"today in the bay" continues right no a very good now wednesday thanks so much, for starting your day with us. i'm laura garcia. >> and i'm marcus washington. we'll get to the morning commute in a bit. first we want to talk about the weather, we'll experience high winds today as well as hotter temperatures. >> and the low humidity, that combination makes for a high fire danger as we start to see winds coming from the north and northeast. as we go through the day we could see some gusts reaching over 60 miles per hour, especially in the higher elevations, so we are going to have this high fire danger for not only the north bay, but the east bay as well as the santa cruz mountains. this starts at noon, as we get the low humidity, and that very dry air. we'll talk about the temperatures also in the 90s in the forecast coming up. mike, some folks are heading out to work a little early. >> for a wednesday, kari. we're seeing the fastrak lanes build in. we saw the left cashanes building over the last 15 minutes. what may be happening, some

folks may be planning to go to work today and see how the outages go. that may be the case. we'll see how the morning progresses. there are no major problems getting toward the bay bridge but again the early backup shows coming off of the maze, a smooth drive through contra costa county, and from the north bay, both across the carquinez bridge and the golden gate bridge. no problems through the south bay or peninsula and disabled truck we'll talk about that counter commute, guys, coming up. back to you. >> thanks so much, mike. back to the red flag warning set for later today in the extremely high fire danger, and noon, pg&e will announce exact areas where they will shut off power later today. pg&e says the move just like two weeks ago will prevent downed power lines from starting fires. impacted areas include parts of san mateo, napa, and sonoma counties but the south bay and east bay will not see shutoffs and that doesn't mean people should not stay on alert. bob redell joins us live in walnut creek this morning, talking about some of the

concerns out there. bob? >> reporter: well, we're talking about the red flag warnings that are pretty much throughout the bay area, laura, why firefighters are reminding people you want to have at least 30 feet of defensible space around your home especially if you live in wildland area like walnut creek. the national weather service issued a red flag warning for here in contra costa county and every other county in the bay area, except for san francisco. it starts again this afternoon, runs until tomorrow afternoon. the highest threat of wildfire will be in eastern coco county. the city of berkeley is so concerned about this year's fire season, last week the city council passed a resolution to make fire safety a top priority, and you can understand why. many homes there and other parts of the east bay hills are built so close together on steep terrain, surrounded by lots of vegetation. we saw what happened in 1991,

when 25 people died and 3,000 homes burned, which is why again firefighters are pleading with homeowners to clear the brush from around your home. >> sometim almost think we're doomed, although thank goodness 36 years of living here, we haven't been doomed yet, but it's a lot of it is luck. there's way too many trees, people don't want to trim trees as much as they should. >> it is tricky in the east bay hills because houses are built so close to each other. it's hard to meet the standard of 30 feet that is what people strive for. >> reporter: you'll recall a couple of weeks ago the 50-acre wildfire that burned in the hills behind a gated community not far from here in moraga, firefighters said it could have been disastrous if they didn't sop it in time. police believe a vape pen could have caused that fire because one was found right where the fire started.

reporting live in walnut creek, bob redell, "today in the bay." >> thanks so much, bob. meteorologist kari hall has been tracking this weather system all week, kind of warning us it was coming but you have an in-depth look at what's happening. >> we'll see our winds picking up today because of some high pressure moving in. it's going to force our winds offshore, and then we are going to see our winds coming in especially for the north bay, starting a little bit earlier in the day. at noon we're seeing clearlake and winters and napa seeing 15 to 35 miles per hour. it's going to be even higher for some of the higher elevations, as you go up above 1,000 feet, so our mountains and hills will have some of the higher wind gusts, and then going into this evening, we're still seeing the gustiest winds in the north bay, but then we start to see a little bit coming in to oakland, with winds at 7:30 tomorrow morning, at 31 miles per hour in the oakland hills, as well as san francisco, blowing off the shore, half moon bay at about 25 to 30 miles per hour.

