thing. why did they give it to a ukrainian company. >> are you sure they did that? are you sure they gave it to ukrai ukraine? >> that's what the word was. >> reporter: that theory was propaganda. >> this is a fictional narrative that is being propagated by the authorities themselves. >> reporter: and responding to reports that an fbi agent had warrants to record an adviser. the report is critical of the fbi's conduct in the trump-russia probe. but it will show bias did not influence officials running the investigation. meanwhile, lawmakers on both sides of the aisle are saying new testimony in the impeachment inquiry is unlikely. but they are eagerly watching former national security adviser john bolton, who is hinting he may have something to say now that his twitter account has

5:38 am
here. it is an explosive new detail. >> days after we learn that russia was the one that american intelligence was trying to propagate these theories. let's bring in phil rucker, the white house bureau chief for "the washington post" and an nbc news political analyst. >> good morning, peter. >> we heard from the president and what was a free-wheeling nearly hour-long phone call with fox news yesterday, where he says he wants an impeachment trial, at the same time he says he doesn't think he should be impeached here. there's been some private meetings behind the scenes in the white house this week. give us a sense of what things will look like going forward. >> peter, it appears to be all but a foregone conclusion that the house will vote to impeach the president. likely, that could take place in december. the white house is looking for the next step, which would be a trial in the senate. trump feels more comfortable there because the republican allies control that chamber and
5:39 am
would control the process of the trial. and as the revelations the last two weeks have been damaging in terming a fact pattern about the president's conduct, the republican lawmakers have remained firmly in support of the president. so, the white house is not that concerned about an ultimate conviction in the senate. >> let's ask you about john bolton, if we can quickly here. it's his testimony, the privately white house officials and allies of the president say they are concerned about here. bolton has a mysterious tweet yesterday after a back and forth with the white house, where he said stay tuned. is he planning to unload on the president? what do you think is happening here? >> as you know, peter, bolton has a lot of stories to tell. he was in a lot of meetings with the president. he has declined to testify in this impeachment inquiry, unless compelled to do so by a judge. he's writing a book about his time serving trump. he's giving paid speeches and
5:40 am
some of the details are leaking out there. >> in december, we're going to get a first look at the justice department's internal watchdog report about the fbi investigation into the trump campaign. the president has been blaming the top officials at the fbi, accusing them of political bias. now, we can report that the finds of that report are that there was some problematic behavior by lower-level officials within the fbi but it debunks the idea that there was some political conspiracy by the fbi leadership. what does this do to the president's key talking point? >> well, peter, this is a hot l ant anticipated report. but it does not deliver what president trump has been hoping for, which is evidence of widespread bias at the top of the justice department and the fbi and a corruption of the start of the russia investigation. that just does not bear out in this report, according to the reporting. >> perhaps enough for both sides to find something they can try to amplify.
