live report from one neighborhood in the dark for days. >> it's cold for people who can't run their heat. kari tracking the temperatures and tells us when a warmup arrives. "today in the bay" continues right now. we say continues because we've been on with special reports since 4:00 this morning, trying to bring you the very latest with the kincade fires, the power outages, everything you need to know. good morning and thanks for joining us. i'm laura garcia. >> and i'm marcus washington. we want to talk about the winds, they did pick up overnight but we have been hearing from firefighters on the ground that the effort to hold back the spread of the fire went better than expected. the fire now going into its seventh day, it's still threatening a number of sonoma county towels, healdsburg, windsor and geyserville. >> kohlfire's first update won't come until later this morning but as of last night, the 76,000 acres burn still at 15% containment. close to 200 builds have been

destroyed including 86 homes. kari has a look at the forecast, we were so concerned about those winds and the good thing that died down. >> we're starting to see the winds dying down except for the higher elevations where we've seen the highest peaks, as we go throughout the morning, we'll see our winds continuing to relax quite a bit. up to 57-mile-per-hour gusts at mt. st. helena. healdsburg hills up to 54 and mt. diablo 50-mile-per-hour gusts and we're seeing in other areas lighter winds as you go down in elevation and our hour by hour forecast shows throughout the day, our winds will start to get much lighter, and get weaker as we see the winds shift directions. more on that and what's ahead, coming up. mike, you have a traffic alert on the peninsula. >> i do. we're looking at it from palo alto camera headed north. no slowing up to marsh but north of there things are jamming up

as you approach woodside to the north of there at 84. an overturned vehicle, traffic building up north of marsh. 280 is clear because there's another crash north of there at peninsula avenue. this crash blocking all but one lane of 101 at woodside road on northbound 101. you might want to choose the san mateo bridge as an alternate. the rest of the bay shows a smooth drive. the backup at the bay bridge toll plaza but all of the activity and focus continues to be in the north bay for those concerned. back to you. >> all right. there's concern about the northern end of the kincade wildfire advancing further into lake county. >> residents are in a holding pattern waiting to see whether they have to eevacuate. pete suratos is live in middletown. >> reporter: good morning to you. the big concern was possibility of wind blowing embers from the kincade fire to the eastern area in middletown.

not much wind right now but pretty cold. i want to show you in the distance that's the fire burning, very far in the deep terrain. that is the concern over there. not much of a wind factor. we'll see if that changes throughout the day. i want to show you video from calistoga, southeast of highway 128, that's the area where folks have been as far as covering this kincade fire. that video you have flying embers from the kincade fire burning down this learning center in the calistoga area and that's pretty much the concern for crews, keeping an eye on the winds, it can shift the fire in a direction at any time. this coulden uneasy for residents in the area who have to decide whether to stay or go. >> we have go bags, they've been packed, when i see embers, when i see embers flying, i'm -- we have a plan for sure. we'll be in napa.

>> reporter: take you back out here live along dry creek road in middletown, the fire burning off in the distance. the concern was the wind blowing embers this way and doesn't appear to be a factor for now. an evacuation warning for middletown and the calistoga area. we'll see if that changes throughout the morning. live in middletown, pete suratos for "today in the bay." >> thanks for the latest there, pete. kari, we've been talking about the winds, you were telling us we'll see them until 4:00 today. has that changed? >> the red flag warning extended until 4:00. we'll see winds calming down before then. the forecast around the area of the kincade fire we'll see winds mostly at 25 to 35 miles per hour. this is higher up in some of the hills. in the valleys not much of a wind and we're going to see some improvements by early afternoon. by 3:00 it's barely at 10 miles per hour. we're going to see our winds calming down. we'll talk about this and also

the cold temperatures we're going to have the next couple of mornings, coming up in a couple of minutes. >> you can feel it when you walk out the door. thanks. the winds seem to be cooperating limiting the threat of the kincade fire. >> doesn't mean firefighters enjoyed a quiet night. sharon cat sueda, they're working so hard out there. >> reporter: they really are, laura and marcus. it's been busy, firefighters patrolling the area, you can see a water truck behind us. it's an area of concern. we heard from calfire that a fire did creep back in shiloh road around midnight. community leaders are telling us overall it wasn't as bad as it could have been. >> but it's always positive to hear the fire didn't jump

