judy? d-con. mice love it to death. right now at 5:00, a lucky break overnight for who is battling the kincade fire and pg&e customers planning to lose electricity overnight are unexpectedly waking up with power. good news for you this start the morning here. thanks for joining us. i'm marcus washington. >> and i'm laura garcia. want to get back to that breaking news, we thought it was really going to be a busy night for firefighters on the front lines. >> here is a live look at mt. st. helena. wind speeds picked up overnight but we've been hearing from firefighters on the ground the effort to hold back the fire went better than expected. the fire is going in its seventh day and it's actually grown, it's actually still threatening a number of sonoma county towns,
5:01 am
including healdsburg, windsor and geyserville. as of last night, the amount of acres burned still stood at about 76,000. calfire first update today won't come until later this morning. also as of last night, it was still 15% contained. close to 200 buildings have been destroyed, including 86 homes, some 90,000 others remain threatened. the other big story we're following this morning, pg&e's latest round of power outages, which also went better than expected for people outside of the north bay. the utility never turned off the power for some people in santa clara, alameda, contra costa and san mateo counties. the predicted overnight weather conditions never materialized. this map shows the current outages, most in the north bay. let's check in with meteorologist kari hall, tracking all the winds for us. >> we've seen some of the top wind gusts in the higher elevations in the north bay, reaching over 50 miles per hour
5:02 am
with the highest in mt. st. helena reaching 57 miles per hour. mt. tam is the about 28. mt. diablo wind gusts up to 50 miles per hour. but then in some of the valleys we've seen the wind gusts a lot lower and even at the altamont pass we've only seen wind gusts up to about 16. we have red flag warning and high fire danger continuing until 4:00 today as winds look breezy higher up. we were' not going to see any more gusty winds in the lower elevations, and then going into the east bay, the santa cruz mountains, we also have a red flag warning that continues today, until 4:00. i'll take to you an hour-by-hour forecast looking at the fire danger area and that's coming up in about a couple of minutes. mike, you have a couple of fires reported. >> a big concern any time any fire is reported. the chp reports have a secondary news desk, because folks are
5:03 am
calling incidents in from all over the bay, thank you for doing that. we see green all over the bay, good for the speed sensors. the first fire in san leandro off of the 880 overcrossing with 238 and there was an earlier crash cleared with no slowing that resulted but this fire activity near llewellyn may be a small brush fire. not a lot of updates, probably means there's not a lot to report there. not a lot of traffic for the contra costa drive toward the bay bridge but we have a subtle build for the lanes at the bay bridge toll plaza. the north bay we have that continued effect from the outages throughout the areas but we're looking over here for 101 right around tiburon, the off-ramp there, reports of a smaller fire there, the second fire we're seeing on the chp reports and we're looking at the golden gate bridge, as we face to the north, we don't see any fire and that's great news. this is far south for that to be visible but of course our attentions are to the north bay as well because of the ongoing activity for the kincade fire
5:04 am
and the evacuation areas, for the latest, we hand it back to you. >> thanks so much. firefighters overnight doubled their protection efforts in several hours of the kincade fire including the 101 corridor we were talking about and the town of healdsburg. >> "today in the bay's" jeanne elle talked to nervous residents poised to evacuate at a moment's notice. >> they're ready to go by the door. >> reporter: like so many people in sonoma county, tera crawford is ready to evacuate if the kincade fire takes off and the expected winds calfire says offshore winds have them staffing up. >> the first night the fire grew 10,000 acres in eight hours because of the offshore winds. those tend to push the fire downhill and our biggest concern is the western perimeter south of windsor into the northern part of santa rosa. >> reporter: strike teams of firefighters are now staged in neighborhoods around windsor and santa rosa, ready to move
5:05 am
quickly and protect homes if fires erupt. >> the winds northeast 10 to 20 miles an hour -- >> reporter: they got a weather briefing earlier with the glow of fire appearing on ridges and winds picking up. crawford says she is paying attention. >> if it does pick up and get dangerous, i have my phone charged and i'll get an alert like i have been and have time to get out. >> reporter: calfire says winds will test their containment lines but they are ready to tackle flare-ups, reassuring news for people who are hoping for an uneventful night. >> they're so on it and doing an amazing job. we're all so grateful. >> reporter: jean elle, "today in the bay." kari is showing us a close up look of the winds around the kincade fire. what is next? >> looks like this wind event is like the one that first happened when the kincade fire started, in the higher elevations but we're not seeing it as much in the valleys. as we look at where the smoke will be blowing and the wind
