just over there on the shoulder at 29th. we have one off-ramp closed on the peninsula that say traffic alert. the rest of the bay is in green. back to you. >> thank you much. live to capitol hill this friday morning, where in just a few hours public impeachment hearings resume. this comes as president trump is reacting to the inquirinquiry. tracie potts joins us live in washington with a little bit more of what to expect today. tracie? >> hi, laura, good morning, everyone. we heard him reacting last night at a rally. we'll show you part of that. we saw him reacting only twitert as he often does and he'll have another chance today because in about one hour, just shy of an hour we expect to hear from the ambassador who said president trump tried to have her pushed out of her job. the second day of public impeachment hearings begins this morning with testimony from former ukraine am bassor marie yovanovitch. according to a transcript she told lawmakers privately she was

the victim of a smear campaign by president trump and his allies, that got her fired. >> it represents a president abusing his office to remove an ambassador to clear the decks to run a corrupt shakedown scheme. >> reporter: republicans argue the public testimony is all hearsay. >> i'm really over with this. this whole thing is a joke. >> the question is nothing there is impeachable and we should not be putting our country through this. >> reporter: at a rally last night, president trump told supporters these hearings are taking a toll on his family. >> it's been very unfair, very hard on my family. me, my whole life is crazy. >> reporter: democrats are using a new word to describe president trump withholding aid from ukraine in exchange for political favor. >> perfectly bribery. >> reporter: testifying behind closed doors david holmes, the career diplomat who told his boss he overheard a phone conversation between president trump and european ambassador

drivers who suffer through that slowdown on part of the 237 area. "today in the bay's" kris sanchez joins us live this morning with what drivers can expect out there. hopefully a smooth sailing drive this morning, kris. >> reporter: well, marcus, it might take a minute for people to start feeling the relief. the lanes only opened within the last couple of minutes here on 237 through sunnyvale, but when people get used to it and start using the express lanes properly, vta says they can expect those drivers to save up to 20 minutes on their commute. the under construction signs are coming down and now the video of, we should tell you we got this video from the passenger seat, my mom will be happy to hear that. i do want to show you a map, what's new today is the red area of 237, the seven-ish miles opening east between east 101 and dixon landing, this say continuation of the stretch in yellow which opened up a few

years ago. the green area is still to come. most drivers told us they'll be happy to pay the express lane toll to move through traffic a little faster, though one man says folks who don't pay up might pay the price in time. >> it's going to create more congestion on the remaining lanes. >> i hope it does. i live in danville so it's like two, three hours each way sometimes. >> reporter: every day? >> yes. >> time is incredibly valuable, and the more time you're on the road, the less time you are either getting to work, getting stuff done or getting home to be with the family, so absolutely, if someone asked me if you give me some money you'll get to work 15 minutes faster, half hour faster, absolutely. >> reporter: so some critical information before you hit the road this morning. everyone who wants to use the express lanes has to have a fastrak transponder, that includes folks in carpools, motorcycles and folks who drive clean air vehicles, though they will pay half price. drivers will pay a toll any time

between 5:00 in the morning and 8:00 at night, that is an expansion of the hours, and that will be anywhere from 30 cents to $8, depending on how much congestion there is at that time. we've also seen the express lane signs up on 880, we were curious about that. i checked in with caltrans, they say those should be opening up next summer. in sunnyvale, kris sanchez, "today in the bay." >> thank you, kris. details on the shooting at a southern california high school, the 16-year-old boy who fired at classmates remains in grave condition this morning after turning the gun on himself. >> we've got an active shooter at saugus high school. we need all units to respond. >> two students are dead, and two of the three students who were injured remain in the hospital. that shooting happened at saugus high school in santa clarita, it happened about 40 miles north of los angeles and we're learning the shooting lasted a total of 16 seconds. the newly hired choir director

helped treat a student who was hit twice by bullets. >> she was responsive when she left my classroom so i thought she was going to be all right, and she is. >> police now say yesterday was the gunman's 16th birthday. this is a photo from the yearbook. we don't have that for you right now, but the two students who died are a 14-year-old boy and a 16-year-old girl. >> it is 5:07. a controversial housing development in newark is getting the green light. it could bring the city nearly 500 new homes. "today in the bay's" roz plater is in newark and joins us live with the details. good morning, roz. >> reporter: good morning. you know, this plan has been in the works for more than a decade, in fact it was sent back to the drawing board several times but "the mercury news" is reporting last night the city council approved it by a vote of 4-1. now the plan calls for 469 single family homes to be built on an area called, parcel called