containment lines at all. that would have been a different complication and we would be talking about, you know, losses today but thankfully that is not the case. >> reporter: in daylight earlier this week you can see some of the damage east of windsor. calfire said what burned overnight was most likely unburned fuel. they'll have more information around 7:00. in cloverdale firefighters quickly reacted to a duplex fire, the cause is still under investigation. police rescued a baby and firefighters were grateful the winds were calm. >>the mother took the baby and brought it out to the front, medical was waiting. they checked her out and she's fine. >> there were microclimates we don't have winds which can interesting but this could be turning around and we could be getting winds at any minute. >> reporter: neighbors were evacuated around 2:00 a.m. everyone is okay and firefighters quickly put out that blaze, and back here live, up in the hills area, the

hillside. we saw stronger winds but down here in the more populated areas east of windsor we're not seeing any wind at all. i'm sharon katsuda, "today in the bay." >> thank you. the other big story we're following this morning, pg&e's round of power outages which went better than expected at least for people outside the north bay, because the utility never turned off power for some people in santa clara, alameda, contra costa and san mateo counties. the predicted overnight weather continues never seems to materialize. the map shows the current outages you see here, most in the north bay. we sent bob redell to the north bay and a neighborhood where outages have become the norm. >> reporter: unfortunately, yes, for many people here in mill valley but for people south of us, they did catch a break last night, namely because of the weather, as we've been reporting it wasn't as windy up here last

night. it's quite cool. there's forecasts for frost tomorrow so pg&e decided not to turn the power off for people in alameda, contra costa, santa clara and san mateo counties. you can see behind me the power is still out in parts of mill valley and marin county, up here still around 120,000 customers without power, around 17,000 in napa and around 87,000 in sonoma. i did speak with pg&e a couple of hours ago they are going to expect to give the all clear for these three counties here in the north bay, some time later today. the timing will be based on when the winds die down, once that decision is made it will take another 24 to 48 hours for pg&e to manually inspect the power lines and restore power. until then, this is a sample of what life is like in downtown hill valley, you can see a cell phone charging station powered by a generator which has become the new meeting place for residents without power.

when it gets cold, it's tough. >> look at how cold it is in santa rosa. imagine being in freezing temperatures with no power, no heat or staying outside during these chilly temperatures. so it's been really tough here, and so we're starting out with temperatures in the low 40s in the south county. where the winds are a little bit more breezy we've seen the start this morning in the low 50s. here is where we're headed for today, with antioch reaching 72, we'll see a high of 72 in napa. there be a come forthable day but we'll have to get through the next several hours. i'll break it down for the east bay coming up and mike, you have two concerns for the commute. >> that's right. the first is a traffic alert on the peninsula, a big look at the bay, the red stands out here. everything else looks light. north 101 recovering from the area of marsh up to woodside. we have one lane closed now, how quickly chp has helped, that

crash still there blocking the slow lane, the second crash to the north of there at peninsula avenue. i suggested instead of the dumbarton bridge if you're traveling north of there, take the san mateo bridge, traffic up into san mateo. we had flashing lights in the service area, causing a slow drive across the flat section that should improve a little bit, the concern upper east sheer froe way slowing, i'll show you why coming up. 6:11 right now. >> as the kincade firefight continues, there are concerns about next week's election. we get some key numbers today on the economy, i'll walk you through it and the rest of the day's news, that's coming up after the break.

good wednesday morning. right now at 6:14, we are still under a microclimate weather alert, as we've seen some gusts in the higher elevations, all calm as we take a live look in fremont. as you head out the door, it is just cold. we have clear skies, and temperatures in the mid-40s. we'll see at times some drifts of smoke today as our temperatures head in the upper 60s. i'll talk more about this, the halloween forecast and we're looking ahead to the weekend, too, in less than five minutes. here is the crash along the upper east shore freeway westbound 80 at central avenue. we have a crash that may be blocking your middle lane here,