5:06 am
forecast for today, our winds around the calistoga area, santa rosa will be at about 20 to 30 miles per hour, and then it's blowing a lot of that smoke off the coast today, but as we go into the rest of the morning, our winds start to calm down which is great news. we do have the red flag warning and the high fire danger continuing until 4:00 and we can see the models showing much lighter winds going into the rest of the day, by 7:30 tonight we're seeing very light winds in and around that area. we are going to see some improvement, we just have to make it through the next couple of hours. i'll have another look at the forecast and how cold the temperatures are, in these areas without power, that's coming up in a few minutes. >> thank you, kari. happening today, governor newsom will be amongst the thousands of fire evacuees and blackout victims in the north bay. here he is on monday at the sonoma county fairgrounds. today he plans to visit a north bay mobile food bank and then
5:07 am
he'll check out a santa rosa resource center, where people can actually get access to resources, including food and medicine. these are things that may have gone bad during the extended outage. about half a million homes and businesses across northern california starting the day without power. a few minutes ago we showed you the current outages. here is a look again. so far, most are in the north bay. and some relief this morning for people who at this point may be suffering blackout fatigue, but not everywhere. >> "today in the bay's" bob redell is live in mill valley, where power outages these days sadly becoming the norm. has anything changed out there, bob? >> well, fortunately for some people south of the north bay, they're not going to see their power come off because of the weather. it wasn't as windy last night as was expected. it's quite cool up here, forecasting forecast for tomorrow, so pg&e has announced it will not be shutting off power for the following counties, alameda, contra costa, santa clara, and san mateo
5:08 am
counties, and as you could see behind me, power is still out in parts of mill valley, and marin county, for around 120,000 customers. about 17,000 in napa and about 87,000 in sonoma. now i did speak with pg&e this morning, they expect to give the all clear for those three counties here in the north bay sometime later today. now the timing will be based on when the winds do die down finally. once a decision is made we'll take another 24 to 48 hours for pg&e to expect the power lines and restore power. until then, this is a sample of what life is like in downtown mill valley, a cell phone charging station, powered by a generator, has become the new meeting place for residents without power. >> remember when people would speak with each other. >> making the best of a situation. i still have myself, my parents, my friends. so far my house but we'll see.
5:09 am
>> reporter: that was susan hockyard of santa rosa. she attended a come i cdy show in mill valley, which has been canceling shows for the past five nights. the event was jokingly referred to as pg&e appreciation night. reporting live in mill valley, bob redell, "today in the bay." >> all right bob, thank you. there's a lot going on for you this morning here, including the wildfires, but we're also looking at other big news for you this morning, including a big investment in housing for san francisco's lowest paid workers. at 5:25, we'll explain the funding and where it will come from. >> stick around. a lot more ahead. you know when you're at ross

5:16 am
smoke of course once again the most unhealthy air quality is in the north bay, elsewhere it is moderate and actually seeing some improvements in santa clara valley. to shows the upper level pattern and smoke we've seen at times blowing offshore but it has been drifting around. every now and then we'll see our skies turning grayish brown color as the smoke moves in but also a small change in the wind direction will move on out, and so we're waking up this morning in parts of the north bay with temperatures at or below freezing, around santa rosa, i've seen some temperatures dipping into the upper 20s. it is so cold and to consider that a lot of people don't have power in this area so we're feeling some very cold air to start out today. the next couple of mornings are going to be just like this, so hopefully the power comes back on soon. going into the rest of the day, we'll see our temperatures by noon reaching into the low to mid-60s, and then we'll see a few spots in the inland valleys
5:17 am
