"today in the bay" continues right now. don't go anywhere. just stay, relax. thanks for joining us. >> bay area morning. >> we're right here. good morning. i'm laura garcia. >> and i'm marcus washington. mike will get us through the commute coming up in a bit. first we talk about the weather this morning. meteorologist kari hall has been tracking that for us. >> still looks good. the weather we had from over the weekend and yesterday continues today. here is a look at what we're going to see in concord as you get ready to head out. another chilly start, with some mid-40s, and then a lot of sunshine that will warm us up. we'll be in the mid-70s by early afternoon. eventually reaching 81 degrees. for livermore, we're going to see a high of 80. oakland reaching 74. napa today 81, and 67 today in san francisco. we'll talk about what's ahead for the rest of the week, as we see this weather pattern continuing. mike, you've been tracking the

roads and a couple of slow spots already. >> fog is a factor, causing some of that slowing, kari. we're over here, the san mateo bridge shot and when it's clear, you may wonder why we're zoomed in so close, but as the low clouds again roll in, that's why. we can at least see the volume of traffic traveling west and east, both affected of course by the fog across that span, and that will creep across many spots around the bay. look at that coming across san francisco and down the peninsula, for highway 1, over at the bay bridge. i've circled an outage, fallen power lines affect highway 9, if that is part of your drive, note you'll find some traffic control redirecting. a crash out of the altamont at north flynn slowing things down. pack to you. >> thanks, mike. in parts of the bay area, voters head to the polls today. san francisco in particular has some important issues hanging in the balance. even if you don't live there, you might be impacted. pete suratos is live in san francisco with the details for us this morning. good morning, pete. >> reporter: good morning to you, laura. several propositions up for a vote here in san francisco

covering a wide range of important and familiar issues for voters in san francisco, and really all across the bay area, so we're going to touch base on a few of the top propositions, let's start with proposition "a." if it is approved it would allow the city of san francisco to sell $600 million in bonds for affordable housing, which would be the largest in san francisco history. there's also proposition "c" that is also on the ballot today and it aims to overturn san francisco's rule suspending the sale of ecigarettes not approved by the fda. now this is capturing a lot of interest nationwide, with cities and states mulling the possibility of an ecigarette ban. now if the voters say yes to this prop, the ban would be replaced with regulations supported by ecigarette giant juul. finally, there's proposition "d" which would impact everyone who takes an uber or lyft into san francisco. if approved it would tax customers an extra 3.75% more for most trips and 1.5% more on

pool rides. the charge would be based on the overall cost of the trip. we'll have more election coverage in the next half hour, including information on the race for mayor, and the race for district attorney. we have a lot of information on that, we'll have more on those topics in the next half hour. reporting live, pete suratos for "today in the bay." >> sounds good. we'll check back with you, pete. check out our website nbcbayarea.com. we've got up to the minute election results that we'll be posting and also push out results through our free nbc bay area app. we are following a developing story at the u.s./mexico border, where at least nine americans including six children are dead, this is after a highway ambush. it happened near the arizona border. relatives of the victims say the remains were found in a burned out suv you see right here. he says that group had been driving in a convoy from their home in mexico to arizona, where they were attacked. they were headed across the border for a shopping trip,

along with the nine people killed, eight children survived by hiding and sneaking away during the gunfire. >> my understanding is that there was some children that was able to escape out of the vehicles unharmed. >> that family member says one of the children walked about 14 miles to get help, this is after hiding the siblings in bushes. he also believes a drug cartel is behind the attack, and this may have been a case of mistaken identity. about a half hour ago president trump responding on twitter, he says "this is the time for mexico, with the help of the united states, to wage war on the drug cartels and wipe them off the face of the earth. we merely await a call from your great new president!" 6:04 for you right now. a new turn this morning in the search for answers after that halloween party shooting in orinda, which left five people dead. nbc bay area learned investigators are trying to figure out the killings to the

