watch. we want to get to the top story. the raging wildfires across california. it is a devastating scene that is expected to get much worse this weekend, with potential hurricane-force winds in the forecast. nbc's sam brock is in northern california this morning with more. sam, good morning. >> reporter: peter, good morning. that is exactly right. it is bad now. the kincaid fire has already gone through 23,000 acres. it destroyed 49 structures, including 29 homes like this one in geysersville. property and cars are obliter e obliterated. the goal is to prevent devastation like this. an uphill battle being faced by firefighters. fires are feasting on the state of california. >> it's going to be fine. >> by 2:00, it was right on top of us, in our backyard, the front yard, everything was burning. >> reporter: just north of l.a.,

the tick fire tearing into neighborhoods and forcing 50,000 evacuations, some under extreme duress. then, later, jumping a highway on the back of 60-mile-per-hour wind gusts. and in the bay area -- >> i don't call it fall anymore. i call it fire season. >> reporter: a bad case of deja vu for sonoma county residents. >> we got a bang on the door at 5:30 in the morning, saying get out, quick, fire. >> we've been preparing for this moment for two years. >> right. >> reporter: this is the head of the fire that first responders are trying to smother with air drops. that's only possible because winds have dipped for the time being. the strongest winds of the season expected this weekend. the kincaid fire north of san francisco, flared up all afternoon, forcing its way into a neighborhood at one point, leading to a scare involving firefighters and local residents. >> respond to the pain flat road area for shelter deployment for

rosa, in for dylan. talking about the weather and the stheast this morning. >> incredible extremes on the weather map. extreme long duration. that's what we're facing in california. winds picking up tonight. through tomorrow, gusts 80 miles per hour, 90 miles per hour. that will make it to places like san francisco. across southern california, the fire threat continues there into monday. it's the heat and damaging winds. it's torrential rain and severe weather across the gulf coast and parts of the south. take a look. tornado touched down in mobile, alabama. it ripped through this mobile home park. downed trees. homes were destroyed. luckily, no reported injuries. unfortunately, we will continue to see the severe weather threat because of tropical storm olga. all of the moisture, regardless

of the designation, moving up into the ohio valley. ahead of it, thunderstorms in the south and downpours through michigan. some areas picking up with three inches of rainfall in an hour's time. not surprising to see some of the rainfall totals we expect through sunday. some areas picking up closer to five inches of rainfall. and this is going to create major problems for travel, not just through tonight but also tomorrow, as the storm system pushes to the east. airports like new york and washington, d.c., a big heads-up tomorrow evening. pete cent peter? >> challenging weekend for so many. let's turn to the white hou house. a judge ruled that the impeachment investigation is legal. hans nichols is following that for us this morning. good morning. >> reporter: good morning, peter. today, congress is taking testimony in its first saturday

impeachment session. a day after a federal judge ruled that the impeachment inquiry was legal, rejecting claims it needed a full vote in the house to be legitimate. all as president trump compares his impeachment ordeal to historic injustice endured by african-americans. donald trump received a political blow when a judge ruled that the impeachment progress was viewed legal. a house resolution has never in fact been required to begn an impeachment inquiry. the judge wanted to rule to see the evidence from the robert mueller investigation. then, visiting a historically black college in south carolina, where he compared his impeachment fight to the criminal injustice endured by african-americans. >> i have my own experience. you see what's going on with the

witch hunt. >> reporter: touting his record on reform, while saying he was treated unfairly. >> we don't have investigations in search of that crime. >> reporter: the president on defense, as his justice department goes on offense, opening a criminal inquiry, disclosed thursday night into the orr gigins of the mueller investigation. >> if somebody has nothing to hide they have nothing to worry about. >> reporter: with more congressional subpoenas issued, the attorneys for the original whistleblower claim in a "washington post" op-ed, that their client's identity is no longer relevant, as the president braces for the publication of anonymous next month. it claims the truth about the president must be spoken. we may get another legal decision soon. the former deputy national security as visor has asked the court to decide if he should testify in the impeachment

inquiry. congress has issued a subpoena for him but the white house told him not to testify. what he is doing is asking the judicial branch to be the umpire. >> hans nichols at the white house this morning. thank you. we want to bring in nbc news analyst and white house reporter ashley parker. she is one of the moderators of next month's presidential debate hosted by msnbc and "the washington post." ashley, good morning. congratulations. >> thank you. >> we heard from the president. he has been decrying that the impeachment inquiry is partisan and a sham, as well. but the president has said, behind closed doors, this is a real perilous moment for his presidency right now. a federal judge ruling that the impeachment inquiry is valid, is legal. what level of concern is there inside the west wing? >> there's deep concern inside and outside the west wing from people that understand that you just can't fight this the way the president has so far, via

