the president was dealing with that country. bill taylor is the former ambassador to ukraine. he'll tell about this text message "i think it's crazy to withhold security assistance for help with a political campaign." taylor wrote that, lawmakers want to know why. >> he's an incredibly respected diplomat who is the center of the president's effort to persuade a foreign leader to interfere in an american presidential election. >> reporter: president trump continues to denounce democrats' motives. >> they want to impeach me because it's the only way they're going to win. they've got nothing. >> we have crime. we have confession, we have coverups. >> reporter: people familiar with impeachment discussions say democrats will try to keep it simple, one charge, that president trump abused power by withholding aid to get ukraine to investigate joe biden and his son. the senate would ultimately

republicans when they found they lacked the courage to confront the most dangerous and unethical president in american history, they console themselves by attacking those who did." protesters last night staged an elaborate interruption inside oakland city hall. >> no school closures. >> this happened during a joint educational meeting. three leaders acted out impersonations of charter school advocates, including u.s. education secretary betsy davos. dozens more started chanting after the school board voted earlier to close two schools amidst low enrollment numbers and ballooning budget deficit. the descriptions -- the disruptions i should say continued until that meeting was canceled. protesters say that this was all just an attempt to finally be heard. >> this is necessary, because we're serious. they're not listening to us. they're closing schools without

our support. it's very important that they hear us. if it's through these measures, that's what it has to be. >> other schools in oakland currently face the chopping block due to budget limitations. it is 5:07 this morning. all new video shows the path of destruction in dallas, texas. you can barely make out anything that's left. one tornado spawned and it ripped apart most of the homes and toppled trees as well. the national weather service confirmed the twister was packing winds of up to 140 miles an hour. more than 140,000 people lost power in that storm as well. multiple trees as i have noted were uprooted and cars were just completely flipped over. the severe weather now moving east, at least two people were killed in oklahoma and arkansas by falling trees from that storm. taking a live look at san rafael, we're tracking possible

high winds and fire danger headed to the bay area. right now we still don't know if pg&e this week will follow through on its plan to possibly cut power for tens of thousands of pay are bbay area homes and businesses. >> pete suratos will have more coming up in the next half hour in a live report. contra costa county firefighters are on high alert this week, bracing for possible wildfires. to prepare, the fire district is spreading out its trucks and staff across high-risk locations and just in case, 20 additional firefighter teams are being assigned to 24-hour shifts. >> firefighters in east contra costa county investigating a grass fire that grew to more than 100 acres yesterday, started about 4:00 in the afternoon in brentwood on orrwood road. no structures were damaged. even though it may feel closer to summer than winter this week, some die-hard are getting ready to bust out the skis and snowboards. >> look at that. >> mt. rose ski tahoe is set to open this friday. the workers are getting ready.

snow-making machines are building up the base. this will be the first tahoe ski resort to open for the winter season. >> mt. rose of course the higher elevation but are temperatures cold enough to support it? >> early in the morning and that's about it. some of the lower elevations in spots like squaw valley we'll see high temperatures for today reaching the mid-60s and then we'll have some upper 50s over the next few days. it is cooler there, compared to the bay area, mountain view at 55 degrees and up to about 68 by 10:00. at noon we're at 77 and once again, warming ining up with i temperatures up to 90 in antioch. santa rosa reaching 92 and san francisco today up to 77. we'll talk about the east bay time frame and the temperature trend. mike, you're seeing early slowing for the been about bay .