quadruple murder years ago. bob redell is live in orinda with the police investigation and the debate tonight to crack down on so-called party houses. bob? >> reporter: we're learn being a possible motive from thursday night's shooting that unfortunately left five young people dead who aring will memorialized in downtown origin da. nbc bay area learned two of the victims in thursday's deadly shootings may be tied to a killing in san francisco back in 2015. "the chronicle" is reporting one of the victims from thursday was the younger brother of the defendant in that 2015 shooting. the paper reports law enforcement is looking into whether thursday's shooting was an act of retaliation. here in orinda the city is rethinking how they should handle airbnbs in the future because of the shooting. the city council will discuss

ways tonight to deal with airbnbs including making sure the home is occupied by an owner, placing a two-day minimum on airbnb stays and possibly eliminating airbnbs all together. as it stands right now, orinda requires short-term rentals to register with the city annually and pay an occupancy tax and maximum occupancy of 13 people which was clearly violated during a halloween party last thursday, which had over 100 people in attendance. >> there's a range of things you could do to try to eliminate the kind of thing that occurred the other night. the thing that occurred the other night was not in accordance with the ordinance. you're not allowed to have more than 13 people. you're not supposed to have parties. there's all kinds of things that got violated. >> i think it's a good thing. they should also look at the people who are renting the houses out dean a little more background on those people. seems unnecessary we should have houses that get purchased and

all of a sudden are airbnb rentals. >> reporter: in response to the thursday shooting, airbnb put new measures in place to ban "party houses" on its platforms. the city of orinda is not expected to take any immediate action tonight. the meeting the city council meeting here in orinda will take place at 7:00 at the public library auditorium. reporting live in orinda, bob redell, "today in the bay." >> thanks, bob. 6:07. happening today, san jose's police chief is expected to provide new details about a deadly police shooting that happened on halloween. last thursday, officers responded to mckee road about a block from interstate 680 where they say a man with a gun and demanded him to stop walking and drop the gun. police say he refused and appeared to draw the weapon, that's when an officer shot him. he later died at a hospital. the gun ended up being a replica. >> 6:07. the golden state may be losing its sunshine for some

people, opting to leave and live in other states. kris sanchez joins us live from san jose with the reasons some people are living. kris, is it a big surprise for us? >> reporter: i don't think. what do you think the biggest reason >> housing. >> reporter: you are absolutely right, the majority reason people give for leaving the golden state, the seventh year in a row california has lost more population than it has gained, according to u.s. census data. more than 86,000 people left california last year for texas. nearly 70,000 left for arizona. about 55,000 left for washington state, and the trend might might continue. in a recent uc berkeley poll, 52% of registered voters polled say they've considered leaving the state, as you said, 71% cite the high cost of housing, 58% cite the high cost

of taxes, but look at this, 46% cite political culture, particularly conservatives who say the state's policies are not in line with their own. while california might be losing population overall, the state is adding people in a certain income bracket, in the $120,000 and up bracket, and you might not be surprised that a lot of those folks who added to the population in that income bracket came here to the bay area. i have posted a poll in my instagram story and also on my twitter feed. i'd like to know what you think, whether you would consider leaving california for greener or perhaps just different pastures. much in san jose, kris sanchez, "today in the bay." >> it's interesting. i think a lot of retirees, too, expensive to retire here, so it would be interesting to see the age bracket for people. >> very true. 6:09 right now. one thing for sure is the weather here is always nice. you can't beat this weather here, kari, anywhere you go across the country. we've got it hands down, we're

the winners. >> right, everyone i know complain being how cold it is, my friend in chicago had snow for halloween. it was a mess there. as we look at what's going on in dublin, we are starting out with clear skies, nice, cool start, but going throughout the day, it's going to warm up. we're going from 44 degrees at 8:00, to 68 degrees at 11:00, and then up to 77 and we're going to see the high temperatures still well above normal, reaching 80 degrees in livermore, some low 80s in concord, napa, santa rosa, and then for san francisco, we're going to stay in the upper 60s today, as we see the fog linger for a couple of more hours. we'll take a look at what's happening in the east bay coming up and mike getting out on the roads, you're seeing some fog across the golden gate bridge. >> that's right, kari, that's going to complicate things. i'm concerned, because coming down to the golden gate bridge, southbound 101 there's a crash reported just outside the robin williams tunnel, four or five, possibly six vehicles at one point in the call, again off to the right shoulder but this

epidemic fueled by juul with their kid-friendly flavors. san francisco voters stopped the sale of flavored e-cigarettes. but then juul, backed by big tobacco, wrote prop c to weaken e-cigarette protections. the san francisco chronicle reports prop c is an audacious overreach, threatening to overturn the ban on flavored products approved by voters. prop c means more kids vaping. that's a dangerous idea. vote no on juul. no on big tobacco. no on prop c.

