♪ thank you sofi. sofi thank you, we love you. ♪ good morning to you on this tuesday, october 29th. the bay area bracing for another round of gusty winds and extreme fire danger. plus more pg&e power shutoffs. we are tracking the conditions and every inch of the bay area. "today in the bay" starts right now. good morning to you. thanks for starting your morning with us. i'm marcus washington. >> i'm laura garcia. we'll get to that in a moment. first we want to check the forecast for today. high winds returning? >> yes, we'll see the red flag warnings first starting in the north bay at 8:00 a.m. we'll see it ending tomorrow at 4:00. during this window we'll have more gusty winds, up to 65 miles

per hour in the highest peaks. for the east bay gusts could be up to 50 miles per hour. higher up in the hills and mountains. for the valleys and the coast gusts up to 35 miles per hour. so we are starting out with calm winds. as we go throughout the day we'll see the winds increasing in north bay first. clear lake at 9:00, 29-mile-per-hour winds. we're also going to see winds increasing mostly for the east bay over towards san francisco and half moon bay going into noon. early afternoon those winds getting even stronger in the kn north bay. we'll have the potential of more erratic fire behavior and the potential of new wildfires if we're not careful with sparks in the hills and areas where there could be some small spark that could spread very quickly. i'll have more on that and also the wind forecast for the rest of the day.

mike, so far a light commute? >> so far. light driving. 4:31. we don't have the bulk of the traffic hitting. we have minor incidents scattered around the bay outskirts, but no major problems. yesterday places like pacifica where we had highway 1 down towards half moon bay with power interruptions and signal issues, that was jammed up all day. things are calm now. we will see power interruptions scattered around as that wind comes in. mostly calm here. highway 12 had some power outages. this is the incredible large evacuation zone from the coast over to here. the kincade fire. closures around middle town. watch for local traffic control. the advisory means to be ready, the order means you need to leave for everyone's safety. a huge swath of 128 still closed because of that fire. >> thank you. that is the breaking news.

firefighters in sonoma county trying to make progress knocking down the kincade fire before red flag warning conditions increase. the high winds are in the forecast to return in a matter of hours. the fire has now burned more than 74,000 acres. as of last night it is 15% contained. at least 123 structures are destroyed including 57 homes. also some 90,000 buildings and homes still threatened. more than 100,000 people still under evacuation orders. >> firefighters are pitching a heated battle to save homes and in some case dramatic stories are emerging. >> gejean ellely has a story abt getting out of the fire zone just in time. >> then a big glow. like a big, big glow. a glow that you wouldn't believe. then these fire arrows start

going. >> reporter: j.r. says gusty winds shot those hot embers far andfar and wide. his home is surrounded by damage. >> every home is burnt. >> reporter: fire destroyed his brother's home next door. lots of equipment and vehicles. >> i hosed the house down before i left, but now it's really smokey. couldn't hardly breathe. in fact, i got a sore throat over it. and my eyes are burning. and i grabbed a rag, grabbed a wet rag and we got out of here. >> reporter: the 77-year-old raced down chalk hill road while flames ripped through open areas and destroyed another home down the road. but fire crews managed to save several, including his. >> i got to really hand it to the firefighters. >> reporter: more than 24 hours later those burn zones are still hot. with a break in the wind, fire crews are soaking hot spots to prevent hot embers from getting picked up in the winds tomorrow.

>> then you have potential for re-ignition. >> reporter: it's a threat people in the mandatory evacuation zone are taking seriously. in larkfield-wikiup nobody is home, but the sprinklers on this roof are running. as police patrol, there is an erie silence. homes burned here in the tubbs fire. construction work on rebuilds has stopped until danger from the kincade fire passes. cowan is hoping firefighters will save more homes. >> the house is still here, lord. thank you. many firefighters are helping to gain control of the fire. that includes firefighters from carson city, nevada, tahoe, truckee. they are getting help from prison inmates. those inmates trained in basic fire fighting skills. about 30,000 residents in sonoma county have been given

the all clear to go home. but for thousands of others, it's another long night in a shelter or in their cars. this is a look at the evacuation map. terry mcsweeney went out to see the conditions. >> >> we're packed and ready to go so we're not, you know, just trying to be like we're not listening to the world. >> reporter: ellen hanson harris of sebastopol had a decision to make when the mandatory evacuation order came down. a phone call from a friend helped her decide to stay home. >> a few of them that are in town turned around because it took two hours to go three blocks just to get out of town and they just said, forget it. >> reporter: for 30,000 west county residents, the mandatory evacuation order is now reduced to an evacuation warning. >> we are permitting people back into the area. they are free to enter the area without identification or any permits. they are free go home. >> reporter: thousands of evacuees have overwhelmed shelters like this one in petaluma. we're told five times what you see here has been handed out to evacuees including 500 pillows a day. >> those 500 pillows came from

