we'll be at 45 degrees through 7:00 and it warms up quickly. we go up to 75 at 1:00 and eventually into the upper 70s today. a few low 80s on the map so we'll talk about what's ahead as we go throughout the week coming up. mike, you have a new crash in the south bay? >> that's right. towards the santa cruz mountains. we're looking at south 17 with a new crashed car and there's only two lanes that travel through the area and it's currently blocked. we'll track that and the effect on the commute. there are other issues scattered around the bay, not a major concern for most of them but this disabled vehicle has replaced the earlier crash approaching first and spring town. there's still a distraction, still some slowing. this disabled vehicle may be in the lane for a couple of minutes. we'll watch that closely. back to you. sglfrj another tech giant promising billions of dollars in money

overnight to potentially help you and someone you know find affordable housing across the state. >> that's right. this time apple says it has a plan. kris sanchez joins us live in san jose with overnight details. >> reporter: hi there. we have reported on other commitments from other tech giants, but apple's $2.5 billion commitment is by far the largest one and it didn't come as some sort of slick announcement as we see when it drops a new product or improves technology. this came out as a quiet written statement overnight quoting ceo tim cook as saying that apple has a civic responsibility towards housing affordability in the same of civility and opportunity. here's how apple's $2.5 billion commitment breaks down. $1 billion will go to affordable housing investment fund available to the state of california and other developers to build low to moderate income housing. the state will have oversight over that fund. $1 billion will fund down

payment assistant loans for first-time buyers. apple is also offering up $300 million in land that it already owns in the city of san jose for the construction of affordable housing. it is also putting $150 million toward the existing bay area housing fund, housing trust silicon valley. we have covered them before here on "today in the bay." and $50 million will support vulnerable populations through destination homes. in san jose, positive reaction. >> in this case, i think they're big enough and causing enough of an effect on the economy that it does make sense. >> reporter: govern gavin newsom is praising apple and its innovative strategies and says he hopes other bay area companies will follow suit. facebook and google have committed $1 billion towards helping to solve the affordable crisis, one that critics say they helped to create by creating way more jobs than

there is housing, creating that spike in prices as we saw in stephen's piece just just a moment ago. we have a lot more reporting on bay area housing at nbcbayarea.com. if you go to my twitter feed and my facebook page you can see some of the breakdown there as well. chris sanchez, "today in the bay." >> let's hope it helps out a lot of people. thank you, kris. 6:04 right now. in the south bay, a stunning incident at milpitas high school is sparking outrage in the community and just across the bay area. this is after this video surfaced online, a white teacher wearing black face in a classroom. he says he was trying to be a rapper. roz plater is at the high school with a new statement overnight from the district's superintendent. roz? >> reporter: indeed. we are waiting right now to learn whether or not that teacher will be disciplined in any sort of way or what his fate might actually be. we do know that he is on administrative leave while the district investigates all this

and on social media this morning students are saying that they are shocked and disappointed. >> millions of people, not enough to eat, what will we do. >> reporter: now, a student posted this video on twitter saying the man seen here in black face is a white teacher at milpitas high school and she says on halloween in a classroom he was apparently trying to imitate african-american rapper and social activist common. parents are questioning how could the teacher not know this was the wrong thing to do. >> when i look at that black face, what's the message he's trying to send to the students? that is totally wrong. >> reporter: now, in a new joint statement the superintendent and principal said in part, quote, the act was disparaging to our students, parents, colleagues and the milpitas community we serve. we've placed the employee on leave and an appropriate action

will be taken pending further investigation. the school district has not yet released a name of that teacher. the naacp is calling for an investigation also into his dealings and his history with students at that school and possibly firing. we're live in milpitas, roz plater for "today in the bay." >> you can't help but wonder why did he think this was okay. this is 2019. this is the first time we heard about this and it is not right under any circumstances. thank you for that report. >> yeah, we talk about it all the time. only a few hundred homes remain threatened by the kincade fire as firefighters made moreheadway. the fire is more than 80% contained. the fire has burned just under 78,000 acres. 374 buildings have been destroyed including 174 homes. the latest round of california wildfires is setting off a new firestorm of tweets from president trump which includes veiled threats to cut federal