right now at 6:14, let's get a look at our beautiful sunrise. now under way in the south bay. the sunrise is really colorful and starting out with cold temperatures in the upper 40s. we go from 48 degrees to 76 degrees at 1:00, well above normal temperatures. we'll talk about this and what's ahead for the rest of the month coming up in less than five minutes. >> kari showed you that sunrise,

i'm showing you loss of visibility across the san mateo bridge and tougher in oakland trying to show you the nimitz, we can't see it from our rooftop camera. we'll show you the rest of the commute regardless of whether or not we can see it via camera. a very good tuesday to you. good morning. we saw the00, nasdaq, s&p 500 hit new records so they'll open at new records this morning. a lot of this is the belief we have a deal going with the chinese. we just got the latest trade deficit information showing month-to-month, one of the biggest drops we've seen in eight years, but year-to-year, we're still going to have a bigger deficit this year than we did last year. let's talk about uber. uber has opened its books to investors and we have found out that company is still losing money, more than $1 billion a month. uber says it's probably making money on the actual rides

themselves. this is over all good news. a lot of companies in the silicon valley bay area in which they're actually losing money every time you deal with them. uber and doordash and all of the scooter companies, and lyft and whatnot, these companies all lose money, so they're charging you less than they should, being supported by venture capital. the money is coming in from investors. every time you take an uber ride or get a cheeseburger there's a venture capitalist somewhere who is paying the freight on that and if they decide to quit doing that, all of this stuff will get much, much more expensive. look at what ford is giving us, a sneak peek at at -- there's an uber video. we'll advance over to the ford video. that would be a fun uber ride, wouldn't it? this is a look at the bronco, the racing version of it. they promised the bronco you'll get to drive around town will

who lost their fifth straight game 37-18. >> oh my gosh, that cat's heart must have been beating full. >> the numbers i wonder in vegas. >> the cat? >> the contract. can you sign here? >> there you go. the sunrise behind us, what a nice morning. >> it is beautiful. we're starting out with another beautiful morning. we're going to see more sunshine throughout the day. we've also had some fog rolling across the bay in san francisco but this view is clear in parts of the city and you can see all of the bright hues in the sky, as the sun comes up. we've been talking about our air quality and unfortunately, there will be some more drifts of smoke coming in from a fire in northern california, coming down to central valley and right into the bay area, because of a wind coming in from the north. so if do you have asthma, make sure you keep all that you need with you, keep your medication and your inhaler with you. we're going to see our temperatures in the upper 30s to start. santa rosa right now at 38 degrees.

we're at 45 in livermore, and 47 in santa rosa. a closer look at the north bay, we've seen some chilly mornings here especially in the valleys, and so we are going to have another one starting out with a few spots in the upper 30s. as we head toward martinez we'll be at 50 degrees at 8:00, but it does warm up quickly again today. we're going from 50 to 77 by early this afternoon. eventually reaching the low 80s today. 81 in concord. in santa rosa we're going to see a high of 80 degrees, in palo alto reaching 77 degrees. now here is the outlook for the next two weeks, and it looks like this pattern holds throughout the rest of the month. we have a very stubborn area of high pressure just off to the west of us, it will keep it well below average in terms of rain we're expecting over the next couple of weeks and it's also going to keep it warmer than normal, and so this pattern with us, it keeps our temperatures warmer than normal and also drier than normal conditions, so

here is a look at the seven-day forecast reflecting that, as we go into next week we'll see more of the same, and it's going to start out cool each morning, because of that dry air, but heating up into the upper 70s and low 80s inland. san francisco no change in the pattern here, but it's nice to see that fog creeping back in. we'll see it lasting for the next couple of hours, before we head up to about 67 degrees. mike, tracking the roads and starting to jam up in a few spots. >> that's right, a few key spots. we'll take you down to one here in the south bay. we'll continue to track this, if you know where big basin way and the difference between big basin way and big basin highway, concerned with the power lines that are down right behind the sign there. it's south of skyline boulevard, highway 9 affected there by a downed power line. it happened after an earlier crash. i shout that out because it's not a lot of alternates through the area. there will be at least be traffic control right now. the rest of the south bay shows a nice smooth drive as we gently build northbound through san jose which is your typical

