good sunday morning. it is 7:00 on the nose. a live look outside, beautiful san francisco sunrise there. thanks for joining us this morning. here's a first look at your microclimate forecast. >> a lot warmer. and not as much fog as yesterday. beautiful view. we have the sun coming up. it's a little chilly, though. 49 degrees and our temperature throughout the bay area are pretty much in the 40s and 50s. we have the orange glow and some 40s up through santa rosa.

within the next couple of hours, we're going to see a change and that's going to be the warm up. i want to show you the visibility. we're down to about 5 miles. let's look at your temperature trend. a lot of sunshine expected today. a lot more sunshine compared to what we saw yesterday. we're under a bit of a warming trend in the upper 70s but enjoy the warmer temperatures because it's going to be short-lived. by the time we get into the beginning of the workweek, we have big changes ahead. i'll go over that coming up in 15 minutes. >> thank you very much. tragic night in south bay, a child hit and killed by a train. the deadly crash happened in santa clara. train service was halted for hours while investigators try to

determine what happened. a 911 call came in around 4:20 yesterday afternoon saying a young boy was talking on the train track. a second call came in saying the child had been struck by the train. >> we're looking into how this happened with regard to who had custody of this minor and how the minor got out of that area and out onto the train tracks. >> police tell us the nearest apartment and home to that area of the track are about a half mile away. police tell us they have made contact with the family. >> they've been following this story since the moment it broke. you can get breaking news alerts from us, download our mobile app. it's free. we're learning about the death of a city worker killed in an electrical accident.

it happened around 10 yesterday morning. a utility crew was upgrading a transformer when the incident occurred. they're not saying exactly what happened, just that the worker died at the hospital. the fire department has been posted has been posted at that hospital to pay tribute to the man. a large fire damaged two buildings in de-castro. the fire started around 4:30 on the 400 block of the castro street. that's right across the street from the historic castro theater. two people suffered smoke inhalation while trying to get out. >> i knocked on the doors, let's get it out. very quickly the smoke -- because the fire was below us, outside. >> no word yet on the cause of that fire.

one of wine country's busiest highways was closed and will be reduced to one lane for the rest of the weekend. a fuel truck overturned rupturing one of the tanks it was hauling. here's details from sonoma county. >> reporter: all that fuel leaked out the gash on the side of the tank the truck was hauling. so much fuel could actually weaken the asphalt. that's why traffic through here will be restricted. the highway patrol as well as caltran will be here until we can assess the roadway to determine if there's actual structural issues with the roadway. >> reporter: the one lane traffic will make it safer for those crews as they survey damage. there's a chance part of the highway will have to be rebuilt.

>> we had, you know, a good number of people coming and were told, you probably need to postpone because -- the road is closed and they're not letting anybody in or out and you're not going to be able to get here. >> reporter: for hours, tour buses had to be turned around near the winery. when the tanker was put up right, it was driven away and the road open to one-lane traffic. >> i have been told that the road is going to remain a one-way road until monday. which is an inconvenience for all of the residents living here. nobody can control an accident. >> for the first time people can cross the richmond san rafael

bridge on foot or on two wheels. many people showed up to check it out. >> i think it's the greatest thing since sliced bread. >> i heard people who said that the bridge isn't so scenic, but once you ride it on a bike, it transforms your views of it. it's just -- it's lovely. >> the path acts as an extension of the bay trail. right now it's behind a barrier that can be moved to allow for maintenance. traffic planners will study its performance and popularity. we know the name of a man who was shot and killed by a police officer in the south bay. the shooting happened last weekend during a traffic stop. the man has been identified as 29-year-old andrew roberts.