wildfire funding. over the weekend the president tweeted governor newsom has, quote, done a terrible job of forest management. his tweets also suggest the same thing happens every year and each year the federal government has to help, which the president says, quote, no more. governor newsom fired back with one tweet simply saying, you don't believe in climate change. you are excused from this conversation. 6:07 and to the impeachment inquiry on capitol hill and what could turn out to be a critical week. nearly a dozen people being called to testify but the big question this morning is will they show up. "today in the bay's" tracy potts reporting from washington this morning. >> reporter: 11 trump administration officials are scheduled to testify in the impeachment inquiry this week, four of them today. most are political appointees not expected to show up as the white house refuses to cooperate. >> i think this week is going to be a big disappointment for

those who were looking for new evidence. >> reporter: john bolton could be the exception. he's the former national security adviser who had issues with president trump's personal attorney, rudy giuliani, directing ukraine policy. bolton's attorney has suggested he'll only testify under subpoena. >> it's really up to the lawyers. i like john bolton. i always got along with him, but that's going to be up to the lawyers. >> the white house telling people that under their employ you can't show up doesn't apply to john bolton. >> reporter: the whistle-blower is now offering to answer republicans' questions in writing, according to his attorney. >> i think that individual should come before the committee. he can come down to the basement, but he needs to answer the question. >> you wouldn't call the whistle-blower. what you call is the people who were actually there. >> reporter: there for the phone call between president trump and ukraine's president about aid and investigating joe biden. that call touched off this inquiry. democrats plan to begin public hearings in the next two or three weeks with transcripts from private testimony released

this week. a new nbc news/"wall street journal" poll shows 49% think president trump should be both impeached and removed from office. that's up 6 points from last month. tracy potts, nbc news, washington. >> thanks, tracy. right now, dungeness crab lovers might want to put that butter sauce on hold, at least temporarily. that's due to a chance of a delay in the commercial crab season. it's supposed to kick off november 15th but a new law allows fish and wildlife leaders to delay the season when migrating whales are still in local waters. that's to limit them from being entangled in the nets. if that delay kicks in, it should be brief and not keep local crab from thanksgiving dinner tables, a bay area tradition. a final decision is expected as soon as today. we'll keep you posted. now to a sign of changing holiday season. ice skating coming back to san francisco's union square this week. opening day for the ice rink is this wednesday. mark your calendars.

this is the rink's 12th year in san francisco. skating open from 10:00 in the morning until 11:30 every night through mid january. tickets cost $13 for kids 8 and under and 18 bucks for everyone else. part of that money from those ticket sales benefits the san francisco rec and parks department. >> how much is the pillow that you may need to bring? >> pull it from the bed. i'm going to need it. i have never ice skated on any rink and not fallen at least three times. >> you did the opening of the walnut creek ice arena. >> and i fell. >> that's why you didn't get invited back this year. when the ice rink starts to open, i'm like, okay, i can put up christmas decorations so that's what i'll be doing this weekend. let's take a look at this beautiful sunrise this morning in palo alto and, yes, the sun is rising because we had to fall back and the sun will be setting earlier today too and we have a

very chilly start to the day. upper 40s at 7:00 and we'll see it reach into the mid 70s by early this afternoon. going through our microclimates, lunch outside with temperatures in the low 70s will reach into the upper 70s and a few low 80s for inland valleys. i'll have more on this coming um. mike, a few fires in the south bay? >> we're talking about small roadside fires. in colder weather oftentimes we see that near the off ramps. 87, 85, i think it's the same incident but we'll track that. highway 35 at highway 9, a car fire was there and it has not been an issue. crews are addressing that issue. the back-up at the bay bridge toll plaza. i want to advise that we've been told to avoid this area. watch for traffic control. back to you. >> sounds good. thanks, mike.

we are coming up on 6:15. a live look in dub llin as the n rises this morning. we are going to have a very chilly start with mid 40s but it does warm up quickly. we go from 44 to 64 by 11:00, and we're going to continue to heat up from there. we're going to see more weather like this going throughout the week so i'll have a look at that in the forecast in less than five minutes. the bay bridge, we're seeing some relief, a little lighter after the early big rush at the toll plaza. now we're moving towards the san mateo bridge where there's a lot of brakes and a slower drive. looks like the migration of that commute is in for the day. we'll show you how it looks overall. a very happy monday to you. mcdonald's fired its ceo over the weekend. he had a consensual relationship with a mcdonald's employee but that's against company rules.