>> i think the metering lights have been turned on about ten minutes early because of an issue here the bay bridge backup on the oakland side. the span itself moves smoothly until you get over toward the san francisco decline at fifth street, the off-ramp reported blocked by a crash. should be quicker work as crews know about that and they're headed out there. we'll watch that build. this could mean an early backup for oakland, a little bit more severe than what we saw. we'll track that closely. the rest of the bay shows a nice, easy drive. the crashes on 580 cleared from the roadway at greenville and vasco for the northbound direction and we're looking at palo alto how quickly they cleared the traffic breaks as they clear the construction crews. >> you're excited what is coming up next. twitter the latest preview of the latest "star wars" movies. they're made partially in the north bay. the last skywalker, i hope we share that coming up. we have time. >> we'll make time for you. always.

bay at 48 degrees. but then we check out our high temperatures, as we go from a cool start to a very warm afternoon, reaching 85 in san jose. 87 in gilroy, for the east bay we're up to 90 in concord, and danville, while hayward will see a high of 84 degrees. some mid 80s for redwood city. palo alto reaching 86 degrees. and san francisco in the upper 70s today. 78 on the embarcadero, and up to 90 today in santa rosa, with novato reaching 91 degrees. so hotter temperatures today, and then by tomorrow, the winds will pick up, coming in from the north and northeast, and some of our hills up to 50 to 60 miles per hour, and our winds will peak tomorrow night, and so that's the reason why we right now have a fire weather watch that could possibly turn to a red flagarning for tomorrow it's for elevations above 1,000 feet. we are seeing high pressure building and it's giving us more of a northwesterly wind that will turn northeasterly going into the day tomorrow, and also

that strong offshore wind will give us some very low humidity, and also some gusty winds, but going ith weekend, we'll see some changes as some cooler air moves in, but this will also drop our winds, will stay gusty and our cooler temperatures moving in. so the rest of the forecast we're looking at highs in the upper 80s and low 90s for much of the work week. cooling down by sunday, and then monday is looking much nicer, 74 degrees, after hitting 93 on thursday. mike, you're closely tracking the bay bridge commute. >> i am, kari especially over the last 15 minutes. we always follow this closely but we may have seen the earlier metering lights on because we had the early backup. it's 5:20. folks expect the backup but i think it got a head start because of the issue, the crash over in san francisco, which has been cleared as we had hoped at fifth. now all off-ramps are open once again. there's a slower drive but recovering now because of the folks slowed at the toll plaza,

making the incline a little bit easier right now. this will disrupt a little bit of the flow, hopefully it won't have a lasting impact. i think they'll speed the metering lights back up to their normal pattern. the rest of the bay shows a nice drive for the tri-valley, over here for 580 and 680. but 580 westbound through greenville, we got the all clear from the chp, they gave a correction and said the slow lane is blocked because of west 580 at greenville there is a truck there, where folks joining off of vasco, jus under a half hour from marsh creek road out of brentwood and byron toward 580, that's a pretty good drive. the rest of the bay pleasant and 101 continues to see stops or slowing for the crews to clear in palo alto, redwood city. back to you. >> thank you, mike. still ahead here on "today in the bay," at 5:21, key hearing in iowa tied to the death of molly tibbetts, the college student from oakland. at 5:35, why the suspect's confession could be tossed out.

victory came as surprise to some as they was dead locked in the polls. in w a minority government he needs to forming alliances with other parties to advance his priorities. the former mayor o stockton agreed to a deal that may allow him to avoid jail time in a conflict of interest case. anthony silva pleaded no charges to funneling $5,000 for a congressionary fund for a kids club of stockton which he led. the attorney claims silva did not personally benefit from the money but prosecutors had also accused him of double dipping from club funding. as part of the deal he will be able to do 45 days of community service in lieu of a 90-day jail sentence. in a few hours, napa county supervisors will consider ext d extending a temporary ban on cannabis business, apply unincorporated areas of the county. the current moratorium is set to

expire in december. leaders in the wine industry have expressed concerns those businesses would impact the current labor shortage. they've also expressed concerns about some of the chemicals used to grow cannabis. the board will direct county staffers to begin taking public input on the issue next year. the california native american tribe is celebrating regaining much of the land it lost more than 150 years ago. for years the tribe has been making strides to regain land on indian island just off the coast of eureka. in lore the island has been considered the center of the universe. many tribe members died in a massacre there in the 1800s. this is a closer look at the island from google earth. eureka leaders approved granting the tribe more than 200 acres on that island. baseball fans are getting ready for tonight's start of the 115th world series. >> game one takes place in