pattern. as you move farther north, you're seeing more mist and low clouds and maybe some fog as well, as you get up through sunol no problems and southbound here from san leandro down in toward union city, a mild build for highway, interstate 880 and toward highway 92. out of the altamont a couple of problems, this one still there at north flynn and it may still be blocking one lane, causing more slowing, keeping traffic held up in livermore, but not at the dublin interchange, so there is the benefit for some folks there. that fog registering on the road weather index, taking our weather data, translating it to conditions, low visibility at the toll plaza and at the golden gate bridge and that crash still just south of that robin williams tunnel. back to you. >> thanks, mike. 6:22 right now. next for you, a story making headlines across the country today. a tragic ending of someone waiting to buy one of those coveted popeye's chicken sandwiches, the fight that sparked a deadly stabbing. people make mistakes.

6:25. the excitement over the popeye's chicken sandwich in oxen, maryland, a d.c. suburb. police say one man stabbed another, killing him, after a dispute that began as they both waited in line. apparently one man cut in front of the other. >> this individual was in line, a line specifically for the sale of the sandwich, when another customer and he got into an altercation, and that ended with the victim being stabbed outside of the business. >> police are still searching for the man with a knife. you may remember that chicken sandwich returned to popeye's stores sunday after debuting in august, exploding in popularity. happening today, san francisco leaders plan to draw new attention to efforts to keep

low visibility traveling across the bridge, but we can see it's also very low as we look from our camera tower in san francisco, but then we head over toward walnut creek, it's a clear start, also very chilly, so as you head out the door, grab a jacket. we'll be in the mid-40s. it warms up fast today we'll be in the mid-70s by early this afternoon, reaching the upper 70s in the south bay, 80 in livermore, and some low 80s in the north bay. all this is well above normal. we'll talk about what's ahead for the weekend. mike, that fog is a big factor. >> it is beautiful looking at it but trying to look through it, it could be a problem. we're looking at the toll plaza, at the ground level or street level you're okay but it's drifting across the span for the bay bridge and definitely affecting folks across the golden gate bridge as well. i'm concerned about the crash which continues to be blocking part of the shoulder at least but perhaps the slow lane southbound just south of that robin williams tunnel. i'm hearing about eight or nine cars total that have been involved at the incident, at least on the shoulder at one point so i'm tracking things

down and trying to get more detail. another crash clearing over here, as you come down through pinole westbound 80 at pinole valley road, should be clear in the next few minutes. a mild build for the san mateo bridge and the south bay. okay so far. we'll sort it out. back to you. >> thanks, mike. voters head to the polls in some parts of the bay area today. in san francisco, two key races will decide the direction of city leadership. "today in the bay's" pete suratos with those details for us this morning. pete? >> reporter: good morning to you, marcus. a big decision ahead for san francisco voters today as they're going to decide on the next mayor, and as you mentioned also the next district attorney, so some big votes happening throughout the day, but let's begin to talk about the mayoral race. you have current san francisco mayor london breed hoping to keep her title as mayor of san francisco. she's going to face five challengers in her re-election bid. do want to point out people know that mayor breed was elected in a special election last year, following the sudden death of former mayor ed lee, his sudden

death took place in 2017. also on the ballot the race for san francisco district attorney, you got four candidates who are working to replace george gascon, resigned to run for the same job in los angeles. suzy loftus is the current interim district attorney and eric jaye says the race is catching national attention as well. >> how far are we going to go when it comes to criminal justice reform are? we going to elect a prosecutor, are we going to elect a public defender? you couldn't get a clearer choice. >> reporter: the polls open for voters about half an hour at 7:00 a.m. and close at 8:00 p.m. that will give voters of san francisco several hours to cast their vote. reporting live, pete suratos, for "today in the bay." >> pete, thank you. be sure to check out our website nbcbayarea.com for up to the minute election results and will also push them out on our