reaching into the low 70s today. these temperatures very seasonable and where we should be for the end of october, going into tonight it will cool off once again and we could see some frosty conditions in the north bay. we're going to see our breezy winds continuing in the oakland hills in san francisco, toward half moon bay. notice how light it will be in the north bay, kincade fire winds in higher elevations at about 20 to 30 but in the valleys only about 5 to 10 miles per hour. going into this evening we're still going to have our light winds picking up, and moving in from the north and east. as we look at our forecast for tomorrow, trick-or-treating, a lot of people are concerned about the smoke. we'll see some areas of smoke but the air quality i think will be well enough to get out there and enjoy your trick-or-treating with the kids. we'll see temperatures in the upper 60s, dropping back to the upper 50s. going into the rest of the forecast, we see the area of low pressure, that's bringing us
5:18 am
those gusty winds, moving away into the weekend, high pressure we're going to see things calming down, as we warm up just slightly, as a result, and then as we look farther down the line we can look out about two weeks taken shows there are some storm systems over the pacific but we will see them weakening before reaching the bay area coast and also being blocked by the high pressure that's going to help warm us up over the weekend. as we look at our forecast, we are going to see our inland temperatures in the low 70s today. some mid-70s tomorrow, and upper 70s for the weekend. we set our clock back one hour on sunday into early next week, we have some mid-70s, and we will stay in the 60s in san francisco. mike, you're checking on a fire inside a dump truck? >> that's the report. i thought it was a crash but it is not. we have a fire westbound 80 approaching the mcbride overcrossing, you see it in our illustration, so give you a better location or better idea of the area westbound coming in to richmond out of the area off

this wednesday. thanks for joining us for "today in the bay." i'm marcus washington. >> and i'm laura garcia. we came on early this morning at 4:00 a.m. with breaking news, including what we thought would be a hectic night on the front lines of the kincade wildfire. for now it appears things went better than expected, good news to report finally. the other big story we're following this morning, pg&e's latest round of power outages which also went better than expected, at least for people outside the north bay. the utility never turned power off for most people in santa clara, ala memeda contra costa san mateo counties. the predicted overnight weather conditions never materialized. this map shows current outages, most you can see there are in the north bay. now let's check in with meteorologist kari hall, tracking the winds and fire conditions. >> we did have some high wind gusts in the higher elevations in spots like st. helena, a wind gust of 57 miles per hour, and in the healdsburg hills, reaching 54 and mt. tam a wind gust of 28 and mt. diablo
5:31 am
gusting up to 50 miles per hour, but then as you go down in elevation, the winds have been much lighter, and so that's been the good news, as we are starting out this morning still with a red flag warning that will be in effect through 4:00. hopefully this will be dropped soon as well as we start to see winds calming down, and then looking at the east bay, santa cruz mountains still also under a red flag warning. as we can see some high gusts there, especially above 1,000 feet. we'll be tracking those weather conditions and mike, you're starting with a look at the east bay. >> that's right, looking toward the bay bridge, where we've seen the backup form at least with the metering lights, right on schedule. we do see a little bit less traffic than we typically see at this time on a wednesday, and we're seeing that really reflected in the travel times and the speeds around contra costa county, and the approach toward the bay bridge. the other dump truck fire that was reported with sparks coming out of the back, that's been extinguished without any other incident. with the winds that's why we're concerned about anything like
5:32 am
that. there was another fire reported north 880 at llewellyn boulevard. there may be a fire truck there but not a problem. we've been concerned because the sparks could spread with some winds. so far traffic is very light. it's the north bay that has the traditional closures from yesterday, back to you guys. >> all right, mike. >> thank you, mike. with the closures there's some concern about the northern end of the kincade wildfire advancing further into lake county. >> residents are in a holding pattern waiting to hear if they have to evacuate. "today in the bay's" pete suratos live in middletown. what is the mood there, pete? >> reporter: good morning to you, guys. a very cold at least right now and not too windy but the big concern obviously are those embers possibly flowing east into the middletown area, the embers that is from the kincade fire. i want to show you guys way off there in the distance that's the fire burning in the deep terrain, but of course while it is far, there were concerns if the wind pingd up, it could cause some issues on this side

