right now at 5:00, bracing for another round of powerful winds in the bay area, it will bring with it high fire danger. we're watching the forecast hour-by-hour. >> power shutoffs, the wind is causing pg&e to cut off power again to thousands of homes and businesses starting this morning. and fatigue on the fire lines. thousands of firefighters battling the kincade fire also fighting through exhaustion. a live report from the command center just moments away. "today in the bay" continues right now. good morning to you. thanks for joining us. i'm laura garcia. >> i'm marcus washington. we'll look at the commute coming up in a bit but we want to look at that forecast. that is fueling a lot of fires across the state. >> 43 of the 53 counties in california are under a red flag

warning. so there's a high fire danger for all of the state. so we're seeing quite a few fires burning as a new red flag warning goes up for the north bay starting at 8:00 this morning for the east bay and the santa cruz mountains we'll see that red flag warning and the high fire danger beginning at 1:00 today. we'll have gusty wins that could pick up over 50 miles per hour, especially in the higher elevations, so i'll have a look at our timeline of the wind forecast coming up in a couple of minutes. mike, lots of folks are heading out of oakland. >> right. whether or not they live there, their traveling out of oakland across the bay bridge. the backup is forming for the cash lanes and fastrak. for tuesday this may be lighter than we typically see. we've seen that, we typically see that, now it's a pattern over here when we have the outages and the fire safety going on and the power safety shutoffs. we're watching for the traffic

flow. right now a minor crash. highway 4 at willow pass road. anywhere south of there moves nicely, calmly and smoothly. we'll track to see how that south bay commute moves. yesterday it was lighter and definitely in the north bay lives disrupted because of the evacuations and the kincade fire. 128 still has the low suclosure. the evacuations as well. back to you guys. >> breaking news that we're following. firefighters in sonoma county are on a big push to make progress knocking down the kincade fire before red flag warning conditions pick up later today. the high winds are forecast to return in just a matter of hours. the fires have burned more than 74,000 acres. it's 15% contained. at least 123 structures are destroyed including 57 homes. also some 90,000 buildings and homes still threatened. more than 100,000 people still under evacuation orders. >> as of the next wind event,

firefighters are formulating an attack plan while trying to protect nearby towns and homes from one of the biggest fires in sonoma county history. >> pete suratos joins us live from santa rosa where firefighters are also facing another challenge -- they're tired, they're fatigued. >> a lot of fatigue probably setting in. good morning to you guys. we're here at the sonoma county fair grou fairgrounds. this is the incident command center. this is where the firefighters will be as they continue to fight the kincade fire. you know that more than 4,000 firefighters are here on the ground fighting this fire. they are here at the sonoma county fairgrounds to recharge and get debriefed before heading to the fire lines in towns like windsor, healdsburg and geyserville. one concern is if the kincade fire crosses highway 101. this would mark another

significant turn for the kincade fire which prompted nearly 200,000 people to evacuate sonoma county. this is the biggest evacuation in sonoma county history. here is a cal fire spokesperson explaining the plan of attack when it comes to dealing with a wildfire of this magnitude. >> when you have 4,000 firefighters on the line, we have everything going on from bulldozers cutting into the dirt to actually put some perimeter in. we have firefighters with hoses around structures that the fire came close to putting out hot spots and patrolling. we also have aircraft pre-treating hillsides. >> tackling all these fires specifically, the kincade fire is definitely taking a toll on the firefighters as you guys mentioned. you're looking at images of firefighters, they're resting up before heading back to the front lines. we have firefighters from

departmentses around california and the country battling the kincade fire. incident command here, this is where the firefighters will be stationed in between the fires before they head out. at 7:00 a.m., crews will be debriefed on the plan ahead. we'll be there when it takes place. live in santa rosa, pete suratos, "today in the bay." >> thank you. let's talk about those winds. we had a little break. firefighters had 15% containment progress. so that's good. >> they did make containment progress and the winds will be picking up. when the winds increase, there's not much they can do at that time. through the 9:00 hour, 32-mile-per-hour gusts in the oakland hills over towards san francisco as well as the north bay. then the winds get stronger, especially in the north bay hills going into the rest of the day. at 11:00, clear lake at 36-mile-per-hour gusts. reaching over 41 later today at