area four, a 430-acre track near the city's wetlands an area environmentalists argue should be preserve. the population is spiking. a report from the california department of finance says newark and dublin are among the ten fastest growing cities with populations over 30,000. what's the draw? low crime, newark is close to silicon valley taken has cheaper housing. a one-bedroom apartment runs for about 2400 a month. a single family home will cost but $750,000. now this may not be the last word during the three hours of debate last night. there was a lot of opposition voiced, so it is expected environmental groups could take this back to court. law camer law camera, back to you. >> thanks for the latest, roz. you need to see this before you head out to work this morning. talk about a close call. watch part of the old valco mall in cupertino just came crashing down.

close call there, for the cars driving by. it happened yesterday during demolition of the site. large chunks of debris fell within a few yards of cars and the construction workers. the man who lives nearby caught the whole thing on camera. amazingly, no one was hurt. we reached out to the developer to find out what happened. no comment from them so far. the development is controversial. courts are deciding whether to turn the site into housing, office and retail space. i know you probably heard of therapy dogs at airports but take a look here this morning at sfo, they're celebrating the return of one that does an occasional snort. this is lilou the pig, part of the wag brigade which helps anxious travelers during the holidays. believed to be the first ever airport therapy pig, and she's back for her fourth tour and yes, she is available for selfies and if you're wondering, she prefers organic veggies.

happy friday. it is 5:14. a look in coupertino how the morning shapes up for you. upper 50s as you head out the door that lead into some mid-60s by early this afternoon. it's still going to be a little bit cool today but we'll warm up for the weekend. i'll show you those numbers in the forecast coming up in about five minutes. >> and we're looking at the dublin drive, everything looks pretty smooth right here, a good amount of company for you, getting on to this friday and we'll show you how the rest of your commute shapes up, coming up. and good morning. a very happy friday to you. the white house flirting with the chinese over trade. the white house economic adviser says trump likes the deal, but has yet to sign it. the markets essentially unmoved. meantime, amazon is appealing a decision by the trump administration to award a major defense contract to microsoft. it's called project jedi and cloud computing contracts worth $10 billion. amazon says the way the trump administration has decided on

this was irregular. it's also well-known that president trump does not like amazon founder jeff bezos. federal regulations say it would be improper for a president to step into a contracting decision. president trump asked the united states supreme court to block prosecutors in new york state from getting his tax refunds. mr. trump lost in each turn. new york state prosecutors are looking into his payments to two women who claim they had affairs with the president. the white house argues a sitting president should not be subject to criminal prosecution. nixon and clinton made similar arguments in court about investigations but they both lost. the prosecutors argue they're not making the president do anything. they want to force the president's accountants to turn over the tax returns. and an interesting rule in the way that they sell houses might make it easier to find a house, maybe. the national association of realtors earlier this week said

people selling houses must put their house on the mls system within a very short time of announcing that they're going to sell, letting people know early, which is called a whisper sale, or a pocket sale, would be against the rules. so, too, would be putting a "coming soon" sign out front of your house, because that also would not be on the mls system. now the rule isn't going to change the number of houses for sale, but it would change the number of houses you know are for sale. >> right. >> that might help. remember the biggest problem everywhere but particularly in the bay area, it's house prices, but it's really housing availability. >> availability. >> because people snatch them but people talk it's such a small community there, too. >> all it takes is a cocktail party. we're thinking about moving out. >> who is selling their house and whatnot. there's always a lot of buzz. a lot of buzz about this one, actress gwyneth paltrow will be in richmond at a q&a fund-raiser for marianne