tweet and in the court of public opinion. they want to see a real strategy. they want to see a war room. they want to see changes made and discipline instilled. >> a parade of current and former officials have gone up to capitol hill, testifying before impeachment investigators, despite the white house's best efforts to try to block these individuals. now, we're learning that the attorney for the former supreme court adviser, john bolton, has been in talks with the committees, a well. how important would bolton's testimony be here? >> it would be incredible credible and damaging. this is his former national security adviser. he was in key meetings. and he was someone, inside the white house, was sounding the alarm, very uncomfortable, described the ukraine dealings as a drug deal and is eager to share his side of the story. >> as we set the clip and the piece to set this up, the president on the south lawn

few days, leaving the troops wondering what's next for them. this morning, more confusion about the future of u.s. troops in syria. president trump tweeting friday, oil is secured. our soldiers have left and leaving syria for other places and then coming home. we're bringing our soldiers home. isis secured. minutes later, trump's secretary of defense, mark esper, says the u.s. will reduce its overall presence in syria but some troops will stay behind. >> we're taking some actions. i'm not going to get into the details to strengthen our position to deny isis access to the oil fields. >> reporter: the u.s. is also considering sending armored vehicles, including tanks, to guard the oil fields, possibly a sign that military leaders are concerned about a confrontation with adversaries more heavily armed than isis, including russia or the syria regime who hold the area bordering the oil fields. guarding oil is a deporarture fm

the long-standing mission in the region. after the withdrawal of most u.s. troops earlier this month, the mostly kurdish sdf, are now left to fight isis alone. the u.s. partnering with them, only to guard the oil fields in their region. u.s. military officials here insist their mission is to defeat isis. but they're doing it, now, by denying them revenue from the oil fields, and thereby cutting off money that may allow them to attack the west. but what's unclear is exactly how the u.s. military will guard the oil fields. a couple of weeks ago, the u.s. had about 1,000 troops in syria. we don't know how many troops have left, how many may remain behind or how many more may deploy into syria as part of this new mission. what is clear is that the troops and vehicles that may move in, probably a couple hundred troops

in total, they will likely deploy from here in the region. >> courtney kube, thank you. convicted russian operative mariia butina is back in the united states. she arrived to thank her supporters. butina swept up in the russian investigation, pleaded guilty last december to charges that she was acting as an unregistered agent for russia. she had been held in custody in the u.s. since july of 2018. turning to incredible video out of edmonton, canada. a scaffold carrying two window washers, swinging wildly in high winds as firefighters tried to figure out how to rescue the men from the side of the 66-story building. one of the workers slipped off, drawing gasps from the crowd, as he dangled by a safety harness. the workers s were not injured. the houston astros hope to

here, ahead of possible power outages across the bay area. we are under a microclimate weather alert. thanks for joining us. i'm kira klapper. vianey arana has a look at that, a lot to talk about. >> yes, so right now, we're sort of calm when it comes to the winds, the temperatures, as we head out the door, 43 degrees in santa rosa, and 50s down to the south bay, and into the interior, and your temperature trend into the afternoon, it is going to be nice, in the 70s, but keep in mind, that there is a spare the air alert, because of the smoke that is drifting from the nearby wildfires. red flag warnings will be in effect starting at 8:00 p.m. tonight. all the way through monday. for the north bay. the east bay. the santa cruz mountains. and even for the san francisco peninsula area. because possible gusts and high peaks could hit 80 miles an hour. more on that later. >> 80 miles an hour. we will see you at 7:00, vianey, thanks. as vianey was saying, get ready for another round of

safety shutoffs, pg&e notifying up to two million people they could be without power this afternoon, the utility is warning communities throughout northern california to prepare for the possible power shutoff because of the high winds and the dry conditions. by the way, this is the third time this has happened. this month. take a look at the outage map. it is broken down by counties. the most impact will result in sonoma and marin counties. and many areas on the peninsula. as well as the south bay. and the east bay. also, they are likely to be in the dark. people living in those areas are preparing for the shutoff by stocking up on emergency essentials. and an estimated 120,000 contra costa county pg&e customers might lose power later today. and 57,000 customers in almeda county could lose power around 5:00 p.m. >> i don't exactly like it, because most stuff won't be available, and it like just causes all kinds of commotion. >> even though it is an inconvenience, we recognize that it is important to avoid fires.

tearing through the state of california this morning, with tens of thousands of people forced to e vag vac wait their homes. 2 million people are now prep e preparing to go without power, as heavy winds threaten to worsen that situation. it comes as a powerful storm system bears down on the gulf coast, triggering a tornado in mobile, alabama and rains that trigger flooding there. a 46-year-old man was evacuated from a fishing vessel after the coast guard received a call from a crew member having chest pains. the man was transported to a local hospital. but there's no word on his condition. a 24-year-old man in michigan has been charged with reckless driving after attempting to spin the tires on his pickup truck and plowing directly into a gas station, instead. the driver pulled his license plate off before fleeing that scene.