police officers pulled him out of a car and then he lunged for a gun in his waistband. let's turn to decision 2020. surprising twist. pete buttigieg now tops the poll of likely democratic voters in the iowa caucus. the moderate mayor of south bend, indiana, let's with 25%. elizabeth warren, 16%. for buttigieg, it's a 16% point jump since september, percentage points, that is. iowa's caucus is february 3rd. kamala harris has picked up an endorsement in her run for the white house. the united states farm workers endorsed harris yesterday. >> she stood with us on heat protection, marched with us for

overtime protections. we support kamala harris because of her leadership on justice and our fight for equal treatment as farm workers. the congressman leading the impeachment hearing received a standing occasion in long beach. adam schiff is the chair of the house intelligence committee that is overseeing the impeachment inquiry. he told the crowd that democracy is at risk. he said the most grave threat to america does not come from russia or china, but from president trump. >> from a president without ethic ethical compass, without an understanding of our constitution and the beautiful series of checks and balances it established, setting ambition against ambition so no one branch of government could overwhelm another and most importantly, so it couldn't take

california. can you hear us, chuck? it sounds like he can want. let's talk about impeachment. can we talk about impeachment real quick? >> yeah. >> we were talking about this in the break. i have this idea that during the nixon impeachment that was all encompassing. but maybe not so much. how is it different now? >> if you go back to that book "all the president's men," they trace things step by step, but -- chuck is ready. >> can you hear us now? >> yes, i can hear you. >> you've had a busy week. what your takeaways. >> the democrats put on hearings that have been revealtory considering all of these witnesses had been deposed behind closed doors.

we read the transcripts and yet the democrats have been right that the more information they put out there in the public, the more witnesses that want to come forward and we're getting more and more details about this story. the gordon sondland testimony is pivotal. i think that you have to play a wait and see approach. every day there's been something more. the republicans i think have done a better job making the case against impeachment than they have defending the president's behavior and that may be where they end up having to walk that line. but i'll tell you this, i think at a minimum, even if the president survives the impeachment part of this, the way republicans are defending him is not for re-election. it's not exactly a ringing endorsement more re-election. >> chuck, staying with

impeachment, republicans accuse the democrats of a hearsay based take. but they have two witnesses to a telephone conversation linking a biden investigation to military assistance for ukraine. could this be the smoking gun? >> it could. i think it could very well be. it's possible. i think gordon sondland, like his testimony is pivotal. i think the president hanging his hat on hearsay was a tenuous thing, especially now where it seems now the hearsay charge seems to be going away completely. two firsthand knowledge people so far have testified. another person was on the call. i think that's a -- that defense is starting to crumble and it's probably in hindsight was a mistake to make that their defense. >> last week there was yet another school gun tragedy, this time in california.

has the gun control issue been crowded out because of the impeachment inquiry or is it destined for the next presidential election? >> republicans on capitol hill publicly said until they get direction from where -- what the president is willing to do, whether it's a background check or limits to some arms, they're not going to do anything. yes, we're in a total paralysis here because the president hasn't indicated if he's willing to go beyond what the nra would let him go beyond. i think politically this is a campaign issue. it's not about impeachment. it's about the president's own politics here. his own campaign team has told him, don't -- your most ardent supporters are those that want a minimalist regulation on guns. don't test that support,

promise by the start of next year in hopes of helping you avoid those unwanted calls. we're getting our first look at what san jose's transit hub could look like someday. an initial blueprint has been released. leaders and the community, that means you, will get a chance to talk about the concept plan coming up on november 18th and december 7th. the world class transit hub they want is expected to include elevated tracks to concourses and shops. let's talk about the weather. i think i have a recommendation from the metrologist that we go outside today. >> yes, the sun is going to be so bright and it's also going to be warmer though. keep that in mind as you head out. as you probably already noticed, the fog isn't as dense as yesterday and that's because we have a bit of an off-shore mix coming into play this morning and that's come of the denser

fog off of the coast and not into the interior like what we saw yesterday. right now in san jose, 49 degrees. the sun is showing. a little bit of fog. san francisco 53 degrees. the winds are calm. but we have seen some gusty conditions. the temperatures up the north bay, 40 degrees in santa rosa, 41 in napa, 49 in san jose and your microclimate highs for today, i want to get to these because the high pressure that's been dominating and as this ridge settles over the bay area, it's going to warm us up and going to bring sunshine. 80 degrees, upper 70s in napa, 76 degrees in concord, san jose, 74. keep in mind these past couple of days it's managed to climb into the 60s. last three days it was a little gray. but the summer wanted to kind of bring on back that sun and those warmer temps. radar right now, it's quiet, but