nbc bay area app. >> 6:33 right now. still no sign of a verdict in the case of a bay area real estate heiress accused of murder. jury deliberations resumed in the trial of tiffany lee. prosecutors say she arranged to have her ex-boyfriend keith green killed. he was the father of her children and they believe she was scared about losing a custody battle. investigators testified she worked with her then boyfriend to plan green's murder but her attorneys argue she's been wrongly accused and green was killed in a botched kidnapping. smoke from a fire burning north of the bay area may impact air quality today. the air district post aid bay area advisory due to smoke from the ranch fire south of redding. it's burned about 750 acres. northerly winds are expected to push that smoke our way. this week we'll find out who is the best in baseball. it might be a's short stop marc

marcus semien. he was named one of the finalists in the american league. he grew up in the east bay, went to cal and had a really breakout season for the a's. the other finalists are mike trout and astro's third baseman alex bregman. the winner will be announced thursday afternoon. you may need a program to know who is playing on the warriors these days. last night they found their groove at the chase center. >> we like when the groove is good. the heavily favored portland trailblazers were in town. eric pascal celebrated his 23rd birthday with sinking 34 points for dub nation. the warriors beat portland 127-118 making their first win at the new chase center. congratulations, guys. after the game steph curry posted this photo on instagram, congratulating his young teammates, from his atherton home where he's recovering with that broken hand. new this morning, are you stressed even before you get to work? well, a new survey says something that you probably already know, commuting to and from work is stressful, so check

out these numbers, 45% of people say their commute is too long, that's up from 30% in 2017. people spend on average 48 minutes commuting each day, and 20% say their travel time tops an hour. new york, houston, and washington, d.c., have the longest commutes. so you were doing a little kind of traffic zen for us earlier. >> trying, trying to keep the peace here. a little calm. >> namaste. mana namaste in bed. >> namaste in bed. keep your beams on regular, not high, because that will reflect off of the fog and makes things worse, harder to see. a lighter flow of traffic but the traffic is held up on the marin county side, southbound 101 getting through the robin williams tunnel, once you are on the south side a crash on the right shoulder near the alexander off-ramp there and

reportedly we've gone from four to five vehicles, up to eight or nine vehicles which were inadvertently involved in the crash somehow, not clear on the details because i'm still trying to find out whether or not the lane is blocked, may be tough to see but you'll see some activity. so southbound 101 approaching the golden gate bridge, complicated the rest of the bay, not so complicated, but do be careful of that fog, of course. >> look, fog is there but the weekend is quickly approaching. >> don't want that to burn off too quickly. >> not at all. >> our nice weather continues throughout the week into the weekend, so yeah, feels a little bit more like the end of summer, with some low 80s across parts of the inland areas, and our morning temperatures start out around 50 degrees. for san francisco expect some highs near 70 degrees, and mostly sunny skies, all dry. if you want to head out and do some nature observing this weekend, some leaf peeping, i want to show you our fall foliage forecast. we are past peak in the sierra

and our temperature trend for today, another chilly start, upper 40s. a quick warmup again in the forecast. a lot of sunshine with high temperatures headed into the 70s today. we'll talk about what's ahead for the rest of the week and i'll let you know if this pattern continues for the rest of the month, that's coming up in less than five minutes. we're looking at the middle number, big backup coming down to the golden gate bridge, because of that crash, just south of that robin williams tunnel. that is one factor, along with some fog, and then in the east bay, another crash on the upper east shore, that one not affecting quite so much, but we're at 35 minutes now from highway 4 to the backup at the bay bridge. >> thanks so much, kari and mike. it's 6:42 right now. a new turn this morning, in the search for answers to the halloween house party shooting that left five people dead in orinda. nbc bay area learned investigators are tying the killings to a quadruple murder years ago. happening tonight, orinda leader also debate changes to short term rental rules. that includes making sure the