fortunately, nobody was injured in that accident. actress felicity huffman is enjoying the sweet taste of freedom, a day after she was let out of prison earlier. her release coming days before expected. kathy park is here with more. good morning. >> reporter: good morning. the "desperate housewives" star is back home this morning, after serving 11 days of her 14-day sentence. meanti meantime, the focus is shifting to the parents who have pleaded not guilty, like actress lori loughlin. this morning, felicity huffman is waking up a free woman. "the daily mail" capturing the moment when huffman and her husband, william h. macy, touched down in los angeles. the actress served 11 of her 14-day sentence at a federal prison in northern california. per policy, inmates who are scheduled for a weekend release, are typically let go on a friday. while serving time, huffman stayed in the spotlight. newly released video shows her alongside her husband, walking the sprawling prison grounds. huffman now begins part two of

her sentence. one year of supervised release, 250 hours of community service, and a $30,000 fine, which she has paid. it's unclear if her next act will include a role in hollywood. >> if she has a great project and has that repentant heart, there's a good possibility for her reputation to take a bounce. >> reporter: the former "desperate housewives" star pleaded guilty in the college admission scandal dubbed "operation varsity blues." she paid to boost her daughter's s.a.t. score. >> i would do anything for you. you are my daughter. >> reporter: several other parents have followed her lead. but "full house" actress lori loughlin and her husband maintain their innocence. on tuesday, the celebrity couple was slapped with a new charge. conspiracy to commit bribery. prosecutors say loughlin's husband wrote in an e-mail, i had to work the system, after

the couple allegedly made their daughter, bella, look like a rowing recruit. another twist to this legal drama, as the case moves toward trial. earlier this week, four parents changed their pleas from not guilty to guilty. meanwhile, loughlin and her husband are looking at their next day in court, set for january 17th, 2020. sheinelle? >> kathy, thank you. let's talk about it. danny cevallos is an attorney and nbc news reporter. let's take it a step at a time. huffman will be on supervised release. what's that mean? >> it's like probation. in the federal system, probation is what you get during a sentence. supervised release is after a sentence. you have to give dna. she has to do community service. you can't take controlled substances. in her case, that's waived

because she is low risk of controed substances. >> let's talk about the new indictment between lori loughlin and her husband? what kind of deal could they get? >> it probably is the government's plan to induce, turn up the heat, and get the defendants to plead guilty. the problem for these defendants is a plea deal isn't going to be as appetizing as i was for the defendants who pleaded guilty right away, like felicity huffman and some of the other defendants. the sentences have ranged from zero to five months. that's not a good predictor for lori loughlin and her husband because they're charged with more crimed now and if they proceed to trial, they won't get the benefit of acceptance responsibility. >> have they waited too long already? let's say they're your clients. what do months into it, if the clients are committed to going to trial because they believe they're

innocent, well, you can't plead an innocent client guilty just because they're getting a good deal. so you have to talk to your clients, make sure this is what they want to do in their hearts, that they believe they're innocent and they want -- they know the risks and they want to go to trial and vindicate themselves. >> you said something interesting because what if you truly believe that you didn't do anything wrong, you see people with names on a building, they think it's the way things are, that doesn't work. that's the challenge in the legal system because even if you believe you're right, if you break the law, you break the law. >> that's right and the prisons are full of defendants who believe, particularly white-collar defendants who believed what they were doing was right and they proceeded to trial and thought a jury would believe them and unfortunately it didn't go their way. >> interesting discussion, danny, as always. keep us posted on that one. we are talking about cold weather this time around and not just cold but arctic and 20-plus degrees below average from billings to rapid city. this will be on the move. notice denver at 71 for today. they're expecting quite a bit of

snow. i'll talk about that new englin second. but what goes down on one side comes up on the other, little bit warm across the south and the midatlantic with temperatures climbing into the mid 70s but that cold is going to fuel quite a bit of snow, not unusual for october in this part of the country, more conversational, but you are going to get impactful snow, maybe as much as half a foot to a foot in places like denver, that urban corridor but also maybe a foot and a half in through the mountains. on the other side of that cold, snowy weather, the fire danger. the heat ramps up today with the winds gusting over 80 miles an hour in northern california at times and tracking the heavy rain threat with our post tropical cycle from the gulf coast to expect that unhealthy air quality to continue for today, as we continue to see the drifts of smoke. temperatures will range in the 70s and 80s, through the interior valleys. and the red flag warning is

it looks beautiful out there but we are under a microclimate weather alert. thanks for joining us, i'm kira klapper. vianey arana has a look at the microclimate weather alert. and all that comes along with it. >> a lot happening. the reason we continue in the microclimate weather alert is because of the poor air quality. even though it is nice and clear, it is lots of sunshine. 57 degrees. the air quality right now is still pretty bad. very unhealthy because of the smoke that is drifting from the wildfires. look at your san jose temperature trend. 79 degrees. and i do want to give you a look at the air quality now. you have the north bay air quality index right now 107, and we have the colors at the top of the bar there. and the smoke throughout the entire bay area. so no matter where you are, you might get that feeling where you start to cough a little bit, and the red flag warning, it also kicks in at 8:00 p.m., starting tonight. we are getting a new wind event, and this wind event seems to be even more intense, so i will