we have big changes ahead. so we have a lot to talk about in terms of rain, when are we expecting it, the winds kicking up into the week ahead. your brought monitor, this is the latest that was released. pretty much the entire state of california, all the way from san francisco down to southern california is abnormally dry. we need a little of rain. we have the high pressure that is built in and heading into tuesday and wednesday, we have this low, this is what's going on interesting. it's going to mean rain for southern california. we might get the chance of seeing some very light rain but, again, primarily down through monterey, the best chance of showers wednesday into thursday. our biggest concern, it's not going to be the rain. it's going to the wind that it brings with it. that's going to mean drier conditions and we're going to have to watch for off-shore wind

at times. when that happens, it brings down our humidity, that low seems like it's going to stay by koe cal. the rain will be through the south, maybe a couple of light showers up far north. less than a half of an inch, just under a quarter of an inch. if i fast forward through friday, you can see that system begins to track east. the elevated fire danger is going to move into wednesday and thursday. we're talking about northerly gusts upwards of 40-plus miles per hour. that's where folks have been ask us about the pg&e power shut offs. i will bring up a map that shows the pg&e guidelines as far as what they look into as far as power outages. but a look at your seven-day forecast. cooler monday.

and rosa parks. by ruby's story can be inspirational. maybe not a surprise they are taking a lead in honoring her. >> i want you guys to repeat after me, go, ruby. >> reporter: city hall is a great place for students to learn a civics lesson. but on this day, in front of south san francisco city hall, it's the children who are giving the lesson. it all started two years ago with this fifth grade class at martin elementary school. >> we're thinking of what's the next step inside this problem. >> reporter: during a unit on black history month, debra told her students about ruby bridges the first grader who integrated under federal escort her louisiana school. afterwards, a student had a

question. >> i asked, is there a ruby bridges day? >> and i said, no, there isn't. and they thought there should be and then i asked them if they wanted to do something about it, and they said, yes. >> debra's fifth graders went onto collect more than 1,000 signatures and convinced their school district to declare the 14th ruby bridges day. and that is where the story does not end. >> we thought it was important to honor someone who is courageous and brave. >> reporter: this next student brought the issue to the county board of education and got them to declare a ruby bridges walk to school day. and this year's class, they went to city hall and got all of

out into the water. while trying to return, they got lost in the fog, a wave hit their boat and it capsized. all of a sudden you're disoriented, you don't know where you are. you can end up on the beach very quickly. >> the people safely swam to the shoreline. the boat was missing for a while but washed ashore. trading in guns you no longer want. that was the goal of yesterday's gun buyback event. don't expect cash for the trade. officers say there's a reason for that. >> we do gift cards because we don't want to incentivize people to sell their guns and get more guns. the whole purpose is to give them a gift card around the holiday so they can use it for holiday shopping or whatever else they think they need it

good morning, everyone. colin kaepernick finally gets a chance to showcase his talent in front of an nfl audience. but it was not without some controversy. the former 49ers quarterback moved his workout from atlanta to a high school field about 60 miles south of the city after the nfl said it wouldn't allow the media to watch. he said he wanted everyone including scouts to see that he could still play the game.

welcome back. it is 7:45. we're going to dig into the impeachment hearings now. let's turn to our political analyst. can you talk us through the process here and what you think about the public's perception? >> be patient. be patient. look, watching the impeachment, it's just not for everyone. some would say it's like watching paint dry, yet it's so much more important than that. the removal of a president resulting from a senate trial, some weeks from now, perhaps as late as january, maybe even february of next year. as we said before, impeachment resembles like a three-act play, the investigate process, three

house committees continue as new events unfold. act two sistecenters on the ope hearings. act three will be the trial. the trial in the senate where democrats from the house of representatives will prosecute and republicans will defend and the chief justice of the supreme court will reside and all of these three acts are focused on the most important group of all, the voters. if the democrats fail to make a compelling case, it will end. remember, conviction takes a two-thirds vote which means 20 or more republican senators joining the democrats. >> now that we have a brief intermission in the middle of act two, what stood out? >> the democratic-controlled committee heard testimonies of two well-respected diplomats.