2:00. vacaville with wind dusts up to 36. the rest of the bay area with wind gusts 20 to 30 miles per hour. even into the evening. this will be several hours of some high winds. it doesn't look as strong as the wind event that we had on sunday. but still winds at 30 to 40 miles per hour is going to potentially fan the flames and cause the kincade fire to spread a little bit more than we've seen previously. we'll continue to track this. i'll talk about the temperature forecast and what we're expecting there as well as relative humidity numbers, that's coming up in a few minutes. >> thank you. right now more than 1 million people across northern california are still in the dark from the latest pg&e power outages. later today a new round of outages set to kick in. here's a map showing you the current blackout areas and when the next round of outages starts some 600 thoush,000 homes and

businesses will feel that impact. pg&e saying today's power shutoff will start in the north bay as soon as 8:30 in the morning. by tonight neighborhoods in the east bay and south bay will also feel the impact. those areas that we saw earlier in the oranging those are the possible outages. pg&e saying it sends out alerts if your home will be directly impacted or you can always go to nbcbayarea.com to see it for yourself. the power blackout will last through at least tomorrow. with every pg&e outage the outrage is growing. lawmakers all over the state speaking out against the utility blasting pg&e for creating this situation through mismanagement. >> kris sanchez joins us from the evergreen neighborhood with that part of the story. >> i'm here at this elementary school, the middle school is down the way. these schools are in the outage area. the district says that if power goes out school will still be in session but it clearly creates

diskr disruption for families and educators. that's one reason why the governor and lawmakers are blasting pg&e. during a briefing atkin cade fire evacuation center, governor newsom was outranged at pg&e saying years of greed and mismanagement is why we are where we are today. in washington arc central v, a congressman spoke. >> regular people can't choose to not pay their bills, pg&e shouldn't be able to abuse that fact by refusing to invest in their grid. these blackouts are happening because rich executives gave themselves millions of dollars in bonuses instead of investing in their crumbling infrastructure. >> the congressman wants a law that would slap pg&e with a 20% alternative minimum tax rate should the utility continue to pay bonuses while failing to meet infrastructure benchmarks.

alerts sent to your device. and as a reminder, our "today in the bay" team will be covering this story as it unfolds tomorrow morning. we're starting our newscast early for you tomorrow morning at 4:00 a.m. 5:10 for you right now. authorities so far are not yet identifying a man accused of stabbing three people in a violent outburst on the peninsula. here's video from the scene of the first stabbing. this happened in a parking lot of bj's restaurant in san mateo. about 7:00 p.m., the man was in a car with his cousin and her boyfriend. after stabbing the boyfriend, he ran off and apparently then randomly stabbed two other people. officers arrested him soon after catching up to him when he ran into a lagoon. all three stabbing victims are expected to recover from their injuries. concern is growing this morning about a man and woman last heard from nearly one week ago. shortly before the plane they were in went off the radar. kayla rodriguez and justin

winfrey were flying in a small plane that took off from novato. coast guard crews have called off the search in nearby waters. a live look for you this morning after smoky skies over san francisco. air quality is expected to improve today but not by much. there's another spare the air alert today due mostly to lingering wildfire smoke. public health leaders advise anyone with respiratory problems to stay indoors. experts say this kind of dirty air often has higher toxin levels and can even trigger asthma attacks. >> very concerning for the elderly, young children. a lot of people like to get out there and jog, but probably not today. >> not the best time. we've seen a lot of smoke coming in. this shows the direction of the wind and what's been blowing the smoke. most of it has been going off the coast. we did start to see yesterday it spread across the north bay and into parts of the east bay. we'll see this same thing today. starting out this morning with

