greed, corruption and mismanagement. >> outage outrage against pg&e. leaders across california are fed up with the utility company as families ask for regularity. >> and we're looking at the new tools and the toll fighting fires is taking on first responders. they've been giving it they're all. good morning to you. thank you very much for joining us. i'm laura garcia. >> i'm marcus washington. we'll get to the commute in a minute with mike inouye. first we've been watching closely the weather conditions concerning the fires. >> we didn't have much time between the high winds we had on sunday into early yesterday and now getting ready for a new round of high winds. a red flag warning will go up for the north day starting in two hours.

for the mountains gusts up to 60 miles per hour, and for the coast, 35-mile-per-hour gusts. that could fuel those flames. in the santa cruz mountains, a new red flag warning going up at 1:00 today. i'll have more on the timing of those high winds coming up in a couple of minutes. mike, now you're tracking a new crash. >> i am. overall we're seeing a lighter flow of traffic. i think folks are leaving the house later to catch up on the situation. we have the light flow of traffic, but in contra costa county, we talked about this major intersection, there is a crash there now. that will restrict traffic flow. i don't know if it's north or southbound. either way, you can see the activity. that will be an issue. after you pass that, we're a half hour down to 580. it's not bad once you pass that

crash. the bay bridge toll plaza, metering lights are on. the maze and the approach, an easy flow of traffic. all this disrpuption to life in the north bay. 128 has closures and a number of on and off-ramps. >> firefighters in sonoma county are pushing to make progress knocking down the kincade fire. this is before red flag conditions pick up later today. the high winds are forecast to return in a matter of hours. the fire now burned more than 74,000 acres. as of last night, it is 15% contained. at least 123 structures are destroyed including 57 homes. also some 90,000 homes and buildings are still threatened with more than 100,000 people still under evacuation orders. and as the next wind event bears down, firefighters are formulating an attack plan all while trying to protect nearby towns and homes from one of the biggest fires in sonoma county

history. >> pete suratos has more on the firefighters and their challenges. they're just exhausted. >> we're here where those firefighters are meeting at the sonoma county fairgrounds at the incident command center. we are seeing fire crews from across the stat and around the country coming here to battle this growing kincade fire. as you mentioned, there probably is a bit of fatigue setting in as they battle this big fire. more than 4,000 firefighters are stationed here in santa rosa at the sonoma county fairgrounds. they will recharge and also be debriefed before heading to the fire lines. i want to point out, one big concern is if this kincade fire crosses highway 101. that would mark another significant turn for this fire, which has already prompted nearly 200,000 people to evacuate from sonoma county. that is the biggest evacuation

in sonoma county history. cal fire explained the plan of attack when it comes to dealing with a wildfire of this magnitude. >> when you have 4,000 firefighters on the line, we have everything going on from bulldozers cutting into the dirt to actually put some perimeter in. we have firefighters with hoses around structures that the fire came close to putting out hot spots and patrolling. we also have aircraft pretreating hillsides. >> as you can imagine, tackling all of the fires is definitely taking a toll on the thousands of firefighters on the ground. you're looking at some images of those firefighters resting up before heading back to the front lines. there are firefighters coming in here from departments around california and around the country. as we take you back out here to incident command at the sonoma county fairgrounds, these firefighters are ready to head back to the fire lines.

we know in about an hour crews will be debriefed and a media briefing at 9:00 a.m. pete suratos, "today in the bay." >> we know they have a tough job but we thank them for all they do. thank you, pete. a little window of opportunity as the winds calmed down yesterday, but now they're pick up again? we'll start to see that within the next couple of hours, starting first in the north bay as we go through our hour-by-hour forecast. here we are at 10:00, clear lake is getting some of those gusts, up to 36 miles per hour. even in oakland, san francisco, 30 plus-mile-per-hour winds there. you can see the winds pushing the flames off to the south and west as we get a more northeasterly wind. going into the rest of the day, we're looking at several hours of some high winds, especially in the north bay. vacaville getting wind speeds of 37. 41 in clear lake.