william taylor, the current ambassador to the ukraine and kent. claims have long been dismissed by investigators of ukraine and the united states. taylor and kent also focused on what appeared to be an illegal exchange between president trump and president zelensky of american military aid for an investigation of the bidens. and this exchange has been claimed by the whistle-blower. but hard evidence was hard to come by because the white house and state department had rejected congressional subpoenas for information. that's what's happening. >> and something changed. >> absolutely. near the end of wednesday's hearing, taylor said that he had been contacted by an aid who claimed to have overheard trump talking with gordon sondland.

the u.s. ambassador to the european union. that conversation happened the day after the famous july 25th phone call where trump had asked zelensky to do ahead and investigate the bidens. if so, trump would make available that $400 million in military aid that has been mysteriously held up. but sondland told zelenssaid trs zelensky that he would play ball. this was heard by two other witnesses. >> what does the committee do next with all of that. >> next week, big stuff, ambassador sondland who's really on the hot seat and at least one or maybe two of those witnesses that heard the conversation will testify. corroboration of the call could be the critical moment in this investigation. >> can we shift a little bit to

maria v maria yovanovitch. what did she say and why is that important? >> last friday, a 33-year-old foreign service star -- >> 33 years of service. >> was called by the intelligence committee to explain the activities leading to her dismissal. she stated that she was released from her position without reason. however, she had worried about questionable activities by trump attorney rudy giuliani, sondland and some ukrainian americans and believed her dismissal may have obscured what was going on because she was in the way. but it may have taken the spotlight away from the blockbuster announcement yesterday. we'll see. >> for people at home who are trying to take all of this in and figure out what to pay attention to in the week ahead, what should we look for? >> there's a lot o take in.

you're right. at least eight, eight witnesses will be called by the intelligence committee for their knowledge on potential impeachable crimes by president trump. we have eight coming this next week. clearly the appearance by ambassador sondland is not to be missed. he revised his testimony when he learned just about everybody else expressed concern about the situation. sondland has to agree with the telephone call witnesses or explain why they're wrong. adding to the mystery about sondland is that he contributed $1 million to the trump presidential campaign before becoming an ambassador. last week, president trump claimed that he hardly knew him. if someone wrote a novel on this, chris, someone wrote a novel about all of these events, it's hard to believe that any publisher would ever take it. that's exactly what the nation is going through right now.

coffee on hand. right now our current temperatures, a little chilly. we're dipping down into those 40s. the south bay, 49. one thing you'll notice is that the fog isn't as dense. the majority of the areas that are dense are pretty patchy, mainly along the coast. 49 degrees right now. san francisco 52. it looks like my north bay camera gave out, but it's 49 degrees. however, i love showing you this map because this is a good comparison of where we stand compared to the rest of the nation and look at detroit, 29 degrees. that's below freezing. into the east coast, new york city, 40 degrees. we're similar to new york city. boston, 35. and we're in the 30s in through salt lake city. we are cold but we're going to be dipping down into some 40s. however, today's main topic is going to be the warm up. your microclimate highs for

today, the bridge of high pressure, will be in the 70s, even a couple of low 80s. we're at about 40 degrees right now in santa rosa, and then we jump up to 80 by the afternoon. san francisco, 70 degrees. it's going to be a fantastic day to be in the city. morgan hill 79. not a lot of cloud cover. we had a good off-shore influence that got rid of a lot of that fog. but let's talk about the changes. the high pressure will continue to move inland. it helped clear out some of the cloud cover. but this is the main topic that we've been looking forward to and this is the reason we want to go over it. as we head in toward wednesday and thursday, we have this low pressure system that's going to bring mainly rain to southern california. if you're traveling through the grapevine down to l.a., that's going to be something you're going to watch out for. the northern portion of

california, we may not get any rain from the system. it's going to be the impact from the dry offshore winds. this is what we're talking about in terms of peak gusts. we're still a few days out and things could change. wednesday, elevated fire danger. the models are showcasing some of the stronger guests up through the north bay mountains and east bay. napa, 34. a lot of people were asking us, does this mean pg&e power outages this, is a potential and this is based off of pg&e's guidelines right now. they showcase it as elevated. this doesn't mean this is for sure. it means they're working with their team of metrologists to ensure the safety of the residents and we're going to keep monitoring that very closely. if you want to check out the map, it's on the pg&e website. but our seven day outlook right