slow and the rest of the east bay approach to the bay bridge is fine. a traffic alert and another eight-car crash on the peninsula. and very good morning, very happy wednesday to you. pg&e stock is up just a little bit, though investors have lost billions in the last few days. you might think boo hoo but that includes funds like the state retirement systems, investing in pg&e. we got the latest gdp number showing the economy was better than economists expected. 1.9% growth in the third quarter as consumers continue to spend at stores. that number is down from the previous quarter, but i call this pretty good news. donald trump disagrees, calling 1.9% quarterly growth a sign the economy is in deep trouble. now note he tweeted that in 2012 when president obama was in charge. there are important things in the economy this week. we got the decision on gdp, we'll get the decision on interest rates, big jobs number

is tomorrow. angry tweets from a toyota owner after the company sided to lower emission standards. california is resisting. as i reported yesterday the brands announced they'd side with trump on that decision. these brands decided to side with california. california has effectively set the mileage standards and therefore the emissions standards for the whole nation because car companies don't want to make two kinds of the same car and california is such a big market. what we do really matters. case in point, the ncaa working to allow college athletes to accept payments and endorsements after california made it legal here. california definitely driving the rest of the nation. thanks, scott. back to the breaking fire coverage for you. could the kincade fire and pg&e shutoffs impact the elections next week? sonoma county says it has generators and can move polling

places if needed. the state says pg&e has the responsibility to ensure people can still vote even if the lights are off. best way to make sure your vote counts, cast your ballot early or vote by mail. we've gotten questions about the length of time food will stay safe in a fridge or freezer during a power outage. we put together a video for you explaining how long you can keep it or when you should definitely toss it. you can watch it on our nbc bay area facebook page. we've pinned it at the top so you can find it easily. some places you could probably put food outside because it's cold. i was thinking about it but you said it. we have freezing toemp tours in the north bay this morning and that is so rough if you don't have electricity and heat and we are going to see this lasting for a few more hours. as we go into the forecast today we're also going to see drifts of smoke and so our air quality will be the other issue due to

the kincade fire to the north, in the north bay we have the most unhealthy air quality and for the rest of the bay area t is moderate but i do see that our best air quality is in the south bay in santa clara valley. s with' go into the next couple of days we could see at times drifts of smoke. this shows the patterns of the upper level winds and smoke from the past couple of days, at times it's blowing offshore. it also spreads into the east bay and just kind of drifts around. it's not going to be smoky all day, that will change into this afternoon as winds calm down. we talked about how cold it is in santa rosa, i've seen some upper 20s in parts of the north bay, especially in the valleys, low-lying areas get the coolest but we have warmer air relatively warmer where we have the breezy winds in spots like half monday bon bay.

a high of 66 there. san jose reaching 74 degrees. low 70s as we look at our north bay high temperatures for today. tomorrow morning there will be a frost advisory in effect for the valleys and napa county, much of sonoma county, as well as parts of marin county, that starts at 2:00 a.m., and will stay in effect until 8:00 tomorrow morning and we're already seeing temperatures right now. we're also getting a little bit more of a gusty wind coming right through the delta toward oakland and moving from san francisco to half moon bay. wind gust at half moon bay at 38 miles per hour. we look at our halloween forecast, you're already starting to make plans and the air quality will be good enough to get outside with the kids, enjoy the time out there, temperatures in the upper 60s to start and cooling off. going into the next several days still some nice weather in the forecast as we see our winds calming down, highs in the 70s

and i know a lot of people are like is there any rain in this forecast? unfortunately our models are showing that even though there are some storm systems over the pacific, it will be blocked by high pressure and the weekend before moving into the bay area, so we're all dry here and may not see rain until the second or third week of november. going into the weekend we'll be setting our clocks back one hour on sunday morning and it's going to be a fairly nice day. our mornings will start out cool with upper 40s but we'll see our highs in the 70s. now mike, you're tracking a number of problems. >> that's right. we'll move quickly, kari. overall a lighter volume of traffic but these things are pronounced, westbound 92, there it is still we have over there on the right side which isn't a lot of area its disabled vehicle being addressed, slow across the glass section for highway 92, the san mateo bridge. that was your alternate taking you away from this jam north of the dumbarton bridge. this should start recovering as