a.m. 5:05 for you right now. breaking news in hong kong, where a highly unpopular extradition bill has now been formally scrapped. the plan sparked months of chaotic protests that have since morphed into a campaign for greater democratic change. hong kong's security secretary today announcing a formal withdrawal of the bill, but as pro democracy lawmakers tried to question him, he refused to respond. also breaking right now, a horrible story emerging in southern england where 39 people have been found dead in a locked big rig trailer. all the bodies are believed to be those of bulgarian immigrants. authorities say the truck came from ireland and entered the country on saturday. ambulance workers discovered it. a 25-year-old man from northern ireland is now in custody, accused of driving the truck and transporting the victims. british prime minister boris johnson pledged in a tweet to work closely with essex police

to establish exactly what happened. classes resume today at ridgeway high school in santa rosa, where a shooting yesterday injured one student and prompted a lockdown. it all unfolded yesterday morning, when police arrived, they found the teenaged suspect in a classroom. later, they determined the 16-year-old victim drove himself to the hospital, despite suffering two gunshot wounds. he is said to be in stable condition. police say the gun has not yet been found and they believe it may have been shoved into a student's backpack. the south bay is getting a major funding boost for affordable housing, from a voter approved bond, and from a major tech company. "today in the bay's" kris sanchez joins us live from san jose with one project that will add nearly 200 units, kris. >> reporter: hi there, marcus. not much so look at now, just a chain-link fence but the open ar is soon going to be a development for folks in the low income scale in the city of san

jose. now the santa clara county voted to spend $33 million on two more developments, about half of the funds come from the housing bond that santa clara county voters passed a few years ago, so your tax dollars at work, and then about half come from the state housing and community development no place like home program. one development is here and the other at gallop and mesa. the county is on track with its control of creating 4800 units of housing by december of 2027. >> i'm just as happy to have a low income affordable housing here as to have market rates. >> reporter: why? >> because we need something on the site and we need people to have a place to live and t homeless need a place to live as well as anybody else. >> reporter: at least here we have neighbors showing some support. yesterday facebook pledged to

spend a billion dollars over the next ten years of san jose the social media giant says this will help develop 20,000 units of housing, they say will help teachers, nurses, first responders live a little closer to where they work. back in june, you might remember that google also pledged a billion dollars toward affordable housing, and helping with the homelessness crisis. in san jose, kris sanchez, "today in the bay." right now it's 5:09. we are under a microclimate weather alert. we are expecting a high fire danger today. it will be hot and dry in the hills, we could see gusts up to 60 miles per hour, with winds peaking tonight through tomorrow morning. we do have red flag warnings across the bay area, and then the winds start to decrease on friday, but let's go through these temperatures for today, and all of our microclimates at 9:00, we're mostly still in the 60s, anything outdoors you want to make sure you get it done or if you're clearing that defensible space around your house, try to get out there early in the day, before it

heats up, and the winds increase. at noon we're seeing already some mid 80s in napa, some upper 70s in san jose. we're headed into the upper 80s and even a few low 90s and then as we go into 7:00, we're still going to have some gusty winds, and some very dry air, with these temperatures in the low 80s in concord. so we'll talk more about what's ahead, as w look at our east bay temperature trend, but mike, you're saying the traffic is taking a break on the peninsula. >> taking a break and getting back to traffic and taking another break, as they clear the crews, finishing up their day. we just missed this backup, sorry, not crash, backup approaching willow where you see the lights on the overcrossing now, continued changes for the project adding the express lanes through the area. we see a smooth drive on the speed sensors around the bay but watch for the road crews as between now and 6:30 you'll see them moving from the area. moving from the roadway eastbound 580 that disabled big rig i was going to tell you about is gone as you approach greenville. great news, counter commute and