>> finally. is this she >> we used to laugh, google, it's become a verb. maybe gooping will become a verb. >> people say you've been gooped, means you've been got. it was a goop. >> there is a goop, too? i thought it was dupe. >> slang. >> nickelodeon. >> you got gooped. >> okay. >> kari, we'll discuss it later. >> all right, let's get out the door. let me show you the forecast, while we dig ourselves in a hole. here is a live look in emeryville and the traffic is rolling right now, as we are seeing some clear visibility and no fog rolling by. looking at martinez, we are going to see mostly cloudy skies, as you head out the door here. mid-50s to start and we'll lead into some mid-60s for early this afternoon. here is a look at our high temperatures, this is basically where we were yesterday, with some near normal temperatures. i know it didn't feel like it. it was a little bit cool at times, but we've also seen some

spotty sprinkles especially along the coast, in parts of marin and northern sonoma counties, and that will dry up before the rest of the bay area gets a chance to get some rain. there's also another system right behind that and it may have more of an impact on our weather going into next week. so as we go into the weekend, we're dry, we're seeing high pressure and a northerly wind picking up and also some warmer air moving in, but then by the middle of next week that storm system that we saw farther out on the satellite imagery starts to drop in, but it looks like it brings in a chance of rain for southern california, maybe even the sierra. we're going to cool off here in the bay area but at this point, it looks like the rain stays way. so our seven-day forecast shows temperatures in the upper 60s today, low 70s tomorrow, and then we'll be in the mid-70s to start out the week, before it cools off after next tuesday. mike, you have a new crash in fremont. >> west 84, near the toll plaza for the dumbarton bridge, right here we don't see any slowing, a note that overnight the on-ramp

from ardenwood boulevard was closed. they fix the offramps and expand them because there's so much volume of traffic on that side but that should be cleared up now, if not in the next few minutes. the rest of the bay shows a smooth flow of traffic. a coupleiness dentsz on the shoulder near the dublin grade for eastbound 580. here in the 50s vasco, southbound out of brentwood and byron we typically see the volume start to build but it's friday t may hold enough another 15 minutes or so. a smooth drive around the rest of the bay, no problem around the san francisco area either. back to you. >> all right, thanks, mike. a lot of people on social media are taking sides with the #istandwithtaylor. >> the reason taylor swift might not perform at the american music awards. it's friday, here is some video of a newborn koala, just made its debut in australia, but there is sad news to talk about this morning about that cuddly

friday morning. i'm marcus washington. >> and i'm laura garcia. let's check the forecast right away with kari. we're excited it's friday. >> we are. i wanted to show you the clear view over the south bay, a live look in san jose. no fog, as you head out the door, and we're also starting out with some milder temperatures, in the mid-50s. willow glen will see some times of sunshine throughout the morning, as our skies clear today, we'll stay in the lower 60s. we'll reach up to 65 degrees in san jose, but we do have some upper 60s in antioch and concord, reaching 69 in napa today. oakland reaching 61, and some upper 50s in san francisco. we'll warm up for the weekend, and i'll show thaw in a few minutes. mike, it's busy in the east bay. >> it is. we expect that at the toll plaza. we also expect friday lighter. it's lighter than fully packed. it's moving better than completely stopped, but it is still filled in at the toll plaza so you will have a bit of a wait as you come off of the maze with no delay. it's just there at the 880 overcrossing where everything jams up.

taylor testified wednesday. a staff member overheard a phone call between president trump and gorton sondland where president trump pushed for ukraine to investigate joe biden. leading democrats are now branding the accusations as bribery and impeachment offense. now republicans see nothing but holes. >> devastating money corroborated evidence of bribery. >> there's nothing compelling or overwhelming. >> as for today, marie yovanovitch will testify, the ousted ambassador to ukraine who earlier testified she felt threatened by president trump's comments and believed she was the target of a smear campaign by trump's allies. again, nbc bay area plans to carry today's hearings from the start which will begin as soon as 6:00 this morning. our scott mcgrew will be breaking things down during his checks and balances segment at 5:45. now to decision 2020. democratic presidential contender bernie sanders visits oakland today.