our community. some people can donate one, and some people donated 20. it's been an amazing community effort. >> reporter: some shelters filled up quickly leaving terry and alex to park their rv in a petaluma parking lot. >> you have chipotle here. if you want to do a little shopping you have target. >> reporter: terry works at the evacuation center in santa rosa and has been checking on her fellow employees. >> finding out if they evacuated. if they did or did not, what's their situation. what do they need from us, how can we support them. >> reporter: the spooners are planning to go back to a just reopened guerneville tomorrow after a good night's sleep. >> lucky they had that motor home there. >> governor newsom returned to the fire zone yesterday and met with evacuees in santa rosa. there he is at the sonoma county fair grounds evacuation center. shortly after that he met with first responders. the governor also expressed more frustration with pg&e saying years of greed and mismanagement has led to current problems including fire danger and power

outages. right now more than 1 million people across northern california are still in the dark from the latest pg&e power outages. later today a new round of outages is set to kick in. here's a map showing the current blackout areas. when the next round of outages starts, some 600,000 homes and businesses in nine counties will be impacted. pg&e saying today shutoff will start in the north bay as soon as 8:30 this morning. by tonight neighborhoods in the east bay and south bay will feel it as well. the blackout conditions will last at least through tomorrow. coming up next on "today in the bay," boeing's ceo is ready to admit big mistakes to u.s. lawmakers in the rollout of its 737 max planes. why today's testimony on capitol hill could be pivotal for the company's future. have you ever thought about banking with uber? uber is thinking about it. what the rideshare is doing now to make uber money a part of your digital wallet.

good morning. here is today's top business headlines. wall street could see some red arrows for the opening bell. stocks rose yesterday with the s&p 500 index closing at a new record high as earnings continue to beat expectations and investors are optimistic about a u.s./china trade deal.

on the watch list, home prices, consumer confidence and pending home sales. we get earnings from general motors, mastercard and merck. boeing's ceo will tell congress that the company made mistakes with the 737 max and it is throwing everything into fixing the plane. dennis muilenburg will testify today and tomorrow. boeing faces investigations and a criminal probe by the justice department. it's also being sued by some of the families of the 346 families who died last year. uber is ramping up its push into financial services. the company is expanding uber money, a division that houses its financial efforts. the emphases initially will be helping on driver's get paid through mobile banking then uber could offer consumer bank accounts. back over to you. >> thank you so much. 4:42 right now. coming up next on "today in the

oh, no, just a bag. train insane, or remain the same. phew! we'll never totally figure them out. but we do know what makes them happy. meow mix. forty years and still the only one cats ask for by name. breaking in southern california, firefighters say they're making good progress in the slowing of the spread of that fire that destroyed homes yesterday morning near the getty museum. we showed you some of that drama live here on "today in the bay" as it unfolded just to the west of the 405 freeway. that fire burned through more than 600 acres. at least eight homes have been destroyed. >> jay gray is live there this morning with a closer look at the situation what can you tell us so far about this firefight? have they made any progress? >> they have made prognosis

frefre progress. they got a drop in some of the winds overnight. they've been able to gain ground here. we were up the hill earlier when we were pushed out by firefighters as teams rushed in, from the air choppers started filling in, dropping water, hot spots and flareups occurring throughout this neighborhood. a neighborhood that had seen such intense flames throughout the day was burning again. those who live in this community understand how dire this situation is. >> the sky is burning. i was full blown in panic. >> probably the last time i'll see this neighborhood. >> yeah. unfortunately for at least eight families their homes have been destroyed. there are other homes touched by the problems here. and it's not over just yet. we continue to see choppers dropping water, 200, 250 yards from where we're standing right

now. teams on the ground working as well. that's something that will continue. >> jay, in that area what are forecasters saying about a break in the gusty winds? >> yeah. like i said earlier, we got a bit of a break overnight that will continue for the early part of the morning, then forecasters locally are saying it's coming back, and it's coming back with a vengeance and we'll see the winds continue to gust really into the weekend here. so fire teams trying to make headway where they can. they made some progress knowing they're going to face another stiff test coming up soon. >> the fear that many of us have dealing with those fires. jay gray reporting down in l.a., thank you. as we've been telling you, there's several fires, at least a dozen burning across california. now those winds are picking up. >> we see the winds first and then the cold fronts coming

