6:00 am
we thank you for letting us into your home, so early in the morning. thanks so much for joining us and waking up with us. i'm laura garcia. >> and i'm marcus washington. of course we will get to that commute in a minute with mike inouye. first we talk with meteorologist kari hall. tracking the conditions, the times we could see the wind increase as well as the fire danger. >> high fire danger today, hot temperatures and low humidity, as we get started this morning, things are fairly calm and temperatures are cool, but it will heat up this afternoon, and winds will gust up to 50 to 60 miles per hour in elevations above 1,000 feet, and our winds will peak tonight through early tomorrow morning, that red flag warning staying i effect, and the winds will finally decrease on friday so we're going microclimate by microclimate, seeing our temperatures heating up today. we'll reach into the mid to upper 80s by early afternoon, and a few spots in the low 90s. we'll talk more about this and mike, you're tracking a traffic alert out of the east bay.
6:01 am
>> that's right, it is not here at the bay bridge but i wanted to show you the backup, we're on schedule. early backup formed but typical pattern through congretra costa county. there is one incident near the caldecott outside the tunnel, no slowing shows up for 24. the traffic alert is on the nimitz, just issued by chp, out of oakland through san leandro, and down toward "a" street where we have that truck that dropped seven carts out of the back, the report calls it mail carts. i don't know if this is related to the postal service at all but i know there's debris out of the lanes. issued the sig alert in the middle lane, they may have to close a couple more. the slow something souing south. the rest of the bay moves smoothly. pg&e still hasn't made a final decision on whether to cut power to tens of thousands of homes and businesses in the bay area. >> and we're expecting a decision later this morning. if the outages take effect in san mateo county, fewer than 1,000 homes are expected to lose power.
6:02 am
mostly in remote areas but including parts of woodside and la honda. in the north bay roughly 7500 napa county customers may lose power. it covers eight towns including calistoga, st. helena and lake berryessa. sonoma county, 28,000 homes and busses m be impacted, it includes santa rosa, healdsburg and sonoma. >> the south bay and east bay probably won't see shutoffs but that doesn't mean people should not stay on alert. bob redell joins us live in walnut creek this morning with some perspective there. bob? >> reporter: laura, that's cause there is still a risk of fire danger here in the east bay and pretty much anywhere in the bay area, that's why firefighters are reminding you to at least have 30 feet of defensible space around your home especially if you live in a wildland area like this neighborhood located in walnut creek. the national weather service has issued a red flag warning for contra costa county, where we're
6:03 am
at and every other county here in the bay area, except for san francisco. it starts again this afternoon, runs until tomorrow afternoon. the highest threat of wildfire according to nws will be in eastern coco county. because of warm temps, low humidities, and expected strong winds from the central valley. the city of berkeley is so concerned about this year's fire season, last week the city council passed a resolution to make fire safety a top priority, and you can understand why. many homes there and other parts of the east bay hills are built close together on steep terrain, suounded by lots of vegetation. we saw what happened in 1991, when 25 people died and 3,000 homes burned, which is why again firefighters are pleading with homeowners to clear the brush away from your homes. >> sometimes i almost think we're doomed, although thank goodness 36 years of living here, we haven't been doomed
6:04 am
yet, but it's -- a lot of it is luck. there's way too many trees, people don't want to trim trees as much as they should. >> defensible space is tricky in the east bay hills because houses are built so close to each other. it's hard to meet the standard of 30 feet that is what people strive for. >> reporter: you'll recall a couple of weeks ago, the 50-acre wildfire that burned in the hills behind a gated community not far from here in moraga, firefighters said it could have been disastrous if they didn't stop it in time. we have since learned that police believe a vape pen could have caused that fire since they did find a vape pen in the area where the fire started. reporting live in walnut creek, bob redell, "today in the bay." >> thanks so much, bob. looks like we've been talking about those conditions out there, kari. this is what people need to be mindful of what's going on. >> absolutely today, tomorrow, we're going to start to see those winds picking up and the red flag warning going into
6:05 am
effect and once again here is another look at that map, as we get ready to see our high fire danger kicking in today for the north bay, begins at noon, and then for the east bay, we'll start to see the fire danger increasing, at 3:00 this afternoon, we could see gusts up to 35 miles per hour and 40 in the mountains, in the santa cruz mountains, we will see this risk going up later on this evening, as we look at our wind speed forecast and going hour by hour, we take it into early afternoon, with that red flag warning begins. we can see that for areas in the east bay, south bay, as well as the peninsula, winds are going to be fairly light, but it will start to increase in parts of the north bay, where we see the brighter color shows the winds will be higher, and that inudese of the hills in the north bay, going into tonight, and then we do start to see the oakland hills, as well as parts of the peninsula, seeing those winds picking up throughout the day but notice in the valleys, wednesday light for most of the time, especially in the tri-valley, as well as santa

