continues today. as you get ready to head out the door, in antioch we'll be at 44 degrees and will stay there for a couple of hours and then we'll see our temperatures warm up at noon. we're at 71 and heading into the upper 70s today. we'll be slightly above normal but we'll talk about if there's any break or change in this forecast coming up in a few minutes. mike, you're still tracking a car fire in livermore. >> i am but more concerning is the slowing into san francisco. we'll talk about that as well. in the tri-valley as you saw almost everywhere in green we have slowing for 84 westbound past ruby hill golf course. there's a car fire. we'll get more info on that in just a bit. westbound 80 slows towards fremont. the off ramp there was a disabled vehicle reportedly cleared but i still see the slowing. we'll track that closely. 5:01 right now.

breaking news, another tech giant promising billions of dollars in money overnight to help you or someone you know find affordable housing across the state. this time it's apple saying it has a plan. kris sanchez joins us with some of the highlights from this overnight development. >> reporter: hi there, laura. apple certainly not the first bay area silicon valley tech giant to commit to the housing crisis but the $2.5 billion commitment certainly is the biggest one to date. you've seen apple's slick product announcements like this one but this news came out quietly overnight in a written statement quoting ceo tim cook as saying he and apple feels civic responsibility towards housing in the name of civility and opportunity. you might be thinking what does this mean for me. here's how the commitment breaks down. the company says $1 billion will go toward an affordable housing investment fund for california to borrow money and other developers to build new low to

moderate income housing. $1 billion will fund a first-time buyer mortgage assistance fund for downpayments especially for service personnel like school employees and veterans. apple is offering up to $3 million in land for the construction of affordable housing and also putting $150 million toward existing bay area housing funds and $50 million to support vulnerable populations through destination homes. governor gavin newsom has high praise for apple at this point and says its innovative strategies should be an inspiration for other bay area companies to follow suit and they certainly have been involved in this conversation. facebook and google each committed $1 billion toward bay area housing and solving the affordability crisis. a lot of critics point to these bay area companies as creating this problem by letting jobs

outpace housing availability. >> good news for a lot of people, kris. thank you. in the south bay, a stunning incident at milpitas high school is sparking outrage in that community after this video surfaced online. what you're looking at is a teacher wearing black face in a classroom and interpreting a rapper -- imitating a rapper. we're at the high school with a news statement overnight from the superintendent. >> reporter: indeed. we are waiting to hear what will happen with that teacher, whether or not we'll be disciplined or what his fate will be. we know that he is on administrative leave while the district investigates all this and this morning on social media students are saying they are shocked and disappointed. >> millions of people not enough to eat, what will we do. >> reporter: now, a student posted this video on twitter saying that the man seen here in

black face is a white teacher at milpitas high school and that on halloween in a classroom he was apparently trying to imitate african-american rapper and social activist common. the president of the silicon valley naacp says that kind of behavior is just unacceptable. >> it's harmful, hurtful and it's not an environment that's conducive for students of color to look at a teacher get up there and perform. >> reporter: the superintendent and the principal released a joint statement saying in part the act was disparaging to our students, parents, colleagues and the milpitas community we serve. our human relations team has placed the employee on leave and appropriate action will be taken pending further investigation. now, the school district has not released a name of that student and will not confirm the name that students are placing on social media. in the meantime the naacp is asking for an investigation into his history and his association

with students and a possible firing. roz plater for "today in the bay". >> 2019 so shocking to see this. thank you. only a few hundred homes remain threatened by the kincade fire as firefighters made moreheadway. as full containment is expected on thursday. the fire has burned just under 78,000 acres. 374 buildings have been destroyed including 174 homes. the latest round of california wildfires setting off a new firestorm of tweets from president trump which include veiled threats to cut federal wildfire funding. over the weekend the president tweeted, governor newsom has, quote, done a terrible job of forest management. his tweets also suggest the same things happens each year and each year the government has to help to which the president said, quote, no more.

