angeles. frances? >> sarah harman for us sarah, thanks. a 42-year-old milwaukee man is recovering this morning after suffering second degree burns during an alleged acid attack. the man who came from the u.s. -- came to the u.s. from peru nearly two decades ago says the incident happened after a parking dispute. police say they have arrested a 61-year-old man in connection with the incident and are considering hate crime charges here's nbc's molly hunter. >> reporter: the man on the left is 42-year-old mahud villaland it was saturday outside a restaurant in milwaukee when the the man on the right holds up a metal bottle then throwing what police believe to be battery acid on his face >> this happen a lot in america. that's not right >> reporter: police have now arrested a 61-year-old in connection with what they're callin battery villalaz says he was getting out of his truck when a man told him he couldn't park there >> i said why? you're supposed to be 30 feet

v.a. vet center in rhode island. >> what was your title there >> i was a readjustment counselor. >> reporter: separate from v.a. medical center the v.a.'s 300 vet centers are part of a counseling service that's followed a unique approach since after the vietnam war, helping fellow combat vets readjust to life back home personalized talk therapy sessions and social activities most counselors are fellow veterans services are free. >> have a good day >> did you feel you were helping people >> oh, absolutely. i've personally had veterans tell me that i sachbd their lives. >> reporter: but he's been sounding an alarm about the v.a.'s productivity targets for counselors this v.a. memo in 2016 laying out minimum service delivery expectations for the number of clients that counselors had to see in sometimes intense counseling sessions. for some, 30 visits a week six each day blikwaitel says it created an ethical dilemma for counselors scl choosing between i'm going to do what i need to do to meet

these metrics or actually do what i need to do that's best for the veterans to give them the quality care they need >> reporter: he raised his concerns in e-mails to all 1300 vet center employees and their managers he showed us copies of e-mails he says he received in response from 57 counselors in 25 states. almost all agreeing and criticizing more than just the standards. one wrote, "a clear shift to a business model not ucptimum care. another, "i cannot help my vets to the degree they need. >> there's no emphasis on quality. it's about the quantity. that's all that's heard. >> reporter: mike fisher, a combat veteran who runs the program, defends the standards he says they're helping vet centers satisfy the demand for care and most counselors, 77%, are meeting them >> 30 visits a week is the goal he says, 25 visits is the actual requirement. >> a lot of it had to do with making sure that as an organization we were being consistent across the country and really making sure that we were looking to are we providing or make sure we're providing the right services within a