roger stone on the right, one of the president's fixers starts his trial for witness tampering and lying to congress today. president trump was in kentucky last night rallying for the governor there who faces a re-election battle today. today is election day throughout the united states. you guys mentioned coco county, washington you've got several states in the east coast as well that are involved. washington abuzz with a new poll from the "new york times" measuring how these candidates would do in three states in the presidential states. nationwide polls don't tell us much. it's more important the key states, the states that really are going to count. california doesn't count on that. when it comes to biden, here is the map on this, that if the election were today that biden would win arizona and wisconsin and pennsylvania, and the key state of florida, and president trump would win north carolina. michigan was a tossup. here is what they found with

we're up to about 68 degrees for a high but we're going to be above that, going into early this afternoon. here is a look at all of our high temperatures for the south bay, cupertino is up to 79 and we're up to 83 degrees in gilroy. for the east bay, martinez reaching 79 degrees and 80 today in livermore, and for half moon bay, we're going to reach up to about 66 degrees. 76 degrees in redwood city, and in san francisco, mostly staying in the 60s today, and for the north bay, reaching 83 degrees in ukiah, while mill valley will see a high of 76 there. so as we look ahead to the next couple of weeks, the climate prediction center putting out their forecast, and how the rest of the mostly the rest of the month is going to shape up. we do have a very stubborn area of high pressure just off to our west, so it's going to keep it dry. we're looking at well below average rain, and it steers those storm systems to the north, so it looks like we'll be missing out on rain, if that

pattern doesn't break down any time soon. we're also going to get some well above normal temperatures, we're already seeing that, and it looks like there's no change, not only for the next couple of weeks but possibly for much of the month. so here is our seven-day forecast, above normal temperatures, and dry. we're going to see our mornings starting out nice and cool, because of all of the low humidity. we see a wide range from the start in the morning to the way we warm up in the afternoon. reaching into the low 80s for the end of the week, and then for san francisco, holding steady, mostly in the 60s. mike, you are trying to see the highway out of high ward. >> we ha hayward. >> a close look close to us some tail lights westbound across the san mateo bridge, which is still there, and moving smoothly, picking up the volume and i can tell that by looking at our speed sensors through the area. if the map is frozen we have a problem. there we go, westbound 92 slowing and moving better than that map series was going but

also seeing the build across the dumbarton bridge, just pushing across the peninsula, but you saw the camera shot and how difficult it is to see at the san mateo bridge, fog is drifting around many patches especially along the coast and north toward san francisco. the south bay meanwhile just shows you a typical pattern for san jose, and silicon valley build. here where the yellow highlighting, the denser fog, road weather index taking the weather data and translating it to the likely factor, fog affecting your drive south 101 jammed from highway 1 down into alexander, where the off-ramp there has a crash and one lane is likely blocked, still eight or nine vehicles at one point were involved, reportedly for the chp report, and that could be complicated by some fog in the area as well, so if you're traveling there through marin county toward the golden gate bridge, that is your extreme caution you have to exercise. back to you. >> thanks so much, mike. 6:52 right now. happening now, toxic air in the eindian capital of new delh

shooting happened in sunora near the arizona border. a relative of the victims says that remains were found in the burned out suv you see right here. he says that the group had been driving in a convoy from their home in mexico to arizona, when they were attacked. along with the nine people killed, eight children survived by hiding and sneaking away during the gunfire. >> my understand is there was some children that was able to escape out of the vehicles, unharmed. >> the family member says one of the children walked about 14 miles to get help, after hiding his siblings in bushes. we also believe, he also believes that a drug cartel is behind the attack, and a group may have been caught in the cross-fire. earlier this morning, president trump responded on twitter and he says, "this is the time for mexico, with the help of the united states, to wage war on the drug cartels and wipe them off the face of the earth. we merely await a call to your great new president!"

new details the golden state apparently losing some of its appeal for the seventh straight year, more people are leaving california than moving in. new census bureau data shows last year more than 86,000 people left california for texas. arizona is next on that list, nearly 70,000 californians thought it would be a better place to call home. rounding out the top three, the state of washington. taxes and the high cost of living are usually cited as top reasons for leaving. the survey found a large number of conservatives are leaving saying the state is getting too liberal. all parents listen up, today an alarming new research showing too much screen time can impact the development of children's brains, specifically cincinnati researchers used mris to see differences in kids brains related to language and self-regulation. here is one parent talking about the difficulty parents face in managing screen time for kids.
