good morning, thanks for starting your morning right here. i'm marcus washington. >> the extra hour really helped. i'm laura garcia. >> let's get to that morning commute but first the forecast. >> looks pretty good. we've had nice, warm weather throughout the weekend. we're seeing fog at the golden gate bridge, low visibility in a few spots and our temperatures are very chilly in the north bay with mid 30s there. we'll drop down a few more

degrees ahead of sunrise and will be in the 50s in san francisco. we'll see upper 70s inland, even a few low 80s. we'll talk about this and how long it will last throughout the week. mike, you've been tracking a couple of recent crashes. >> that's right. the one at the bottom of your screen, 87 at the santa theresa off ramp the most recent one. sounds like it affects only the off ramp near the bottom of the ramp. no injuries. the rest of the bay shows a smooth drive. i want to warn you though, there was a crash at 680. the lanes have cleared, no cars there but there may be some debris and that's not pleasant in the morning. meanwhile, the rest of contra costa county moving nicely. the bay bridge, a mild casualty with a couple cars. back to you. breaking news, another tech giant promising billions of dollars in money overnight to

help you or someone you know find affordable housing across the state. >> this time apple says it has a plan. chris sanchez live in san jose with the highlights. >> reporter: hi there, marcus and laura. apple is certainly not the first silicon valley company to make a financial commitment toward helping to solve the affordability and housing crisis here in the bay area but it's $2.5 billion commitment is certainly bigger than the ones we've seen yet. we've seen apple's slick product announcements like this one. this news actually came out quietly overnight in a written statement quoting ceo tim cook as saying that he and apple feel a civic responsibility towards housing affordability in the name of civility and opportunity. so you might be thinking what does this mean for me, i'm struggling to find affordable housing. here's how apple's $2.5 billion commitment breaks down. it's $1 billion towards an affordable housing investment fund for california to borrow

money and other developers to build new to moderate low income housing. $1 billion is a first-time buyer assistance fund, especially for service personnel, school employees and veterans. apple is offering up $300 million in land that it already owns in san jose for the construction of affordable housing and is putting $150 million towards existing bay area funds and $50 million to support vulnerable populations through destination homes. governor gavin newsom has high praise for apple and its innovative strategy, he says, and he hopes other bay area companies will follow suit and certainly they led the charge. we've already reported on commitments from facebook and google, each company committing $1 billion towards solving the affordability crisis. all three companies have been

criticized for contributing to the housing crisis. >> interesting to see how that looks when you lay it all out. thank you. 4: 34, the naacp is demanding an investigation after a teacher in milpitas showed up to class in black face. this is video that a student shot. the school district is not releasing the teacher's name, and many students are stunned. >> reporter: was it a halloween stunt gone wrong or something much more serious. this video posted on social media shows a teacher in black face in a classroom on halloween. >> it's up to you, you can do it. >> reporter: he was apparently imitating the african-american rapper and social activist, common. >> it's harmful, hurtful and not an environment that's conducive for students of color.

>> reporter: reverend jeth row moore says he's received 15 calls and emails from students upset about the incident. the student who shot this video says the teacher is white and taught at milpitas high. parents and students say they find his actions disturbing. >> when they look at that as a black face, what's the message he's trying to send to the students? that is totally wrong. >> i would think that these people would know that it's wrong. >> reporter: the president of the milpitas unified school district board, chris norwood, issued this statement, saying the actions were inappropriate, unprofessional and insensitive. district administration has placed a staff member on administrative leave and i have asked the superintendent to ensure an immediate investigation is conducted. the naacp is also calling for an investigation and swift action. >> political figures have lost their jobs and have been scrutinized for wearing black

face in college. for him to do it today is unacceptable. >> that's pretty surprising. 4:35. happening tomorrow, orinda leaders will debate changes to short-term rental rules after five people were shot and killed at a party on halloween night. social media shows some of the chaos as those shots were fired. this is emergency personal at the scene after shots were fired. they're now putting new measures in place to ban party houses on its platform at abnb. police have not announced any arrests. the san jose police chief is going to revise new details on a deadly police shooting that happened on halloween. last thursday officers were called to a block party and found a man with a gun, demanded him to stop walking and dropped the gun.

police say he refused and appeared to have drawn the weapon and that's when an officer shot him. he later died at the hospital. that gun ended up being a replica. firefighters expected to have the kincaid wildfire fully contained by thursday but one hospital has not fully re-opened. the hospital is awaiting clearance to bring patients back. it has re-opened its walk-in clinic and edurgent care but sa it's still preparing full services. kincade fire victims have a new place to go for help and resourc resources. this is at the community center on healdsburg av avenue. it will be open until at least wednesday. government agencies and nonprofit representatives will be on hand along with spanish translators. all sonoma county fire victims

good morning. here are today's top business headlines. wall street is set to open higher this morning. the dow up more than 300 points and the s&p 500 closing at record highs on the back of that positive jobs report and cautious optimism over u. u.s.-china trade developments. mcdonald's has fired its ceo for violating company policy by having a consensual relationship with an employee. in an email to workers steve easterbrook says his conduct was a mistake and agreed it was time for him to leave. the shakeup comes as mcdonald's has been struggling with sales and restaurant traffic. profit fell this past quarter as ats remodelling stores and expanding service. tesla now may be able to avoid obstructions.

