"today in the bay" continues right now. good tuesday morning to you. thanks for starting your morning with us. i'm laura garcia. >> and i'm marcus washington. mike will get us to the commute coming in a bit. meteorologist kari hall has a look at the forecast with temperatures in the 90s today? >> yes, it's going to feel like summer but we do start out with some cool air this morning. so you have to be prepared for just about everything, with a cool start, and then a hot afternoon. let's get a look at our view in san jose, with our temperatures now in the mid-50s. we'll go from 57 at 7:00 to 82 at 1:00. here is a look at our highs reaching up to 87 in livermore. 90 in concord. also 90 in santa rosa. san francisco today in the upper 70s. more weather like this throughout the end of the week and also a high fire danger,

i'll have more on that in a few minutes. mike, you're looking at improvements for two spots. >> we don't hope for that oft oftentimes after 6:00 in the morning, we're starting to build in hayward southbound 880 commute but here eastbound 580 where things are jammed up, should be clearing those lanes for the overnight crews around high street, that will be possibly traffic breaks over the next few ending in improvement over the next half hour and westbound 80 across that bay bridge things are improving as they removed the disabled vehicle. the metering lights were turned on early because of traffic and the two incidents on the span both cleared and the we're watching a lot of things. back to you. >> thanks, mike. former president jimmy carter is recovering this morning after a fall yesterday at his home in plains, georgia.

he's taken to a nearby hospital for observation, said to be in pretty good spirits and looking forward to recovering at home. the former president is 95 years old. this is the second time this month president carter has fallen at home. he's received 14 stitches when he fell at home on october 6th. >> wishing him well. 6:02 right now. gas prices are starting to ease somewhat around much of the nation, but as you might expect, bay area prices are still among the highest anywhere. governor gavin newsom is asking his attorney general to investigate why. kris sanchezoins us live in san jose with a look at the details. kris? >> reporter: hi there, laura. we know that we pay more in taxes than a lot of folks that we know across the country, but what the governor wants to know is if these folks who are pumping premium gas, better gas, are getting what they paid for. in a letter to aorneyeneral xavier becerra governor newsom said "there is no identifiable evidence to justify

these premium prices. if oil companies are engaging in false advertising or price fixing, then legal action should be taken to protect the public." in particular, governor gavin newsom is eyeing name brand gas companies including chevron, shell and 76, which claim their gas is more expensive because it's better. their prices were found to be between 30 cents to $1 more expensive but the governor points to a california energy commission report that found that the gas retailers didn't provide proof that the gas was, in fact, better. we talked with one driver who says he's glad the governor is asking questions. >> the gas prices are killing me. i commute from here to sacramento every day almost and it's been killing me. it's like $28 up, $28 back so it's a good idea. >> reporter: i reached out to patrick de hann, an analyst with gasbuddy.com for his take. he said "i'd view the state as the main culprit, with

illustrates highest in nation gas taxes, cap and trade tax, and its california-only gasoline." he says consumers always have the option to shop around. it's unclear how long an investigation of this type would take. we'll follow that for. i asked on twitter whether you notice a difference when you pump the premium gas. so far people say they don't notice anything. in san jose, kris sanchez, "today in the bay." >> thanks so much, kris. 6:04. happening today, governor newsom heads to the east bay, he's expected to take part in the verge '19 conference at the oakland convention center, the event focuses on efforts to generate "clean economy." the governor is expected to discuss california's focus on addressing climate impacts and what the state is doing to reduce carbon emissions. >> 6:04 right now. in just a few hours on capitol hill, the diplomat who questioned president trump about withholding aid from ukraine testifies before congress. >> tracie potts joins us live from washington with the latest on that, plus today's deadline in syria.