stocks rallied because of a good jobs number. 120,000 new jobs says the labor department and that's an unexpectedly good number, though the president tweeted before he was supposed to the number was 303,000 which is very different than 128,000 which meant i spent most of friday afternoon on the phone with officials in washington trying to understand the white house math. the white house economic adviser helped break it down. here's the labor department's 128,000. the president adds those striking g.m. workers. this makes sense actually. when they measured the numbers these guys were off the job, now they're back on the job, so it's reasonable to add them back in, except g.m. and the labor department said 45,000 people were on strike.

the white house somehow comes up with 60,000. as for this 20,000, i can't make this one make sense. there are 20,000 fewer working on the census, not 20,000 more. then the president takes the adjustment from the previous month's job numbers and adds them into his total. this is not how we measure monthly jobs. we never add previous month's adjustments from the current number. sometimes those are adjusted downwards, and we would certainly never subtract them from the current number either. other news this morning, last night silicon valley hosted the 8th annual breakthrough prize. mark zuckerberg there to help present the award. the breakthrough prizes are for the fields of things like life sciences, fundamental physics and math. yes, of course we have the nobel prize which is the top prize of all time, maybe the mcarthur grant as well but this is fun because it's trophies and black tie which gives it a raz ma taz

that maybe the nobel prize has never been accused of. >> but to get that phone call in the middle of the night, not a bad thing. >> thanks, scott. 6:17 right now. a new study showing just who is most open to racking up a new debt during the holiday shopping season. turns out 60% of current debtholders already accept their card balances may be even higher come the end of the holiday season. when it comes to the generations, more than half of millennials are open to higher debt. it's 40% when it comes to gen xers and just below that for baby boomers. >> should be a good goal, the payoff of that debt. >> yes. >> what determines my budget is whatever coin star says when i turn in my coins. >> why don't we make each other's presents this year. >> ooh. >> up for that challenge? >> i don't know if i have time. >> honesty at its best.

we'll see upper 60s at 11:00 and mid 70s by 1:00 this afternoon. eventually we'll make it up to about 77. we're getting in the pattern of the now daylight saving time so we are seeing the sunset today at about 5:07 so we're trying to get those errands run and get home before sunset today. we'll be at 73 degrees in oakland and 80 in santa rosa. we are going to see dry weather continuing. this high pressure is not moving and it's blocking any chance that we could get rain. it's going way up and around and so as we go into the rest of the week we are going to continue on with some dry weather, slightly warmer than normal temperatures, and also our cool mornings because the air is just so dry. we are going to start out with some upper 40s throughout the next several days, high temperatures reaching the mid to upper 70s. also the same for san francisco. nice to see that we're seeing that fog returning because we have a little more humidity there. heading over to mike, you're

tracking a crash. >> that's right. for folks heading south down towards the santa cruz summit, we have one lane blocked. we're not looking at major slowing so perhaps they just haven't had a chance to let us know. the northbound commute getting towards the rest of san jose, this is the push through silicon valley, a smooth flow of traffic. i showed you the build on san mateo westbound 92 coming off of 880. in the tri-valley we have 84, the typical build. 580, the disabled vehicle is cleared to the shoulder, down to about 335, almost 40 minutes. contra costa county is typical. a couple of smaller crashes on surface street and the crash at

6:25 this morning. as firefighters start to gain the upper hand on the kincade fire, our air quality has improved. >> but there's possibly residue from the smoke trapped in your car or car. chris ka mora has something for all of us to check. good morning, you might want to take a look at your air filters. a couple folks from the north bay sent us photos of their ac and furnace filters side by side and look at the contrast. sure, there's some every day dust in here but vida who snapped the photo is convinced

there's smoke and ash in here as well so she swapped it out. james in oakmont said he had just replaced this filter about a month and a half before the kincade fire started so he's thinking there's definitely smoke particles trapped in there. i can give you a little bit of specific information. the bay area air quality management district recommends a merv 13 filter for smokey conditions. merv stands for minimum efficiency reporting value but the 13 is the more important part there to filter out smoke. you might not necessarily need a merv 13 year-round but you might want to consider having one or two on standby for times when air quality drops. check out your owner's manual for specifics. one last little bit, your car likely has an ac air filter as well sometimes called the cabin air filter. sometimes it's located behind or near the glove box so check for that too. we have a lot more wildfire advice on our website nbcbayarea.com/responds. >> thanks, chris.