welcome to tuesday morning. taking a live look from san bruno mountain, camera high atop. you don't have to do the hiking but enjoy the view. nice start to our tuesday morning. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. let's head over to meteorologist kari hall getting us up to date with the forecast. kari, you say some hot temperatures today. >> it's going to heat up even though it starts out cool. cupertino treemperature trend, w 50s and 60s during the morning. look at the afternoon, some 80s in the forecast today, and some

of our inland valleys will even reach 90. this does not at all look like we are at the middle to end of october. up to 90 today in antioch and concord. 92 today in napa. we will see some big changes ahead with high winds, then some cooler air, more on that in a few minutes. mike, you have another issue on the bay bridge. >> on the span itself. a slow drive up the incline all the way around the bend and i think i was using sales force toweas a marker. the flashing lights a disabled vehicle blocking your left lane approaching san francisco, so that is continuing to slow things across the span. the metering lights were turned on a little early so the bay bridge a little tougher this morning. if you can choose between the bay bridge and the richmond-san rafael bridge or the san mateo bridge, those are both much clearer than westbound 80. the rest of the bay does show a smooth drive here. we look at the san mateo bridge again as an alternate to the bay bridge. back to you. >> thanks, mike. breaking news to tell you about this morning, former president jimmy carter is recovering this morning after a

fall yesterday at his home in plains, georgia. he is taken for observation and said to be in good spirits and looking forward to recovering at home. the former president is 95 years old. this morning, we are certainly onire wch and awaiting word from pg&e. this is a live look at the north bay, one of the many places where tens of thousands of pg&e customers could eventually have their power shut off again. sonoma count had some of the most outages last time around and where we sent "today in the bay's" pete suratos. he joins us now. pete, talk about what pg&e wants viewers to know this morning. >> reporter: good morning to you, laura. of course this is all about fire safety. that's why they could have the shutoffs once again and we're back here in sonoma at bask cafe. the lights are still on but last time around their lights were off as a result of those power shutoffs. i talked to someone inside, they have not received this notice

but we do know that pg&e has sent out more than 200,000 of these notices about potential power shoutoffs including three counties right here in the bay area, including sonoma county, where we're standing. so we're showing you guys the first map, this is for the north bay, where there could be shutoffs in sonoma county as i mentioned where we're standing and napa county. a number of cities are listed in that map, parts of sonoma, santa rosa, and calistoga in that area. so all together around 35,000 folks affected between those two counties. let's go over to the next map in san mateo county along the peninsula, a number of areas impacted as well. the number much smaller with just over 900 customers that would be impacted. so all together we're talking about 48-hour notices going out to more than 200,000 customers in 15 counties. pg&e says it's been monitoring what they call an offshore wind event that they believe could put these areas in fire danger. so again, the power shutoff

option is being used for those purpos. here is what one resident as well as pg&e are saying about this potential next round of power shutoffs. >> so many emergencies and disasters here in napa county, this has become just the way how it is. >> we don't want to turn off the power, but if we have to do so, we want to help people stay safe during the shutoffs. >> reporter: pg&e says the company will be better prepared this time around with improved website and more people available to answer the phones for any concerns customers have, but those shutoffs could begin as early as wednesday evening. reporting live, pete suratos for "today in the bay." >> thanks so much, pete. and if pg&e makes any planned outages announcements, we'll send out a push alert to your mobile phone. just download the nbc bay area app, we're always sending out alerts on breaking news. starting today the city of oakland begins a two-week

cleaning operation at a homeless encampment. crews are focusing on the area near home depot at east eighth street and alameda avenue. the goal is to reduce what the city calls an extreme fire hazard. teams will create a new fire line for emergency access and place a buffer zone around pg&e utility poles. after one side of the lot is cleaned and cleared, residents will be able to return to that area. and today in the south bay, the santa clara valley water district will focus on what to do about the growing number of homeless camps along local waterways. it will vote on increasing its funding for safe and clean water programs and establish encampment cleanup projects. the san jose councilman johnny camis is urging residents to show up says he wants to eventually see encampments removed. >> we cannot have people living in our waterways. it's just unsanitary, and it's not just bad for the environment, it's bad for them,

