mike, you had a wrong-way driver reported in san jose. >> not good, this was getting on to 680, capitol expressway. the word is that person was getting on the on-ramp, pulled over and got back on again and had to turn around. had a little trouble orienting themselves but chp helped them out. there may be activity at the capitol expressway on-ramp to northbound 680. that's it for the south bay and thank goodness that car did, again, stop on the shoulder. everything else looks green for our highway speed sensors but just off 101 at whipple, reports of a roadside fire there. we'll track the reports but it should be a little smoldering going on, the fire crew will take care of quickly. back to you. >> thanks, mike. a live look this morning at capitol hill, where in a few hours americans will get their own firsthand look at the house impeachment inquiry. this will be the first public hearing into the investigation of president trump and whether he held up military funding for ukraine. >> two witnesses are expected to testify today. this is supposed to be the first of three days of public hearings. the two witnesses being called

today are bill taylor, mac's top diplomat in ukraine and george kent, a senior state department member. experts say when it comes to most of the testimony, you probably should not expect a whole lot of fireworks. president trump meantime is calling the whole process a farce. >> the parade of patriots, we're going to see a bunch of people get in front of the cameras this week who are not trying to dazzle, razzle-dazzle anyone, they're just going to explain how the government does its business under normal circumstances. >> democrats in washington would rather pursue outrages hoaxes and delusional witch hunts, which are going absolutely nowhere. don't worry about it. >> nbc bay area plans to carry the hearings when they get under way which is slated to begin around 7:00 a.m. coming up in our next half hour, "today in the bay's" jay gray will have a live report from washington and our scott mcgrew will break it down at 5:45 and again at 6:45 in his "checks & balances" segment. authorities in antioch searching for a driver involved in a violent incident in

antioch. who started as an argument in the middle of the street ended with one man being rammed by a car. we want to warn you right now that the video in this story is disturbing. "today in the bay's" pete suratos joins us live in san francisco with more. pete? >> reporter: yeah, good morning to you guys. the cpuc or the california public utilities commission will hold a meeting behind me in san francisco. according to the meeting agenda

posted on their website, they want an investigation into the latest round of shutoffs by pga. it's going into the specifics of what they elect to see when it comes to an investigation into what took place this last time around. they want an investigation into whether pg&e prioritized public safety when it came to the latest round of shutoffs. the shutoffs affected millions of customers after pg&e shut off power in different areas of the bay area due to what they called fire safety in those areas. as this takes place this morning, state senator scott weiner asking or wanting or proposing to restructure pg&e from investor-owned into a public utility. now, he plans to introduce this bill early next dweer year, so not much detail on this bill at this moment but it is in its preliminary stages. governor gavin newsom wants pg&e to do more financially for its role in folks losing their homes during the wildfires, the north bay wildfires of 2017. the utility company already filed for bankruptcy as a result

of all the lawsuits. a bankruptcy hearing was set for today but postponed to next week. as for today's cpuc meeting, that will take place at 10:00 a.m. reporting live, pete suratos for "today in the bay." >> thanks for the latest. we'll continue to follow that one. it's 4:36. new call for more protection in san francisco's chinatown after a recent assault caught on video. the city's mayor, police wheef and newly elected district attorney attended a rally in the square where over the weekend someone attacked three men in their 60s, who tried to stop a cell phone thief. no arrests have been made but police are promising to step up patrols in the area. chesa boudin says jail is a possibility if police find the attackers. >> i would think pretrial detention would be on the table. i'd need to know more about the individuals. >> all three of the men who were hit were taken to the hospital. they're now recovering at home. police meantime say they've tied the same attackers to at least

one other cell phone robbery. in a few hours from now, teachers in the north bay go on strike. more than 100 west sonoma county high school teachers are walking off the job this morning. both sides have been locked in a bitter contract dispute. the three schools affected are anna lee, el molino and laguna. the district says class also go on today as scheduled. a live look at the shark tank, where home cooking has been pretty good for the team teal lately. last night flossers and non-flossers, all of them enjoyed a fast start for the sharks, facing the emotion or the edmonton oilers. they jumped out 3-0 lead in the first period, and the third goal came on a deflection by patrick marleau. the sharks win 6-3 and wrap up a six-game home stand with four straight ws.

good morning. i'm rahel solomon at cnbc headquarters. here are today's top business headlines. wall street is set to open in the red this morning. investors are focusing on u.s./china trade talks which may have stalled and also the ongoing unrest in hong kong. it was a mixed session for stocks yesterday. the dow, by the way, ending unchanged for the first time in more than five years. it's only closed unchanged three times in the past two decades. on today's watch list a report on consumer prices and jay powell is on capitol hill testifying on the economy. facebook is launching a new payment system called facebook

pay. it will be available for use on facebook, whatsapp, instagram and messenger. it will facilitate payments across the social networks and apps. you can send money to friends, shop for goods, buy tickets and donate to fund-raisers. facebook pay will be separate from the libra currency network. jetblue is rolling back prices and perks, joining other airlines in offering a basic economy fare, going to be called blue basic. passengers will only be able to pick a seat about 24 hours before the flight. they'll also be the last to board. so this follows similar efforts by other carriers to offer fewer perks that used to be free but in exchange for the lowest fare. so marcus and laura, you know how it goes, you get what you pay for. you pay a little less but you get a little less, too. >> at least you're not sitting in cargo. got that going for you. >> just another way to get more money. >> i know, you need the leg room. >> i do. messing with my leg room.