santa rosa at 20 to 35-mile-per-hour winds. all throughout today and then even as we go into tonight. it's still going to be pretty gusty at times. that's the reason why we have the red flag warning that continues until tomorrow. we'll see some more drifts of smoke coming in. we have the kincade fire as well as the grizzly fire in solano county. this will push the smoke into northern and western contra costa county. breezy winds as we go into this evening. we'll see it moving into the peninsula. i'll have more on this in another update coming up. 6:06. right now more than 1 million people across northern california are still in the dark from the latest pg&e power outages. later today a new round of outages is set to kick in here's a map showing the current blackout areas and when the next

round of outages start, some 600,000 homes and business in 29 counties will be impacted. pg&e says the shutoff will start in the north bay as soon as 8:30 this morning. by tonight neighborhoods in the east bay and the south bay will feel it. the areas in orange are possible outage areas. pg&e says it sends out alerts if your home will be directly impacted. you can also head to nbcbayarea.com to see the area for yourself. with every pg&e outage, the outrage continues to grow. >> it certainly is. lawmakers across the state are speaking out against the utility and blasting pg&e for creating this situation. they say through mismanagement. kris sanchez joins us live from the evergreen neighborhood with that part of the story.

>> we're here in the evergreen neighborhood, two middschools h are in the orange area. the district says that if power goes out school will still be in session but it clearly creates a chaotic situation. that's one reason why the governor and several other lawmakers have been outraged with pg&e. during a briefing at the kincade fire evacuation center, governor newsom said years of greed and mismanagement is why we are where we are today. in washington, a central valley congressman spoke. >> regular people can't choose to not pay their bills, pg&e shouldn't be able to abuse that fact by refusing to invest in their grid. these blackouts are happening

because rich executives gave themselves millions of dollars in bonuses instead of investing in their crumbling infrastructure. >> reporter: that congressman wants to put together a law that would slap pg&e with a 20% alternative minimum tax rate should the utility continue to pay bonuses while failing to meet infrastructure benchmarks. pg&e paid $25 million in bonuses in 2018 to top eight executives. but a $16 million bonus plan was just rejected by a bankruptcy judge this summer. we have heard law enforcement and also the pg&e ceo understanding the outrage, but if you see local crews in your neighborhoods, they're just trying to repair lines and equipment and get your power back on. they're not the ones to direct your anger at. we had incidents where people have done terrible things to some of these crews out and

start "today in the bay" early at 4:00 a.m. >> we're starting early because the wind gusts will be moving in later today and through tomorrow morning? >> right. we'll have several hours of high winds, especially in the higher elevations. with the previous wind event we had, we saw that mixing down into the valleys. in dublin, starting out with a live look outside. some drifts of smoke coming in. we start out at 42 degrees and a slow rise in our temperatures. mostly sunny but also breezy and some smoke coming in at times. look at our high temperatures for today. only reaching the low 70s for this afternoon. we'll have a timeline of the winds and what else is in the forecast. mike, you have more information on the crash in byron? >> for those unfamiliar, this is a main route of of tout of the

area. the intersection is blocked. it is taking 35 minutes to get to 580, which is moving smoothly. a new crash off of highway 101, not a major issue. the south bay looks great. i'll talk about the south county coming up in a second. i wanted to talk about the north bay, as psps continues, smart train service again not in service this morning just like sunday and monday. we'll watch for other delays, so far none for these transit issues. 6:1 right now. >> other headlines away from the fire, at 6:25 the small quakes that may have woken up some people across northern california over night. and it feels like facebook is changing its rules every day. we'll tell you about tuesday's rules when "today in the bay" continues.

right now we're under a microclimate weather alert. some drifts of smoke coming in today along with increasing winds. in concord expect it to be 42 degrees as you head out the door. an extra couple of layers needed. later today we'll see sunshine and gusty winds. it will make it feel cooler. we'll talk about this and what's ahead. any hope for rain in the forecast? more on that in less than five minutes. >> our fingers are crossed. we'll wait for your report. on the san mateo bridge, moving

very smoothly and maybe lighter than your typical tuesday. same thing for the drive getting there. we saw it go to orange with travel from 238 past the san mateo bridge. we'll talk about the didn't traffic flows and a note for transportation across the golden gate bridge. good morning. very happy tuesday to you. let me ask you, which kecompany would you least like to be ceo of? pg&e stock fell another 20% monday. today the ceo of boeing faces congress over the deadly 737 max crashes. meanwhile the s&p 500 hit new highs. there's a lot going on. let's bring in a list. the fed starts its two-day interest rate meeting today. san francisco's juul will lay off hundreds. google said expenses would cut into the profits. amazon announced this morning it will offer free delivery of groceries to prime users. it will roll that out slowly.