clara valley. so some of our low-lying areas may not get this high wind event, but the mountains are going to be the high risk areas, as well as the hills, where we have a lot of dry brush, low humidity, and also these high winds, so that's something we'll be monitoring all throughout the day. laura and marcus? >> thank you, kari. 6:06. tomorrow we are going to come on the air early at 4:00 a.m. join us for an early edition of "today in the bay," try to keep you updated on everything going on in regards to these power outages. breaking news to tell you about from hong kong, where a highly unpopular extradition him has now been formally scrapped. the plan sparked months of chaotic protests that have since morphed into a campaign for greater democratic change. hong kong's security secretary today announcing a formal withdrawal of the bill, but as pro democracy lawmakers tried to question him, he refused to respond. also breaking right now, a horrible story emerging in southern england where 39 people

6:08 am
are particularly low income, also young people who are homeless and folks with mental illness. the county voted to spend $33 million on two developments yesterday, about half of the funds coming from the housing bond, santa clara county voters passed in 2016, and about half of it from the state's housing and community development's no place like home program. one development is here on reyes avenue and the other at gallop and mesa near the al maden expressway in blossom hill if you're familiar. county supervisor says the county is on track with its goal of creating at least 4800 units of housing by the summer of 2027. neighbors here say they support it. >> i'm just as happy to have a low income affordable housing here as to have market rates. >> reporter: why? >> because we need something on the site and we need people to have a place to live and the homeless need a place to live as well as anybody else.
6:09 am
>> reporter: also yesterday facebook pledged to spend a billion dollars over the next ten years in the city of san jose the social media giant says this will help develop 20,000 units of housing, they say will help teachers, nurses, first responders live a little closer to where they work. you might remember that back in june, google made the same billion-dolla pledge. in san jose, kris sanchez, "today in the bay." >> thanks, kris. the annexation will impact alhambra valley, vine hill, mountain view and north pacheco. councilmembers cited problems with water service applications from property owners within the areas. tonight's study session will include public feedback. right now, at 6:09, as we get ready to head out the door, we have some cool temperatures, we are going to see some mid-50s to start this morning.

yesterday she asked twitter, "hypothetically, if you were, say, a member of congress sitting on the financial services committee given five minutes to question mark zuckerberg, what would you ask?" one of her twitter followers answered "ask him, did the russians really pay for their election ads in rubles? really? really? really? repeat until time expires." yes, they did. so tough day ahead, i think for mark zuckerberg. >> it will be interesting. >> you saw him setting these up the last couple of days. i'm not saying the billion-dollar contribution was necessarily connected, but it was a billion-dollar contribution, he appears on "nightly news" he's talked at georgetown. this is the day he's been preparing for. >> see how he does. >> thanks, scott. 6:17 for you this morning. trending a classic car catastrophe, a former reporter with "good day sacramento" is looking for a new job. this is what happened. he was fired after getting a lot of criticism for jumping on top

high fire danger, the red flag warnings going up for today, and we're going to see a high fire danger for most areas, except for san francisco, where we start out with some nice cool, calm conditions, the winds will still pick up today and going into tomorrow. let's head down to mountain view as we check out our temperature trend for the morning, we're going from 57 degrees to 69 degrees at 10:00, and some upper 70s by early afternoon. our south bay high temperature is going to be pretty high up there, reaching 86 degrees downtown. we were talking about the normal high temperature for this time of year, it's about 72 degrees, so we're way above that, but i don't think we'll set a record today. we're looking at low 90s in antioch, pittsburg, as well as danville and hayward reaching 85 degrees. we'll also see some mid 80s in redwood city today, san francisco up to 80 in the mission district, mostly some 70s, and for the north bay we're up to 91 in novato. napa today reaching 93.
6:20 am
here is what's going on. we're seeing our winds shifting, coming in from the north and northeast, creating a high fire danger, as that wind moves over parts of the sierra, down to the central valley and into the bay area, as it does so, that air dries out, and it also really starts to move fairly quickly across the bay area, so with a high wind event, and low humidity, we're going to see any sparks spreading rapidly. here is a look at the relative humidity in the forecast for today, and then the bright colors show where the winds will be gustino sha a lot of gusty winds going into this evening, and humidity levels below 20%, and even dropping down into the teens as we go into tonight and early tomorrow morning and throughout the day tomorrow, we could see some single digit relative humidity numbers and that's going to make it very dry and also very hot. look at the temperatures, we're going into the low 90s for today and tomorrow. temperatures peak tomorrow. it's still going to be hot on friday but it won't be as windy
6:21 am
and then saturday it's going to be very warm, but we get some major cooling on sunday, but that cooling also comes with another high wind event. so i'll have more on that coming up. mike, you're saying the traffic alert still conditions tinues i hayward. >> the backup out of oakland the nimitz, the bottom to of the screen, leaving oakland helpeded down toward 92, give you a second to look at the rest of your map, mild build there in walnut creek, and that fire, a grass fire off the freeway over there, around highway 4, nothing threatened from what i understand but it's a distraction. the big problem again south 880 is jammed up, davis all the way down to just shy of "a" street to 92, wynton, foothill boulevard take you past the backup here which is holding steady. the truck and the debris block your right two lanes, that's the problem for the nimitz, headed down toward 92. anywhere south of there other side of the bay also moves very smoothly. san jose we do have the earli