chilly temperatures. 35 in santa rosa. livermore, 41. 45 in san jose. 46 in oakland. we will see some cooler air today along with those gusty winds. i'll have more on that in a few minutes. mike, you're starting with a look at the bayshore freeway. >> clearly flowing bayshore freeway. pretty sign there. that's off of university. if you're traveling south, that will be in your eyes. no need for sunglasses. the sun is not out yet. smooth flow there as well as the rest of the bay. yesterday we saw lighter flow. incidents like this week where we have the power and the fire there's usually a lighter flow of traffic. the power outage there at marsh creek road did cause problems yesterday. the rest of the bay area, a light build. more on that coming up. 5:12. coming up, a different kind of

off hundreds. google said expenses would cut into the profits. amazon announced this morning it will offer free delivery of groceries to prime users. it will roll that out slowly. if you're on snap or food assistance you don't even need to be a prime customer. right now there's about a $10 charge. last week mark zuckerberg had real trouble explaining his company's political advertising policies. admitting he didn't know what facebook would do in certain circumstances. representative alexandria ocasio-cortez asked if he would permit a fake ad claiming that republican lindsey graham supports the green new deal. yeah, he said facebook would allow that. so an activist group made that fake ad claiming graham did support the new deal. here it is. facebook took it down. took said it changed its policy slightly from what zuckerberg said last week. it's now going to take down fake

ads by organizations but never individual politicians. so naturally at least one activist says he will run for governor of california so he can post fake ads just to see what facebook does. california still battling washington over emission standards. the trump administration wants to take away our state's power to set higher requirements and therefore tailpipe emissions. ford, bmw, honda and volkswagen said they will build cars to california standards. yesterday general motors, toyota and chrysler put their support behind the white house. today you have your first chance to check out new on demand shuttle service in cupertino. it's called via-cupertino. first you need to download the via app to use it. you can request a mercedes van to take you anywhere in the city or to the sunnyvale caltrain station. trips run between $1 and $5. the shuttle service launches at

9:30 this morning at civic center plaza. bay area winds will be a big story once again today. let's check out this photo. this is sent in by a viewer in boulder creek. a tree branch slammed into the windshield of the tesla. the car was empty at the time of that impact. >> thank goodness. >> you can see how strong those winds have been. >> i passed the golf course, there was a huge tree down. there were golfers just walking around like, you know, i'm still going to get in my game. >> the winds will pick up again today. i want to show the outline of the kincade fire. it shows how much has burned. a large area, especially in some steep terrain. we know it's been moving closer to more populated areas.

i put some arrows on here to show you the direction of what we're expecting today. the embers pushing to the south. high winds starting at 8:00 this morning. right now winds are calm across the bay area. as we go through the forecast, at 8:00 this morning the winds are increasing as we look at the north bay. even as we look at the oakland hills over towards san francisco, wind speeds at about 30 miles per hour. even stronger at times. as we sees winds picking up throughout the day, we'll have several hours of high wind gusts and sustained winds that could reach over 40 miles per hour going into the afternoon. we have some bright colors here showing where the winds will be today, tonight and tomorrow. as you head out the door, if you're going to the pleasant

hill b.a.r.t. station, temperatures in the low 40s, heading into the mid 60s by noon today. we still have these nice seasonable temperatures but the winds will be the issue. the area of low pressure giving us another burst of high winds will move away after a couple of days. as we go towards halloween and to the weekend, winds will be calmer as high pressure builds. our temperatures will be slightly warmer. our seven-day forecast shows high winds today and early tomorrow, but the rest of the forecast is looking good here, hopefully getting more containment as the week goes along. mike, you're looking at the metering lights. >> we should see them any minute here. everything is on schedule at the bay bridge. lighter getting there. a smooth drive from highway 4 to the backup there. anywhere south of there, also green zone, except for the altamont pass. this is 521 now. that's late for the commute to build over there.