>> sexiest picture alive. >> now you change it to that cover of the magazine, everything. >> exactly. >> all right, so we've got some nice weather, as you get ready to head out the door this morning. wanted to show you a live look from emeryville this morning with some drifts of fog coming in. now we've seen it kind of moving by, at times especially in san francisco, and moving across the bay, but as we go into the rest of the day, we'll see all of that clearing out. here is a look at our temperatures, where we're beginning our morning with some mid-40s in the north bay. we're at 45 in napa and santa rosa. 50 in san francisco. 52 in palo alto and in san jose. livermore you're walking out the door to 48 degrees. so we are going to see our temperatures cool to start, and a few clouds. yesterday we had the high clouds moving in. it really didn't give us all clear skies throughout the day, and we're going to see the same thing again today as our temperatures warm up. our south bay high temperatures reaching up to 74 in los gatos

and in morgan hill. we'll be slightly cooler as a result of more clouds moving in. upper 60s for the high today in oakland, while pleasanton will reach 76 degrees. expect some low 70s in redwood city and palo alto. low 60s in daly city, and in san francisco, we have some mid-60s here, north bay reaching up to 75 in santa rosa and mill valley reaching about 69 degrees today. so we are going to see some changes ahead, but the climate prediction center puts out their outlook for the next couple of weeks and saying still we'll have well below average rainfall, but it looks like there could be some changes for southern california and i'll show you why in a bit. we're also going to see temperatures cooling off there, while we stay warm with above normal temperatures. here is a look at what's happening. high pressure is moving away. we're going to see a couple of storm systems moving across the pacific northwest and then we'll see a storm system starting to

dip in and bring in some cooler air and some rain, possibly for southern california, going into the end of next week. so that's something we'll be watching. hopefully we can get some of that rain here in the bay area as well. looking at our temperatures, we're going to cool off over the next couple of days. upper 60s tomorrow for the inland areas. mid-70s by the weekend. and then we'll start to cool off again by next tuesday. looking at still all dry weather in san francisco. it's going to be chilly over the next couple of days, and mike, it's foggy again at the golden gate bridge. >> yes, and that means folks are used to this but just the warning in case you aren't, the headlights you see glowing coming from marin county side and two lanes traveling north, also you may still have some accrue from overnight roadwork on the southbound side. if you see flashing lights coming over there mid span or on the north side, just watch for them until they completely clear. we're looking over here, all clear skies but not so much for the roadways. the cash lanes of course are being slowed down by the crowd

that's there. we don't have all the cash lanes open. we have one more on this side for cash payers and the fastrak lanes starting to build up. no major surprises. we'll watch for this coming out of the contra costa county area. highway 4 moves nicely, so does the walnut creek interchange. brentwood byron street off vass yo road it's under 20 minutes from marsh creek and shows slowing here from 205 slows and meets with folks off of 580 and recovers for speeds livermore after you pass by north flynn. the rest of the tri-valley and south bay moves nicely and the fire on the roadside highway 101 at whipple never turned out to be anything big as far as the report goes so we'll say it's okay. back to you. >> thanks, mike. happening in san francisco a key vote that could pave the way for a new apartment complex and homeless center. the six-story development will be built near market and sixth street. today a supervisor's budget committee will vote on the

project. the full board could vote as soon as next week. if it gets the green light, "the examiner" reports construction could start in january. a follow-up on a story that got a lot of traction this week on the peninsula. cvs now walking back on a policy shift made by one of its palo alto stores to limit the number of high school students in it. that store located near pally high. they decided to limit the amount of students at any time to five, because they noticed shoplifting rates were higher during the school's lunch hour. students say they felt targeted. cvs corporate has gotten wind of the story. they say it goes against policies and it's instructing the store to stop that practice immediately. a man some call the g.o.a.t. because he may be the greatest football player of all-time is talking about life away from the field. >> jerry rice held a fireside chat last night at the commonwealth club in campbell. nbc area's raj mathai moderated

jose woman with a parking problem. >> she says a business reneged on his agreement to let a group of neighbors park at its lot. consumer investigator chris chmura and his team stepped in to help. >> good morning. martha bell lives in this mobile home park. roadwork over the summer meant they needed to find someplace else to park their cars, so she and her neighbors asked the manager of this target across the street if they could park their cars in the parking lot overnight for a few days. she says the manager agreed. but the first night they were parked there, everyone's cars got towed. gone. martha says the target manager says there was a miscommunication with the tow company and agreed to cover the tow bills but she says that didn't happen so she turned to us. we asked target what happened. it investigated and a few weeks later, it told us "we apologize for any confusion caused by this situation. additionally, we have reimbursed the towing fees for those who were impacted." martha says that came to $1,880