too. >> some worry that removing the homeless along the river will simply push them into more populated neighborhoods. it is 5:35 and happening today the man accused of murdering oakland native molly tibbetts will appear in court. christhian rivera was charged with first-de murr in the death of the 20-year-old university of iowa student. tibbetts disappeared last year while out for a jog. her remains were located a month after she disappeared. today's hearing will focus on a motion to suppress a portion of riviera's interview with police. his attorney's claim he was not properly read his miranda rights. the hearing is expected to last three days. dog lovers in san leandro say someone is taking things a little too far, couraging them from letting their pets go on their property. >> so here is e reason why. it's a sign someone put up outside an apartment complex warning of rat poison in the grass and also warns dog owners to stay away from the area or their pets will die.

neighbors are pretty sure there's no actual poison in the grass, and while the problem is real there, the solution lies elsewhe elsewhere. >> no dog should be hurt, and nobody should be feeling disrespected. we all live in this beautiful community together. clean up behind your pets and life will be good. >> the sign by the way is now gone. the property manager had it removed last night. the police say there isn't really anything they can do about it because they don't consider it a crime. >> 5:37. if you are near stanford's campus today, hear loud noise don't ablarmd. beginning at noon they plan to test out its outdoor warning system, it will play a 30-second tone and a verbal message. it happened from sirens at various campus locations. the test is expected to last approximately 30 minutes. san jose plans to offer new incentives for drivers to go green. later today, mayor sam liccardo and south bay state senator bob

likowsky will announce $14 million to fund new electrical vehicle charging stations. right now the city operates more than 50 stations most located in downtown san jose. so san jose will also offer a clean air program for ev owners which allows free parking at a handful of city owned lots. >> the warriors open their nba season at home thursday but today two well-known members of dub nation hit the streets on two wheels. president rick welsh and consultant zaza pachulia plan to bike to the chase center this morning at 7:30. pachulia has been busy spreading the message to commuters, here yesterday on b.a.r.t. the warriors host the clippers at the new chase center on thursday. i haven't been to the new chase center yet. you have, mike? >> i've been past it. >> yes. >> the treat truck at oracle park so i really want video of zaza on a bike. i want to see if they have a

taller bike. >> one of the old-fashioned one. >> with the front wheel, yeah, that would be cool. that might be just as fast as taking the bike path as it was in certain portion of the bay bridge. we are moving a little more smoothly but the incline is just crawling right now, all the way to treasure island, and just past that, we're still watching one lane blocked by that disabled vehicle i believe, just as you get over there. as you approach san francisco the end of the incline is moving much more smoothly after the flashing lights so one lane a distraction at the very least. the rest of the bay shows a smooth drive. 580 doesn't look bad here but on our waze system you see it slow adding about another ten minutes to the drive there, so we want to thank getnem, this person, we'll say thank you, there is the name. getnam i guess, thank you, join and get on nbc bay area wazers. >> that's cool. getnam. >> getting on them to get to the

extent of the damage and luckily no one was injured. san francisco police are investigating a deadly shooting about one block from city hall it happened at 11:00 last night near larkin and golden gate in the tenderloin. right now police are not releasing any details about the man who was shot or if they know what led up to the shooting. three bank robbing suspects are in custody this morning, accused of leading police on a high-speed chase. police say it all started with a robbery with a prove dent credit union over by mallory avenue in fremont. two male robbers and their female driver then led authorities on a chase on interfainte interstate 880. police forced the car to stop near whipple road and arrested them. bate's new carpool parking program has been successful it's expanding. in june, b.a.r.t. rolled out a new station allowing carpoolers to pay at the parking lots using the b.a.r.t. app. five more stations are now being rolled into the program, all on