incident north 101 at tully. looks like it's out of lanes, still a distraction as you see the build approaching capitol expressway, things clear past the incident through the rest of san jose, silicon valley. northbound 101 through the earlier construction zone, looks like we got done with the last of those traffic breaks through the area, and so that's a smooth drive, getting over there, again, traffic held up in san leandro, keeps the san mateo bridge westbound moving pretty smooth. back to you. >> thank you, mike. still ahead for you this morning, 6:22 right now. more local news, and the next election change in one city of contra costa county, and what they're considering. and our team is always sharing fun moments on social media, this is a photo of kris sanchez's cute little dog, cole, getting ready for halloween with a boneyard in the backyard. follow kris on facebook, twitter and instagram. we'll be back with more news. it's 6:22 right now.

6:35 am
a notification from pg&e, you are not in the areas we anticipate would be impacted. >> how did you notify people? what do you mean? what kind of notification? >> we began notifying customers on monday, providing approximately 48 hours notice. that notification occurred by phone, email, and text message, and it's extremely important that customers ensure they have their updated contact information on file with us. if they haven't done so already, we enurge customers to go online or call 1-800-743-5000 and make sure we have the right telephone numbernd email address for them. >> how soon will you contact people? is there a certain amount of time, is it 24 hours, 15 hours? >> that's right, so notifications began on monday, so the vast majority of the customers included in the areas that we're considering conducting a public safety power shutoff have already been notified.

"a" street, a big rig in lanes continuing to make progress that will slow you down coming from the north down toward the san mateo bridge. if you're traveling across 92 out of the city streets in hayward you're fine off foothill boulevard, things are lighter across 92. farther south 880 just about thornton, there's a crash between mallory and thornton a crash and currently three lanes blocked, reportedly will be just for a few minutes as they move some cars over out of the area, but we're tracking that buildup out of fremont toward milpitas and north 101 recovers. the earlier crash at tully is over on the shoulder. >> all right, sounds good. half way through the work week. >> headed to the weekend and that is where i like to have a lot of fun. >> i've seen all of the schools having the signs that they're having their fall festivals this weekend, and also leading up to the weekend before halloween, so what are we going to do. saturday is going to be pretty warm, so if you're wearing a costume, especially in the middle of the day, it is going
6:42 am
to be very hot. look at these temperatures reaching up to 87 inland. the coast will be in the mid-70s, while the bay is in the lower 80s. it's going to cool off on sunday, so we're looking at highs 69 degrees for the coast. the bay reaching degrees, and 77 with some gusty winds for the inland areas. if you're thinking of making beach plans this weekend, it's going to be the warmest on friday, reaching 78 deees, with some upper 60s throughout the rest of the weekend, and for lake shasta, we're going to have a pretty big cooldown here, going from 82 on friday, to 74 on saturday. more sunshine on sunday, but only highs reaching the low 60s. and for paso robles we go from 93 on friday to 70 on sunday. it's also going to be windy there and it's going to be cooling off in l.a. as well, so we're going from 85 for the start of the weekend to some low 70s and more clouds by sunday. so let me know where you're

traffic alert for the disabled truck blocking your slow lane at "a" street in hayward and 680 jams up toward bernal, i'm gathering details. congress has now heard some of the toughest testimony against donald trump to date. it comes from somebody the u.s. government has trusted for decades. will yar or bill taylor is america's top diplomat in ukraine, technically not the ambassador, the senate hasn't confirmed him. as charge d'affaires he was in the middle of the talk withholding military aid in exchange for a ukrainian investigation that would benefit the trump campaign. taylor testified to the impeachment hearing behind closed doors on tuesday. but we've seen his opening statement.
6:48 am
he says he was there when diplomats working for trump and working outside the usual channels set up a quid pro quo arrangement. you'll remember we're talking about text message exchange. taylor texted, "are we now saying that security assistance and white house meeting are conditioned on investigations?" ambassador to the eu gordon sondland says "call me." thanks to the testimony, we now know what they said on the call. according to taylor, on the phone call, sondland said "everything" was dependent on such an announcement from the ukrainians that they were investigating biden's son, including security assistance. that is quid pro quo, this for that, and it's devastating testimony. who is taylor? taylor is a west point graduate who led troops in vietnam. he's worked for the government for decades and repeatedly was appointed to important offices by republican presidents. he is not a partisan. you know who else describes this to a "t"? robert mueller. he went to officer candidate
6:49 am
school, not west point, a marine, not an army officer, but the same. during this investigation, president trump accused mueller of committing crimes, being a democrat. i bring this up because it would be consistent for the president to attack taylor in the same way. president trump will make a public announcement this morning at 8:00 a.m. our time. the white house says it will be about syria and turvkey. nbc will carry it live and we'll stream at nbcbayarea.com and find me on twitter, i' i'm @scottmcgrew. >> thank you. environmentalists are blasting a new white house plan to govern water usage in california, that plan gives more water to farmers but critics say it will pose a threat in endangered fish, including dental smelt. the plan includes new money to monitor rivers and promises to reduce water pumping if necessary, but environmental groups are not convinced. they're already vowing a legal challenge. and new for you this morning, the california federal court district is facing a

