valley with an extraordinary look from the front lines. >> reporter: firefighters are waking up to a mixed bag. they seem to have things under control. this wildfire that forced 30,000 people to evacuate for the most part seems to be in good condition. we haven't seen any active flames here, but i want to show you pictures of a fire that was burning about an hour and a half away from here. at least five homes have been destroyed. the big concern is going to be the winds here, which could fan the flames all day long. racing across tinder dry hillsides, this is the inferno firefighters feared. in simi valley entire neighborhoods threatened by those powerful winds. 40 and 50-mile-per-hour gusts,

whipping up firenadoes. this is the terrifying view for crews facing the intense heat and flames. not just the flames that makes this wind-driven fire so dangerous. you can see embers are flying everywhere. and that can ignite a new fire a mile away. the blaze surrounding the ronald reagan presidential library, coming within 50 feet of historic exhibits, but sparing the compound, thanks to a steady air attack from water dropping helicopters and fixed wing planes laying down lines of retardant. >> time to go, bud. >> reporter: an intense firefight saving thousands of homes. resources have been stretched thin withmultiple fires breaking out across the region. in riverside county winds strong enough to topple tractor trailers kicked up a fast-moving fire near the freeway. as the flames approached dozens were quickly evacuated from a senior center.

neighbors helping save animals. this horse seemingly running back into the fire to help other horses escape. on the west side of l.a. residents returning to assess the damage after the getty fire destroyed a dozen homes. and in northern california firefighters finally making progress against the devastating kincade fire which has now torched more than 76,000 acres over the past week, claiming at least 266 structures. >> this cannot be the new normal. >> reporter: but on the front lines the most extreme wind event in over a decade shows no signs of letting up. it's a new reality on the fire lines as wind-driven blazes take a terrible toll on the golden state now turning red. the good news here, during the drive in, we saw very few active flames. there are certainly still hot spots, so firefighters will have to keep an eye on that as well

as the other fast moving wildfires burning outside of los angeles, crews will have their hands full as this busy day of strong powerful winds continues across the region. back to you. >> miguel almaguer, thank you. this is a big day in the impeachment fight, set to enter a new phase in the full house, holds its first formal vote on the matter. white house correspondent kristen welker with the latest. >> savannah, good morning to you, it is another critical day in the impeachment inquiry. the full house is expected to v formalize the rules of the road for the process, moving the closed door depositions of key witnesses to public hearings at some point in the future. all as one of the president's former top aides has been called to testify. this morning the house is set to take a major step forward, holding a full vote in the impeachment inquiry against president trump. >> our plan is to start moving into public hearings, wrap that up and present it to the judiciary committee so that they can do their work. >> reporter: if it passes

today's resolution would permit public hearings, allow staff attorneys to question witnesses, and enable the president or his counsel to participate in the proceedings. for weeks house speaker nancy pelosi said a vote was not necessary but she has changed course, in part amid pressure from republicans, including the president who have criticized the entire process, which has so far taken place behind closed doors. >> people are still in a basement in a secure room in the basement trying to make us look as bad as possible but that's not working too well. >> reporter: meanwhile john bolton was asked by house democrats to answer questions behind closed doors next week but his lawyer tells nbc news bolton is not willing to appear voluntarily. still, bolton's testimony could be critical. other witnesses have testified he repeatedly raised concerns about rudy giuliani, the

president's personal attorney and his interactions with ukraine, during his time in the white house bolton often clashed with mr. trump over a range of issues. >> we actually got along very well. he made some very big mistakes. >> so kristen, give us the tick tock for today, what the vote is expected to be. >> reporter: savannah, we could actually see a vote within the next several hours. this is significant because every single house democrat and republican will be asked to go on the record about impeachment. meanwhile, in other key testimony today, tim morrison, a top russia adviser is set to speak with lawmakers behind closed doors, morrison being the second white house official on that july 25th phone call between president trump and the president of ukraine to do so. just yesterday it was announced morrison will soon leave his job with the administration. savannah? >> thank you. craig has now details on that raid.

good morning. 7:26. i'm marcus washington. in the last few minutes we just got a new update on the kincade wildfire. it looks like firefighters once again made serious headway in knocking down the flames. that fire this morning is 60% contained, up from 45% last night. about 77,000 acres burned. we did learn of more homes destroyed. the total stands at 141. the total number of structures is nearing 300. all but a few thousand have been allowed to return to their homes. kari hall has been tracking the temperatures. now they're dealing with told

temperatures. dropping to freezing in parts of the south bay. novato 32 degrees and a few valleys dropping even colder. 52 in sonoma. our afternoon temperatures will recover nicely reaching into the mid-70s. the next several days we have highs in the mid to upper 70s and no really strong winds. by this sunday, setting our clocks back one hour, and our nice weather continues into the start of next week. let's get an update on the commute from mike. a gentle build from the south bay and close over the dumbarton bridge. though the exit is closed at castle wood, all lanes open. all that traffic out of san ramone. the rest of the bay, though, north of there just fine approaching the bay bridge.