if you're on s.n.a.p. food assistance you don't even need to be a prime customer. right now there's about a $10 charge. last week mark zuckerberg had real trouble explaining his company's political advertising policies. admitting he didn't know what facebook would do in certain circumstances. representative alexandria ocasio-cortez asked if he would permit a fake ad claiming that republican lindsey graham supports the green new deal. yeah, he said facebook would allow that. so an activist group made that fake ad claiming graham did support the new deal. here it is. facebook took it down. took said it changed its policy slightly from what zuckerberg said last week. it's now going to take down fake ads by organizations but never individual politicians. so naturally at least one activist says he will run for governor of california so he can post fake ads just to see what facebook does. california still battling washington over emission standards. there are more congressional

hearings scheduled for today. the trump administration wants to take away our state's power to set higher requirements and therefore tailpipe emissions. ford, bmw, honda and volkswagen have lined up with california saying they'll build cars to california standards. yesterday general motors, toyota and chrysler put their support behind the standards set by the white house. >> it's 6:18. take a look at this. we're been talking about the bay area winds. those will be a big story again today. this is sent in by a viewer in boulder creek. a tree branch slammed into the windshield of this car. the car was empty at the time of that impact. can you imagine walking out and finding your car like that? >> it's going to be windy again today. unfortunately it will pick up in the north bay, as we've seen the kincade fire still burning out of control. i wanted to show the plumes of

smoke and what we've seen the past 24 hours. the bright blues indicate the smoke was initially blowing off the coast then it spreads out over the north bay yesterday afternoon and into parts of northern contra costa county. our air quality today will be another issue as we are going to see at time drifts of smoke. we can see it in the live camera looking at san francisco. a smoky start to the day. that will continue to get worse. if you can, do what you can to reduce our carbon emissions. maybe catching transit this morning. it's going to be chilly stepping out the door with some low 50s, going into the rest of the day we have some mid 60s in the forecast with some more gusty winds and some drifts of smoke. as you step out across the rest of the bay area, look at how cold it is. we've been saying a lot of people are waking up without power this morning, they're getting ready to not have power. it's only in the upper 30s in

napa. 35 in santa rosa. san martin at 37 degrees. some 40s for most of the rest of the bay area. heading into the 70s today. low 70s for the afternoon highs, which is about normal. beef with we've been saying is there any hope of rain in the forecast? we have an area of low pressure off to the east bringing in gusty offshore winds. as this moves away by late tomorrow into thursday, winds start to calm down. high pressure remains just off to our west. as we open up the view, we can track weather systems coming in from russia. takes about two weeks before it gets here crossing the pacific. we do see these storm systems out here, but they'll be blocked by high pressure. no rain from now through at least november 7th in our forecast. as we look at what we're expecting in the near-term, some gusty winds today. highs in the low 70s. winds calming down and that red

flag warning expiring tomorrow afternoon. thursday is looking good. halloween, outdoor activities looking perfect. highs in the low 70s. the weekend is also looking nice as we get ready to set our clocks back one hour on sunday morning. mike, you have a note about the golden gate bridge. >> it's about traffic on the golden gate bridge technically m we got it from the golden gate bridge highways and transportation district last night. they were talking about an unusually high volume of traffic across the bridge from san francisco into the north bay, so they reset the lanes for higher volume to head back there for last night's commute. what may be happening is folks may be coming across the bridge -- folks in the area interrupted by power and the continuing evacuations for the fire, the kincade fire, so we have a lot of traffic in towards san francisco where there's much fewer disruption and also the evacuation center at st. mary's. in the north bay region of the kincade fire, we still have the closure for 128.

6:24 right now. authorities so far have not yet identified a man accused of stabbing three people in a violent outburst on the peninsula. here's new video from the scene of the first stabbing. this happened in a, pag lot rki of bj's restaurant in san mateo. at about 7:00 p.m., the man was in his car with his cousin and boyfriend. after stabbing the boyfriend he ran off and then randomly stabbed two other people. officers arrested him soon after catching up to him when he ran into a lagoon. >> when you hear things like this, they're normally targeted. it's rare to have an incident like this to happen where it seems unprovoked. >> all three stabbing victims are expected to recover from their injuries. new overnight, two small earthquakes rattled the area

around hollister. >> a 3.5 happened about 2:30 this morning followed by a 3.2 six minutes later. this is all in the area where a 4.7 hit two weeks ago. according to the usgs over the past ten days the same area has seen at least one aftershock every day, 3.0 or higher. a man guilty of stealing a lemur from the santa ana zoo will soon find out what it's like to be caged up himself. he is spending three months in federal prison. a judge also ordered him to pay more than $8,000 in restitution. in a plea agreement the man acknowledged he cut a hole in an enclosure and took the endangered species last year. it was eventually returned unharmed. a live look at sfo. weary travelers have one more place to lay their heads. starting this morning travelers can check into the grand hyatt luxury hotel. it has more than 400 guest rooms and suites. san francisco mayor london breed is scheduled to attend the grand