>> ouch. >> not like it's on tv, only it was. >> exactly. call his insurance adjuster. >> switching gears for us. >> is it ding weather, kari? >> not so much. >> what is that? >> i have no idea. i have no idea. >> sounded good at the time, right? >> i'm not a meteorologist. >> hopefully no dings going on out there. here is a live look outside in palo alto looking at highway 101. as we are starting out this morning it's clear, nice and quiet. we're going to have a nice start to the day, but then as the day goes along, it starts to heat up and we're going into the upper 70s by early afternoon. we do have a red flag warning that will be in effect starting first in the north bay, beginning at noon, ending tomorrow at 4:00, and we could see some of those mountain gusts at 15 to 20 miles per hour. those are the sustained winds, actually the gusts could reach up to 60 miles per hour in the valleys. we're looking at about 35-mile-per-hour gusts. then for the east bay this afternoon, it begins at 3:00,

and ends tomorrow afternoon, some of those mountains in the east bay could get 30 to 40-mile-per-hour winds, while the valleys will have more of about a 15 to 20-mile-per-hour wind. for the santa cruz mountains, we're going to see this red flag warning starting a little bit later at 7:00, and then we could here see winds mostly at about 10 to 20, gusting up to about 35 miles per hour. not only that, but we're also going to have some very warm temperatures, reaching into the mid to upper 80s today. while this is well above normal, i don't think we'll set any records, a daily high temperature record, but we're going to be very close in some spots like concord, reaching 90 degrees. up to 85 in redwood city. san francisco in the upper 70s, and the north bay reaching up to 93 in santa rosa, and napa. we have a high wind event we're expecting todays well as tomorrow due to a strong offshore wind, as high pressure builds just to our west, and then we're going to see that

moving away, but then a storm system moving in to the pachk northwe pacific northwest drops cooler temperatures and make the winds gust again going into sunday as well as monday. we have two possibly high wind events in the forecast for today, and then again on sunday, but a big change in our temperatures going way downhill, headed into early next week. mike, you have not a ding but a car fire. >> that's right, kari. the winds tomorrow, this is the type of thing that will be extra concerned about but still concerned, the bay bridge backup pretty much back on schedule now, as the build toward the metering lights, is over here southbound 680 approaching 24, just before the interchange i'm told is where the car fire is, no slowing shows up. no lanes reported blocked but we'll track that for an update. i think it's a smoking vehicle but that's a a concern we keep tracking. over here just over 20 minutes as you travel out of brentwood and out of byron for vasco road south toward 580, typical pattern and build.

5:25, and a controversial billboard many argue attacked san francisco mayor london breed has now been taken down. this is where it once stood south of market. now it's just a blank space. it was put up by a fringe mayoral candidate named ellen zhou and included a cartoon depiction of mayor breed counting money thinking about homeless people. it included the phrase stop slavery and human trafficking in san francisco. there's no word on what exactly led up to it being removed. look at the dramatic video coming out of washington state this morning. this is a river outside of seattle, it's expected to crest today, which they say will lead to major flooding down river in fall city, due to heavy rains and melting mountain snow.

in oregon, two state troopers are accused of excessive force and racial profiling, after stopping an oregon state student for riding her bike on the wrong side of the road. when she questioned why she needed to show her i.d. and refur refused to do so, the troopers arested her. in the body cam video you can see the troopers tackling the student, naacp is outraged and the arrest under investigation. it looks like the city of richmond will be the latest in the bay area to move to district base city council elections, that's what councilmembers indicated last night during the meeting. cities with at-large elections like richmond have faced costly civil rights legal challenges that they've ended up losing. richmond leaders say that rather than fight legal action, they may draw up districts in time for the next election. as a result, up to half of the current council may have to run against each other or step down. today i get to do something pretty cool, this afternoon i

dangerous temperatures and winds, conditions ripe for fires. microclimate weather alert is in effect this morning, a lot going on. thanks for starting your day with us. i'm laura garcia. >> and i'm marcus washington. let's keep it going. meteorologist kari hall has been tracking those conditions for us. kari, what can we expect today? >> we are going to have some hot and dry conditions, as you get ready to head out. let's switch it over to our weather maps, as we are going to see some temperatures today reaching into the 90s. our hills will gust 50 to 60 miles per hour, and our winds will peak tonight through tomorrow morning, so that's the time frame, when we will see the potential of any fire spreading more rapidly, as that red flag warning goes into effect. our winds will decrease on friday, but then we take another live look outside in walnut creek, as you get ready to head out the door, we have some mid-50s, reaching into the upper 70s already by noon, it's going to be very warm, with highs in the 90s there. we'll talk more about this coming up and mike you're tracking the roads.