new yoefovernight, two smal earthquakes rattled the area around holster. >> a 3.5 happened about 2:30 this morning followed by a 3.2 six minutes later. this is all in the area where a 4.7 hit two weeks ago. according to the usgs over the past ten days the same area has seen at least one aftershock every day, 3.0 or higher. okay. so talk about crazy this morning for your commute. look at this. a pittsburgh, pennsylvania transit bus swallowed up by a sinkhole. look at that. this happened yesterday morning while the bus was stopped at the light. can you imagine? so just the driver and one passenger were on board at the time. each suffered minor injuries. the passenger had good reason for being late to wherever they were going. >> listen to this, a man guilty of stealing a lemur will probably soon find out what it's like to be caged up himself. he is spending three months in federal prison. a judge also ordered him to pay

more than $8,000 in restitution. in a plea agreement the man ak nol l acknowledged he cut a hole in an enclosure and took the endangered species last year. >> what was he thinking? >> i don't know. he wanted a pet? endangered animal? my goodness. it looks like the dubs have found a team they can beat. >> the young guns are still trying to find their groove. >> last night in new orleans they seemed to come together. steph curry came out hot and scored 26 points. the pelicans never threatened after that. the warriors get their first win 134-123 following two losses to open the season. coming up next on "today in the bay," back to that breaking news, the latest on the firefight in the north bay as the kincade fire rages on. we have live reports for you with who is allowed to return

thanks for joining us. i'm marcus washington. >> i'm laura garcia. let's get straight to the forecast. >> we have 2 1/2 hours before the red flag warning starts in the north bay. we can see all of the area included as we are going to see our winds picking up. it starts at 8:00 and continues until 4:00 tomorrow afternoon. during this time mountain gusts could reach over 65 miles per hour. the valleys and the coasts with gusts up to 35. we have a red flag warning in effect for the east bay as well as the santa cruz mountains. that starts today at 1:00. gusts there could be up to 50 miles per hour. for the valleys and the coast reaching 20 to 35 miles per hour. going through that forecast today, we will start to see those winds increasing across parts of the east bay hills, the north bay and into san francisco starting this morning and continuing throughout the day. that will also bring smoke into parts of the bay area.

we'll talk about the air quality coming up and we just saw a bunch of flashing lights. >> i caught that caravan of flashing lights, about a half dozen units going north through san rafael, we heard about agencies all around the bay sending a number of units just to help out with all the need, going across the bay bridge or coming across the carquinez or ba niceesic benicia bridge. we will track that. i'll let you know if there are other problems. we'll get back to the kincade fire in a second. i wanted to show you everywhere south of there is moving smoothly. for now, back to the north bay news. back to you. >> thanks. right now firefighters in sonoma county are pushing to make progress, nothiknocking down th kincade fire before red flag conditions pick up later today. the high winds are forecast to return in a matter of hours.

the fire has burned more than 74,000 acres as of last night it is 15% contained. at least 123 structures are destroyed including 57 homes. also some 90,000 buildings and homes still threatened. more than 100,000 people still under evacuation orders. even though we're talking this morning about more of those high winds and more threat of fire, some 30,000 sonoma county residents can go home after evacuations. >> the order has been lifted but the same can't be said for thousands of others. >> pete suratos joins us live with one couple's story. >> we are here at incident command where thousands of firefighters are getting ready to battle the kincade fire. we know they'll get that debriefing around 7:00 a.m. you guys were talking about the impact to folks who had to evacuate as a result of this fire. over the weekend around 186,000

people right here in sonoma county were told to evacuate as a result of the fire. orders were lifted for folks in the western county. thousands of others are still affected by this filling up shelters in petaluma and santa rosa. this is terry and alex, they're from guerneville. she works at the evacuation hospital in santa rosa. she said she's been check on fellow employees. >> finding out if they evacuated. if they did or did not, what's their situation. what do they need from us, how can we support them. >> reporter: they're planning go back to a just reopened guerneville later today. they should be arriving about the same time as the next windstorm. we'll take you back out live to the incident command center. firefighters are here to recharge and get debriefed for