through. that's providing gusty winds. looking at some of our cameras, from cobb mountain looking a the at the kincade fire, just explosive fire development here. so we do have the red flag warning that will be pretty much for all of the north bay. that starts at 8:00 this morning until tomorrow afternoon. this will be a period of time where we will see several hours, over a day of high winds. in the mountains we're expecting gusts to be anywhere from sustained winds 20 to 35 miles per hour. some of the gusts reaching over 60 miles per hour. the valleys to the coast, sustained winds at about 5 to 15. gusts up to 35 miles per hour. for the east bay, the santa cruz mountains, we'll see this advisory, the red flag warnings starting later today at 1:00 and continuing until 4:00 tomorrow. in the mountains we're looking

at sustained winds of about 15 to 30. gusts up to 50 miles per hour especially for the east bay hills. then for the coast and the valleys, we'll see temperatures up to about 35. so we've seen this smoke mostly blowing offshore. this shows the pattern of the smoke we've seen coming in. most of it has been over the north bay. we did see it spreading out yesterday and providing some poor air quality from the kincade fire that's been really choking out parts of the bay area. as we get a closer look at the outline of the fire, we can see the fire perimeter and where we're expecting this fire to spread going into the next couple of days due to a gusty northerly wind. it looks like the fires and the embers could spread further to the south. we'll be watching for that as we go throughout the day. let's go through our timeline of the wind speed forecast. we will see winds increasing this morning in the north bay, northeasterly winds at about 20 to 30 miles per hour. getting even higher later today.

later this evening we're going to see in napa, wind speeds of about 34. where we see the bright colors, that shows for higher elevations there could be higher gusts. going into tonight, as well as early tomorrow, we will start to see the winds shifting, that could also change the direction of any fires that develop especially anywhere else across the bay area. then as we go into the humidity forecast, it's going to stay critically dry. we see humidity levels down into the teens. that could allow the fire to spread rapidly and we are going to see the winds increasing and the humidity dropping. that's the reason why we have that red flag warning in effect. this area of low pressure that will provide the gusty winds for us will move away going into tomorrow. for the rest of the week we'll have a chance to have some calm winds and slightly warmer temperatures going into the weekend. looking at our temperature forecast, we are going to see it

just warming slightly from friday into the weekend. we have the concern of the gusty winds for several hours between today and tomorrow. mike, you have a new crash reported in oakland? >> just after i showed folks this, right before our commercial, during jay gray's report heard about a crash and traffic slowed towards high street. it was just cleared. i will say it's all clear again without any disturbance, there it is north 880 just past high street. another crash westbound highway 4, it's at the bottom of the off-ramp. the freeway itself is fine. there may be a semi truck close to that slow lane. a car fire here off of willow pass road and poinsettia. the bigger issues are the fires in the north bay. these hazard signs here are smaller intersections with

reported closures. these are evac wag zones, you're not supposed to be there. middle town has a lot of activity. they have the advisory overnight. as we look down towards the rest of the bay, a smooth flow of traffic and everything moving nicely. the golden gate bridge saw a lot of traffic. folks coming down out of the north bay to the city for the evacuation center or perhaps just to get gas. back to you. >> all right. thank you. 4:53. coming up on "today in the bay," former california governor jerry brown heads to capitol hill. though he's speaking with lawmakers it's the white house he has in his crosshairs. we'll tell you the reason why coming up next. happening now, seven years ago today superstorm sandy slammed into the northeast. it was the deadliest and most destructive hurricane that season killing more than 150 people and causing some $65 billion in damages. it devastated some coastal

former california governor jerry brown will testify before house lawmakers. he is scheduled to appear at a committee hearing on the recent white house plans to roll back auto emission standards. critics argue the new standards would not only weaken car pollution restrictions but scale back years of progress in fuel efficiency standards. the new rules would strike down california's long established practice of utilizing its own stricter standards. sam liccardo will also testify. a shred of good news for warriors fans. the dubs have found a team they can beat. >> the young guns are still trying to find their groove. last night they seemed to come together. steph curry scored 26 points and the warriors led at the half by 17 points. the pelicans never threatened after that. the warriors get their first win