how is it looking? >> bay bridge standard back to our normal pattern. bes we saw an early backup, the bay bridge metering lights on schedule no, problems on the approach. kari showed you the walnut creek camera where the car fire is supposed to be, we took a look and it wasn't blocking lanes or showing smoke. we're watching through hayward, another crash closer to san leandro, we'll get details from chp but the speed sensors look great up and down the peninsula. the south bay shows a build for north 101 through san jose and no major problems other than the fact that something happened to the color but it's yellow, a little slowing through vallecitos and i'll find where the yellow went. back to you. >> thank you. later this morning, pg&e will announce exactly which areas of sonoma, napa and san mateo counties will experience planned power outages. power will be turned off but some school leaders already making that decision to close tomorrow, right? >> reporter: good morning to you, marcus. school leaders are making that decision including hidden valley elementary in santa rosa, which is going to close earlier today, and be closed through tomorrow due to the potential power shutoffs in the area. i want to show you a list of the schools in santa rosa, only about a handful of them, about four schools listed there on your screen. of course we mentioned hidden valley elementary. you see the other schools listed there, and these four schools actually close earlier today just before 2:00 p.m. you want to check in with the school district website for information on that. it will remain closed through thursday. the santa rosa unified school district deciding to do this as you mentioned ahead of these potential outages, before pg&e actually confirms if power will be out in the area. this means that afterschool programs will also not be available to students as well. with this potential second power shutoff due to fire danger in the area, this means pokes have

to get prepared all over again. in fact, in santa rosa, you got folks stocking up on supplies, in fact it's a reminder to have supplies on hand such as flashlights, batteries, first aid kits, perishable food and water, have the coolers there as well, in the event of these outages. of course for residents in santa rosa and beyond, just for folks overall impacted by it, it continues to be an adjustment. >> well, due to the previous power outage, we learned that you have to stock up on ice, and if you'd like to cook your food, you need some propane, and coffee maker goes with the power, so you got to get a little coffee if you want to have it in the morning. so just your basics. >> pg&e's website did crash during that first shutoff, and they vowed to upgrade it to better communicate with customers, but when they did test out the more powerful version, it did crash. we'll have to see how that shakes out but the potential power shutoffs could begin as early as 2:00 p.m. today. reporting live, pete suratos for

custody to i.c.e. authorities. sheriffs office representatives are scheduled to attend this afternoon's meeting. south bay immigrants received a powerful message last night to know your rights. san jose mayor sam liccardo along with police and other community leaders took part at an event at universal church. he says the goal is to help neighbors better understand their rights and show families what kind of resources are available to them, whether or not they're here legally. >> it's important that families know that their kids should go to school, and they can go on with their lives and go to work, and go to the doctor's office, do the things they need to do, and the only way they to do that is if we empower them with information. >> san jose was one of a half dozen u.s. cities that held similar know your rights events yesterday. police are hoping a new sketch could help track down a south bay child predator. take a look at what the attacker looks like. police say he molested a 13-year-old girl three times last summer in san jose. it happened as the girl walked

her dog on the los alamitos trail between harry road and camden avenue. if that face looks familiar, call san jose police. >> 5:36. the battle over school closures in oakland may heat up again later today. angry parents and teachers are vowing to show up at today's school board meeting. already this week opponents shut down a meeting involving education leaders and city councilmembers. they're angry about a plan to close two schools and fear more schools may be on the chopping block. the district cites lower enrollment and ballooning budget deficit. today's meeting starts at 5:30 p.m. >> 5:37 for you right now. in a few hours stanford lieders cut the ribbon on a new state-of-the-art medical facility. the new hospital seven stories and covers 824,000 square feet. it also includes 368 patient rooms, 20 operating rooms and an emergency room twice the size of the old one. it also is a lot more