three leaders acted out impersonations of charter school advocates, including u.s. education secretary betsy davos. dozens more started chanting after the school board voted earlier to close two schools amidst low enrollment numbers and ballooning budget deficit. the disruptions continued until that meeting was canceled. protesters say that this was all an attempt to finally be heard. >> this is necessary, because we're serious. they're not listening to us. they're closing schools without our support. it's very important that they hear us. if it's through these measures, that's what it has to be. >> other schools in oakland currently face the chopping block due to budget limitations. this morning, we've got some all new video to show you the path of detrux in dallstruction texas. one tornado spawned and it ripped apart most of the homes and toppled trees as well. the national weather service confirmed the twister was packing winds of up to 140 miles

an hour. more than 140,000 people lost power in that storm as well. multiple trees as i have noted were uprooted and cars were just completely flipped over. the severe weather now moving east, at least two people were killed in oklahoma and arkansas by falling trees from that storm. firefighters in east contra costa county are investigating a grass fire that grew more than 100 acres yesterday. started about 4:00 in the afternoon in brentwood on orrwood road. no structures were damaged. across contra costa county this week, firefighters are on high alert, bracing for possible wildfire. to prepare the fire district is spreading out its trucks and staff across high-risk locations and just in case, 20 additional firefighter teams are being assigned to 24-hour shifts. even though this week it may feel closer to summer than winter in the bay area, some die-hards getting ready to bust out the skis and snowboards.

ski tahoe set to open this friday. workers getting ready, making sure that machines are up and running and building up that base. this will be the first tahoe ski resort to open for the winter season. although mt. rose is on the higher elevation up there. >> right. it's beautiful. >> yes, it's been cooling off there, if you're planning to head to mt. rose expect temperatures in the 20s during the early hours, but as we look at our lake tahoe forecast it does warm up during the day, reaching into the upper 50s and as we bring it back home, we're concerned about a high fire danger, so we are going to have these very dry conditions with hotter temperatures, and a northerly to northeasterly wind could increase to 60 miles per hour. winds are expected to peak tomorrow night, and the fire weather watch will be in effect throughout the day tomorrow as well as thursday for elevations above 1,000 feet. so we are looking at our wind forecast, winds coming in from

the north and once again our models do show especially in the north bay we'll start to see winds picking up during the morning and at about 20 to 35 miles per hour, some of our valleys may not be as windy, but we are still looking at the north bay hills getting those higher wind gusts throughout the day tomorrow into thursday. i'll have more on this and what to expect coming up in a few minutes. mike, you're seeing the commute building out of the east bay. >> kari, you can see it behind me over here at the richmond-san rafael bridge from richmond, traveling across 580, over the water and to 101. a smoother drive yes but we see the build and some more slowing upper east shore similar in the case, still under a half hour from highway 4 but the backup at the bay bridge toll plaza as it recovers from the earlier crash, and disabled vehicle again the span is clear. construction looked like it's clearing as you travel eastbound 580 getting away from the bay bridge and that's right on schedule past high street. the rest of the bay light and not so bad for a tuesday, a smooth flow of traffic ads we look out there and no delays for mass transit, we have just over 40 trains running with no delays

>> jackie, remember me, mike, from your mom's work? >> remember you, i do. >> all right, so look, "star wars" not your thing, maybe the weather will be if you like warmer temperatures. >> yes, i've had some people on facebook say i like the warmer weather. when you have the threat of power being shut off, very hot temperatures, i don't think that's a good combo, and that's what we're dealing with right now. here is a look live right now at dublin, as we get ready to head out the door, and there is already a lot of people driving on the way to work. so our temperatures will be in the upper 50s, it's a little bit milder this morning compared to yesterday. upper 50s and then that will lead into some low 80s going into early afternoon. we're also getting ready for the school day in the south bay, as you're heading out and going to school. we'll see temperatures around 54 degrees. a jacket needed early, but not so much as we go into the rest of the day. as we warm up into the upper 70s