the governor newsom tweeted back, you are don't believe in climate change. you are excused from this conversation. 5:06 and the impeachment inquiry on capitol hill and what could turn out to be a critical week. nearly a dozen people are being called to testify but the big question this morning is will they show up. tracy potts reports from washington. >> reporter: 11 trump administration officials are scheduled to testify in the impeachment inquiry this week. four of them today. most are political appointees not expected to show up as the white house refuses to cooperate. >> i think this week is going to be a big disappointment for those who are looking for new evidence. >> reporter: john bolton could be the exception. he's the former national security adviser who reportedly had issues with president trump's personal attorney, rudy giuliani, directing ukraine policy. bolton's attorney has suggested he'll only testify under subpoena. >> it's really up to the lawyers. i like john bolton. i always got along with him, but

that's going to be up to the lawyers. >> the white house is telling people that under their employ you can't show up doesn't apply to john bolton. >> reporter: the whistle-blower is now offering to answer republicans' questions in writing, according to his attorney. >> i think that individual should come before the commit e committee. he could come down to the basement but he needs to answer the questions. >> you wouldn't call the whistle-blower. what you call is the people who are actually there. >> reporter: there for the phone call between president trump and ukraine's president. that call touched off this inquiry. democrats plan to begin public hearings in the next two or three weeks with transcripts from private testimony released this week. a new nbc news/"wall street journal" poll shows 49% think president trump should be both impeached and removed from office. that's up 6 points from last month. tracy potts, nbc news. dungeness crab lovers may want to put the butter on hold,

at least temporary. this is a chance to delay the start of the crab season. it's supposed to kick off november 15th but a new law allows fish and wildlife leaders to delay the season when migrating whales are still in local waters. that's to limit them from being entangled in those nets. if a delay kicks it, it should be brief but not keep the local crab from thanksgiving dinner tables. a final decision is expected as soon as today. >> now to a sign of the changing holiday season, ice skating coming back to san francisco's union square this week. opening day for the ice rink is wednesday. this is the rink's 12th year in san francisco. skating is open from 10:00 in the morning to 11:30 every night. tickets cost $10 for kids 8 and under and $18 for everyone else. part of the money for ticket

sales benefit san francisco's rec and park's department. >> i love that we can ice skate in 70-degree temperatures. but it's not 70 degrees yet. it is a cold start to the morning as we take a live look outside in dublin. we are starting out with the need to turn on the heater. right now it's 45 in livermore, upper 30s in the north bay. it's 48 in palo alto and san jose. our napa temperature trend will be at 43 degrees. we're heading into the upper 70s there today. for the east bay, up to 78 in livermore, 77 in san jose. keep in mind that sun sets a little earlier today at 5:07. mike, you're seeing some early changes on the bay bridge. that time change is a good one as well. we typically see the roads flooded. folks get out at 5 if they can

nicely. my concern is the bay bridge where there was an early back-up. we'll talk about that coming up. a very happy monday to you. mcdonald's fired its ceo over the weekend. he had a consensual relationship with a mcdonald's employee but that's against company rules. our kris san sachez will have m about apple and the big money coming for silicon valley housing. stocks rallied friday over hopes of a deal for china because of a surprisingly good jobs number, 128,000 jobs added in the month of october says the labor department. considering the headwinds of the g.m. strike and the wildfires, that is an unexpectedly good number. though the president tweeted before he was supposed to that the number was 303,000 which is very different than 128,000. the white house economic adviser helped break down the white

house math. here's the labor department's 128,000 to which the president adds the striking g.m. workers. this makes a certain amount of sense. when they measured the numbers, the auto workers were off the job. now they're back on the job. all right, we're okay so far. so back to this. the labor department said 45,000 people were on strike. the house has 60,000. this number is wrong. there are 20,000 fewer people working on the census as well, not 20,000 more. this is an interesting one. the president takes the adjustments on the previous month's jobs numbers and adds those in. this is not how we measure monthly jobs. we don't subtract the old numbers if they're smaller and add them if they're bigger. now, the president is not wrong in this. it's just this is not how data is presented. other news, last night silicon valley hosted the 8th annual breakthrough awards. mark zuckerberg there to help present those awards. there are breakthrough prizes in