of mystery this morning a first look inside the special mission that took down isis leader baghdadi carried out by specialized delta force commandos. >> they are quiet professionals focused on mission above glory or recognition committed people did hard, risky work and did it well. >> reporter: much of what they did remains shrouded in secrecy. the delta force is the top covert combat unit, with a storied history of hunting terrorists and rescuing hostages around the world. >> the requirements for selection are very high. huge demands on their physical capabilities all the kinds of things that scare ordinary people to death these are the kinds of things delta force loves to do. >> reporter: in recent years the force rescued state department personnel during an attack on the american embassy in libya, and captured the terrorists suspected of that attack two years later.

good morning. i'm meteorologist kari hall. we are still under a spare the air alert with drifts of smoke moving into parts of the north bay. the rest of the bay area will have good to moderate air quality so we just need to limit our time outside especially near the fire zone. our temperatures today recover to the mid-70s after a chilly start reaching the upper 60s in san francisco. up to 75 in antioch today. our inland temperatures will warm up just a few more degrees going into the weekend as we keep the mostly sunny skies and don't forget this weekend we'll be setting our clocks back one hour on sunday morning and still see nice weather through the middle of next week. san francisco coming up to about 71 degrees on saturday but then still looking at some 60s sunday through next week.

miguel, good morning. >> reporter: good morning. firefighters certainly face a very dangerous and rekarius situation being a southern california. here in simi valley, crews had to evacuate some 3,00,000 peopl. there is progress being made, but conditions could worsen later this afternoon when the winds pick up. and speaking of the wind, they could hit upwards of 60 miles an hour later on today. that is what fanned so many flames earlier this week all across california. we know in some regions today, homes and other structures have gone up in flames during fast moving wildfires. crews will have to battle to keep the flames back as they jump from hot spot to hot spot. they describe it as a cat and mouse game. firefighters doing all they can to fight these flames not only from the ground but also from the air. and that air attack can be hampered at times when the wind speeds arepowerful.

crews hope to get the upper hand by later this afternoon, but it will be a long day as temperatures rise and the winds pick back up. back to you. in the meantime a critical witness has been summoned to testify as the house moves towards the next phase of its impeachment inquiry. kristen welker joins us with the latest. >> reporter: the house is set to take a major step forward today. it will hold a full vote in the impeachment inquiry against president trump. now, at issue, a resolution that will essentially formalize the rules of the road for the entire process. if it passes today's resolution would permit public hearings, allow staff attorneys to question witnesses and enable the president or his counsel to participate in the proceedings. for weeks house speaker pelosi said a vote was not necessary but changed course amid pressure

to make the hearings more tra e transparent. in other key testimony today tim morrison, a top russia adviser with the nsc, is set to speak with lawmakers behind closed doors. morrison is the second white house official to testify who was on that july 25th phone call between president trump and the president of ukraine. a lot of eyes on that. >> kristen, thank you. twitter announced on wednesday that it is going to ban all political advertising, starting in about three weeks. social media companies have been under pressure to combat the flow of misinformation on their platforms. ahead of the 2020 election twitter's ceo jack dorsey said the power of internet advertising brings significant risks to politics. rival facebook will not be following twitter's lead mark zuckerberg said wednesday in a democracy he does not think it's right for private companies to censor politicians. the party is still going on in the nation's capital this morning after the washington nationals historic win in game seven of the world series.

as the house of representatives completes it's vote, essentially a test vote on the issue of impeachment itself. the house is considering a resolution that will serve as a road map for the process going forward including televised public hearings that could dramatically reshape the country's interpretation of what the president did and could ultimately lead to an official

trial on the united states senate. let's go to jeff bennet on capitol hill. for the very latest, let's go to geoff bennett on capit ol hill. looks like it is as expected, very party line. two defectors on the democratic side, one a sort of former republican who we expected and that is it. >> you're right. those two democratstrump-friend districts. yes, this takes the process public. for the last three or four week, you've had them depose witness after witness behind closed doors. and that process is now coming to an end and house leadership made the point that as the private process grows public, you need a roadmap.

so this resolution, what it says is that the investigative have i lifts will stay within the house intelligence committee, adam schiff leads that committee. so he will be in charge. and then when that comes to an end, their report will go to the judiciary committee, and then they will write up the articles of impeachment. you will then see at some point potentially another vote on the house floor on those specific articles, that would then set up the senate to have a trial. so house democrats are really laying out a calendar that has no dates on it. there is no time line for how long this will take. publicly we've heard nancy pelosi say that the time line denied abou depends on the truth line. privately, democrats have been saying since august that they want to wrap this up by the end of the year.

they feel if it moves into the election year, republicans will say this is about the election, not the constitution. and so you have a number running for the senate so ultimate have all the democratic candidates hear in washington, not in iowa, not in new hampshire doing the work that they would rather be doing as part of their campaign. >> geoff bennett on capitol hill for us. as folks can see on the vote board there, just about everybody has voted and this is very reflective almost of the country itself, democrats on one side of the story, republicans on the other. letto hallie jackson. the white house has to be breathing a sigh of relief, t house democrats a all on their side. but this is not on the substance, about so still concern down the road. but right now the president has