by noon, and 80 degrees by 1:00. let's go through all of our microclimates and see how the day shapes up. we'll be at noon in the upper 70s in danville and 83 degrees in novato, while san francisco is at 74 degrees. going into the middle of the day some of us will be hitting the low 90s, like in the north bay, and parts of the inland east bay. going into tonight, we won't see as cool. the temperatures mostly dropping back into the low 60s. as we get ready for our winds to pick up and a fire weather watch to go into effect for tomorrow, starts at noon, and then continues through thursday afternoon. and for all of these areas shaded in orange, those are the elevations above 1,000 feet, that's wre we'll have the highest fire danger, as high pressure builds. we're seeing more of a northerly wind and then it starts to turn a little bit more offshore. that's going to make it dry out, and we'll also have some very warm air. going into the weekend we'll see some changes as this storm system drops into the pacific

northwest, and delivers some much cooler air for us, but it will still be windy. so we are going to see some very hot temperatures for this time of year. for the rest of the week, for our inland areas, some upper 80s and low 90s, but then it will cool off and stay windy on sunday. mike, commuters will like it on the bay bridge. >> that's right. it's unusual to see. you'll love it driving across the span. now the backup at the toll plaza getting on to the span you might not like that. it is sll there but we had that clearing the latest was the disabled vehicle. look how nicely that span moves once you're on it. speeds at green. the backup off the berkeley curve and even that's not bad for 620 on a tuesday. the upper east shore slows just hovering under 30 minutes, about a half hour from highway 4 to the backup at the toll plaza. the rest of the bay a gradual build, san jose just starts for 101 north. highway 92 the san mateo bridge

picking up coming from the north to northeast 50 to 60 miles per hour. we could see the peak of our wind event tomorrow night. we'll have a fire weather watch starting tomorrow for elevations above 1,000 feet as we are going to have some very warm temperatures, but we have a cool start in napa, upper 40s that will lead to low 80s by early afternoon. eventually we'll reach 92 degrees with concord up to 90. san jose will top out at 85 today and 77 in san francisco. we'll talk about the weekend coming up. mike, you're tracking two important spots. >> i love all of the traffic spots, i was supposed to say that, but the peninsula and the east bay no major problems. thor the continued closure one lane out of the altamont pass. the smaller incidents on the nimitz tracking down through fremont. berkeley to the bay bridge toll plaza where the backup continues to form as the commute builds but the improvement on the span,

40 minutes to highway 4 to the metering lights but the span at the bay bridge is better than it was a half hour ago. >> 6:31. breaking news following this morning, former president jimmy carter recovering after a fall yesterday at his home in plains, georgia. it is considered to be a minor pelvic fracture. he's said to be looking forward to recovering at home. the former president is 95 years old. this morning, we are on fire watch awaiting word from pg&e about possible new outages. sonoma county had some of the most outages last time around and that's where we sent pete suratos. pete, i know many of those residents and businesses are still not happy with pg&e. >> reporter: good morning to you. standing in front of this cafe in the sonoma plaza. they had their power turned off as a result of the shutoff. the owner wasn't too happy about

it a couple of weeks ago but the lights are on and they haven't received a notice when it comes to these potential power shutoffs for pg&e. we know nearly 200,000 of the notices have been sent out to pg&e customers, including three counties right here in the bay area. we'll pull up maps and show you the affected areas. we've mentioned that the north bay is going to be affected by this. there could be shutoffs right here in sonoma county, as well as napa counties and see on that map a number of cities listed, parts of sonoma, santa rosa, as well as calistoga. so all together around 35,000 folks affected between those two counties. let's move over to san mateo county along the peninsula, a number of areas impacted as well. pescidero and half moon bay, a couple cities that would be impacted. the number is much smaller in that county, talking about just over 900 customers.