the plan ahead. in the next hour we'll talk about the physical toll these fires are taking on the firefighters. we'll have more on that at 6:00 a.m. live in santa rosa, pete suratos, "today in the bay." >> preparing for what could come ahead. thank you very much. six kincade wildfire shelters are now at full capacity. this morning they're asking for much-needed donations. among the most needed items we're talking about new blankets, pillows and towels. also animal supplies including pet beds, even cat litter. anyone can drop off those donations at the kennelworth center on petaluma drive. right now more than 1 million people across northern california are still in the dark from the latest pg&e power outages. later today a new round of outages is set to kick in. here's a map showing the current blackout areas.

bob bob redell has more on the power outages. >> communities on the peninsula, in the south bay and in the east bay, their power won't go out until tonight or possibly early tomorrow morning. we're talking about the overnight hours into wednesday. as you can see on this map, every county in the bay area except for san francisco will be impacted. we're talking about over 60,000 customers or about 1.8 million people in 29 counties statewide who could lose electricity in what would be the third preemptive power shutdown by pg&e in less than a month. pg&e is predicting a weaker wind event this time around but they're being precautious because the fuels are so dry and because the kincade fire is still burning in the north bay. these power outages are wearing

on team like pam bishop of san jose. she had to toss out half of the items in her fridge because of the last outage and she's ready for tonight's out damage. she gassed up her car and got more cash including small bills. >> weren't put out that much compared to people who had to have a forced evacuation, but still, you know, it's frustrating. >> every time pg&e turns around they get sued. i get it. they're trying to cut down on the amount of liability. >> pg&e says that as of right now this is the last major wind event in the foreseeable forecast. reporting live in orinda, bob redell, "today in the bay." >> just hearing that you have to wonder who will have power and who won't. we made it easy for you to check. we have an interactive map on our website. all the impacted issues in this next outage are in orange. you can zoom in to the street

auto emissions standards. critics argue the new standards would not only weaken car pollution restrictions but scale back years of progress in fuel efficiency standards. the new rules would strike down california's long established practice of utilizing its own stricter standards. san jose mayor sam liccardo will also testify. >> all right. lookinging over here, we have green on the roadways. we told you we would check the south county, northbound 101 towards morgan hill, we have a little slowing, typical, maybe a little bit longer of a stretch, but not as severe. so traffic easing in here. looking towards the rest of the approach to the bay bridge, a nice flow of traffic. look at the top number, the east shore freeway, only 16 minutes highway 4 to the backup at the bay bridge toll plaza. this came right on time, but not as much traffic coming through

contra costa county. we'll talk about the north bay because of the fires, evacuations and outages are having an impact on the roads and on the rest of the commute. all right. before we get to the weekend, we have to deal with didn't conditions here. >> you're right. we'll have our unhealthy air quality continuing today. we've seen those drifts of smoke coming in. let's look at our current air quality. these little dots show where we have seen the most unhealthy air quality. yellow in areas where we will see some drifts of smoke coming in today. moderate in the north bay as well as over towards the east bay. san francisco for sensitive groups, you will be affected by this air quality today. a little bit worse than as we go in through the res of tt of the. calm winds this morning. as winds increase, we'll get more smoke today and the winds picking up, up to 40 to possibly 50 miles per hour in some of the higher elevations.

good tuesday morning, we're under a microclimate weather alert right now. heading outside in walnut creek. we'll have drifts of smoke coming in today and a cool start with some lower 40s as you step out the door. we'll go from 43 to 65 at noon. and we'll also have some gusty winds increasing throughout the day. that's ahead in less than five minutes. >> right now you're looking a the west 580 with the taillights in through dublin. a smooth flow. we'll show you whether or not there are issues for the major commute. the north bay, i know there are complications from the fire and the power shutdowns. we'll talk about that coming up.