if those things change throughout the morning. we're live in middletown, pete suratos for "today in the bay." >> thankfully the winds seem to be cooperating, limiting the threat of the kincade wildfire. >> it's what we needed. doesn't mean the firefighters enjoyed a quiet night. crews had their hands full working to stop this house fire on mission boulevard in santa rosa. firefighters posted these photos from the scene. the fire was actually contained to that house and no one was hurt. back to our other big story, pg&e's planned power outages, and there's a lot of outrage this morning especially among people who have been without power for nearly a week. >> this morning a bit of good news, that did not come easy at all. "today in the bay's" kris sanchez live for us in san jose with that part of the story. >> reporter: let's get right to it. if you were stuck in one of these outages primarily the first one, you are going to get a credit on your pg&e bill, so that could help you feel maybe a little bit better about having been in the dark. however, these credits are not going to everyone, and they're not going to cover all of your losses. governor gavin newsom said his staff has been aggressive in negotiating credits with pg&e. he's also been vocal in his criticism of the utility, accusing the leaders of creating
5:37 am
the current disaster through mismanagement and greed. >> this is significant because utilities in the past have never credited customers for these disruptions. we're being extraordinarily aggressive and respectfully we didn't wait until this moment. >> reporter: if you lost power, here is what you can expect from pg&e, residential customers will see a $100 credit on their bill. business customers will get a $250 credit, but this is a one-time deal and it is only for the 738,000 customers who lost power in the first outage, which happened back on october 9th. pg&e's ceo says that's because the utility improved the process after that first public safety power shutoff. back then, customers were frustrated by the pg&e website, couldn't get into the call center either, both inaccessible at times.
5:38 am
the ceo says the funds for this credit will come from shareholders and will not be passed on to customers. you don't have to do anything to get this credit, it will appear automatically on your bill if you are eligible for that credit. it's only the folks who lost power in the very first outage. i have been posting more information about this credit for you on my twitter page, also my social media feed, instagram and facebook, you can find all of the information that you need to know including whether or not political pressure was at play. you might be surprised to hear what the ceo said about that. in san jose, kris sanchez, "today in the bay." right now at 5:38, we have people without power, are really having a tough go at it this morning with cold temperatures. look at how chilly it is now in santa rosa, down just one degree above freezing and i've seen a lot of weather stations well below freezing this morning, even down in the upper 20s
5:39 am
there, santa rosa. and in napa, we are at 37 degrees. livermore is at 48. we're at 41 in san martin and palo alto starting out the morning at 48 degrees. our chilly temperatures continue at least through about the 9:00 to 10:00 hours in napa, and then we start to warm up, going into the rest of the day. eventually seeing our highs reaching up to 72 there. we'll also see a high of 72 in antioch with livermore reaching 70 degrees. we'll talk about what else is in the forecast coming up. mike, you saw another caravan of flashing lights. >> yesterday or the day before you were showing me the same area, flashing lights traveling north. today unlike yesterday we had twice as many vehicles, a dozen headed north through san rafael on 101. there are no incidents in the area, not even close. i think what's going on, there was another crew headed up toward the fire zone to lend some assistance, and we'll continue to follow that but 101
5:40 am

this morning's drive into the north bay as well. and the impeachment of donald trump is one step closer. good morning to you. a house committee today will establish rules for the public hearings in the impeachment process. then the full house will vote on those rules on thursday. understand thursday's votes are not the impeachment, the leveling of specific charges against the president. it's only the next step. after that vote, the house intelligence committee will hold public hearings, allowing the president's lawyers to cross-examine witnesses, something the white house has asked for. that committee sends a report to the judicial committee and if it decides to, then it will issue a formal set of accusations and a formal vote. if this sounds a bit as if congress is making this up as it goes, it is. remember, we've only done this three times before, including nixon in this count, because the

process was well under way by the time he resigned. the constitution is really pretty vague as to how all of this is supposed to work. on tuesday, an army lieutenant colonel who was on president trump's call with ukraine testified he wanted the white house to release more detail about that call in that transcript the white house issued but he was not successful. that transcript was damning, even as it stood. president trump insists it exonerates him. it shows the president talking about military aid and asking for that favor. let's go back to video of lieutenant colonel alex vindman. others say he should be treated with suspicion. berkeley law professor john yu went on to say he was involved in ukrainian espionage.