too, a nice weekend. >> looking forward to it. >> this weekend a lot of halloween celebrations, the fall harvest festival and it's going to be nice, a little warm on saturday, still with some of our inland valleys reaching the upper 80s and the bay will reach up to about 83 degrees. coastal areas in the mid-70s, so saturday is probably your better day to head to the beach, because it will be cooling off on sunday, and we'll see that also for the inland areas, that 77 degrees there, got some gusty winds picking up for the bay. we're looking at highs up to about 73 degrees, and if you are making some beach plans, half moon bay will be most comfortable and warmest on friday. we're going to see the highs there in the upper 70s and then coming down to the upper 60s by saturday and sunday. if you're going up to lake shasta this weekend, also look for some big changes, with some low 80s expected friday. saturday is a pretty nice, 74 degrees, and then coming down to 61 for the high temperature on sunday, with some high winds,

from the upper 50s to the upper 70s by 1:00, eventually we'll see the highs reaching near 90 degrees today. i'll have more on that and when the winds pick up, that's coming up in less than five minutes. >> we have a nice easy traffic flow, a gentle build out of richmond headed across the bridge to san rafael, but i did get word of an incident on the nimitz, concerned, we have a lot of debris on the roads. now to a follow-up in redwood city, closing arguments could begin as soon as today in the murder trial involving a local heiress. tiffany lee is accused of arranging to have her ex-boyfriend keith green killed. she was allegedly scared about losing a custody battle with him. prosecutors say lee arranged with her then boyfriend to kill green but her attorneys argue she's being wrongly accused for a crime by one is. someone else. they argue that green was killed in a botched kidnapping.

a sheered off fire hydrant sent water shooting into the area. the water is off but authorities are still trying to piece together how it happened. firefighter ngs southern california continue to push to fully contain two sfirz that started earlier this week, worried about the hot, dry winds that are expected to intensify starting later today. monday's fire in san bernardino damaged three homes, a fire in pacific palisades threatened hundreds of others, but firefighters in that case managed to prevail. as of last night, both were about 25 to 30% contained. new for you this morning, a california federal court district is facing a shortage of judges. the eastern district includes over 8 million people in the central valley. its main courthouses are in sacramento and fresno. u.s. senators dianne feinstein and kamala harris recently received a warning letter that says criminal cases may have to be dismissed due to the inability to comply with the

speedy trial act. staff members are now working to find qualified caidates. 5:45 and environmentalists are blasting a new white house plan to govern water usage in california. the new plan gives more water to farmers, but critics say that it will further threaten endangered fish, including delta smelt. the plan does include new money to monitor rivers and promises to reduce water pumping if necessary. but environmental groups are not convinced. they're already vowing a legal challenge. >> 5:46. congress has heard some of the toughest testimony against donald trump to date. >> it comes from someone who the u.s. government has trusted for decades, scott mcgrew. >> william or bill taylor, marcus. i'll get to his bona fides in a minute. he's america's top diplomat to ukraine, technically not the ambassador, the senate hasn't confirmed him. as charge d'affaires he was in

the middle of the talk withholding military aid in exchange for a ukrainian investigation that would benefit the trump campaign. something the acting chief of staff says happened. taylor testified behind closed doors on tuesday, but we've seen his opening statement, and in it, he says he was there when diplomats working for trump and working outside the usual channels set up a quid pro quo arrangement with the ukraines. you'll remember we're talking about text message exchange. taylor and other diplomat head "are we now saying that security assistance and white house meeting are conditioned on investigations?" and ambassador to the eu gordon sondland says "call me." thanks to the testimony, we now know what they said on the call. according to taylor, on the phone call, sondland said "everything" was dependent on such an announcement from the ukrainians they were investigating biden's son,