so all together we're talking about 48-hour notices going out to more than 200,000 customers in 15 counties. pg&e says it's been monitoring what they call an offshore wind event that they believe could put certain areas in danger. so again, the power shutoff option is being used for those purposes. the fire danger safety is what they're talking about. here is what residents and pg&e are saying about this potential next round of power shutoffs. >> so many emergencies and disasters here in napa county, this has become just the way how it is. >> we don't want to turn off the power, but if we have to do so, we want to help people stay safe during the shutoffs. >> reporter: pg&e says the company will be better prepared this time around with improved website and more people available to answer the phones but the shutoffs could begin as tomorrow evening. reporting live, pete suratos for "today in the bay." >> certainly an inconvenience

but proper planning helps people stay prepared, pete, thanks. and if pg&e makes any planned outages announcements, we'll send out a push alert to your mobile phone. this is a great time for you to just download the nbc bay area app, we're always sending out alerts on breaking news. >> 6:35 right now. starting today the city of oakland begins a two-week cleaning operation at a homeless encampment. crews are focusing on the ea near home depot at east eighth street and alameda avenue. the goal is to reduce what the city calls an extreme fire hazard. teams will create a new fire line for emergency access and place a buffer zone around pg&e utility poles. after one side of the lot is cleaned and cleared, residents will be able to return to that area. and today in the south bay, the santa clara valley water district will focus on what to do about the growing number of homeless camps along local waterways. it will vote on increasing its funding for safe and clean water programs and establish

encamp the cleanup project. the san jose councilman johnny camis is urging residents to show up says he wants to eventually see encampments removed. >> we cannot have people living in our waterways. it's just unsanitary, and it's not just bad for the environment, it's bad for them, too. >> some worry that removing the homeless along the river will simply push them into more populated neighborhoods. >> 6:36. new this morning, the former mayor of stockton agreed to a deal that may allow him to avoid jail time in a conflict of interest case. anthony silva pleaded no charges contest to improperly funnels $5,000 for a congressionary fund for a kids club of stockton which he led. in exchange, other felony charges against him were dropped. his attorney claims he did not personally benefit from the money but prosecutors had also accused him of double dipping from club funding. as part of the deal he will be able to do 45 days of community

work in lieu of 90 days in jail. >> 6:36 right now. happening today, the man accused of murdering oakland native molly tibbetts will appear in court. christhian rivera was charged with first-degree murder in the death of the 20-year-old university of iowa student. tibbetts disappeared last year while out for a jog. her remains were located a month after she disappeared. today's hearing will focus on a motion to suppress a portion of riviera's interview with police. his attorney's claim he was not properly read his miranda rights. the hearing is expected to last three days. dog lovers in san leandro say someone is taking things a dislittle too far, couraging them from letting their pets go on their property. so here is the reason why. here is a sign one put up outside an apartment complex warning of rat poison in the grass and also warns dog owners to stay away from the area or their pets will die. neighbors are pretty sure there's no actual poison in the

grass, and while the problem is real there, the solution lies elsewhere. >> no dog should be hurt, and nobody should be feeling disrespected. we all live in this beautiful community together. clean up behind your pets and life will be good. >> the sign by the way is now gone. the property manager had it removed last night. the police say there isn't really anything they can do about it because they don't consider it a crime. san jose plans to offer new incentives for drivers to go green. later today, mayor sam liccardo and south bay state senator bob likowsky will announce $14 million to fund new electrical vehicle charging stations. right now the city operates more than 50 stations most located in downtown san jose. so san jose will also offer a clean air program for ev owners which allows free parking at a handful of city owned lots. >> owners of the cars get to go through some of the quick lanes for a lot of traffic.

weekend. we like to look ahead at the weekend. in case you have things planned out there. >> we'll be so ready for the weekend, i will, because of the temperatures. as we go through the middle of the week, it's going to be hot and windy, but by the time we hit saturday our temperatures are starting to come down and we'll have some big cooling on sunday, with some upper 70s in the inland areas. looking at san francisco, warm for the middle of the week. by saturday we'll see highs in the low sefrts and upper 60s sunday. in the tri-valley expect it to be hot on friday approaching 89 degrees. 84 on saturday and look at sunday, 76 degrees with breezy winds. if you're thinking of making it a beach weekend, heading to month ray, friday is the best day. 81 degrees and low 70s for saturday and sunday. if you're going a little bit farther north to russian river valley expect a high of 87 on friday but then by sunday we're only reaching 74 degrees.