these' where the nation's largest nurse's union, national nurses united, will endorse him. sanders will attend rallies today and tomorrow in fresno and los angeles. today's event in oakland is scheduled to get under way at 1:30. >> 5:33. the state of california's overhauling how it covers homeowners who lost their insurance due to the threat of wildfires. "today in the bay's" bob redell joins us live in the north bay to talk a little bit about how many people could possibly be helped by this, bob. >> reporter: well law camera, the state estimates that over the past four years, insurance companies have dropped policies for almost 350,000 californians here in the north bay, and other parts of the state, all of this again as you mentioned due to the threat of wildfires. most of those residents turn to california's fare plan an insurance pool that provides coverage for homeowners who can't get insurance through no fault of their own. the coverage through the fair

plan is limited and covers fire damage. the state will start offering much more comprehensive coverage through the fair plan that will include fire damage but water and personal liability coverage as well. the fair plan currently covers up to $1.5 million in losses. the new plan would double the coverage to $3 million. the insurance commissioner ordered the fair plan to raise the coverage limits by april 1st and start selling those new comprehensive policies by june 1st. reporting live here at point san quentin, bob redell, "today in the bay." >> thanks so much, bob. it is 5:34. an update this morning on the big break in the deadly halloween party shooting in orinda. authorities yesterday revealed five arrests in four different counties. here is the list of suspects now facing murder and conspiracy charges. a fifth man from vallejo is charged with being an assessry to the crime. the family of one victim, omar

taylor, jr., laid him to rest. he was deejaying within the gunfire erupted. the mayor says people there are still rattled. we've got some cell phone video from marin city yesterday showing s.w.a.t. teams serving a search warrant. you don't see it here. this is more of the memorial site that they say. investigators launching yesterday announcing that two of the victims were armed, and that may have played a role in the mayhem. 5:35 right now. colin kaepernick's former team the 49ers among those expected to attend tomorrow's workout session that may lead to another shot for him in the nfl. >> a lot of people are talking about it. kaep's first shot at making a roster since he left the nfl three seasons ago. a dozen teams have confirmed they'll send scouts to his workout in atlanta. the niners granted kaepernick his free agency in 2016, but he never signed with anyone. he later settled with the nfl after some believe the league black listed him for taking a knee during the national anthem.

shark fans waking up saying gimme five, as in five straight victories. the sharks last night continued their recent roll beating the ducks in anaheim. tomas hertl was the big star scoring two goals as the sharks took it 5-3. one sure sign the holidays are near, bay area outdoor ice skating rinks are popping up. the tri-valley's first ever outdoor rink opens tonight in san ramon's bishop rank, named after olympic gold medalist kristi yamaguchi. she'll be there for the ribbon cutting and some of the proceeds from ticket sales will go to her always dream foundation which helps to fight children's illiteracy. >> my pham has been able to do something and you know, leave behind a positive footprint somewhere along the line. >> the event kicks off tonight at 5:00 and that rink opens through january 5th. you may remember her name of the top other bay area rinks

ice rink opening. it's going to be really nice out there as we start out with temperatures in the mid-60s and cooling down into the lower 50s as the night goes on and tomorrow we'll be warming up, it will be reaching into the mid-70s for the inland valleys, the bay reaching 70 degrees, and 61 degrees for the coast. it's going to be some great weather for getting outside or headed inside for some shopping. full' be at the san mateo harvest festival, expect some of those temperatures in the morning very early in the upper 50s, and then as the day goes along, we're reaching up to about 66 degrees. on sunday, the warming trend continues, so we'll see the coastal temperatures up to about 66. the bay reaching 71, and 76 degrees in the inland valleys. if you're headed out of town, maybe going to yo sem hit it weekend, expect it to be cool today, only seeing highs to 46 degrees but better hiking weather as we go throughout the week westbound upper 50s and sunshine. napa valley still has the festival going on, the film

the impeachable question. ambassadors serve at the pleasure of the president, but if her dismissal was part of a conspiracy to cover a crime, that is a different matter all together. so we are carefully watching that. on wednesday, ambassador bill taylor said he and a staff member overheard a phone call, one we hadn't heard about before. there's taylor, between the president and ambassador gordon sondland, talking about the president's desire to investigate the bidens. later this afternoon, the person who actually overheard that call will testify in private. now the news agency reuters this morning and yesterday as well getting a lot of pushback for saying the hearings were not entertaining enough. to be fair, i've seen at least one nbc article that says the same. perhaps underestimating americans' intelligence. nancy pelosi meanwhile or perhaps because of all of this has started to move away from

details. >> reporter: indeed. this plan for the development had been in the works for more than a decade. in fact, it had been sent back to the drawing boards several times but now "the mercury news" is reporting last night the city council finally approved it by a vote of 4-1. the plan calls for 469 single family homes to be built on an area called area 4, that's a 430 acre tract near the city's wetlands, an area environmentalists said should be preserved. the plan is needed because new house something desperately needed here because newark's population is spiking. a recent report from the california department of finance says the east bay cities of newark and dublin are among the ten fastest growing cities with populations over 30,000. what's the draw? low crime. newark is close to silicon valley. it has cheaper housing. a one-bedroom apartment rents for 2400 a month. a single family home will cost you about $750,000. this may not be the last word.