the fields of life sciences, fundamental physics and math. it's always exciting because, okay, there are the nobel prizes but when it comes to science there's not the black tie sort of raz ma taz sort of things that you see at the oscars and that kind of stuff and it's kind of fun to see scientists getting up there, winning an award in their black tie. >> that's right. >> cool to see that. >> for kids to see too. >> a little science in this story as well. as santa and his elves start to pick up the pace, a new study showing how people are racking up new debt during the holiday season. turns out about 60% of the current debtholders already accepting their card balances may go higher come the end of the holidays and when it comes to generations, more than half of all millennials are open to higher debt. it's 40% when it comes to the gen xers and just below that for baby boomers. >> anybody start holiday

79 in east san jose. pleasanton reaching 78 and 73 in oakland. half moon bay will be in the upper 60s while san francisco will see low 70s in the mission district today and nevada reaching 75 degrees. let's go through our micro climates and see how the day shapes up. keep in mind that we're going to hit those high temperatures a little earlier in the afternoon and then the sun sets at 5:07 today so we are going to have a very short day it seems. then our high pressure stays in place. we're not going to see this pattern changing. it is blocking our chances of any rain in the forecast throughout this week, next week, possibly the week after that. so we are not going to see any rain here. our temperatures are holding steady, once again above normal, reaching into the upper 70s. morning temperatures in the upper 40s and then for san francisco we're going to see some upper 60s and low 70s all throughout the next seven days. mike, you have a couple of spots

recovering now. we're looking over here for the tri-valley, give you a second to look. everywhere over here in the green. here's what we have slowing, coming through livermore, past ruby hill, an earlier car fire eastbound slowed the westbound commute and it's sort of sticking around which is about the time we see slowing anyway. that volume building but not a problem off of 580. expect a couple of seconds extra past ruby hill. contra costa highway slows a bit through pittsburgh and then the bay bridge which is in recovery mode but the earlier crash at fremont did cause a back-up back to the toll plaza. all lanes are filled in and judging by the pattern now the hov lane is moving quickly. i think they turned on the lights even though it's not registering on the chp report. back to you. still ahead, another parent in the college admissions scandal heads to jail today. coming up at 5:30, the reason

prosecutors argue tiffany lee arranged to have her ex-boyfriend killed. he's the father of her children and they believe she was scared about losing the custody battle. investigators testify that she worked with her then boyfriend to plan green's murder but her attorneys argue she was wrongly accused and green was killed in a botched kidnapping. family and friends of a missing san francisco man and his friend are still holding out hope the pair will be found safe. a vigil was held at city church yesterday. as we've been reporting, pilot justin winfrey and kayla rodriguez took off in a small plane about a week and a half ago. no one has heard from them since. an investigation is still going on and volunteers searched the coast this weekend for any sign of them. if you were at valley fair mall in san jose over the weekend you may still be wondering why sirens were blaring, and so are we. we reached out to the mall management. they're only say the evacuation

was out of an abundance of caution. it happened saturday mornings and the entire mall which is huge had to be cleared out creating tense moments there. happening today, santa clara supervisor cindy chavez will talk about banning e-cigarettes and vaping sales. in september supervisors unanimously banned the sale of all people under the age of 21. tomorrow the board debates the wider ban. also tomorrow, san mateo county leaders consider the same type of ban. it would apply to all unincorporated areas. leaders have taken similar action with a lawsuit to take effect next year. that's provided voters don't overturn it when they head to the polls tomorrow. if you're a fan of the movie "grease", you may get chills that are multiplying over the sale of an iconic outfit. >> that leather jacket and the skin tight pants worn by olivia newton-jo newton-john's sandy were