when you thought it was safe to go back into the water a paternity mystery in japan that's finally been solved. researchers say several female sharks gave birth at one of the country's aquariums in 20, but it was mysterious because there were no male sharks inside the tank. the baby shark's dna was analyzed, it turns out there is no father. the baby sharks had no paternity dna. researchers now say it's almost certain the female sharks actually reproduced without mating. >> i think some amphibians do that, some frogs? i learned all my science from science fiction. i'm citing that. >> that's pretty cool. >> amazing. >> makes you go, wow. all right. wow with the temperatures today, too. >> i know. >> some places. >> i'm not that excited about the temperatures in the 90s

right now. >> whoa! >> how are you going to enjoy your pumpkin spiced latte? >> i'll have to do it early because at least it starts out cool. look at where we're beginning the day, as we're in thepper 40s right now in the north bay, and some mid-50s in the south bay. the seven-day forecast is already up at the bottom of the screen, showing how warm it's going to be over the next few days. let's look at our temperature trend for martinez, and help you make some plans, get out there for the first part of the day, especially if you have some yard work to do, you want to go for a run, you're going to be busy outside, later on this afternoon it's going to be very warm. you'll probably just want to find some air conditioning as we head up to 90 in antioch and concord today. 90 in santa rosa, and look at oakland today, reaching 81 degrees. san francisco reaching 77, and 85 today in san jose. so it's one of those days where you have to be prepared for just about anything. we'll have a cool morning start where you need a jacket, sunshine throughout the day, and then as it warms up, you'll be comfortable with short sleeves

and shorts on, so we're going from about a fall-like weather in the start of the day to summer-like weather and we'll also have a fire weather watch that begins tomorrow, and for all of our elevations above 1,000 feet, we'll have that concern that we could see some very low humidity and high winds. our winds picking up as this high pressure builds just off to our west, and notice the clockwise winds flowing around that high pressure, forces our winds offshore so it's going to be a very dry wind and it will be gusty as the storm system nears our area from the north, but then by the weekend, it will provide some cooler temperatures, and we're also going to see our winds increasing peaking tomorrow evening. so we will this time around with the potential of our power being shut off in some spots we'll have some much hotter temperatures compared to last time. low 90s in the inland areas, and then we'll see some very warm weather through the end of the week, cooling off on sunday. mike, you're looking for some

improvement on the been beeay b. >> everybody is. the disabled vehicle was over there, you see the sales force tower, i was using that as a marker to see where the flashing lights were near the bottom of that, looks like they have cleared. they just cleared the disabled vehicle i believe from lanes getting toward san francisco. the bridge crew had arrived a few minutes ago. we should see that incline improve a bit but right now the speed sensors tell the tale just the tail end of that shows red to orange now as you get toward the decline. the metering lights are on and packing in the traffic on the oakland side but the maze not so bad. this slowing is counter commute, that crew still blocks all but one lane as you get out of oakland. we'll watch that to clear closer to 6:00 because it technically counter commute although if that is your commute it's slow right now. looking over the rest of the bay, the interchange for dublin is fine. we have that rig over that off of its wheels uprighted at greenville, one lane that's blocked westbound for your commute. everything else on 580 moves nicely and westbound commute direction, south bay and

leaders in rohnert park are on a push to slow the speed of smarttrains as they pass through the city. councilmembers will formally request a speed reduction through the crossing at golf course drive near commerce boulevard. they cite five deaths in that stretch in a span of a little more than a year. according to the "press democrat" a train was clocked going nearly 70 miles per hour. the number of 16 and 17-year-old drivers is rising and the reason is the economy, a study says. aaa says more parents can afford higher insurance costs associated with young drivers and 60% of teenagers under 18 now have a license. 11% increase from 2012. even if you don't have teenagers at home, more teens on the road can mean more risk. >> when we look at the democrats, they are three times at more likely involved in a deadly crash than adults. >> aaa says many parents put more restrictions on their teens than the law requires, how late