others will likely be suspended for joining in the melee afterwards. oh. >> such concern with concussions and whatnot. >> the helmets are there to protect them from helmets. >> yes, exactly. that was violent. let's get a look at our weather, something that we can always be happy about today. >> yes, that and the fact that it's friday. we have some great weather headed our way for the weekend. here is a look live right now in walnut creek, and we are not seeing the fog that we've seen earlier this week, so we are still going to have some clouds this morning, and some mild 50s, as you head out the door. and then it will be slow to warm up as we go through the rest of the day, but we will get more sunshine by this afternoon. let's get a look at all of our microclimates and see how our day shapes up. we start out with some low 50s, even some upper 40s in the north bay. then as we head towards noon, lunch time as we see those temperatures staying mostly in

the low 60s, today will still be a cool day but this is about where we should be for our afternoon highs and this time in november, we're reaching up to about 66 in danville. 68 in concord, and at 2:00 we're at 67 degrees in napa. and then heading into this evening, already as soon as the sun sets we'll see those temperatures dipping. we'll be in the upper 50s tonight, and if you're going out later on this evening, it will be in the lower 50s so we're starting out this morning with some clouds moving by, grab that jacket for the start of the day. you'll be comfortable with short sleeves and pants for the rest of the afternoon. we've also been tracking spotty showers moving across coastal marin county as well as parts of northern sonoma county this morning. as it moves inland we are seeing it drying up and not a lot of people are seeing this right now, but a couple of sprinkles there in parts of the north bay. we'll also see another system that will have a bigger impact on our forecast, going into next week. so we see that low moving away. high pressure builds and it

gives us a northerly wind some warmer temperatures for the weekend, then going into next tuesday and wednesday, we see this low dropping in, that could bring in some rain for parts of southern california, maybe even the sierra, but looks like that rain avoids us here in the bay area. it will help cool us off for the middle of next week so our seven-day forecast stays dry. we have upper 60s today, partly cloudy skies to start. sunshine later today and a lot of sun with highs in the low to mid-70s and we see the cooldown, back to our normal high temperatures from tuesday into thursday. mike, you have an update for the dumbarton bridge. >> we were tracking a crash near the toll plaza, we'll give you the big look at the bay because traffic is still operating as is typical on a friday. later for the build to start. 237 they fly over there which was open but you have to have that fastrak. some folks move across the

dumbarton bridge from facebook to facebook a crash which has now just been cleared over at that dumbarton bridge toll plaza. that's the reason for the slowing as you have to slow to pay the tolls and you get back to a little bit faster than you're supposed to be going across that bridge so be careful as you cross the water but no major problems. san mateo, dumbarton, vasco from brentwood, 20 minutes at the most there. a smooth drive and a crash reported in the east bay but no problems through albany where the krsh was secrash was seen. venice is bracing for a new high tide as the city of canals deals with its worst flooding in 50 years. the mayor has declared a state of emergency. over the weekend, water levels are expected to go down, about three feet, but right now, world famous st. marcs square is inundated with water and closed, forcing tourists to change plans and the city's famous water buses have stopped running. 5:52. stay around for just two more minutes, you might actually soon find relief on your morning commute. we'll talk more about the new

a new stretch of express lanes opens for business on highway 237. >> the valley transportation authority is banking on it being a time saver, for the 3 million drivers who suffered through the slowdown through that corridor. "today in the bay's" kris sanchez joins us live with what drivers can expect. >> reporter: good morning to you, laura and marcus. you might not feel relief right away, meaning the lanes are just opening within the last hour or so, but once those under construction signs come down, the vta says that commuters through the corridor could save up to 20 minutes in each direction. we should tell you we did get this video from the passenger seat, so you'll be happy about that. look at the maps the area of 237 in red, the seven or so miles opening in each direction between 101 and dixon landing, a continuation of the stretch of yellow which opened a few years ago an the area of green is express lanes to come.
