welcome to thursday, october 31st. it is halloween and it is cold out there. we take a lovely live look at the golden gate bridge this morning. some spots in the north bay, in fact, downright freezing right now. a very cold start to our morning. glad you're here with us. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. let's talk about the cold temperatures today. we've seen some parts of the for the bay dipping down into the 30s. as we head across the south bay we're getting in on some chilly temperatures. right now in santa rosa we're at 37 degrees, 41 in napa and 42 in concord.

be sure to bundle up as you head out. the freeze warning is in effect until 8:00 for all the areas shaded in purple. as we go through the day we're going to warm it up. nice weather heading into halloween day. i'll have more on what to expect. mike, you're already seeing scattered incidents. there are a number of incidents on the chp report unusually populated -- my goodness, my clicker is not working right now so we'll take you to the issue. we're going over here where i wanted to show you, bay area wide, eastbound 80 getting to the bridge. now there's a little flowing. a small brush fire. there hasn't been a substantial change in the highway.

>> there's some relief for all but a few thousand sonoma county evacuees finally back in their homes. as of last night the number of acres burned remained at about 77,000 but containment is now at 45%. the number of buildings destroyed once again grew including 133 homes. 93,000 are threatened. we'll have more at the top of the hour. we're closely following this morning warriors star steph curry may be out of the lineup for weeks. this is after breaking his hand last night. bob, i know curry's pain will no doubt be a world of hurt to dub nation. >> reporter: we don't know how many weeks or months curry will be out.

it will depend on whether or not he needs surgery. curry was hurt during a game against the phoenix suns here in downtown san francisco. you can see the play here on your tv screen. curry and bains collided underneath the basket. curry, who was in pain, immediately left the court for x-rays. bains did draw the foul for the play but curry did not return to shoot the resulting free throws. he will undergo a ct scan to see if he needs a cast and/or surgery. the warriors have been struggling, losing the superstar to injury just made things worse. >> it's been a tough start on many levels. we're trying to find our footing. this puts us in a tough spot. we'll assess it and go from there. >> you have a guy like that that goes down.

could do that much. >> reporter: windsor city staff welcomed evacuees back. the mayor says fire officials told him to expect homes to burn sunday. he is amazed crews managed to save them all. >> a wall of fire hit three different neighborhoods at once, more than 200 firefighters from all over the state battling just house to house. >> reporter: you can see just how close the flames got. >> i'm so relieved. >> reporter: the flames were up against her fence. >> being the daughter of a fireman i am just elated and just so -- these young men and women who don't know who is who and what is what are putting their lives on the line to save properties. and happening right now pg&e crews are getting the power back on.

good morning. i'm contessa brewer at cnbc headquarters. looks like dow futures are off about 74 points. investors may be reacting to reports come out of china that the country has doubts whether it can reach a long-term trade deal for the united states. we saw stocks rising yesterday following the federal reserve's decision to cut interest rates for a third time this year. that was a bid to boost the economy. today we're watching for reports for personal income and spending. a deal has been struck to merge. this will create one of the world's largest automakers with the value of about $50 billion. the deal comes as the auto industry in general faces mounting costs and slowing

global sales. fiat chrysler is currently in contract talks with the uaw. but puget has no presence in the united states so the merger is unlikely to threaten jobs. watch shares of apple today. the latest earnings beat wall street forecasts and gave an upbeat outlook for the holidays even though iphone sales fell for the fourth straight quarter. the real stars for apple have been wearables such as the apple watch and the home devices like the home pod and apple cd and those accessories which include air pods. apple says about 75% of apple watch purchases were to people who have never owned one before. i don't know what i did without the air pods. who needs wires now? >> i love them, too. >> why do we have wires for microphones? marcus, laura? >> now you're talking. >> ear pieces and ifds that we wear. >> right. >> right? >> let's move on.

a south bay group of people bringing a moving truck worth of goods to the kincade fire victims and evacuees. gabriel lopez owns a moving company. he knew today do something to help and made a post on facebook. the response has been overwhelming. >> i put on facebook, i want to go up there and if anybody wants to help tribute, i'm going up there. i want to fill up my truck.