you see north 101 at woodside. that's the traffic alert but only one lane is blocked by a crash just north of marsh headed up toward woodside. farther north we have recovery as six, possibly eight vehicles were involved in this crash at peninsula, on the shoulder, that is not a traffic alert. the rest of the bay moves smoothly until you so they upper east shore freeway, also very slow out of el sobrante, toward central avenue before the racetrack and the merge coming to richmond from the north bay. other than that, things are moving smoothly through contra costa, mild slowing for highway 4. no problems for the north bay down to the golden gate bridge but farther north we continue to follow the activity for the fire, the kincade fire of course. back to you. >> thanks, mike. 6:21. just ahead a look at other news making headline this is morning, including a mass shooting during what may have been a halloween party. the latest on the chaotic night in southern california. and hitting the brakes on a major california sporting event

develop in southern california, three people are dead, nine others injured after a shooting at a home in long beach, i t happened a little before 11:00 last night and there are reports the shooting broke out during a halloween party. firefighters describe it as a very chaotic scene with victims being treated outside a nail

salon next door. the shooter this morning is still on the loose. as many expected, rideshare companies including uber and lyft are helping push a new ballot drive to overturn california's gig economy law that makes it harder for rideshares to classify drivers as independent contractors allowing them to be entitled to benefits. an uber and lyft backed group announced plans to launch a petition drive. l.a. schools are the latest to target san francisco ecigarettemaker juul. the district is launching a class action lawsuit, the claim accuses juul of launching a vaping epidemic, arguing schools are losing money due to absences and sick days not to mention damaged property in school restrooms. teens label juul rooms. l.a. is by far the largest district of its kind to file this kind of lawsuit.

quickly approaching 6:30 for you this morning. thanks for starting your morning here with "today in the bay." i'm marcus washington. >> and i'm xwlaura garcia. right to breaking news happening on the kincade wildfire, of what we thought would actually be a busy night on the front lines. we've got a live look this morning from lake county, wind speeds did pick up overnight but we've been hearing from firefighters on the ground, that the effort to hold back the spread of the fire went a lot better than expected.

here's where we stand right now, the fire is going into its seventh day, and this is how large it has grown, still threatening a number of sonoma county towns includes healdsburg, windsor and geyserville. >> as of last night the amount of acres burned still stood at 76,000. calfire's first update today won't come until later this morning. also, as of last night, it still stands at 15% containment. close to 200 buildings have been destroyed, including 86 homes. some 90,000 more are threatened. meteorologist kari hall has been tracking those conditions, giving us the forecast of what we can expect for today. kari, the winds certainly dying down. >> it's starting to die down but we've got some new numbers in of the top wind gusts that we've had over the past 24 hours, and healdsburg hills wind gusts up to 60 miles per hour and st. helena 58 miles per hour and

fremont hills 30 miles per hour and half moon bay up to 40 miles per hour. we are seeing higher elevations some gusts coming through and that will funnel through oakland, san francisco to half moon bay. elsewhere the winds are calming down especially in the valleys and so we're not seeing those high winds that are in the elevations above 2,000 and 3,000 feet, mixing down for the most part, but we are going to see as we go into the rest of the day our winds getting lighter and lighter, so that's the good news here, as we go into this afternoon and the red flag warning will expire at 4:00 today. we'll talk about the chilly temperatures and what's ahead in the rest of the forecast. mike, now you have a traffic alert that continues in redwood city. >> that's right, we're down to just one lane blocked but we have that jammed traffic over here on highway 101. look at the rest of your commute, looks good. crash in san jose 880 at 101, sounds like one lane is blocked. we'll get you more information once i get more from chp.

northbound 101 continues here woodside road, that is the issue redwood city out of palo alto. the other crash in san mateo cleared off the roadway at peninsula avenue. this is over on the shoulder, westbound 92. the flat section moving better now, looks like most of the activity cleared. there's nothing in the chp blotter, we spotted that on a live camera. that's the reason for the slower drive out of hayward but the high-rise is fine. over toward the bay bridge west 80 at central, that crash is on the shoulder but causing a distraction, just recovering. back to you. >> thanks, mike. 6:32. there's still some real concern about the northern end of the kincade wildfire advancing further into lake county. >> residents are in a holding pattern waiting to hear if they have to evacuate. pete suratos is live in middletown. what is the mood there? >> reporter: good morning to you guys. we're standing along dry creek road in middletown, all the way up the hill there that's in the deep terrain where the kincade