welcome back, everyone, to "today in the bay." it's quarter to 5 right now as we take a live look outside at the bay bridge toll plaza. looks like folks kept in mind the time change. they woke up early. >> so did we. look, this morning san francisco 49ers, the only ones keeping the '72 dolphins from sipping champagne because the 9ers are the last nfl team to

stay undefeated. tom brady and the patriots are now 8-1. this is after the loss to the baltimore ravens last night on sunday night football. brady, the san mateo native, said that his offense did not do a good job, at least not good enough. the 49ers play the seahawks a week from tonight at levi. >> i'm really attempted to go to that game but we have to get up so early the next morning. >> if they win it might be worth it. >> right. >> we talked about all those teams but kept showing the 9ers. >> you brag when you can. the raiders pulled off a win yesterday too, a little something for everyone. >> a win all around. a win weatherwise too? >> i think so. i think the weekend was really nice so we're going to continue that today even though we start out with cool temperatures early. here's a live look outside in walnut creek. showing our temperatures throughout the day, we go from 45 degrees at 5:00 to about 69

degrees at 11:00 and we'll continue to warm up today. for the south bay we're going to see highs up to 77 degrees in san jose and 81 in gilroy. these temperatures are well above normal but i think we'll take it. we're enjoying some nice sunshine and also a lined wind . we'll see mid 70s in redwood city today and san francisco reaching up to 70 degrees. santa rosa up to 80 degrees today. as we head out the door, this is a live look outside at san jose, nice and quiet now. as you get up and get dressed, you do still need a jacket for the early hours but the rest of the day i think short sleeves would be more comfortable because we'll have a wide range from the time we wake up and head out the door to the middle of the day so make sure you're prepared for it all. i want to show you what's happening here. we have high pressure just off to the west. it has been slow to move and as we go throughout the rest of the week it does provide a northerly

wind and some warmer than normal temperatures. our storm systems going well to the north so our dry pattern continues. this high pressure actually blocking us from getting any chances of rain from now through the end of the week, possibly the next couple of weeks as we see our weather pattern staying the same. looking at our high temperatures over the next few days we're going to see upper 70s for the inland valley. morning temperatures in the upper 40s. and then for san francisco some low 70s today and no major changes throughout the week, just slightly warmer as we head toward friday. mike, you've been following a reported car fire. >> that's right, we're looking at the entire bay. you see at the bottom of the screen we had a crash on 87 that cleared. a newer incident that we're following is the concern in the tri-valley. i gave you a second to look at the green all around the bay but slowing right here, just past ruby hills where we see this activity happening -- just before, i'm sorry, rupee hill.

the westbound commute shows a slowing that's more heavily traveled. chp has arrived there. you know there's a lot of dry grass so a car fire could turn into something else. we have the fire crew on scene so i hope there's nothing to worry about. we'll track that. no problem here coming off of brentwood, discovery bay, byron heading south toward 580. you're still under 20 minutes because you are at speed. be careful for folks unfamiliar, it narrows from two lanes to one. contra costa county, the bridges all moving at speed. on the bay bridge there's a crash at fremont, the off ramp. it's off the freeway but a concern as crews are arriving there. the bay bridge toll plaza we have folks in the cash lane a little heavier.

folks may wake up on time this morning. >> that's right. well, it's no secret the bay area real estate market has skyrocketed over the last decade, especially in silicon valley. many of us don't know who are the players behind the money buying up the property. >> our investigative unit teamed up with reporters from the mercury news, and reveal from investigative reporters to find out exactly who owns silicon valley. >> this is a project a year in the making. our team worked with a property assessor to create a database, mapping out who owns every piece of property in santa clara county as of 2018. our analysis of 500,000 property records found among the top owners tech companies like apple with close to $9 billion in property and real estate investment groups like jay paul with $3.5 billion and essex property trust with $3.1 billion

in assets. data shows that the rise in property ownership coincides with the rise in rent, the median home price and influx in tech jobs. people we spoke to say the huge amount of property ownership has created a growing chasm between the haves and have nots. the biggest landowner by far is stanford university is $17 billion in property. as the mayor put it, it's almost like it's a corporation in and of itself. speaking of corporations, one company now admits it does have a responsibility to provide more affordable housing here in the community. we'll have that story and tell you which corporation coming up tonight at 11. to see our full map of property ownership records online, go to nbcbayarea.com/investigations. if you have a tip for our investigative unit, give them a call.

it's 4:54. as firefighters start to gain the upper hand on the kincade fire, our air quality has actually improved. >> but there's a possible residue that could be trapped in your home or even in your car. there's something for us to check out. >> good morning, you might want to take a look at your air filters. a couple folks from the north bay sent us photos of their ac and furnace filters side by side, and look at the contrast here. sure, there's some every day dust in here but vida who snapped this photo is convinced there's smoke and ash as well so she swapped it out for a new one. james in oakmont sent us a similar photo. he said he had just replaced this filter before the kincade fire started so he's thinking there's definitely smoke particles in there. i have give you specific information. the bay area air quality