weather today. >> we're going to see our weather stay on repeat so a cool morning as you ready out the door. here's a live look outside at walnut creek. skies are clear, sunshine and mid 40s as you walk out the door. it will be a warm afternoon reaching into the mid 70s by 1:00, eventually reaching the upper 70s later today. we're seeing the sunrise right now and we'll see sunset at 5:07 so we're adjusting to the time change. heading over to mike you're seeing a couple of reasons for slowing at the bay bridge. >> the toll plaza is one reason, the other is the volume of cars and the third reason is the low fog that's drifting across. if visibility is an issue, slow down. over here, you will basically slow down a bit for the upper east shore freeway.

the crash cleared at carlson. looking at the approach towards the san mateo bridge, typical pattern towards fremont and union city. the rest of the south is starting to build. back to you. 6:32. almost everyone can sympathize with the hundreds of travelers in this next story, a sea of very unhappy people standing in three-hour-long lines at lax waiting for uber. pete joins us live at sfo this morning to show us what happened at lax and what's being done here at home to try to prevent this from happening in the bay area, pete. >> reporter: good morning to you. sfo had some issues when it first implemented new changes to its ride share zone for drivers back in june when it first started, and for those folks that have traveled through sfo, you know that sundays are the busiest days of the week. here was the situation at lax, a lot of frustrated folks waiting

for their ride share drivers. now, lax's new ride share policy requires travelers to go to a special lot for ride share or taxis. the changes began earlier in the week but with sundays also being the busiest day of the week at lax there were longer lines and of course fewer ride share options. sfo did experience its own sunday night blues when the airport designated a new pick-up zone back in june. a spokesman says it's not uncommon to see more than 1200 uber and lyft drivers on sunday night due to the number of casual and part-time drivers that are driving on those particular nights. now, it's unclear if this was the same issue for travelers at lax last night but it was clearly a frustrating night for all. >> i'm not sure how long that would be. i don't know, maybe 200 or 300 people in front of me. >> chaotic. people are screaming. people are angry. people can't get codes on their phones. >> reporter: now, sfo did fix

this issue back in june. they put workers stationed around the airport to direct travelers to the parking garage, also created educational videos for drivers and also handed out fliers to drivers waiting on travelers to give them more information on this new zone. back out here live at sfo, you see the sign there, lyft and uber keep left. they say it would be impractical to run a similar program at lax. >> don't want anything to slow you down when you're coming or going. >> nope. >> thanks, pete. 6:34 and happening tomorrow, orinda leaders will debate changes to short-term rental rules. this is after five people were shot and killed at a party on halloween night. video posted on social media showing some of the chaos as those shots were fired. that home was listed on airbnb which is now putting new measures in place to ban party

houses on its platform. so far police have not announced any arrests. meantime, also happening tomorrow, san jose police chief is going to provide new details of a deadly police shooting on halloween night as well. last thursday officers went out to a call on mckee road just a block from 680. officers say they found a man with a gun, demanded him to stop walking and drop the gun. police say he refused and appeared to draw the gun. that's when an officer shot him. he later died at the hospital. that gun ended up being a replica. 6:35 and opening today, a bay area parent charged in the college admission scandal is set to report to prison. winery owner augusta hunyas of san francisco was sentenced to five months in prison and fined $100,000. he admitted to taking part in two schemes to get his daughter into the university of southern california. it's not yet clear where he will serve out his sentence but we checked his court documents overnight and it seems like

he'll head to dublin. he was the fifth parent to be sentenced in that scandal but has received the longest prison sentence so far. authorities in monterey county are on the hunt this morning for two escaped inmates. they were locked up, suspected of murder. here's a look at the two men who are both 19 years old and each facing unrelated murder charges. they're identified as santos fonseca and jonathan salazar. earlier yesterday they escaped from monterey county jail. both are considered dangerous. so far the sheriff's office is not saying if they know how those two escaped. 6:36. this morning the san francisco 49ers aren't the only ones from keeping the '72 dolphins from sipping champagne. tom brady and the patriots now 8-1 after a loss to the ravens last night. brady, the san mateo native, said his offense didn't do a good enough job. the 49ers play the seahawks a week from tonight at levi.