you see the kincade fire continues to burn. it is only a warning in middletown, evacuation warning. we'll see if that changes throughout the morning. ler' live in middletown, pete suratos for "today in the bay." >> thanks for the latest pete. thankfully the winds seem to be cooperating, limiting the spread of the kincade wildfire. >> but it doesn't mean firefighters enjoyed a quiet night. sharon katsuda is live in sonoma county with how hard the firefighters are working out there. sharon? >> reporter: that's right, laura and marcus. we're seeing a lot of activity out here with firefighters driving up. we saw a water truck take off, replenishing supplies for firefighters out here so definitely a lot of activity in this area, and we hear from calfire that the fire actually crept back up around midnight last night. in daylight you could see some of the burned out areas, and property damage in the area east of windsor. calfire says what burned

who were not on the fire front lines suddenly had their hands full working to stop a house fire that broke out on mission boulevard in santa rosa. firefighters actually posted these photos from the scene. the fire luckily was contained to that home and no one was hurt. we're getting word this morning, live from l.a. area, another fire has just broken out. this is in simi valley area, 15 acres consumed so far. you can already see the glow of this one as well. it is said to be threatening homes, this is nowhere near the getty center fire which has been burning now for about a day and a half. >> i'm sure this is going to be a stressful time for the l.a. fire department because unlike the kincade fire, where calfire is working on that, the l.a. fire department is working there, so they're now handling both fires i'm sure. we'll keep an eye on that and keep you updated what's happening in southern california. the other big story we're following for you this morning, look at your screen, pg&e's

latest round of power outages, which went better than expected at least for some people outside the north bay. santa clara, alameda, contra costa and san mateo counties were all spared for those additional outages, at least some people there. that's because the predicted overnight weather conditions never materialized. this map shows the current outages and you can see most are in the north bay. this morning, kris sanchez is in san jose and will explain that all the blackout victims that were dealing with that will be able to get some kind of help when it comes to pg&e. >> some of so of the first ones when the power first went off. >> reporter: right. there's a big fat asterisk on the offer of credit from pg&e to customers caught in the power outages, not everybody's going to get it and not going to cover the losses you likely suffered as a regular joe consumer, or as

a business customer. governor gavin newsom said his staff has been aggressive in negotiating credits with pg&e and vocal in his criticism of the utility accusing pg&e leaders creating disasters through mismanagement and greed. >> this is significant because utilities in the past have never credited customers for these disruptions. we're being extraordinarily aggressive and respectfully we didn't wait until this moment. >> reporter: before you start rejoicing about that credit, know that this is what you can expect from pg&e. residential customers will see a $100 credit on their bill. business customer also get a $250 credit only if you were among the 738,000 customers who lost power in the first outage october 9th.

pg&e's ceo says that's because the utility improved the process after that first public safety power shutoff. you might remember that customers were frustrated because they were in the dark and frustrated because they couldn't get information. pg&e's website kept going down, the call center was not accessible consistently. the ceo says the funds for this credit will come from shareholders and there will be no cost recovery from customers. you don't have to do anything to get this credit. if you are eligible, it will automatically appear on your bill. pg&e said this is not a result of political pressure but it's the right thing to do. in san jose, kris sanchez, >> after deal with blackouts for many days i'm sure that's welcome news for people dealing with blackouts. >> the blackouts, people evacuated, don't have power and it's such a cold night, kari. >> yes, temperatures are below freezing in parts of the north bay, with santa rosa right now at 32 degrees.

imagine not having electricity and it's this cold in the morning. it's really rough. in napa 41 degrees. it is now 39 in san martin and we have a breezy wind coming through keeping the temperatures relatively higher, in concord, oakland, as well as san francisco and over toward half moon bay. if you're about to step out the door in oakland, maybe headed to the fruitvale b.a.r.t. station it's only in the upper 40s. we'll see the temperatures lasting through about 8:00, and then warming up into the upper 60s today, eventually reaching 71. in san jose expect a high of 74. in santa rosa 72. i'll talk about the south bay temperature trend coming up. mike, you're seeing slowing toward the peninsula. >> that's right. i think the activity cleared from the westbound flat section. i don't see any more flashing lights and traffic moving relatively smoothly and also about the same speed across the highway. i think we're getting back to all lanes accessible across 92,

bringing you toward san mateo and north of the slowing there for the traffic alert on he peninsula, northbound 101 at woodside road. speeds are recovering but the buildup coming out of palo alto causes more slowing. if you can use 280 cleared of any problems. there is your issue out of the south bay. in the south bay 880 at 101 no major issues. the build is going on here, not kicked in for silicon valley and san jose is the feeder route there. the walnut creek interchange shows slowing, more traffic coming off of highway 4. out of the north bay no problem until west 80. at central the crash cleared the lanes so we have recovery better flow out of richmond to the bay bridge toll plaza where the metering lights are on and 880 northbound starting to bunch up around high street. we don't see the specificiness dernt, this is where there is an issue reported. the backups started back here and rippling back, the traffic has a memory so expect slowing north of 98.