shortage of judges. the eastern district includes over 8 million people in central valley. the main courthouse in sacramento and fresno. u.s. senators dianne feinstein and kamala harris recently received a warning letter that says that criminal cases may have to be dismissed due to the inability to comply with the speedy trial act. staff members are now working to find qualified candidates. a follow-up in redwood city. tiffany lee is accused of arranging to have her ex-boyfriend killed. tiffany lee is accused of arranging to have her ex-boyfriend keith green killed. she was allegedly scared about losing a custody battle with him. prosecutors say lee arranged with her then boyfriend to kill green but her attorneys argue she's being wrongly accused for a crime by someone else. they argue that green was killed in a botched kidnapping.

all right, so today we have been talking about it all week now, kari. >> yes. >> the forecast what we can expect today. >> high fire danger starts today, and so far, things are all calm and quiet, and we have a beautiful sunrise under way. i wanted to show you that, looking live in palo alto, you know i love sunrise pictures, so send them to me on facebook and twitter. if you get this view, it is colorful, as we go throughout the day, we are going to see the temperatures warming up, going from the upper 50s to the upper 70s and low 80s, and to the afternoon. the seven-day forecast is already up at the bottom of the screen, showing some very warm temperatures, reaching into the mid 80s for the south bay, up to 84 today in oakland, and 90 in antioch. we'll see some low 90s in the north bay, with napa and santa rosa reaching 93 degrees. here is a look at the pg&e map on their website, it shows that they're issuing a psps watch, a public safety power shutoff, but
6:52 am
the website hasn't been updated since sunday, so we're waiting for an update on that, on which areas in the bay will see their power shut off today as the red flag warning goes up into effect starting first in the north bay. this is where we'll see the red flag warning in the high fire danger beginning at noon and it continues until tomorrow afternoon. for the east bay, the red flag warning begins at 3:00. all of these areas shaded in red, which includes the higher elevations, where we could see gusts up to 35. for the santa cruz mountains the red flag warning begins at 7:00 p.m., when the winds here will increase up to 35-mile-per-hour gusts, it's because we are seeing high pressure off to our west, bringing in a northerly wind and that wind starts to blow offshore, as it does so, it dries out. so we have some very low humidity and as it moves across the bay area and descends over some of our mountains into the hills, it also warms up, so we're going to have some hot
6:53 am
weather today, and over the next couple of days going into the weekend, big changes ahead, as this low drops in from the pacific northwest. it brings in cooler air but the possibility of another wind event on sunday into monday, look at the temperatures for the inland areas, reaching into the low 90s today, and tomorrow. but then as we go into the weekend, we are going to see some cooler air moving in by sunday into early next week and we're going back to fall, but we have to stick it out with summer over these next couple of days. mike, you're tracking three east bay problems. >> that's right, and i have to shout out to the control room as well. i had auxiliary components but i'll stick with the maps because of the changes that we have here. a smooth drive for the walnut creek interchange and the upper east shore freeway and improvement here where the arrows, they were a concern 880 out of oakland, we will have improvement now that all lanes have just reported clear. look how quickly we see it going from red to orange now, the
6:54 am
speeds improving toward "a" street, all lanes clare from the earlier issue, disabled truck and debris from davis to "a" street and more traffic headed toward the san mateo bridge, released with all of that distraction gone, so that will mean more westbound 92 traffic. also more 880 south toward the earlier crash at thornton and another at mallory, i believe both of them are cleared from the roadway but there may still be activity around mallory so watch. once you're past both of those equities, mallory and thornton, you're fine for the nimitz. 680 slow through the same corridor and the tri-valley toward bernal an earlier crash and activity, may be the slow lane blocked but pleasanton, sunol moves freeway. south bay a typical build but not a major concern and can't get through here without showing you the bay bridge. we have the metering lights on, the left flexes with the ebbing and flowing of traffic flow. we have the lights on for everybody but the maze does move smoothly. law camera, back to yo