>> good for you. later today he plans to take a truckload of food, water and blankets and continues to collect donations at his storage facility the rest of the week and deliver them on saturday. i'm going to make an effort to stop by. >> so many people want to help. >> kudos to help, go with whoever is organizing up there because you don't want everybody flooding up there. good hearts. >> people are waking up to very cold temperatures. >> we'll also see at times smoke drifting in. it is a spare the air alert day. santa clara valley will have good air quality. we are starting out with very calm winds. the direction is still going to

blow the smoke offshort for most of the day. low humidity and a light breeze having an impact. winds still blowing off the coast but as we go into the rest of the day we'll see our wind direction changing and that could start to bring in more smoke especially to parts of the central valley and the bay area later on this afternoon into the treating. we are looking at moderate air quality. only 41 in napa and in livermore with san jose at 47. the rest of the day we're looking at a lot of 70s here from danville over to fremont and cupertino and then novato reaching 75 as we go into 4:00.

we're heading out for trick-or-treating and look how cool it will be. the kids may have to put on jackets over the costume. we start out at 7:00. you can see how fast it cools off. they may not even want to be out there that long. our inlant forecast we'll see a lot of sunshine, slightly warmer temperatures going into the weekend. a high of 78 on saturday. next week we continue on with the dry conditions and highs in the 70s. mike, you have that fire reported in oakland. we took a look with our

camera because it was right about here, 66 is the overcrossing on 880. the camera swung around our operation center. didn't see anything. chp just got back and they have cleared that as well. there is no fire right now where we're looking. everyone is on edge even at any sign of fire. we do have a crash over here west 580 over to harrison. one lane might be blocked. traffic is so light we don't have any slowing. do use caution if you're coming up to oakland and heading to the mini maze. another fire heading to the carquinez bridge heading north and we did talk about chp heading through the area. people have been cautious, even if they see steam they call it in. that's okay, be cautious. a smooth drive where all the

sensors are all over the bay. a minor crash and in the north bay no slowing. smart train service is free. >> thanks, mike. 4:51, developing right now in the south bay the scene of a deadly shooting. >> this happened around 8:30 last night at the santa teresa station. here is how it looked after deputies arrived. a man was shot and killed by a vta security guard. apparently it started with a confrontation between the guard and the man witnesses say was threatening people with a knife. deputies say the guard shot only after other attempts to subdue the man failed. he was taken to the hospital where he died. happening today a southern california congresswoman katie hill is set to give her final floor speech. this comes after hill announced her resignation on monday. the freshman congresswoman has been in hot watt earp over an

affair with a staff member. a congressional ethics committee had been investigating her relationship with a female senior aide. at least four candidates have already filed paperwork to replace her including former trump campaign adviser george p papadopoulos. an unwanted phone line, an extra charge at a restaurant, and an out-of-state tax dispute. our team is equipped to take on almost any problem. i'm chris chmura, nbc bay area responds next. first happening now, massive fire in eastern pakistan. at least 60 passengers died. the flames roared through train cars. many people tried to jump off while the train was still at full speed. investigators believe it started from a gas cooking stove. a lot more news after this really quick break. deal talk!

the fire is not so favorable as you get ready to head out with temperatures in some spots in the 30s. we'll drop down to 39 degrees in dublin before we see our temperatures warming up later today. i'll have a look at this and the rest of the micro climate forecast up next. chilly but crisp and clear. travel times over to the bay bridge and we'll show you that coming up.

and a good morning to you. it is just minutes before 5:00 and you are watching "today in the bay." thanks for starting your morning with us. i'm marcus washington. >> and i'm laura garcia. a very busy thursday tracking the progress on the kincade fire plus the impeachment inquiry vote on capitol hill. live reports on both stories in just moments. first, it is a cold morning out there. meteorologist kari hall has been tracking those temperatures for us. kari, look behind you, low. >> it was this cold yesterday morning as well. we have some upper 30s right now. we'll dip several more degrees in much of the inland and north bay valleys. even for the south county we're in the upper 30s with some low 50s in oakland and in san francisco. as you get ready to head out mountain view this morning, expect it to be in the mid-40s and then reaching into the low 60s today at 11:00. eventually we'll make it into the mid-70s. a really nice day ahead. i'll have more on the forecast coming up. >> it looks like they've opened

all the cash lanes. at least we don't see the backup, a smooth flow of traffic but on halloween, which is today, these temperatures shift as folks are heading home for trick-or-treaters. we're looking at the rest of the bay and anywhere up to the bay bridge and the golden gate. 128 still closed around tubbs. you have that. it's a relief for all but a few thousand fire evacuees are finally back in their homes as firefighters make more strides in knocking down the kincade fire. 77 acres burned but is 45% contained and of the 260 buildings destroyed 133 are homes. coming up in moments a live report from santa rosa and details on the conditions firefighters are facing. a historic day on capitol hill. the