good wednesday morning. right now at 6:45, we are still under a microclimate weather alert, as we track our fire conditions and some breezy winds. a live look outside in san jose, all clear. we may see drifts of smoke coming in, looking at santa clara and our temperature trend, a very chilly start to the day, and a slow warmup for the afternoon. i'll talk about this and what's ahead in the rest of the forecast, that's coming up in less than five minutes. and good news for the smarttrain, riders south of santa rosa you're back in service and it's free until november 6th but north of santa rosa it's still out there. activity and outages of course, safety a concern. ac transit may be delayed across the san mateo bridge. i'll explain why coming up. and the impeachment of donald trump one step closer this morning. good morning to you.

a house committee today will establish rules for the public hearings in the impeachment process. then the full house will vote on those rules on thursday. understand thursday's votes are not the impeachment, the leveling of specific charges against the president. it's only the next step. after that vote, the house intelligence committee will hold public hearings, allowing the president's lawyers to cross-examine witnesses, something the white house has asked for. that committee sends a report to the judicial committee and if it decides to, then it will issue a formal set of accusations and a formal vote. if this sounds a bit as if congress is making this up as it goes, it is. remember, we've only done this three times before, including nixon in this count, because the process was well under way by the time he resigned. the constitution is really

pretty vague as to how all of this is supposed to work. on tuesday, an army lieutenant colonel who was on president trump's call with ukraine testified he wanted the white house to release more detail about tra krns transcript it issued but it was not successful. president trump insists it exonerates him. it shows the president talking about military aid and asking for that favor. let's go back to video of lieutenant colonel alex vindman. a number of conservatives including president trump implied he is not a patriot. the colonel, who was wuntded w iraq, should be treated with suspicion. berkeley law professor john yu went on to say he was involved in ukrainian espionage. yu is walking that back with a somewhat tortured explanation on facebook. he writes "i did not accuse lieutenant colonel vindman of committing the crime of espionage. i meant to say it sounds like an

espionage operation by the ukrainians." as you head out the door, here's what you need to know. the house sets the rules today, and votes on them tomorrow. we'll be following everything that happens, follow me on twitter, i am @scottmcgrew. >> thanks, scott. 6:48. back to the kincade fire, a different perspective for you. people in san francisco could see the fire burning overnight. this is video from our camera that is on top of sutro tower. the red glow is the massive fire that's been burning in sonoma county for nearly a week. back to the power outages, most of this morning this is all in the north bay where we see outages, where we sent bob redell. i know you're in mill valley. we're guessing that by now, some people there are suffering from the blackout fatigue at that point, right? >> reporter: correct.

they could see their power, some of it coming back on later today. a little bit of a surprise, other counties did not get their power shut off yesterday. we're talking about alameda, contra costa, santa clara and san mateo, because just wasn't as windy down south, as you could see behind me in mill valley, marin, power is still out. there are about 120,000 customers in marin without power, 17,000 in napa, 87,000 in sonoma. i did speak with pg&e this morning and they hope to give the all clear for the three counties here in the north bay, sometime later today. sometime later today they will make that decision based on the weather forecast, and once that decision is made, it would take another 24 to 48 hours for pg&e to manually inspect the power lines and restore power. until then, take a look at your tv screen, this is a sample of what life is like in the downtown mill valley, you can see it it's a cell phone power station powered by a generator, become the new meeting place for residents without electricity.