perhaps the most damming witness yet will testify today in the impeachment inquiry. the latest witness to talk to both democrats and republicans behind closed doors in that impeachment inquiry is an army lieutenant colonel who was on the phone call between the president and the leader of ukraine. the call in which the white house partial transcript shows the president asked for an investigation into his rival. lieutenant colonel alexander vindman will testify he heard the call and was so alarmed he notified his supervisors. he said he's not the whistle-blower nor does he know who the whistle-blower is. in his opening statement this morning, the lieutenant colonel will say he's testifying in accordance with my decades of experience and training, sense of duty and obligation to cooperate within the chain of command.

they've been dealing with hot spots and flareups. we've seen teams moving in to this area. there's choppers in the air dumping water, 200, 250 yards from us here. it's been continual. it's in a lull right now, but i can hear choppers in the distance. they've been boozing the area for the last several hours. the fires yesterday were very intense. it's been a tough 24 hours in this area. they have made some progress with the winds dipping just a bit overnight, the warning here is the fight is not over.

we'll start to see our northerly winds picking up once again. i highlighted the perimeter of the fire and what has already burned from the kincade fire. we'll potentially see more embers blowing off towards the south and southwest as we can see this spread more as our winds increase. we're also going to see more smoke. we have some big fires burning. going into 1:30, the shift in the wind starts to carry some smoke from the grizzly fire into parts of contra costa county into san francisco. this is where the air quality will be the worst today because of those winds increasing. as we go into the evening, we could start to see more of that smoke spreading into parts of the east bay as well as the peninsula and the south bay. even though we have the gusty winds and cool temperatures, it's going to be unhealthy to spend long periods of time

outside. our temperatures today reach into the upper 60s and low 70s. at this point we're thinking is there any hope whatsoever for any rain in the forecast? we can look out about two weeks. if we see storm temperatures developing over russia, we time them out moving across the pacific. going through the timeline it's all dry. a strong area of high pressure setting up. it's going to block these storm systems from moving into the bay area. even between now and november 7th, it is looking very dry. even though we are seeing some storm systems over the pacific. it's going to take quite awhile before it makes it here. more dry weather in the forecast. cool temperatures for the early hours. look at tomorrow morning. a lot of the inland areas dropping down to the upper 30s. highs in the low 70s. halloween's forecast looking good as winds calm down with low 70s. slightly warmer as we fall back this weekend. we'll be setting our clocks back one hour this sunday morning.

mike, you're seeing a couple of slower patches. >> that's right. looking over here, a big look at the bay, we see the south bay with a little patch of slowing for north 101. over here in the east bay, we were slow off the castro valley area, 238 north and southbound 880. these are typical patches of slowing. at 5:52, it's a little late for that to start cropping up. a lighter volume around most of the bay. just over 25 minutes now, almost a half hour with slowing typical spot for vasco southbound. over here yesterday we had some signals out. a community out in the area around marsh creek. that caused quite a problem for the afternoon commute getting back north. southbound this morning does show a typical pattern as you narrow it down to one lane. 580 moving smoothly out of the altamont. in problems for the walnut creek interchange, a little slowing approaching the carquinez bridge.

north bay, life disrupted here. windsor, healdsburg, guerneville, all these towns, we have 128 still closed with many patches of on and off-ramps closed as well throughout the area. happening now, seven years ago today super storm sandy slammed into the northeast. it was one of the deadliest and most destructive hurricanes that season killing 150 people and causing $65 billion in damage. it affected 24 states but new york and new jersey probably felt it the worst. some neighborhoods there still not recovered. next and new, a medical recall, but not for the actual medicine, what else may be inside that bottle? plus changing texting? the update major wireless companies want to make to compete with silicon valley. you're watching "today in the bay."