"today in the bay" continues now. good morning to you. thanks for joining us. i'm marcus washington. >> i'm laura garcia. let's get to that forecast. we have that red flag warning in effect. >> the concern is we're watching the kincade fire still burning out of control. we could see this spreading more rapidly as we go throughout the day. as the sun rises, we can see the high amount of flames and smoke coming up from cobb mountain.

the kincade fire has burned a lot of this very steep terrain. also seeing the potential that those embers and the fire could spread off to the south as well as the southwest as we get a new round of some high winds moving in today. the red flag warning for the north bay starts at 8:00 this morning. it doesn't end until tomorrow afternoon. in some higher elevations we could see gusts up to 65 miles per hour. for the east bay as well as the santa cruz mountains, the red flag warning and that high fire danger begins at 1:00 today. i'll have a timeline of the wins coming up. mike, you have a continuing problem for contra costa county. >> look at the big view of our bay. we have no major problems. a lighter volume of traffic for the south bay. is east bay, gradual building for hayward and the tri valley. looking over here at contra costa county.

critical area out of byron and out of brentwood. diablo and vasco road, still blocked by a crash. that will slow you, once you get on to vasco southbound towards 580, it's about 35 minutes. mild for highway 4, and slowing through walnut creek. the bay bridge toll plaza, metering lights are on. we're seeing the slower drive through berkeley. the backup at the bay bridge, mostly for the fastrak lanes. right now a bit of progress being made on the fire lines in sonoma county. as the kincade fire continues to grow, it could get worse when the high winds return. the fire has consumed more than 74,000 acres at this point. it's 15% contained. at least 123 structures are destroyed including 57 homes. also some 90,000 buildings and homes still threatened.

>> pete suratos joins us live with some stories about so many people who had to evacuate. pete? >> good morning to you. quite a number of people had to evacuate as we stand here at the sonoma county fairgrounds where thousands of firefighters are stationed getting ready to battle this growing kincade fire, a number of departments already arriving here in the past hour. they'll get that briefing in about a half hour. a lot of people that have been evacuated. there were around 186,000 people here in sonoma county told to evacuate over the weekend. orders were lifted for folks in the western part of the county. thousands of others are still affected by this filling up shelters in petaluma and santa rosa. terry and alex spooner of guerneville are parking their rv in a petaluma mall parking lot. she works at the evacuation center hospital in santa rosa. she tells us she's been checking in on her fellow employees.

>> finding out if they evacuated. if they did or did not, what's their situation. what do they need from us, how can we support them. >> reporter: they're planning go back to a just reopened guerneville later today. they should be arriving about the same time as the next windstorm. another issue for them to deal with. we'll take you back out live to the incident command center. crews will be debriefed around 7:00 a.m., and we'll get a media briefing at 9:00 a.m. live in santa rosa, pete suratos, "today in the bay." >> and we'll carry that live as well. six kincade fire shelters are at full capacity and this morning they're asking for much needed donations. among the most needed items we're talking about new blankets, pillows and towels. also animal supplies including pet beds, even cat litter. anyone can drop off those donations at the kennelworth

center in petaluma on fairgrounds drive. right now more than a million people across northern california are still in the dark from the latest pg&e power outages. here's a map showing the current backout areas. now here's a look at the timeline of those outages so you can prepare. in less than 30 minutes parts of sonoma, napa, solano, mendocino and lake counties will start seeing those shutoffs. and at 11:00 p.m., power will begin to two out in marin, santa clara, santa cruz, san mateo, alameda and contra costa county. "today in the bay's" bob redell is live for us in the orinda b.a.r.t. station where some riders woke up without power, and others are bracing for the next round. what are they saying around there? >> reporter: we moved to the downtown part of orinda, you can see power is still out here. it's up in the air whether the