speaking of tahoe, a firefighter watching the glow of the flames near the sonoma/lake county line last night. firefighters from across the u.s. are coming in to help fight the kincade fire, oregon, washington state, among others. it's been really nice to see this collaborative effort they're putting together. >> i know a lot of people have been doing what they can to help out as well. >> we're watching the conditions around the kincade fire, but we've also got a new area that we've been watching this morning, and the possibility of a new fire that could be developing near lake sonoma. i wanted to show you a picture we're seeing coming in from our camera, and this is a small island of an area near lake sonoma. that's something else we'll be watching along with kincade fire, this is the view from st. helena, as we see quite a few acreage burning here and still some very intense flames in those areas. so our winds did get quite high

during the overnight hours and earlier this morning in the healdsburg hills a wind gust of 60 miles per hour, st. helena a wind gust of 58. we're still seeing some gusty winds around mt. diablo and half moon bay, at 41-mile-per-hour combusts. these gusts were in the upper elevations this time around. we're also going to see drifts of smoke coming in, so the other concern will be the air quality especially in the north bay, and the potential of a new fire burn cog make the numbers a little bit worse. we are going to see moderate air quality for the east bay, as well as the south bay into santa clara valley where thisit has b better. we saw this drifting around, this shows the upper level smoke and most blowing off the coast but we saw at times once the winds got lighter it spread it across the rest of the bay area. when the winds picked up again it was blowing off the coast once again. we have chilly temperatures this morning. look at the freezing

temperatures that we have in santa rosa, san francisco and oakland right now waking up to 53 degrees and headed into the upper 60s, and low 70s today, so it will turn out to be a nice and mild day, and cooling off again tonight. we have a new frost advisory in effect for all of the areas shaded in blue. we are seeing in the valleys our temperatures could dip into the upper 20s. as we go into tomorrow our trick-or-treat forecast looking not too bad for the inland areas, reaching the upper 60s to start. there will be some drifts of smoke but the air quality will be well enough for to you head out with the kids for a little while. going into the weekend, we'll start to see our weather conditions improving, high pressure giving us some northerly winds, and then as we go into the end of the forecast, we've been looking to see if there's any potential of any rain as we go into the next couple of weeks and we are seeing some storm systems out there. they will be blocked by high pressure and weakening as they approach the bay area.

we're staying dry, temperatures in the upper 70s inland and this weekend setting our clocks back one hour. mike, you have a warning about a couple of possible delays. >> i do. san jose, light traffic down here north 880 is jammed up, there is a crash which continues to block the fast lane at 101. wasn't a problem until the commute started kicking in out of san jose there. the rest of the bay shows a good drive and great recovery after the earlier crash and traffic alert cleared at woodside for north 101. the another cleared at peninsula avenue, involved eight cars at one time. mild slowing through cloud cover county, walnut creek and pittsburg, bay point typical. the east shore freeway moves well and recovery after an earlier crash at central. the bay bridge toll plaza metering lights are on of course. this is the area kari was talking about, we got reports from the chp system as well, lake sonoma bridge is a little bit west of highway 101 there is a small fire reported there and we're tracking that because this is in the same area, there is geyserville, with 128 still closed all the way toward tubbs lane and its entire region is a

welcome back. here are the top stories we're covering on "today in the bay." >> breaking news, we just are receiving brand new numbers about the kincade fire. calfire saying the wildfire did not advance overnight as much as firefighters feared. that is very good news. here are the numbers we know so far for you. 77,000 acres have now burned but sufficient progress has been made. listen to this. the fire is now 30% contained. that's double the number of containment from overnight. 206 buildings have been destroyed and now that includes 94 homes. 90,000 structures still remain threatened. >> happening today, governor newsom will once again be among the thousands of fire evacuees and blackout victims in the north bay. here he was monday at the sonoma county fairgrounds.

today he plans to visit a north bay mobile food bank and he'll check out a santa rosa resource center, people can get access to resources including food and medicine, things that may have gone bad during the extended outages as well. >> a lot of people are hoping the weather continues to cooperate, helping firefighters contain the fires. >> right. we'll have a few gusts in the higher elevations but elsewhere the winds are calming down. temperatures chilly, headed into the low 70s and we'll see some calmer winds and much nicer weather going into halloween into the weekend. >> people trying to get around, a crash in san jose? >> outside of the north bay, we just have your typical traffic patterns. folks in san jose a big problem northbound 880 a crash at 101, looking like we're recovering. i think they just cleared that crash. >> that's what's happening "today in the bay." coverage on the kincade fire and the power outage also continue,just seconds at nbcbayarea.com. >> we're also expecting another