including security assistance. that is devastating testimony, it is that quid pro quo, this for that and it's impeachable. who is taylor? taylor is a west point graduate. he led vietnam troops, troops in vietnam. he's worked for the government for decades and repeatedly was appointed to important offices by republican presidents. he is not a partisan. you know who else describes this to a "t" robert mueller. he went to officer candidate school, not west point, a marine, not an army officer, but the same. during this investigation, president trump accused mueller of committing crimes, being a democrat, he's not, and said he would sue mueller. he did n't. president trump will speak in pittsburgh. if we don't hear his response on twitter or outside the helicopter this morning we'll get it on the speech at the shale inside conference. we wait for president trump's response. follow me on twitter

meteorologist kari hall has been tracking that and a lot of concern with the power shutoffs. >> right, we've been watching to get an update from pg&e on when and if they're going to shut off the power. this is a look at the map on their website. it hasn't been updated since sunday. so here we are, on wednesday, and we're wanting to know if we're going to see our power shut off, and we haven't had an update from them as of yet. so we are going to have our red flag warning in effect today, starting in the north bay at noon, and it's all of these areas, so pretty much everyone in the north bay will be under a high fire danger, as we start to see our windscreasing, gusts in some of our mountain peaks to 60 miles per hour, the valleys and the coasts up to 35 miles per hour. for the east bay, the red flag warning starts at 3:00, and continues until 4:00 tomorrow afternoon. here we could see gusts 35 to 40 miles per hour. for the santa cruz mountains, the red flag warning starts at 7:00 p.m., and it continues until 4:00 tomorrow.

here we're looking at some lighter winds, but still up to 3 35-mile-per-hour gusts. we see the time line winds increasing on our computer models some of the north bay areas the bright colors showing the highest winds and that continues throughout the day today, into tonight, and then we start to see the winds getting a little bit stronger for the east bay hills, going into tonight and early tomorrow. high temperatures are going to be really high, reaching into the upper 80s and low 90s, all because of this offshore very dry wind we have in place, going into the weekend. we'll start to see the winds calming down for a little while, but picking up again on sunday with some cooler air moving in. look at our temperatures going from 93 tomorrow to 77 on sunday. some big changes ahead, going back to fall, pretty soon we have to make it through this and mike you're tracking ing ing a on the nimitz. >> maybe nor complications but

following the report i'll explain here. this is the typical traffic we follow, the flow north toward the bay bridge, that's not a problem from high street and the coliseum up to the toll plaza, where the metering lights are on and you see that the maps show a typical plan coming out of contra costa county and through the maze. at the bottom of your screen southbound 880 from 238 all the way down to "a" street in hayward out of san leandro. a lot of slowing, reports of a disabled big rig in the middle of the freeway. they need a big tow truck to help it out of there. chp is there and also seven mail carts. i don't know if this is offic l officially postal service equipment and if there is mail out there or if that's just the description that was called in, because there are some carts. we'll track that of course, very closely. there will be slowing right now and we'll let you know if there are further complications as far as the content goes there. the rest of the bay shows a smooth drive, so right now trouble south on the nimitz toward that san mateo bridge. back to you. >> thanks, mike. happening now, turkey's defense ministry is signaling it

they say the company did not provide access to suicide mental health care, part of efforts to work out a new contract with the company. they've been working without one for more than a year. the company says in part that they've hired hundreds of new therapists and are building dozens of new treatment facilities. if a deal cannot be reached those workers are threatening to go on strike next month. happening today, a highly anticipated play debuts in san francisco, harry potter and the cursed child begins to run tonight at the curran theater. it has four acts split into two performances so audience can choose to see both installments at the same time on the same day or split them on different nights. the play is based on the original story by rowling and follows the events of the book, all of the books and it's already had a long run in london's west end. turning to sports now, klay thompson's return from injury this season is apparently not a