sun to rise in the next hour and then it will set at 5:07 today. kind of a short day, right? mike, you have a big concern for the bay bridge. >> that's right. we're looking at a live look. not the low clouds, those are moving around but we had reports of a wrong way driver. i had just gotten ready to ask our friends to record what was going on here. we just got word that there's no need to do that. the driver was heading westbound 80 going the wrong way on the fremont off ramp where another crash just cleared. chp was able to flag that person down and say, whoa, whoa, you read the sign wrong. that's good news. westbound moving smoothly and safely towards san francisco. the back-up at the toll plaza, eastbound is okay and the rest of the bay, a mild build. back to you. >> thanks, mike. almost everyone can sympathize with hundreds of travelers in this next story, a sea of very unhappy people standing in three-hour-long lines at lax waiting for an

uber. we're live at sfo this morning to show us what's happened at lax and what's being done to prevent it from happening right here at home. >> that's right. we don't want that to happen here, pete. >> reporter: good morning, guys. sfo actually had similar issues when it first made those ride share changes in june a while back. folks that travel know sunday is one of the busiest days and nights of the week so that was to be expected when they made those changes. there were some issues at lax. i want to show you first an image of someone who was unhappy posting about their issues with lax during what was going on with those long lines. the ride share policy requires travelers to go to a special lot for ride share or taxis, similar to what they implemented at sfo. those changes at lax began earlier in the week but with sundays also being the busiest

day of the week, there were longer lines and of course fewer ride share options. as i mentioned, sfo experienced its own sunday night blues when the airport designated a new pick-up zone back in june. a spokesman said at the time it's not uncommon to see more than 1200 uber and lyft drivers on sunday night. now, that's due to the number of what they call casual and part-time drivers that are driving just on those sunday nights. now, it's unclear if this is the same issue for travelers at lax last night but it was clearly a frustrating night for all. >> i'm not sure how long that would be. i don't know, maybe 200 or 300 people in front of me. >> chaotic, people are screaming. people are angry. people can't get on their phones. >> reporter: sfo did work on that issue by having workers stationed around the airport to direct travelers to the area where that zone is located, also handing out fliers to them who

are waiting on travelers. l.a.x. plans to rely on uber and ly lyft. >> thanks for the latest, pete. 5:34. happening tomorrow orinda leaders will debate changes for short-term rental rules after five people were shot and killed at a party on halloween night. video posted on social media showed some of the chaos inside that house before the shots were fired. you see it here. the home was listed on airbnb which is putting new measures in place to ban party houses on its platform. so far police have not announced any arrests. also happening tomorrow, san jose police chief is going to provide new details of a deadly police shooting on halloween. last thursday officers went out to a call on mckee road. this is a block from 680. officers say they found a man with a gun, demanded him to stop walking around drop the gun.

police say he refused and it appeared he drew the weapon. that's when the officer shot him. he later died at the hospital. that gun ended up being a replica. 5:34. happening today, a bay area parent in the college admission scandal is set to report to prison. he was sentenced to five months and fined $100,000. he admitted to taking part in two schemes to get his daughter into the university of southern california. it's not yet clear where he will serve out his sentence. he was the fifth parent to be sentenced in the scandal but has received the longest prison sentence so far. authorities in monterey county are on the hunt this morning for two escaped inmates. they were convicted of murder. here's a look at the two men right here who are both 19 years old and facing unrelated murder charges. earlier yesterday they escaped

from monterey county jail. both are considered dangerous. so far the sheriff's office is not saying if they know how the pair escaped. this morning the san francisco 49ers are the only ones from keeping the '72 dolphins from sipping champagne. to the patriots are now 8-1. brady, a san mateo native, said his offense didn't do a good enough job. the 49ers play the seahawks a week from tonight at levi. >> what do you think, should i battle through the levi traffic to go? >> yes, i think so because the day after you go to a night event is so much fun to talk to you. it's great. >> actually, when i'm so exhausted i kind of get loopy. so good luck to that. >> stay tuned, folks. over here, the south bay