power will come back on and then go off before tonight. in the north bay, power is supposed to shut off in a few hours, talking about between 8:30 and 9:00 this morning. on the peninsula, the south bay, the east bay, places like here in orinda, power could go off tonight, perhaps early tomorrow morning. as you can see in this map provided by pg&e, every county in the bay area except san francisco will be impacted. we're talking about over 60,000 customers or about 1.8 million people in 29 counties statewide who could lose electricity in what would be the third preemptive power shutdown by pg&e in less than a month. pg&e is predicting a weaker wind event this time around but they're being precautious because the fuels are so dry and because the kincade fire is still burning in the north bay. these power outages are wearing on team like pam bishop of san jose. she had to toss out half of the

items in her refrigerator because of the last outage. and she's ready for tonight's out damage. she gassed up her car and got more cash including small bills. here's some folks here in the east bay, specifically at orinda b.a.r.t. talking about how they're preparing for their second round of no power at home as well. >> appreciate the position that pg&e is in, that they say they're in? >> i think it's 50/50. it's a tough one for them. tough one for everybody. new norm. >> do you understand why pg&e is doing it? do you appreciate their position? >> kind of put a no comment on that one. >> all right. >> reporter: pg&e says as of right now this is the last major wind event in the foreseeable forecast. reporting live in downtown orinda, bob redell, "today in the bay." we are expecting another update from cal fire as we previously mentioned on the

mini golf course there, that's where we have a crash causing some slowing. that's it for incidents in the north bay. but we have this huge incident which is the kincade fire, all those streets affected including 128. the power disruption as we come back to the desk, you were talking about signals out. smart train is not worrying again today. they don't want to have anybody with a chance of being in the wrong place. >> thank you. a lot of people want to get to the weekend because so much is going on between now and then. >> right. we'll have high fire danger throughout today. winds start to calm down tomorrow. looking ahead to the weekend, temperatures in the mid 70s. we're getting ready to fall back this weekend. as we set our clocks back one hour on sunday morning. for san francisco, expect some upper 60s for the weekend. another cool start to the morning hours. looking at our forecast heading to the beach, maybe half moon

alarmed he notified his supervisors. he will say he's testifying in accordance with my decades of experiencetraining, sense of duty and obligation to cooperate within the chain of command. already we've seen conservatives attack his patriotism. john yu wondered out loud on fox whether the colonel, who has a purple heart from wounds sustained in iraq, was some kind of spy. the colonel is not the only american hero testifying against trump. last week, we saw bill taylor, a west point graduate who fought in vietnam delivered blockbuster testimony against the white house. this has been true throughout this new inquiry. it's been civil servants, intelligence officers, former army officers, now an active army officer testifying. people who have been in the government for decades under both presidential parties.

president trump is asking who the whistle-blower is, it doesn't matter, because eyewitnesss are testifying. last night president trump tweeted a picture of the dog hurt in the heroic attack on abu bakr al baghdadi then pinned that picture to the top of his twitter feed. i'm on twitter, too. you know where to find me. breaking right now in southern california, firefighters say they're making good progress in slowing the spread of the fire that destroyed homes yesterday near the getty museum. we showed you some of that drama live here on "today in the bay" as it unfolded just to the west of the 405 freeway. that fire burned through more than 600 acres. at least eight homes have been destroyed. >> nbc's jay gray is live there this morning with a closer look at the situation. any progress in the firefight? >> they had made progress overnight with the winds dipping, but firefighters are

quick to stress they're by no means getting the upper hand on this blaze, and they are concerned about the conditions that could present themselves over the next 24 hours. let me tell you what we've seen here overnight. that is a lot of flareups, a lot of hot spots they're fighting on the ground and from the air. it's been a very tense 24 hours here especially for those residents who had to deal with the sudden flames. >> the sky is burning. i was full blown in panic. >> probably the last time i'll see this neighborhood. >> yeah. the fight will continue. the forecast is calling for winds to pick up, perhaps to historic levels through the evening and into tomorrow here. so while they made progress, firefighters are warning there's a lot of fight left here.