points to a california energy commission report that found that the gas retailers didn't provide proof that the gas is better. we talked with one driver who says he's glad the governor is asking for answers. >> the gas prices are killing me. i commute from here to sacramento every day almost and it's been killing me. it's like $28 up, $28 back so it's a good idea. >> it's unclear how long an investigation would take or if drivers will eventually benefit. san francisco police investigating a deadly shooting about one block from city hall. it happened at 11:00 last night near larkin and golden gate in the tenderloin. police are not releasing any details about the man who was shot or if they know what led up to that shooting. in southern california, evacuees have gotten the all clear after a fast-moving fire that threatened multimillion-dollar homes. this is video from yesterday in pacific palisades north of san ma monica. we brought it to you live in our midday newscast yesterday.

hundreds are people were out of their homes for hours and the flames managed to destroy patio furniture outside of one home but that was the extent of the damage and no one was injured. in a few hours, napa county supervisors will consider extending a temporary ban on cannabis business. it would apply to unincorporated areas of the county. the current moratorium is set to expire in december. leaders in the wine industry have expressed concerns those businesses would impact the current labor shortage. they've also expressed concerns about some of the chemicals used to grow cannabis. the board will direct county staffers to begin taking public input on the issue next year. b.a.r.t.'s new carpool parking program has been so successful, it's now expanding. in june b.a.r.t. rolled out a new station allowing carpoolers to pay at the parking lots using the b.a.r.t. app. five more stations are now being rolled into the program, all on the peninsula. daly city, colma, south san francisco, san bruno and millbrae stations are now included.

summer-like day, well above normal, as we reach 85 degrees. up to 90 in concord today. 92 in napa. even though these temperatures are very warm, we're not close to setting any records today, so if you're looking out the window about to get dressed be prepared for it all. you need a jacket to start and sunglasses with all of this sunshine. later on today you might be more comfortable with short sleeves and shorts so we're going from some fall-like temperatures to a summer-like day and the seven-day forecast is already up at the bottom of the screen, as we look at our fire weather watch in the areas that will be affected, anywhere shaded in orange which includes our elevations above 1,000 feet, basically bay area hills have high winds, slow humidity that starts tomorrow and continues throughout the day thursday. it's because we have high pressure to our west, setting up and it will bring in a northerly wind that will turn offshore going into the next 24 hours.

with that dry offshore wind, that will be gusty at times, we will see any small spark potentially spread very quickly, going into the weekend, some cooler air moves in as the low drops from the north but it will stay windy sunday. we are looking at warm weather for the inland areas, going into the rest of the work week. by the weekend, we will start to cool off and go back to fall early next week. we're looking at highs in san francisco topping out at 85 degrees this thursday. mike, you're updating two east bay crashes. >> i am but i'm looking at the highs for thursday, maybe that's the day to go to the pumpkin patch in the 80s and 90s. the peninsula, crash 101 at broadway, that is clearing. i believe there is one lane blocked for a short period of time. that's it for the peninsula. the rest of the issues are in the east bay, your typical build. we want to show you 880 southbound right here as you approach mallory, we have that crash, may still be blocking one

lane and we see some slowing down out of san leandro, in toward that area, which is a typical pattern. over here west 580 good news for traffic out of the altamont pass. all lanes cleared after the earlier big rig crash. toward the bay bridge we heard from our buddy alan who drives one of our camera crews out there and he said things were so messed up from the earlier crash, when he tried the bay bridge, the waze system told him to go to the san mateo bridge. now things are much lighter as the crash and the backup have cleared. it's the east shore freeway that jammed up from berkeley to the berkeley curve and looking at 51 minutes from highway 4. >> thanks so much, mike. 6:54, happening now, test flights for an electric air taxi in singapore. take a look as the battery operated two-seater taxi quietly flew past sky crepe escraperkys. it can fly autonomously but there was a pilot for this flight. next a quick look at the top stories.