we're looking at smooth traffic flow. the bigger concern is 580. i did get word of a cash with a tiny bit of slowing westbound 580. your commute direction threw livermore the first spring town exit there, there may be some lane effect just for a few seconds but they should get that quickly to the shoulder. we're on schedule for your typical monday flow of traffic heading towards the bay bridge. the toll plaza started early why the problems on the bridge but all problems on the bridge are gone. >> problems on the bridge gone. good weather still here with us. >> yeah. we're going to see the weather we had this past weekend continue into this upcoming weekend if you're already starting to make some plans. let's get a look at that seven-day forecast. we have mid 70s for the inland areas. a lot more sunshine. morning temperatures in the upper 40s and for san francisco low 70s by saturday as we check out where you may be headed for

seriously injured the driver. it happened a little bit after 8:00 last night on lone tree way in brentwood near o'hara. one person has died. they were air lifted from the scene. so far no update on injuries. election day is tomorrow and a lot of attention will be on prop a in san francisco. supporters rallied over the weekend trying to get their message out. prop a is a $600 million housing bond and proponents say it would create affordable housing for seniors, low income families and more. >> the mayor and president and city controllers make sure that it would not raise one cent in property taxes. the $600 million is as much as we could do without raising taxes. that's a promise that was made and capped in prop a. >> opponents call it a bad aid

and it won't work. if it passes it would be the largest bond in san francisco history. it may be a buy day in the impeachment inquiry. >> assuming of course the witnesses show up. >> that's exactly right. good morning, and that might be a pretty big assumption there. congress wants to talk to four white house insiders today but we are hearing they will be n no-shows. the white house has blocked them from testifying. the big fish of course is john bolton, the former white house national security adviser who objected to the president's behavior. the white house doesn't want him to testify but bolton doesn't work for the white house anymore. he's scheduled for thursday. president trump continues to insist there was nothing wrong with that phone call to ukraine's president. he said he didn't hear any complaints about it. now, he may not have heard anything but he tweeted, yeah, i've never heard any complaints, but congress has heard from a lot of witnesses who were alarmed by the phone call, including colonel vindman, the cia inspector general as well

who made a criminal referral to the justice department, the white house lawyers who decided to move the transcript to a secret service, and of course there's the original whistle-blower. >> well, the whistle-blower gave a very inaccurate report and as you know, certain of the media released information about a man that they said was the whistle-blower. i don't know if that's true or not. what they said is he's an obama person who was involved with brennan, susan rice which means obama. >> the whistle-blower, according to reports confirmed by nbc, works in the white house, works in national intelligence and did so before trump arrived so that he worked with john brennan, the head of the cia or susan rice, the national security adviser is not that surprising. of course he did. many people, particularly career military and intelligence analysts who work in the white house now worked in the white house a few years ago because that's their job. they work in the white house. in normal white house news, the

reaching 77 degrees. normal is about 68. we'll be up to 78 degrees in concord and 77 in napa. santa rosa today reaching 80 degrees. as you're waking up and getting started this morning, you do need a jacket for the early hours but the rest of the day will be comfortable with short sleeves because of the wide range in temperatures. kind of hard to figure out if you want to wear shorts or jeans today because it will be very warm for the afternoon. our weather pattern staying the same. this large area of high pressure is giving us the northerly wind and also some slightly warmer than normal temperatures that will stay with us as we go throughout the week. it's also blocking our chance of getting any rain as it steers it well to the north of us, up and around as it affects the rest of the country, but for the bay area and much of california we are going to stay dry. here's a look at our seven-day forecast. no changes here. upper 70s today. morning temperatures in the upper 40s and then we are going to see this as we go into the

weekend continuing, may even be another two or three weeks before we seen see that high pressure breaking down, giving us a chance of rain. so we're going to keep it sunny in san francisco with highs up to 71 today. mike, you're tracking two fires affecting the roadways. >> the first one is a car fire down here in the south bay. most of the freeways are green and that's great. typical pattern, but avoid highway 35 at highway 9. reports of a car fire and i'm concerned that it could be an issue but they've called out the cal fire crew as well so we'll let you know if that develops into anything more. right now it's not a heavily used commute spot as far as the volume of traffic. over here much more traffic at 18th avenue. for those familiar, it's a big roadway going east and west and divided by a median. i can't imagine all the lanes of both directions are blocked but avoid that area if you can and