>> what about the evacuation shelters they have for people there. are they full? we're having such a problem here with that in northern california. >> yeah. they ran into problems with that overnight but they feel like they're at a spot now where they can handle the amount of people that need to find a place at least to rest for a few hours. there's so many people who don't know exactly what's going on in their neighborhoods, don't know when they can get back in. you have so many more on the fringes of the fire zone wondering are we next to evacuate? there's a lot of uneasiness and a lot of people trying to figure out exactly where the flames may go next. >> right. hard to be in that wait and see mode that so many people are. thank you very much. take a look at this back here in the bay area.

people trying to -- >> it's the season. >> yeah. >> it's the season but also wedding season. >> right. >> so we're starting out with another high fire danger. winds will pick up today. we've seen a lot of that smoke coming in. we are having to wear those masks even with something fancy such as a wedding dress. as we look at the smoke drifting over san francisco. the air quality is so poor. if you are sensitive to this, if you're having breathing problems, limit yourself outside. we have the kincade fire and the grizzly fire, parts of solano county affected. a lot of smoke in this area. the winds are now coming in, and they will push the smoke right over to san francisco today as well as parts of western contra costa county as we go throughout the rest of the day that smoke moves into the rest of the east bay and the peninsula. those winds coming in from the north pretty brisk at about 20

to 35 miles per hour. even into the evening. it is so cold this morning as we've seen. temperatures now dropping down into the mid to upper 30s in the manafort bay. thinking that we're getting ready for another round of power outages with temperatures this chilly. it's going to be rough as we go throughout the day. at least we warm up and temperatures reaching into the 60s and 70s. this is what we'll all be talking about today. lets go hour-by-hour with our wind gust forecasts. gusts picking up at 10:00 in the morning in the north bay. seeing some high winds over the oakland hills, over towards san francisco, over close to 35 miles per hour. going throughout the rest of the day, a brisk wind coming in. as we go into the afternoon and evening, we could see higher elevations, gusts in the north bay over 65 miles per hour. then for the east bay we're looking at gusts over 50. then into the evening, it's

still windy. we don't see our winds calming down for the north bay until tomorrow morning. in the afternoon, that's why this red flag warning is extending so long. this is the area of low pressure that is responsible for this brisk offshore wind. the high pressure that's close by. so the pressure gradient making the air flow quickly and descending down the hills, as it does it dries out and speeds up. i know we're all wondering is there any chance of rain in this forecast? let's talk about that. i can look out to russia, see what storm systems are developing and time them out across the pacific. i see several storm systems moving closer going into the beginning and end of next week. there will be high pressure still right there just to the west of the bay area that could block those storm systems from moving in. it will stay dry. we have some dry weather in the near-term as we track the gusty winds and the cool temperatures at least for now.

it will warm up slightly as we go into halloween and the weekend, as we set our clocks back one hour on sunday, looking at high temperatures in the mid 70s. mike, you're seeing more slowing on the east shore freeway? >> i am. the reason we're pointing out the bay bridge toll plaza and the east shore freeway, we saw things lighten up quite a bit. you can see that on the lanes here. lighter traffic still. we're building once again. we'll see that different pattern as we had the power disruptions, evacuations, fires all affecting peoples daily lives. we're getting settled on highway 4, typical patterns through-week. a little late build in the north bay, a lighter build because folks have to figure out where they have to be as opposed to getting to work. in the north bay, we have a couple issues. you were talking about the grizzly island fire. it was affecting i-80 with the smoke, but not this morning. we have i-80 here, a crash that

cleared to the shoulder. and 680, we had the motorcycle crash. the good news, i heard about no major injuries or slowing at the scene. we'll follow this. in the manafonorth bay, trying p everyone safe. a lot of on and off-ramps affected by the fire evacuations. the fire has not crossed the 101. 18 sti 128 still closed there geyserville to tubbs lane. south of there a light build and a typical pattern. happening now, seven years ago today super storm sandy slammed into the northeast. it was one of the deadliest and most destructive hurricanes that season killing 150 people and causing $65 billion in damage. it devastated some coastal communities. it affected 24 states but new york and new jersey probably felt it the worst. some neighborhoods there still have not recovered.

ahead of the high winds that will move in later today. here's a map showing the current blackout areas. right now more than 1 million people across northern california are still in the dark from the latest pg&e power outages. and now here's the timeline of the outages so you can prepare for them. the at 7:00 this morning, parts of sonoma, napa, solano, mendocino and lake counties will start seeing the shutoffs. then at 11:00 tonight, power will begin to go out in marin, santa clara, santa cruz, san mateo, alameda and contra costa county. >> as for the kincade fire, firefighters in sonoma county are pushing to make progress before red flag warning conditions pick up later today. as mentioned all morning on "today in the bay," the high winds are forecast to return in a matter of hours. the fire has now burned more than 74,000 acres and as of last count, 15% contained. at least 123 structures are destroyed including 57 homes.