couple of their lines. check their website because there's an adjustment. you know what's cool? the start to the morning. >> we're going to have more mornings like this but then it feels more like the end of summer by the end of the day. we're going to see temperatures well above normal, sometimes about ten degrees warmer than where we should be. that weather continues into the weekend as we stay dry inland. san francisco in the upper 60s to lower 70s. what are we doing this weekend? i know it's monday but we're looking ahead and looking at half moon bay. if you're thinking i want to go to the beach this eweekend, friday will have a high of 71 degrees, upper 60s for the rest of the weekend. heading up to russian river valley it's going to be great any day you go. it's a cool start to the mornings but then reaching into the upper 70s for the afternoon. if you're going out of town heading hiking, want to see

man, pulled him to safety. the latest death of a horse at a troubled santa anita race track. >> it happened during saturday's $6 million breeder's cup classic which is the single richest horse race in the united states. 4-year-old mongolian groom was pulled up in the final turn. race leaders say the gelding fractured his left hind leg. two hours after saturday's race, vets euthanized him. in less less than a year, 37 horses have died at santa anita. this morning authorities in brentwood are investigating the crash of a car into a utility pole that seriously injured that driver. it happened a little after 8:00 last night on long tree way in brentwood. there was one person inside. they were air lifted from that

scene. so far there's no update on the injuries. happening today, santa clara county supervisor cindy chavez will talk about a full ban on e-cigarettes and vaping sales. this would apply to unincorporated parts of the county. in september supervisors unanimously banned sales of all people under 21 years old. tomorrow the board debates the wider ban. also tomorrow, county leaders consider the same type of ban that would apply to all unincorporated areas. san francisco leaders are taking similar action with a law set to take effect next year. that's provided that voters don't overturn it when they head to the polls tomorrow. 6:46. today may be a big day in the impeachment inquiry. >> assuming of course the witnesses show up. >> that's a very good point. it's a big assumption in fact. congress wants to talk to four white house insiders today but we're hearing they'll be

no-shows. the white house has blocked them from testifying. the big fish of course is john bolton, the former white house national security adviser who objected to the president's behavior. the white house doesn't want him to testify but bolton doesn't work for the white house anymore. he's scheduled for thursday. president trump continues to insist there was nothing wrong with that phone call to ukraine's president. he said he heard no complaints about it. now, he may not have heard complaints but congress has heard from a lot of witnesses who were alarmed by the phone call, including colonel vindman, the cia inspector general as well who made a criminal referral to the justice department, the lawyers who decided to move the transcript to a secret server, and of course the original whistle-blower. >> well, the whistle-blower gave a very inaccurate report and as you know, certain of the media released information about a man that they said was the

whistle-blower. i don't know if that's true or not. what they said is he's an obama person who was involved with brennan, susan rice which means obama. >> the whistle-blower, according to reports confirmed by nbc, works in the white house, works in national intelligence and did so before trump arrived so that he worked with john brennan, the head of the cia or susan rice, the national security adviser is not that surprising. of course he did. many people, particularly career military and intelligence analysts who work in the white house now,worked in the white house a few years ago because they work in the white house. in normal news, the world champion and home team washington nationals will visit the white house today after their big world series win. we'll be watching who shows up to capitol hill this morning or for that matter who doesn't. you can follow me on twitter.

we're at 36 degrees in santa rosa, 38 in napa and 41 in san martine. in livermore, it's 44 degrees. getting up and out the door for school this morning it's going to be chilly in walnut creek with mid 40s and it warms up pretty fast here, reaching 75 degrees at 1:00 today. we'll see upper 70s for the inland areas and as you make plans today, maybe you're getting off work, want to go to the grocery store and you'd like to get home before it gets dark, sunset today is at 5:07. napa will reach 77 degrees with san francisco up to 70 today. a beautiful start to this morning with all clear skies but grab a jacket before you head out the door. it's chilly out there. but the rest of the day with it warming up, it's going to reach into the 70s. you'll need some short sleeves. so we're not going to see changes in this weather pattern throughout the week. high pressure sets up through the west and it's keeping us

from getting any chances of rain going throughout the week. blocks of storm systems steers them up and around and so we are going to see all of that rain staying well to the north of the bay area. nothing but dry weather here as we go throughout the week and above normal temperatures reaching into the upper 70s. we'll also have some cool mornings with some upper 40s as you head out the door. mike, the fog is the big issue for drivers. >> that's right. i want to start with the same pictures you showed to emphasize the golden gate bridge both directions, of course affected by the low visibility and you see those standards lights on, no high beams because it will reflect off the fog and make things worse. from time to time you'll travel through low clouds across the bay bridge as well but at the toll no problems. we're looking at the great recovery here, west 88 carlson, no problem there and a disabled vehicle that was reported at the bay bridge, i have not seen a problem for that. i'm going to say the activity is in the parking lot area. a big deal approaching the orinda area and the tunnel as
